The Effect of Emission Trading System on Air Transport Industry and Airlines' Strategic Responses in Korea (온실가스 배출권거래제(ETS)가 국내 항공사에 미치는 영향 및 항공사들의 전략적 대응방안 연구)

  • Airlines need to reduce their greenhouse gas (GHG) emissions because of the Paris Climate Agreement and ICAO CORSIA. This examined the degree of the strategic responses to which the airlines have made and the problems in the emission trading system (ETS). According to the analysis, the total amount of emission all the airlines made in the last three years was 116% more than the emission allowance imposed by the central government resulting in 10.7 billion KRW additional emission expense. Airlines would also face an increased carbon cost due to the implementation of ICAO CORSIA by purchasing an additional paid-in emission allowance in international routes. Although it is effective to retire the old aircraft early and induce the brand-new fuel-efficient aircraft to reduce GHG emissions, it is impractical in the short-term due to the tremendous amount of investment. To reduce the emission, airlines are washing engines, using ultra-light ULD and carts in the cabin, increasing the use of flaps and preventing the use of APU. On the other hand, these are very limited measures for reducing emissions according to the ICAO's mandatory emission target.

Real Option Study on Cookstove Offset Project under Emission Allowance Price Uncertainty (배출권 가격 불확실성을 고려한 고효율 쿡스토브 보급사업 실물옵션 연구)

  • From the Phase II (2018~2020) of K-ETS, the offset credit from 'CDM projects that domestic companies and others have carried out in foreign countries' can be used in the K-ETS. As a result, stakeholders in the K-ETS market are actively developing overseas CDM projects, such as the 'high-efficiency cook stove project'. which can secure a large amount of credits while marginal cost is relatively low. This paper develops the investment decision-making model of offset project for the 'high-efficiency cook stove project' using the real option approach. Under the uncertainty of the emission allowance price, the optimal investment threshold (p) is derived and sensitivity analysis is conducted. As a result, in the standard scenario (PoA-S), the optimal investment threshold is 29,054won/ton, which is lower than the stock price (pspot). However, allocation entities are not only economics in the CDM project, but also CDM risk factors such as non-renewable biomass ratio, cook stove replacement ratio, equity ratio with host country, investment period and submission limitation of emission allowance. In addition, offset project developers will be able to derive the optimal investment threshold for each business stage and use it for economic feasibility checks.

  • The emissions trading system, introduced to reduce greenhouse gas emissions, experienced a sharp increase in emission allowance prices during the second plan period (2018-2020), which led to an increase in the demand for smooth supply and demand of emission allowances, while suppliers anticipating a shortage of emission allowances in the future did not participate in trading. Therefore, the authority temporarily revised the guidelines to ensure that the amount of allowances carried forward is proportional to the trading volume as a market stabilization measure. Through an optimization process using a dynamic nonlinear mathematical model, this paper analyzes the impact of the government's intervention on the carryover policy on GHG emission reductions and emission allowance market prices. According to the simulation analysis results, banking regulations could cause a decline in prices during the regulation period, even though the initial policy was predicted to be adopted.

  • This study provides allocation methods and transaction instances of introducing pilot projects of $SO_2$ emission trading that recently rises as an scheme for effective emission regulation to internalizing environmental externalities. The emissions caps that is the total endowment of $SO_2$ emission permits are calculated in each emission plant by considering methods for distributing those permits-by giving them away or by selling them at auction. The method adopted in this study has several defects in application of the reality. However, this study may have contributions to cognize the importance of, allowance trading among the participants and to firstly design the allocations of emission permits for each plant using real emission data.

Study on the Improvement of the Korean Emission Trading System (국내 배출권거래제도 개선 방안: 관련 법령을 중심으로)

  • Korean Emission Trading Scheme entered into force on 1 January 2015. As other Emission Trading Systems, Korean Emission Trading System also have some deficiencies to be complemented and improved. Thus, the issues that are related to legal characteristics of emission allowance and its status as a financial instrument, terminology, requisites for the designation of the business entities eligible for allocation, banking and borrowing, and the non-permanence problems in the forestry offset mechanism are reviewed and the directions of the improvement are presented. The review of the Korean Emission Trading Scheme and its relevant act and the presidential decree at its early stage may be helpful for the Korean ETS to be firmly settled and to operate properly.

Analysis of CO2 Reduction effected by GHG·Energy Target Management System (TMS) and Korea Emissions Trading Scheme (ETS) (온실가스·에너지 목표관리제 및 배출권거래제 대상 기업의 명세서를 이용한 온실가스 감축 실적 분석)

  • There are two main policies to meet the national goal of reducing Greenhouse Gases (GHGs) emissions in Korea towards Paris Agreement. From 2012 to 2014, Target Management System (TMS) was operated and the Emissions Trading Scheme (ETS) has been established since 2015. To compare the impact of TMS and ETS on reducing GHGs, we collected annual GHGs emission reports submitted by individual business entities, and normalized them using a z-variant normalized function. In order to evaluate the impact of those policies, we calculated the amount of GHGs emissions of 73 business entities from 15 business sectors. Those entities emitted $508million\;CO_2eq$, which is 74% of total national GHGs emissions in 2014. The main results of analysis indicate that accumulated GHGs emissions during the period 2012 to 2014 affected by TMS was higher than the national goal of GHGs emission reduction, and only the GHGs emissions in 2014 were in the range of allowed GHGs emissions, set by the Government. In 2015, when ETS initiated, total GHGs emission trading was $4.84million\;tCO_2eq$, which is only 0.9% of total allowance in 2015. However, more than 50% of business entities, who got the allowance of GHGs emission given by the Government, met the goal of GHGs emissions. Particularly, 27 of 73 business entities reduced GHGs more under the ETS rather than the TMS. Even though we analyzed only 4 years' data to demonstrate the impact of TMS and ETS, it is expected to commit the national goal of GHGs reduction target by TMS and ETS.

Learning-by-doing Effect on Price Determination System in Korea's Emission Trading Scheme (한국 탄소배출권시장 가격결정체계의 학습효과 연구)

  • We analyze the learning-by-doing effects of the allowance pricing system on the Korea's emission trading scheme. The price of allowance (Korean Allowance Unit) is influenced differently by internal market factors and economic conditions variables in the first (January 2015 to June 2016 ) and the second commitment year(January 2016 to June 2017). The prices and transaction volumes of complementary credits (KCU and KOC) as well as economic conditions variables (such as call rate, exchange rate, stock price) are statistically significant only for the second commitment year. Thus, the learning-by-doing effect makes the market participation decision on K-ETS market more efficient in the second commitment year, adopting the previous experience and knowledge in the K-ETS market. The factors estimated significantly in both commitment periods include the institutional binary variable for requiring the submission of the emissions verification reports issued both on February and March.

  • The emission trading system implemented in Korea is a system in which the government allocates or sells emission rights by setting the emission allowable amount to economic players subject to the emission trading system, allowing companies to freely trade shortfall or extra money through the emission trading market. Korea also had implemented its first emission trading system scheme period of time from 2015 to 2017. As a result of the first planning period in which total of seven Korean airlines were targeted, the emission amount was about 5.51 million KAU, while the quota amount was only about 4.85 million KAU, about 116% of the actual quota was emitted and Domestic airlines have incurred additional costs of about 10.7 billion won. Due to ICAO's implementation of CORSIA, the airlines are expected to have to shoulder additional costs because purchasing exceed quota will be increased in order to offset excess emissions not only on domestic but also on international routes. Thus, this paper had analyzed the characteristics of the carbon trading system of air transport industry and suggested a mix of regulatory policies as an improvement method.

Consideration of the Early Action in the GHG Emission Reduction (국내 온실가스 감축의 조기행동 인정 방안)

  • Enforcement Decree of the Framework Act on Low Carbon, Green Growth for achieving the country's GHG emission reduction goal of 30% was in effect. The remarkable content of the Act is the managements of targets for GHG reduction. So, the entities that have reduced voluntarily have much interest in the recognition of 'early action'. The recognition of early action is necessary to induce the fair competence of business entities and promote the voluntary GHG reduction. The definite and concrete guidance should be prepared. The important principles for this are the environmental integrity and the additionality. Based on this, the early action activities must be restricted to the voluntary, real, permanent, quantifiable, verifiable reduction. In the early action recognition, its credit should be allocated additionally set aside from the GHG target allocation in the national total allowance. Through this, the reward for the early reduction should be realized on market mechanism. The effective period to award the early action should be addressed. This can be the period after the enactment of framework on GHG reduction in effect and before the beginning year of GHG target control. It should be set with flexibility through the collection and consultation of the sector's opinions. The appropriate allowance reserve of early action was estimated as approximately 1~1.5% by using the data from the 'Pilot GHG Emission Trading Program' operated by Ministry of Environment. Also, the concrete and detail guidance to construct the necessary infra which is used to register the related information of early action activities should be prepared.

실물옵션 모형을 이용한 RPS와 배출권거래제 연계의 신재생에너지 투자효과

  • The primary purpose of Renewable Portfolio Standard (RPS) is to facilitate investment in renewable energy technology. Since emission trading program has similar purpose, it is conceivable to attempt to link RPS and emission trading program through interlinked markets. RPS in Korea with single REC and emission allowance markets has particular advantages for constructing linkages between two markets. This paper provides a real option model to examine investment effects of linkage of RPS to the trading program. Emission permit price and REC price are assumed to follow stochastic processes and renewable investment is irreversible. The result shows that linked market provides further incentive for renewable investment by raising managerial flexibility for power companies.
