Analysis of Facility Standard for Elderly Welfare Facility by Universal Design Principle and Guideline: Focusing on Legal Regulations (유니버설 디자인의 원리와 지침에 의한 노인복지시설 기준 분석: 법률 규정을 중심으로)

  • The purpose of this study is to analyze the facility standards of the elderly welfare facilities applying the seven principles of the universal design. The facility standards of the elderly welfare facilities were limited to the provisions of the "Enforcement Regulation of the Elderly Welfare Act". There are few legal regulations applying the universal design in the construction of the elderly welfare facilities. The facility standards are set only with the minimum requirements such as securing the safety of the user, securing the space area, functional convenience, and risk prevention. However, the contents of the regulations are limited to the minimum standards for functional convenience and safety required for living. In conclusion, in the elderly welfare facilities, the notion of universal design, which considers not only the elderly, but also service providers, employees, and general visitors, should be considered.

  • Elderly care services are health, mental health, social health, and residential services provided to temporarily or chronically disabled older persons over an extended period of time with a goal of enabling them to function as independently as possible. And elderly care facilities such as nursing homes are places in which elderly care services have to be delivered effectively. It is, therefore, desirable to compose the space of elderly care facilities to meet the mental and physical abilities of frail elder people. This study has proposed the hierarchical space organization of elderly care facilities with an aim to fulfill the goals of them. Frail older people in hierarchically designed homes are anticipated to use the inner and outer spaces of care facilities as independently as possible in accordance with their physical and mental abilities.

  • The purpose of this study was to examine elderly using behavior and propinquity of neighborhood facilities and to analyze the relationship of propinquity and using behavior of each neighborhood facility. The results of the study indicated that the elderly are using more frequently and living more close to leisure facility such as sports/health facility, hobby/education facility, and entertainment facility. Age and health status of the elderly were the important factors on the use and propinquity of neighborhood facilities. On the other hand, the elderly having higher education and economic status were more likely to use and live close to leisure facilities. For the elderly, the need of physical propinquity to neighborhood facilities and providing information about the facility location were required. For the mid-aged people, the education about leisure culture of the later-hood years were suggested since the use of neighborhood facility is depending on one's habit.

A Survey on Space Use by Program of Skilled Nursing Facilities for the Elderly (노인전문요양시설의 프로그램 실시 공간 사용실태)

  • The purpose of this study was to provide basic information about the program space planning of skilled nursing facilities for the elderly in order to consider elderly health and diversity and to improve their rehabilitation ability. A mail survey was undertaken and 58 out of 78 facilities $(74.4\%)$ responded to the questionnaire. The answers of $56 (71.8\%)$ were used for analysis. The results of the study were as follows. Many programs, especially exercise, recreation, and facility events programs that require dynamic activity, were conducted in the lounge of the facilities because that area was wide with various equipments such as tables, sofas, and sound facilities, and did not require any huge movements of the elderly since it was very close to the elderly individual rooms. The art and human knowledge programs, managed with small groups, were peformed in separate program rooms or elderly individual room so that the elderly could pay attention to the programs. On the other hand, as for the design elements, the spaces for the art and human knowledge programs required good lightings and separate program rooms. The area of the spaces for the exercise, recreation and facility events programs was found to be the most problematic element, even though they were performed in the comparatively wide lounge. For future research, a field observation study is suggested to analyze the detail relations among the program spaces.

  • As a result of rapid aging speed in our society, many problems related to elderly people have happened in many parts of our society. Among them, supply for elderly housing is one of the biggest problems. To solve these problems, 'long-term care insurance' has been put in operation from July 2008. By the time of the insurance operation, Ministry of Health and Welfare is increasing facilities every year according to '10-year expending plan of Care service infra' from 2002. As a result, the supply rate of elderly facilities has been raised. But the differences of facility supply rate between regions are very high in some cases. Therefore older people who need care sometimes cannot get proper care services in some areas. In that case, the frail older people have to use other care facilities of other regions. This is not a proper situation from the point of "Aging in Place". In order to prevent that case, it is necessary to set up proper 'Daily Living Spheres' and establish elderly care plan for it. Considering the points above, this study proposes the size of 'Daily Living Spheres' for the elderly, the kind and amount of elderly care facilities in it for the construction of Community Based Elderly Care System.

  • This study examined the current conditions of the community facilities constructed by demonstration project for rural elderly that were promoted for the last two years by the ministry of agriculture, food and rural affairs. The type of community facilities are community living home, community food service facility and small bath house. And it was accomplished satisfaction survey for analyzing the effects of demonstration project focused on inhabitants and users of community facilities constructed by demonstration project. The results are as follows. First, The satisfaction index of community facilities was evaluated high level in generally. Second, Inhabitants and users of facilities were presented high level satisfaction in humanity sector, especially. Third, It should be to establish maintenance and management plan such as supporting of linkage program and operation cost for secure the sustainability. Consequently, the implementation of community facilities demonstration project to improve the living conditions of rural elderly is entirely appropriate. The results of this study were considered to promoting demonstration project for improving quality of the facilities and securing effectiveness of the project.

  • According to the rapid increase of the elderly population, especially frail older population, many kinds of elderly care facilities have been supplied within a relatively short period. Among them, elderly hospitals and elderly welfare facilities have occupied a major portion. The elderly hospital, which had emerged from 1994, has recorded sharp increase in facility numbers and bed numbers by the support of Korean government together with the increase of care demand. However, the concept and fundamental planning criteria of elderly hospitals have not yet been set up. This paper has derived the concept of the elderly hospital from the Medical Law and Elderly Welfare Law, and prospected the supply of it from domestic and international statistics. Also this paper has explored the fundamental design issues of elderly hospitals by analysing precedent studies and designs, and by surveying some facilities.

  • Recently there has been increasing the population of the elderly, the welfare of the elderly is no longer family's and personal problems. It is a social issue that the communities have a role to supply the systematic welfare service of the elderly and the facilities. Therefore It is needed to study the extended function and role of Gyungrodang because Gyungrodang is the most wide spreaded welfare service facilities for the normal elderly in urban single housing district. The subject of this study is to propose the facilities' program improvement method for the Gyungrodang that hold a extended role as a community welfare service facility for the elderly. This paper Is assessed as an sustainable research of normalization of the old people's living. By the comparison analysis of the existing Gyungrodang in Daejeon City and the investigation results of the welfare service present condition of the elderly in Daejeon City, finally the facilities' program improvement direction for the Gyungrodang is proposed.

Job Performance Frequency and the Training Needs of Dieticians in Elderly Healthcare Facilities (노인의료복지시설 영양사의 직무 수행 빈도와 교육필요도)

  • The purpose of this study was to identify job frequency and the training needs of dieticians in elderly health care facilities. This study consisted of dieticians working in elderly health care facilities with a capacity of over 50 elderly. Survey questionnaires were distributed to 190 dieticians through the mail and 106 dieticians (55.8%) participated in this study. The results of the survey showed that dieticians in elderly health care facilities frequently performed the following job: work management, safety and sanitation management, purchase management, human resource management, finance management, nutrition management, and marketing management. The job frequency in safety and sanitation management (p<0.05) and nutrition management (p<0.01) areas were significantly different by the number of dieticians. Safety and sanitation management and menu management were considered job areas that needed further training and education. Dieticians in elderly health care facilities responded that the following jobs should require not only training but are also frequently performed: safety and sanitation management, menu management, work management, and human resource management. Thus, based on the results of this study, continuous training programs in these fields should be offered to satisfy the needs of dieticians.

Evaluation of Complexation Suitability of Leisure Facilities for the Elderly in Elementary School - Focused on the Current Condition of Facilities of Elementary School - (초등학교시설의 노인여가복지시설 복합화 적합성 평가 - 초등학교 시설현황을 중심으로 -)

  • This study attempts to deduce the necessity and validity of complexation, and suggests complexation through complexation suitability evaluations as follows. First, the concept and current state of leisure facilities for the elderly and elementary facilities and architectural complexation were investigated through theoretical considerations. Second, the target schools for complexation of 'elementary school-leisure facility for the elderly' were selected. The aspects of facility introduction of an elementary school, teacher support facility, convenience facility for the disabled, safety and security facilities as well as school facility accessibility were investigated on the basis of the data attained from theoretical considerations. Third, the feasibility of complexation of leisure facilities for the elderly was reviewed, based on the investigated data on complexation-targeted elementary school. Regarding school building and support facilities, with a focus on leisure programs for the elderly, the availability and number of rooms, extra numbers of regular classrooms and the room condition were assessed on the basis of the analysis of operational perspective of each facility. The convenience facilities for the disabled were examined by classifying them into interventional facility in consideration of facilities for the elderly, pursuant to the provisions in the convenience promotion assurance act for the disabled, elderly and pregnant women. Safety and security facilities were evaluated in an effort to assess the safety issue of the elderly and children. The result of the evaluation of the 6 elementary schools in Seong-buk county based on the above-mentioned four measurement standards shows that they scored 107~124 points out of the total 155 points, with the average of 118.5 points. This is more than the medium score and shows the possible complexation of the elementary school facilities as the leisure facilities for the elderly, and at the same time it may lead each school to find out the elements conducive to enhancing the complexation as a result of the evaluation. Through the evaluation data, I expect that we contribute to promoting the process of the evaluation of the appropriateness of complexation and the efficient complexation.
