A blind signature scheme is a protocol allowing verifier to obtain a valid signature for a message m from a signer without him seeing the message. This means that the bank in collaboration with the shop cannot trace the electronic cash to user. However anonymous electronic cash also facilitates fraud and criminal acts such as money laundering anonymous blackmailing and illegal purchaes. Therefore in this paper we propose fair blind signature scheme based on KCDSA which is a domestic digital signature scheme and it apply a electronic cash system. In particularly a proposed electronic cash system have an anonymity control ability which trace a user who make use a electronic cash illegally in association with a trusted center.

Determination of the time and place of dispatch and receipt of electronic messages is an important element of the operation of many rules of law, particularly the timing of formation of the contract. In this paper, I reviewed interpretation and application of time and place of dispatch and receipt of electronic records in electronic transactions under the UNCITRAL(United Nations Commission on International Trade Law) Model Law on Electronic Commerce, USA Uniform Electronic Transactions Act and Korea Electronic Transactions Act. Time of dispatch and time of receipt are effective when received. The sender has the burden to prove that the electronic record is sent successfully to the information process system of the recipient. Therefore, to safety electronic transactions, the sender needs to request a confirm notice for receipt to the recipient when the electronic record is sent like the provisions of UNCITRAL Model Law on Electronic Commerce and Korea Electronic Transactions Act. By requesting the above, the sender is able to take precautionary measures for damage according to the failure of dispatch and receipt of the electronic records.

Electrokinetic motion of fullerene ($C_{60}$) particles in liquid crystal (LC) medium under an in-plane electric field has been studied for the application to the electronic paper display. Fullerenes move in the direction of applied electric field due to interaction between the induced dipole moment on $C_{60}$ and external electric field at lower threshold voltages compared to other devices such as QR-LPD (Quick Response Liquid Powder Display) and TBD (Twisting Ball Display). We also confirmed the bistability of fullerene particles in LC medium and the results showed that the 87% and 81% of original reflectance or transmittance of image was retained after 24 hours and 48 hours respectively. Our studies show the possibility that fullerenes can be used for electronic paper display.

The purpose of this study is to analyze the difference of the visual perception and attention of the people with intellectual disability from the application of the assessment applying an electronic media and traditional paper material. The study subjects were 12 people with intellectual disability, To assess the visual perception, the motor free visual perception test-3 was used and the trail making test was used to assess the visual attention. After the assessment of the visual perception and attention applying the traditional paper material, the assessment applying the electronic media. The results of the visual perception and attention showed the difference of the visual perception and attention, and the scores of the visual perception and attention applying the assessment of the electronic media showed the more higher than the assessment of the traditional paper material. The electronic media could be worked as a factor to increase the visual perception and attention of the people with intellectual disability. Thus, the difference should be considered to apply the electronic media for them.

This paper reports on speaker-Recognition of context independence-speaker recognition in the field of the speech recognition. It is important to select the parameter reflecting the characteristic of each single person because speaker-recognition is to identify who speaks in the database. We used Mel Frequency Cesptrum Coefficient and Vector Quantization to identify in this paper. Specially, it considered to find characteristic-vector of the speaker in different from known method; this paper used the characteristic-vector which is selected in MFCC Parameter Space. Also, this paper compared the recognition rate according to size of codebook from this database and the time needed for operation with the existing one. The results is more improved $3\sim4\%$ for recognition rate than established Vector Quantization Algorithm.

Legibility of electronic paper was evaluated by using the method of letter-search task and subjective visual comfort scaling. The results show that legibility depends on the illumination level, and conventional paper has a higher visual comfort rating than electronic paper although they have the similar performance in the letter-search task.

With the current evolution from paper to electronic records the documentary credit market has been looking to ICC to provide guidance in this transition. To allow bankers and traders to familiarize themselves with this trend, eUCP has come into force from April 1st 2002. The eUCP provides definitions to allow current UCP terminology to accommodate the presentation of the equivalent of paper documents electronically and to provide necessary rules to allow the UCP and eUCP to work together. It is important to understand that many of the Articles of the UCP are not impacted by the presentation of electronic equivalent of paper documents and do not require any changes to accommodate electronic presentation. When read together the UCP and the eUCP will be broad enough to allow for developing practice in this area. The eUCP is not a revision of the UCP. The UCP will continue to provide the industry with rules for paper letters of credit in conjunction with the eUCP. This study comments that some characteristics of the eUCP have unique properties, such as juncture, envelope, homotheticity functions, and some applicable interpretations including abstraction of letter of credit, notice of completeness, notice of discrepancies and corruption of electronic records.
