This paper concerns with the application of e-based education methodology for people with disabilities targeting to empower them. Instead of the classic educational support such as extended time to take exams, a reader and/or scribe to assist with exams and note taking services, we suggest the use of new pedagogy-the science of educations integrating the state-of-the art. In this paper, we introduce the definition of disabilities for the people who does not fully understand what they means, first, and then possible implementing tools which can empower them with accomplishments. Most of the research in the field of pedagogy has tended to concentrate on the behavioral aspects of instructional sciences. Therefore we would like to point out that we concentrate on the aspects of instructional science particularly related with people with disabilities.

Most of all countries have a governmental system for regulating the certification of nursing. In Korea, certification of advanced practice nurse(APN) is statuary regulation under supervision of government. In this article, the writers discuss the legal characters and effects of certification and regulatory body for certification and suggest the new regulatory system. The advanced practitioner may be recognize "new" health provider in the future. The nursing specialist have right to use title and practice expanded role. It's different things with physicians certification. The regulatory body is important because certification protected the title and empower APN authorize of expanded role. The certification of nursing is closely connected with public interest. The Korea government delegate power of national examination to private institute. To improve utility and publicity of certification system, we suggest that statutory empower the certification authority to public institute which composed with nursing professionals.

In this paper, we present the results of the design and fabrication of the VCO(Voltage controlled Oscillator) using RF circuit simulator GENESYS and electromagnetic field simulator EMpower Frequency range is fabricated VCO is 850 MHz ~ 950 MHz, which is used Colpitts Circuit. the fabricated VCO is consisted of resonator, oscillator and MSL(Microstrip Line) is used in LC tuning circuit.(operated by negative feedback) MSL(Microstrip Line), Varactor(Plastic package), low noise TR(SOT-23), chip inductor(1608), chip capacitor(1005), chip resistance(1005). 1005 type is used for sample fabrication of VCO. In the fabrication process, circuit pattern is screen printed on the alumina substrates of over 99.9% purity. Center frequency of the sample VCO is 850MHz at $V_T=1.5V$, while the simulated value was 1.0GHz at $V_T=1.5V$. Variable frequency range of the sample is 860~950MHz in contrast to the 1068~1100MHz of the simulated values.

최근 들어 디지털 정보전송, 저장 및 통신방식과 같은 정보기술의 발달과 더불어 교육환경 또한 비약적인 향상을 거듭해오고 있다. 기존의 E-Learning학습을 넘어서 현재는 언제 어디서나 원하는 학습을 할 수 있는 유비쿼터스 러닝(U-Learning)이 차츰 그 무게를 더하고 있다 유비쿼터스의 기술을 이용한 U-Learning의 핵심은 일상생활을 하면서 빈 시간을 활용, 장소에 구애 받지 않고 학습할 수 있게 함으로써 학습자들의 학습 효율성 및 효과성을 극대화할 수 있다는 데 있다. 특히 장애 학생들의 경우 그 장애의 형태에 따라 다소 다를 수는 있지만 일반 학생들에 비해 교육환경에 접근하기가 상대적으로 어려운 것이 현실이다. 이들 장애학생들을 일반 학생과 함께 수용하는 교육환경 즉, 통합교육의 경우 이러한 U-Learning 학습 환경을 조성하여 교육함으로써 훨씬 효율적인 교육이 이루어질 수 있을 것으로 판단된다. 이 논문에서는 이러한 U-Learning 시스템을 적용하기 위하여 요구되는 기자재, 교육 컨텐츠 및 통신 인프라 등의 제반 여건들을 살펴보고, 보다 나은 결과를 얻기 위한 교수자의 현실적인 자기관리 방법 등도 사례를 가정하여 함께 제시해 보고자 한다.

The current meaning of "Big Data" refers to all the techniques for value eduction and actionable analytics as well management tools. Particularly, with the advances of wireless sensor networks, they yield diverse patterns of digital records. The records are mostly semi-structured and unstructured data which are usually beyond of capabilities of the management tools. Such data are rapidly growing due to their complex data structures. The complex type effectively supports data exchangeability and heterogeneity and that is the main reason their volumes are getting bigger in the sensor networks. However, there are many errors and problems in applications because the managing solutions for the complex data model are rarely presented in current big data environments. To solve such problems and show our differentiation, we aim to provide the solution of actionable analytics and semantic reusability in the sensor web based streaming big data with new data structure, and to empower the competitiveness.

Increasing demand in developing countries for animal sources of food including red meat is predicted to double by 2050. In Indonesia, there has always been a gap between supply and demand of beef with national beef production only satisfying about 45% of demand. This paper aims to describe the current features and prospects for beef production systems in Indonesia. The first part of the article reviews and analyses Indonesian beef cattle production systems. The second part addresses issues related to the current systems for beef production that could become important for future development of the beef industry in Indonesia. Recommendations to improve breeding and reproduction, to empower smallholder farmers, to improve the capacity of industry-related institutions to enhance technology transfer, and to develop systems for industry development such as integration of palm oil or plantations with beef cattle production are briefly discussed.

The Internet is increasingly changing our lives and enables the ordinary person to have access to never-ending quantities of information and knowledge. Technology and the Internet empower individuals and facilitate a more active role in the educational process. The webcast is a media file distributed over the Internet using streaming media technology and is used extensively in the commercial sector for investor relations presentations, in e-learning, and for related communications activities. And relating to computers, technology, and news are particularly popular and many new shows are added regularly. Especially e-learning is a general term used to refer to computer-enhanced learning and has the ability to level the learning playing field. So that the e-learning experience will be second nature to the growing Internet population. And this study intends to develop web-based education.

Attribute-based encryption (ABE) is an encryption scheme in which the user is able to decrypt a ciphertext with associated attributes. However, the scheme does not offer the capability of decryption to others when the user is offline. For this reason, the attribute-based proxy re-encryption (ABPRE) scheme was proposed, which combines traditional proxy re-encryption with ABE, so a user is able to empower designated users to decrypt the re-encrypted ciphertext with the associated attributes of designated users. However, previous ABPRE schemes demands a number of pairing operations that imply huge computational overhead. To reduce the number of pairing operations, we reduce the pairing operations with exponent operations. This paper provides a novel approach to an ABPRE scheme with constant pairing operation latency.

In order to plan and manage public facilities effectively and efficiently, it is necessary to diagnose the current status of facilities and decide the objective features. Performance measurement is to provide managers with the information they need to measure competitive advantages. This paper discusses public facility performance in order to establish the conceptual framework for performance measurement for public facilities. In order to develop the measurement of public facility performance, a pilot study was conducted with facilities managers of facilities management corporation of public districts in Seoul. We investigated how public facilities management teams have assessed their performance and collected data regarding financial aspects, service aspects, community aspects, and building aspects. There is no standard format to measure facility performance since building sizes, programs, community needs widely differ. However, it is necessary to have a more consistent system to measure facility performance. In addition, each public municipal district needs to empower each district facilities management corporation to participate in managerial decisions and budget control.
