Design of Planar Microstrip Antenna at UHF ISM band for the Safety Communication of Life at Sea (해상인명 구조통신을 위한 UHF ISM 대역 평판형 마이크로스트립 안테나 설계)

  • The planar microstrip antenna for the safety communication of life at sea is designed and manufactured to effectively receive the emergency wireless signal from the transmitter on the life vest. The proposed microstrip antenna in this paper is easy to make, light weight and cheap compared to other antennas because of printed antenna fabrication. To overcome the narrow bandwidth, large size and low gain characteristics of microstrip antenna, we use the IDMA(Identical Dual Patch Microstrip Antenna with Air-Gap) structure. The proposed antenna was fabricated with the use of 1.6mm FR4 and measured with the 28.7MHz(6.6%) of bandwidth and 3.04dBi of gain at the frequency of 426MHz. To validate the proposed antenna, we experimented the possible distance range at sea using the commercial UHF transceiver module and obtained over 5km distance for stable communication. This antenna can be widely applied to application of the UHF wireless mobile communication.

  • This paper presents an digital based input/output interface circuit for controlling and monitoring the Diesel Engine Generator for emergency. In order to monitor and control of the Emergency Diesel Engine Generator, controlling and monitoring circuits need 5 analog input channels, 2 pick-up coil measuring circuits, 10 digital input channels containing Broken Wire Detect function, and 7 relay control signal output channels. This system performs signal processing of input signal taking advantage of simple filter circuit, photo-coupler and comparator circuit at analog input parts, and output signals for main relay is designed acting by double control, so it prevents malfunction completely. And it improves accuracy of speed input signal by applying digital circuit that processes rick-up coil signal.

Methodology for Estimating Safety Benefits of Advanced Driver Assistant Systems (첨단 운전자지원시스템의 교통안전 효과추정 방법론)

  • Recent advanced sensors and communication technologies have been widely applied to advanced safety vehicle (ASV) for reducing traffic accident and injury severity. To apply the advanced safety vehicle technologies, it is important to quantify the safety benefits, which is a fundamental for justifying application. This study proposed a methodology for quantifying the effectiveness of the advanced driver assistant system (ADAS), and applied the methodology to lane departure warning system (LDWS) and automatic emergency braking system (AEBS) which are typical advanced driver assistant systems. When the proposed methodology is applied to 2008-2010 gyeonggi-province crash data, LDWS would reduce about 10~14% of relevant crashes such as head-on, run-off-the road, rollover and fixed-object collisions on the road. In addition, AEBS could potentially prevent about 50% of total rear-end crashes. The outcomes of this study support decision making for developing not only vehicular technology but also relevant safety policies.

A Study on Disaster Experience and Preparedness of University Students (일 지역 대학생의 재난경험과 재난대비에 대한 조사연구)

  • Purpose: The purpose of this study was to investigate the disaster experience (accidents, education etc) and the concern for disaster preparedness of college students. Methods: This research design was a descriptive study. Data were collected from November 1, 2011 to December 30, 2011 and analyzed by the SPSS PASW statistics 18.0 program. Results: There were statistical significances in major (p<.050), grade(p<.001), and a completed disaster class(p<.001) between general characteristics and concern for disaster preparedness. The major disaster events that occurred from 2003 to 2010 in Korea were the 2007 Taean oil spill (85.4%), the 2003 Daegu subway fire (82.7%), and the 2008 Sungnyemun fire (62.9%). The possible disaster events in Korea were hurricanes, floods, fires (including wildfire), and the shutdown of communication lines. Subjects learned about cardiopulmonary resuscitation (18.2%), first aid for bleeding and fractures (17.8%), a fire drill (14.3%), and an escape drill for an earthquake (14.0%). They wanted to learn the fire drill (11.33%), the escape drill for an earthquake (9.7%), a war drill (9.0%), a disaster confrontation drill on the subway (8.6%), and a fire and explosion evacuation drill (8.4%). Half of subjects were not prepared with emergency supplies for disasters because they thought that a disaster would not occur. Conclusion: It is necessary to develop the disaster educational programs according to subject's demands in Korea.

  • As a part of NERI:;, Truck Shipment Safety Information is divided into Optimal Route Guidance system and Emergency Response system. This study which is for developing of Truck Shipment Incident Emergency Response System intends to prevent or early response damage caused by incidents through realtime monitoring about the position and the state of Hazard material transport truck. For this, we divide it into three scenarios; realtime monitoring, management of incidents, information provision to related organizations and present functional requirements and architecture coming with each scenario. As a result of the first step among total three steps, it would able to not only realtime management of trucks but also guide for auto-enforcement or management about illegal act like dumping scrapped material. It is now under examination about position of detection and technology of communication to application. From now on, it is expect to test in the range of Metropolitan after selecting appropriate technology.

Smart Elderly-care System using Smart-phone (스마트폰을 이용한 고령자용 스마트 간병 시스템)

  • In this paper, we propose a system to monitor the condition of elderly people who are uncomfortable by using smart-phone and biometric sensor at any time and for care-givers to provide with the best medical service anytime and anywhere. The proposed system monitors the status of the elderly through various bionic sensors installed in the hospital ward based on the Arduino system and not only provides the physiological and medical services required by the elderly, but also informs the guardian so that he can cope with the emergency. In conclusion, this paper suggests that a reading light used by elderly people can operate as a home server with a biosensor using Arduino and Android applications (Apps.), and the smart-phone of care-givers is configured as a remote management and a emergency call system. Therefore, this study suggests important ways to improve the satisfaction of medical service for the both elderly people and care-givers of chronic diseases in the future.

A Study on the Roles of Local Disaster Response Organizations (지역 재난현장 대응조직의 역할에 관한 연구)

  • The purpose of this study is to compare and analyze the organizations for responses in disaster fields to cope with large-scaled disasters including Emergency Management Agency, Emergency Response Unit, Emergency Support Center, and Field Command Center (Field Command Office). According to the results of the analysis, the problems of the organizations for responses in local disaster fields are; 1) the scopes of roles among the organizations for responses in disaster fields are ambiguous, 2) the structures of the organizations for responses in disasters are different each other, 3) the integrated management functions among the organizations for responses in disasters are overlapped, and 4) the one who assumes the integrated command is not defined. In order to improve the problems, first, the range of working of each organization for responses in local disaster fields should be definitely established and an agreement in services among the organizations should be settled in advance. Second, similar designs in the structure among the organizations for responses in disasters are necessary for amicable communication. Third, the works for integration and management for each organization for responses should be apportioned. Fourth, the organization in charge and the one who assumes the integrated command for each type of disasters should be appointed in advance for rapid decision-making.

  • In Vehicle Safety Communication (VSC), noted as a representative application of VANET technologies, emergency warning messages (EWM) are broadcast over vehicles in response to an emergency situation. However, as the number of vehicles increases, the so-called Broadcast Storm Problem often occurs due to a huge number of redundant EWM transmitted. Though many approaches in the literature have been proposed to solve the problem, most of them require the preliminary phase for setting up or refreshing neighbor relationship through exchanging beacon messages with nearby vehicles, thereby further increasing the traffic load. In this paper, we propose Longest Leaping Relay (LLR) scheme which can efficiently solve the Broadcast Storm Problem without any preliminary phase for setting up neighbor relationship. Through computer simulations, we compared the performance of the proposed scheme with competitive schemes and verified the proposed scheme outperforms the existing schemes.

Healthcare System using Pegged Blockchain considering Scalability and Data Privacy

  • The rise of the Internet of Things (IoT) devices have greatly influenced many industries and one of them is healthcare where wearable devices started to track all your daily activities for better health monitoring accuracy and even down to tracking daily food intake in some cases. With the amounts of data that are being tracked and shared between from these devices, questions were raised on how to uphold user's data privacy when data is shared between these IoT devices and third party. With the blockchain platforms started to mature since its inception, the technology can be implemented according to a variety of use case scenarios. In this paper, we present a system architecture based on the healthcare system and IoT network by leveraging on multiple blockchain networks as the medium in between that should enable users to have direct authority on data accessibility of their shared data. We provide proof of concept implementation and highlight the results from our testing to show how the efficiency and scalability of the healthcare system improved without having a significant impact on the performance of the Electronic Medical Record (EMR) that mostly affected by the previous solution since these solutions directly connected to a public blockchain network and which resulted in significant delays and high cost of operation when a large amount of data or complicated functions are involved.

A Study on the Operator Performance According to the Drastic Change of Illumination Level and Lighting Environment of Control Room in Nuclear Power Plants

  • Objective: This study describes the change of operator performance in drastic change of illumination level, and proposes an alternative method to cope with it. Background: The control standard of illumination for nuclear power plants(NPPs) is based on the set of limit criteria for maintaining a specific illumination level. However, there is a possibility to cause human errors according to the psychological and physiological influences to operators in the situation of drastic change of illumination such as SBO(Station Black Out), so a basic study is necessary to review the current approach. Method: We assessed the visual fatigue, subjective work load and task performance according to the three illumination situations(Normal Illumination, Emergency Illumination, and Drastic Change of Illumination). Result: Research finding shows that there are not significant differences in task performance between normal illumination (1,000lx level) and emergency illumination (100lx level), only if beyond the dark adaptation limit. However, subjective work load on mental demand and visual fatigue show a potential challenge to visual performance in drastic change of illumination. Conclusion/Application: Several trials can complement this challenge in NPPs by applying 3-way communication, enhancing readability of procedures, and managing the visual factors affecting the operators' performance through a Visual Environment Management Program including visual health aspects, etc.
