Development & Evaluation of Real-time Ensemble Drought Prediction System (실시간 앙상블 가뭄전망정보 생산 체계 구축 및 평가)

  • The objective of this study is to develop and evaluate the system to produce the real-time ensemble drought prediction data. Ensemble drought prediction consists of 3 processes (meteorological outlook using the multi-initial conditions, hydrological analysis and drought index calculation) therefore, more processing time and data is required than that of single member. For ensemble drought prediction, data process time is optimized and hardware of existing system is upgraded. Ensemble drought data is estimated for year 2012 and to evaluate the accuracy of drought prediction data by using ROC (Relative Operating Characteristics) analysis. We obtained 5 ensembles as optimal number and predicted drought condition for every tenth day i.e. 5th, 15th and 25th of each month. The drought indices used are SPI (Standard Precipitation Index), SRI (Standard Runoff Index), SSI (Standard Soil moisture Index). Drought conditions were determined based on results obtained for each ensemble member. Overall the results showed higher accuracy using ensemble members as compared to single. The ROC score of SRI and SSI showed significant improvement in drought period however SPI was higher in the demise period. The proposed ensemble drought prediction system can be contributed to drought forecasting techniques in Korea.

  • The objective of this study is to analyze uncertainties of ensemble-based streamflow prediction method for model parameters and input data. ESP (Ensemble Streamflow Prediction) and BAYES-ESP (Bayesian-ESP) based on ABCD rainfall-runoff model were selected as streamflow prediction method. GLUE (Generalized Likelihood Uncertainty Estimation) was applied for the analysis of parameter uncertainty. The analysis of input uncertainty was performed according to the duration of meteorological scenarios for ESP. The result showed that parameter uncertainty was much more significant than input uncertainty for the ensemble-based streamflow prediction. It also indicated that the duration of observed meteorological data was appropriate to using more than 20 years. And the BAYES-ESP was effective to reduce uncertainty of ESP method. It is concluded that this analysis is meaningful for elaborating characteristics of ESP method and error factors of ensemble-based streamflow prediction method.

  • 우리나라에선 크고 작은 가뭄 피해가 자주 일어나고 있으며 최근엔 유래 없는 다년가뭄이 발생하면서 가뭄에 대한 경각심이 커지고 있다. 가뭄에 적절하게 대응하여 피해를 경감시키기 위해서는 신뢰도 높은 가뭄 예측이 선행되어야 한다. 이에 본 연구는 앙상블 예측과 베이즈이론(Bayes' theorem)을 수문학적 가뭄지수 중 하나인 SRI(Standardized Runoff Index)에 적용해 가뭄 확률 전망을 실시했으며 이를 EDP(Ensemble Drought Prediction)라고 칭하였다. 국내 8개 댐유역에서 EDP를 생성하고 개선하는 과정은 다음과 같이 진행된다. 우선 TANK모형을 활용한 1개월 선행 유량 예측(Ensemble Streamflow Prediction, ESP)의 결과를 SRI로 변환하여 EDP 확률분포를 생성한다. 그런 다음, EDP를 개선하기 위해 그 기초인 ESP에서 미흡한 토양수분 초기조건을 보완하고자 베이즈이론을 활용했다. APCC(APEC Climate Center)의 위성 관측 SMI(Soil Moisture Index) 자료로 SRI와의 회귀식을 구축, 이를 우도함수로 정의해 사전 EDP 분포를 업데이트한 EDP+ 확률분포를 생성했다. 그 결과, EDP와 EDP+ 모두 심도가 깊은 가뭄을 전망할수록 예측력이 기후학적 예측보다 좋지 않았다. 그럼에도 우도함수로 사용한 회귀식의 정확도가 높을수록 EDP+의 정확도도 향상되는 경향이 나타났으며, 이는 베이즈이론을 사용한다면 가뭄 확률 전망을 개선할 수 있다는 것을 의미하고 있다. 하지만, 확정 전망 정확도는 확률 전망 정확도와는 관계가 없었는데 이는 확정 전망과 확률 전망이 본질적으로 다르기 때문인 것으로 사료된다.

Applicability Assessment of Hydrological Drought Outlook Using ESP Method (ESP 기법을 이용한 수문학적 가뭄전망의 활용성 평가)

  • This study constructs the drought outlook system using ESP(Ensemble Streamflow Prediction) method and evaluates its utilization for drought prediction. Historical Runoff(HR) was estimated by employing LSM(Land Surface Model) and the observed meteorological, hydrological and topographical data in South Korea. Also Predicted Runoff(PR) was produced for different lead times(i.e. 1-, 2-, 3-month) using 30-year past meteorological data and the initial soil moisture condition. The HR accuracy was higher during MAM, DJF than JJA, SON, and the prediction accuracy was highly decreased after 1 month outlook. SRI(Standardized Runoff Index) verified for the feasibility of domestic drought analysis was used for drought outlook, and PR_SRI was evaluated. The accuracy of PR_SRI with lead times of 1- and 2-month was highly increased as it considered the accumulated 1- and 2-month HR, respectively. The Correlation Coefficient(CC) was 0.71, 0.48, 0.00, and Root Mean Square Error(RMSE) was 0.46, 0.76, 1.01 for 1-, 2- and 3-month lead times, respectively, and the accuracy was higher in arid season. It is concluded that ESP method is applicable to domestic drought prediction up to 1- and 2-month lead times.

Forecasting Monthly Runoff Using Ensemble Streamflow Prediction (앙상블 예측기법을 통한 유역 월유출 전망)

  • In this study the validities of runoff prediction methods are reviewed around ESP (Ensemble Streamflow Prediction) techniques. The improvements of runoff predictions on Yongdam river basin are evaluated by the comparison of different prediction methods including ESP incorporated with qualitative meteorological outlooks provided by meteorological agency as well as the runoff forecasting based on the analysis of the historical rainfall scenarios. As a result it is assessed that runoff predictions with ESP may give rise to more accurate results than the ordinary historical average runoffs. In deed the latter gave the mean of yearly absolute error as to be 60.86 MCM while the errors of the former ones amounted to 44.12 MCM (ESP) and 42.83 MCM (ESP incorporated with qualitative meteorological outlooks) respectively. In addition it is confirmed that ESP incorporated with qualitative meteorological outlooks could improve the accuracy of the results more and more. Especially the degree of improvement of ESP with meteorological outlooks shows rising by 10.8% in flood season and 8% in drought season. Therefore the methods of runoff predictions with ESP can be further used as the basic forecasting information tool for the purpose of the effective watershed management.

  • This study implemented the prediction of drought properties (number of drought events, intensity, duration) using the user-oriented systematical procedures of downscaling climate change scenarios based the multiple global climate models (GCMs), AIMS (APCC Integrated Modeling Solution) program. The drought properties were defined and estimated with Effective Drought Index (EDI). The optimal 10 models among 29 GCMs were selected, by the estimation of the spatial and temporal reproducibility about the five climate change indices related with precipitation. In addition, Simple Quantile Mapping (SQM) as the downscaling technique is much better in describing the observed precipitation events than Spatial Disaggregation Quantile Delta Mapping (SDQDM). Even though the procedure was systematically applied, there are still limitations in describing the observed spatial precipitation properties well due to the offset of spatial variability in multi-model ensemble (MME) analysis. As a result, the farther into the future, the duration and the number of drought generation will be decreased, while the intensity of drought will be increased. Regionally, the drought at the central regions of the Korean Peninsula is expected to be mitigated, while that at the southern regions are expected to be severe.

  • Recently, the frequency of abnormal weather due to complex factors such as global warming is increasing frequently. From the past rainfall patterns, it is evident that climate change is causing irregular rainfall patterns. This phenomenon causes difficulty in predicting rainfall and makes it difficult to prevent and cope with natural disasters, casuing human and property damages. Therefore, accurate rainfall estimation and rainfall occurrence time prediction could be one of the ways to prevent and mitigate damage caused by flood and drought disasters. However, rainfall prediction has a lot of uncertainty, so it is necessary to understand and reduce this uncertainty. In addition, when accurate rainfall prediction is applied to the rainfall-runoff model, the accuracy of the runoff prediction can be improved. In this regard, this study aims to increase the reliability of rainfall prediction by analyzing the uncertainty of the Korean rainfall ensemble prediction data and the outflow analysis model using the Limited Area ENsemble (LENS) and the Grid based Rainfall-runoff Model (GRM) models. First, the possibility of improving rainfall prediction ability is reviewed using the QM (Quantile Mapping) technique among the bias correction techniques. Then, the GRM parameter calibration was performed twice, and the likelihood-parameter applicability evaluation and uncertainty analysis were performed using R2, NSE, PBIAS, and Log-normal. The rainfall prediction data were applied to the rainfall-runoff model and evaluated before and after calibration. It is expected that more reliable flood prediction will be possible by reducing uncertainty in rainfall ensemble data when applying to the runoff model in selecting behavioral models for user uncertainty analysis. Also, it can be used as a basis of flood prediction research by integrating other parameters such as geological characteristics and rainfall events.

Meteorological drought outlook with satellite precipitation data using Bayesian networks and decision-making model (베이지안 네트워크 및 의사결정 모형을 이용한 위성 강수자료 기반 기상학적 가뭄 전망)

  • Unlike other natural disasters, drought is a reoccurring and region-wide phenomenon after being triggered by a prolonged precipitation deficiency. Considering that remote sensing products provide consistent temporal and spatial measurements of precipitation, this study developed a remote sensing data-based drought outlook model. The meteorological drought was defined by the Standardized Precipitation Index (SPI) achieved from PERSIANN_CDR, TRMM 3B42 and GPM IMERG images. Bayesian networks were employed in this study to combine the historical drought information and dynamical prediction products in advance of drought outlook. Drought outlook was determined through a decision-making model considering the current drought condition and forecasted condition from the Bayesian networks. Drought outlook condition was classified by four states such as no drought, drought occurrence, drought persistence, and drought removal. The receiver operating characteristics (ROC) curve analysis were employed to measure the relative outlook performance with the dynamical prediction production, Multi-Model Ensemble (MME). The ROC analysis indicated that the proposed outlook model showed better performance than the MME, especially for drought occurrence and persistence of 2- and 3-month outlook.

Reliability Assessment of Temperature and Precipitation Seasonal Probability in Current Climate Prediction Systems (현 기후예측시스템에서의 기온과 강수 계절 확률 예측 신뢰도 평가)

  • Seasonal forecast is growing in demand, as it provides valuable information for decision making and potential to reduce impact on weather events. This study examines how operational climate prediction systems can be reliable, producing the probability forecast in seasonal scale. A reliability diagram was used, which is a tool for the reliability by comparing probabilities with the corresponding observed frequency. It is proposed for a method grading scales of 1-5 based on the reliability diagram to quantify the reliability. Probabilities are derived from ensemble members using hindcast data. The analysis is focused on skill for 2 m temperature and precipitation from climate prediction systems in KMA, UKMO, and ECMWF, NCEP and JMA. Five categorizations are found depending on variables, seasons and regions. The probability forecast for 2 m temperature can be relied on while that for precipitation is reliable only in few regions. The probabilistic skill in KMA and UKMO is comparable with ECMWF, and the reliabilities tend to increase as the ensemble size and hindcast period increasing.

Improvement in Seasonal Prediction of Precipitation and Drought over the United States Based on Regional Climate Model Using Empirical Quantile Mapping (경험적 분위사상법을 이용한 지역기후모형 기반 미국 강수 및 가뭄의 계절 예측 성능 개선)

  • The United States has been known as the world's major producer of crops such as wheat, corn, and soybeans. Therefore, using meteorological long-term forecast data to project reliable crop yields in the United States is important for planning domestic food policies. The current study is part of an effort to improve the seasonal predictability of regional-scale precipitation across the United States for estimating crop production in the country. For the purpose, a dynamic downscaling method using Weather Research and Forecasting (WRF) model is utilized. The WRF simulation covers the crop-growing period (March to October) during 2000-2020. The initial and lateral boundary conditions of WRF are derived from the Pusan National University Coupled General Circulation Model (PNU CGCM), a participant model of Asia-Pacific Economic Cooperation Climate Center (APCC) Long-Term Multi-Model Ensemble Prediction System. For bias correction of downscaled daily precipitation, empirical quantile mapping (EQM) is applied. The downscaled data set without and with correction are called WRF_UC and WRF_C, respectively. In terms of mean precipitation, the EQM effectively reduces the wet biases over most of the United States and improves the spatial correlation coefficient with observation. The daily precipitation of WRF_C shows the better performance in terms of frequency and extreme precipitation intensity compared to WRF_UC. In addition, WRF_C shows a more reasonable performance in predicting drought frequency according to intensity than WRF_UC.
