Re-consultation on Marine Environment Impact Assessment (MEIA) says that business operators are then licensed back from the disposition authorities undergoing a consultation process to change business plans. Marine Environment Management Act has provisions(Article 94) with respect to a case where the scale of business, the period of business, reflects the basic plan, including a plan to change a variety of reasons. But increasingly diverse types of businesses and projects which are the subject of MEIA, As it appears that the vulnerability issues and the problem of the re-consultation. In this study conducted an analysis of the literature review and comment on the re-consultation report four years. In addition, it presents a check to the problem through concrete examples related to the re-consultation and proposes improvement measures.

In order to establish mainstreaming of climate change adaptation in policy, plan, program or project, we set up three kinds of implementation methods. The first is preparation of new law(tentatively called "Act on Climate Change Response") and independent implementation, the second is preparation of new law and two kinds of implementation in existing Environmental Impact Assessment system, and the third is integrated assessment in Environmental Impact Assessment system without new legal base. And we analyzed merits and demerits of suggested schemes, and specific contents of each method. Furthermore, we suggested overview of contents of new law and revised Environmental Impact Assessment law and related regulations.

Recognizing interaction between the environment and humans, the EIA(environmental impact assessment) movement has sought to promote more environmentally sound and informed decisions for the sake of human welfare. Therefore, most EIA programs require the consideration of human health impacts. Yet relatively few EIA documents adequately address those impacts. This study was carried out to investigate the role of EIA for reuniting the environment and human health, for preventing and reducing significant health risks, and for improving human health impact assessment by means of risk assessment. Risk assessment consists of 4 components; hazard identification, dose-response assessment, exposure assessment and risk characterization. Since most people spent their times in indoor, indoor air quality modelling can be used in exposure assessment and risk assessment. In this study, indoor $NO_2$ concentration and personal $NO_2$ exposure were estimated by Box Model using mass balance equation and time weighted average, respectively. The estimated indoor $NO_2$ concentration and the personal $NO_2$ exposure were compared by those measured, respectively. Subsequntly, health effect was assessed with these results. Consequently, exposure assessment and risk assessment using indoor air quality model may be considered to be applicable to EIA.

Purpose: The small-scale environmental impact assessment has been in operation since its implementation in August 2000, and is a system that meets the purpose of sustainable development in consideration of the environment in areas requiring conservation. However, when preparing a small environmental impact assessment report, the contents of the reduction measures are too qualitative, or reports are prepared to simply list the compliance stipulated by individual laws, and the contents of consultations prepared by consultative agencies and review agencies are not much different. In addition, the direction of consultation on development projects for similar locations of the same project type is frequently changed by reflecting the subjective judgment of the consultative officer of the Ministry of Environment (Environment Agency). Therefore, this study attempted to improve the establishment of measures to reduce the existing simple listing of qualitative contents and the inconsistent presentation of review opinions by consultative agencies and review agencies. Research design, data and methodology: The research method extracted absolute evaluation items and relative evaluation items among small environmental impact assessment items, analyzed and presented detailed items, and prepared a distribution table for each section according to the details of the relative evaluation items, and presented them as a table. Results: This study was conducted to derive uniform results with objective indicators in the preparation and consultation process of a small-scale environmental impact assessment. Conclusions: Once a quantitative evaluation is established, the consultant can objectively determine and process the environmental impact.

Soil environment has not received much attention from the environmental impact assessor community although soil contamination may affect human health and the eco-system. This study was the first trial to discuss the role and importance of soil environment in the environmental impact assessment(EIA) and suggest possible environmental impact assessment schemes for soil. The objectives of the study were to show the effects of soil contamination on human health, the environment and the social community, suggest efficient EIA schemes in Korea and establish the basic concepts of soil environment assessment involving fate and transport of contaminants and its risk.
