The Implementation of Emergency Light Monitoring System by Intelligent Cluster Surveillance Network (지능형 클러스터 감시망 비상등관리시스템 개발)

  • In this paper, we structured the intelligent cluster surveillance network which can be managed scattered-the emergency light without communication line. Will not be interfered in location of emergency light and not to be will be able to establish the system. And the surveillance network there is by a destroyer and the communication relay system is born breakdown but the dead zone without condition of emergency light implemented the emergency light management system where the monitoring and management are possible. And we implemented the emergency light surveillance equipment and the emergency light monitoring system. Some experiments were conducted to verify so as to proposed system, and the system processes such as the surveillance network, the status information measurement and initialization were well performed.

  • The recent advances in wireless communication systems and semiconductor technologies are paving the way for new applications over wireless sensor networks. Health-monitoring application (HMA) is one such emerging technology that is focused on sensing and reporting human vital signs through the communication network comprising sensor devices in the vicinity of the human body. The sensed vital signs can be divided into two categories based on the importance and the frequency of occurrence: occasional emergency signs and regular normal signs. The occasional emergency signs are critical, so they have to be delivered by the specified deadlines, whereas the regular normal signs are non-critical and are only required to be delivered with best effort. Handling the occasional emergency sign is one of the most important attributes in HMA because a human life may depend on correct handling of the situation. That is why the underlying network protocol suite for HMA should ensure that the emergency signs will be reported in a timely manner. However, HMA based on IEEE 802.15.4 might not be able to do so owing to the lack of an appropriate emergency-handling mechanism. Hence, in this paper, we propose a new emergency-handling mechanism to reduce the emergency reporting delay in IEEE 802.15.4 through the modified superframe structure. A fraction of an inactive period is modified into three new periods called the emergency reporting period, emergency beacon period, and emergency transmission period, which are used opportunistically only for immediate emergency reporting and reliable data transmission. Extensive simulation is performed to evaluate the performance of the proposed scheme. The results reveal that the proposed scheme achieves improved latency and higher emergency packets delivery ratio compared with the conventional IEEE 802.15.4 MAC.

New Construction Method for Quaternary Aperiodic, Periodic, and Z-Complementary Sequence Sets

  • Based on the known binary sequence sets and Gray mapping, a new method for constructing quaternary sequence sets is presented and the resulting sequence sets' properties are investigated. As three direct applications of the proposed method, when we choose the binary aperiodic, periodic, and Z-complementary sequence sets as the known binary sequence sets, the resultant quaternary sequence sets are the quaternary aperiodic, periodic, and Z-complementary sequence sets, respectively. In comparison with themethod proposed by Jang et al., the new method can cope with either both the aperiodic and periodic cases or both even and odd lengths of sub-sequences, whereas the former is only fit for the periodic case with even length of sub-sequences. As a consequence, by both our and Jang et al.'s methods, an arbitrary binary aperiodic, periodic, or Z-complementary sequence set can be transformed into a quaternary one no matter its length of sub-sequences is odd or even. Finally, a table on the existing quaternary periodic complementary sequence sets is given as well.

  • Emergency Medical Service(EMS) requires a system that supports the communication between emergency medical technicians (EMT)s and the doctor in the emergency department. Because the rapid triage and on-site treatment of patients need doctor's medical advice. However, a system to assist the doctor assign for medical advice does not exist in Korea. This paper suggests a medical advice support system that focuses on appropriate doctor assign and real-time communication among the ambulance, the Emergency Medical Information Center (EMIC), and the doctor using an agent system. We expect that the system can help to solve the problems affecting prehospital EMS and improve its general quality.

  • The CBS functionality is defined for emergency alert service in cellular systems. Previously, a cooperative communication technique was proposed for more reliable CBS functionality. However, the relays for cooperative communications may fail in receiving emergency message, which may cause a critical latency. Therefore, we propose a novel cooperative communication technology in this letter, which incudes additional T-DMB functionality in relays. Analytical and empirical evaluations confirm that the proposed method is very suitable for rapid emergency alert broadcast.

  • The purpose of this study is to present the application of Information and Communication Technology(ICT) during the 4th Industrial Revolution for the efficient implementation of government emergency preparedness policies. Brainstorming by experts categorized the government's emergency preparedness policies into 4 types and 12 detailed tasks. Classification results were used by AHP(Analytic Hierarchy Process) to analyze relative importance and priorities. The AHP survey found that strengthening crisis management responsiveness was the most important detailed task. Artificial Intelligence(AI), Internet of Things(IoT), Unmanned Autonomy System, Virtual Reality(VR), and Augmented Reality(AR) were presented as major information and communication technology(ICT) for the efficient execution of detailed tasks.

  • This study focuses on making recommendations for the improvement of poor emergency medical services or EMS in Korea. Problems of the current EMS system is widely reviewed. As an alternative of the current system, a franchises system is introduced to EMS. A feasibility study of the new system is carried out as follows. 1) The current EMS system shows such problem as; - Inadequacy of emergency medical fee schedule, - Shortage of emergency medical resources, - Concentration of emergency medical facilities in metropolitan area, - Unestablishment of training program for emergency personnel, - Inappropriateness of patients' behvaviro pattern in emergency care system. 2) Recommendations for the improvement of EMS are as follows: - Well organized communication and transportation system needs to be established by utilizing all the availabl EMS is to be devised for the provision of appropriate emergency care. - A franchises system can be widly adopted so that private organizations are willing to establish a free standing emergency center. - Emergency care fee schedule of the franchises system needs to be appropriate for the system to provide high standard medical services.

Rescue Support Communication System in Case of Emergency of Large Passenger Ship (대형 여객선 긴급 재난 시 구조 지원 통신 시스템)

  • We propose an emergency rescue support communication system to quickly rescue passenger ships, such as large cruise ships, when a ship sinks or a disaster such as a fire occurs. A beacon is installed in the inside of the vessel, and the position and the status of the passenger are detected in real time through the Bluetooth communication in the mobile terminal carried by the passenger and transmitted to the server. When an emergency occurs, the server sends information on the passenger to the rescue agency, informs the passenger of the emergency, and guides evacuation. As a result of simulations using the designed system, it was confirmed that the server immediately notifies all terminals when an emergency occurred in more than half of the area. This system, which detects the accident in real time and notifies all terminals in the vessel, unlike the existing system that notifies the position of the accident vessel or simply the position of the passenger in the vessel, will be helpful for the rapid evacuation and rescue of the passenger.

Mobilizing Voluntary Organizations in Taiwanese Emergency Response: Citizen Engagement and Local Fire Branch Heads

  • This article assesses factors that affect the ability of local fire branch heads in Taiwan to mobilize volunteer organizations in local emergency responses. Data from a survey of local fire branch heads in Taiwan is analyzed by using an OLS model to test three hypotheses regarding the relationship between the dependent variable, perceived ability to mobilize volunteer organizations in emergency response, and three explanatory variables: organizational capacity, quality of communication, and the quality of citizen engagement ex-ante to emergency response. The model indicates a positive relationship between the ability to mobilize volunteer organizations in emergency response, the quality of communications, and the quality of citizen engagement in preparedness. The research suggests that local fire branch heads and volunteer organizations should begin the process of emergency response mobilization in the preparedness stage. The quality of the citizen engagement in preparedness stages should increase the ability of local fire branch managers to mobilize external resources in emergency response.

  • With the continuous increase of the senior population, it is necessary to introduce the 4th industrial revolution applied technology into the health and welfare field. In addition, a senior emergency management system centered on Nono Care is established due to the shortage of young people, which requires strategization of a welfare delivery system in which senior colleagues notify emergency relief facilities directly in case of an emergency. In this paper, senior emergency management system is designed to collect and analyze individual activities and inactivity information through senior self-learning through smartphone app and to predict emergency situations with voice and image registration information through smartphone app menu.
