A Study on the Establishment of Preventive Measures for Electric Fires Using the 4M Technique (4M 기법을 활용한 전기화재 예방대책 수립 연구)

  • The purpose of this study is to reduce the probability of occurrence of electric fires as a preemptive preventive measure, and to strengthen the capability of preventing electric fires by strengthening the cooperative function between electric fire-related departments and establishing a cooperative system. In this study, the general aspects of electric fires were identified by reviewing the literature such as ignition mechanisms of electric fires. And the major electrical fires that occurred in the last 10 years were classified into ignition factors (short circuit, overload/overcurrent, and earth leakage/ground fault) and ignition sources (wiring/wiring appliances, electrical equipment/household appliances). And the 4M technique was used to analyze the potential causes of ignition at the fire site and to suggest preventive measures. In the case In this study, out of 48 electrical fires in the past 10 years, 16 short-circuit fires, 3 overload/overcurrent fires, 3 short-circuit and earth fault fires, 16 fires in wiring/wiring appliances, and 10 fires in electrical equipment/home appliances classified as cases. And prevention measures were presented in terms of human, machine, media, and management by using the 4M technique. For the preemptive prevention of electric fires, strengthening the compulsory electrical safety inspection and making it mandatory to report when new or expanding electric facilities, charging a fee for electric safety inspection for detached houses and granting benefits subject to inspection completion, improvement of the electric safety voluntary inspection table and safety indications; It was suggested as a policy to organize and operate electrical safety inspection personnel in a two-person team (mixed), establish a close work cooperation system with related organizations, and strengthen electrical safety education and publicity.

  • Recently, along with the continuous increase in the supply of electric vehicles, electric vehicle fire accidents are also showing a rapidly increasing trend. Electric vehicle fires last for a long time compared to fires in internal combustion engine vehicles and have problems with the risk of secondary explosions and the generation of large amounts of smoke. In particular, electric vehicle fires in underground roads, which are semi-enclosed spaces, may amplify the problems of existing electric vehicle fires. On the other hand, there are no domestic response guidelines for electric vehicle fires occurring inside underground roads. Therefore, an awareness of fire accidents was confirmed through a survey of the general public, and electric vehicle fire characteristics and primary considerations were derived from stakeholders related to electric vehicle fires in underpasses. Through this, the guidelines for responding to electric vehicle fires on underground roads were established.

  • Despite the numerous electric systems that have been developed, electric fires remain at a similar rate each year in total fires. This paper suggests that it is not enough to prevent electric fires only by the currently used electric system. We have studied ways to improve this situation. we have focused on AFCIs that have already been institutionalized in the United States. AFCIs work by detecting the arc fault in the circuit. This is expected to contribute greatly to reducing electric fires.

  • Purpose and Method: This study aims to suggest institutional improvements to enhance the response to electric vehicle fires. To this end, we examined the prevalence of electric vehicles, fires, and related legal systems in Seoul. Results: The top-level laws and ordinances related to electric vehicles are centered on distribution policies, so there is no practical fire response plan for electric vehicle fires. In order to apply the same regulations to each local government, it is necessary to set standards and establish a system for firefighting and safety facilities in higher laws. Conclusion: Establishing standards for the installation of fire and safety facilities that take into account the characteristics of electric vehicle fires and improving related systems will ultimately lead to an increase in the penetration rate of electric vehicles.

Electric Fire Prediction by Detection of Discharge Signal (방전신호 검출에 의한 전기화재 예측)

  • This paper describes a technique that can predict electric fires by detection of discharge voltage signals caused by the use of electric facilities. In the experiment, various discharge modes, a flashover or a surface discharge through insulation paper and a line to line short, were simulated to acquire electrical information for predicting electrical fire as discharge modes. From the experimental results, it is hewn that electorial discharges which are ranked as majority causes of electric fires generate characterized signals distinguished from power frequency. Finally. We designed a prototype discharge detector based on the experimental results, and the detector is applied to a power lines. This study showed that the prediction of electric fires is possible by monitoring discharge voltage signals in electric power lines.

  • It is reported that about 20 % of all fires in Korea are caused by the electric equipment and installations. In complex and large-scale buildings, the sizes of electric fires are becoming larger as property damage and casualties increase. Among the causes of various electric fires, fire by short circuit accounts for about 71.5% of overall fires, and in the classification by electric equipment and installation, fire caused by wiring and wiring equipment accounts for approximately 38.3% of overall fires. The purpose of this study is to propose methods to prevent electric fires due to short circuit by improving indoor wiring currently in use and to find the fundamental measures to prevent wiring equipment caused fires by improving the socket and plug which are commonly used in wiring equipment. It is expected that the electric fire prevention measures presented through this study can be used as a measure to protect many people and properties by eliminating the root cause of electric fire.

A Study to Identify the Causes of Electrical Fires (전기화재의 원인감식에 관한연구)

  • In this study, the methods to identify the causes of electrical fires are suggested. Among several causes of electrocal fires, it is focused upon a short-circuit and an over-current accidents, which take the highest ratio compare with any other causes. To propose the exact method of identification, electric wires(HIV, IV), fuses and plug-receptacls are tested under the conditions of electrical accidents and external fires, respectively. By analyzing the microphotographs, the differences between the results from electrical fires and the others are found out.

  • Electrical leakage happens when faults in electrical apparatus or power lines occur. It causes electrical fires and electric shocks. In order to reduce accidents caused by electrical leakage current, it is important to detect faults effectively and shut off the power. In this paper, firstly we analyzed statistics of electrical fires and electric shocks caused by electrical leakage current. Secondly, standards of allowable leakage current and body impedance models were analyzed. Lastly, effective application methods for breaking electrical leakage current were suggested. The results will provide useful preventive measures of electrical fires and electric shocks caused by electrical leakage.

  • The purpose of this study is to identify the fire danger of the electric radiant heating system and check the way how to use it and the problems that could be possible through a actual case. We carry out an experiment to identify the possibility of the fire in the similar condition of the actual fire case. The results of this study are as follows. It is a possible condition to fire if the air blast of the electric radiant heating system is blocked by some combustible materials such as plastic bags continuously. A temperature sensor and a residual current device are necessary to disconnect the power source. It is also necessary to attach a notice in front of the electric radiant hearing system that shows users the fire danger to forbid the possible fire. Fires could be happened by internal defects of the electronic products. However, we can also find many external reasons to happen fires. Therefore, we need to check all reasons to make fires in the scene of a fire.

  • This paper describes a technique that can predict electric fires by detecting a spark signal generated from operation of electric facilities. An electric fire lead a loss of life as well as huge property, therefore it is very Important to predict an electric fire and eliminate the causes of it. Electrical spark which is ranked as majority causes of electric fires has a characterized frequency bandwidthdistinguishedfrompowerfrequenry. In the experiment, various spark signals are simulated in a condition such as short circuit, flashover and surface discharge. The results showed that the monitoring of spark signals can predict electric fires.
