On 9 March 2017, a Tribunal constituted under the ICSID Convention issued its ruling in the case of Ansung Housing v. People's Republic of China, dismissing with prejudice all claims made by the Claimant, Ansung Housing Co., Ltd., in its Request for Arbitration, pursuant to ICSID Arbitration Rule 41(5). Ansung Housing v. PRC has drawn attention since it is the first case where an investor with Korean nationality initiated an ICSID arbitration on the basis of the Korea-China Bilateral Investment Treaty (BIT) as amended in 2007 between the Republic of Korea and the People's Republic of China. The Tribunal finds that its ruling is about a lack of jurisdiction of the ICSID and of its own competence as well as regarding manifest lack of legal merit due to a lack of temporal jurisdiction, since a Respondent's Rule 41(5) objection is concerned with the three-year limitation period in Article 9(7) of the Korea-China BIT. The Tribunal held that, under Article 9(7) of the Korea-China BIT, the limitation period begins with an investor's first knowledge of the fact that it has incurred loss or damage, not with the date on which it gains knowledge of the quantum of that loss or damage. Finally, the Tribunal held that Ansung submitted its dispute to ICSID and made its claim for purposes of Article 9(3) and (7) of the BIT after more than three years had elapsed from the date on which Ansung first acquired knowledge of loss or damage and that the claim is time-barred and, as such, is manifestly without legal merit. It remains to be seen whether the aggrieved Claimant initiates annulment proceedings before an ad hoc committee under the ICSID Convention. It is quite interesting to see whether the decisions by the Tribunal should be reversed on the basis of the Claimant's arguments as to the start date as well as the end date of the limitation period under the Korea-China BIT.
Background: The inferior vena cava filter (IVCF) is very effective for preventing pulmonary embolism in patients who cannot undergo anticoagulation therapy. However, if a filter is placed in the body permanently, it may lead to other complications. Methods: A retrospective study was performed of 159 patients who underwent retrievable Cook Celect IVCF implantation between January 2007 and April 2015 at a single center. Baseline characteristics, indications, and complications caused by the filter were investigated. Results: The most common underlying disease of patients receiving the filter was cancer (24.3%). Venous thrombolysis or thrombectomy was the most common indication for IVCF insertion in this study (47.2%). The most common complication was inferior vena cava penetration, the risk of which increased the longer the filter remained in the body (p=0.032, Exp(B)=1.004). Conclusion: If the patient is able to retry anticoagulation therapy and the filter is no longer needed, the filter should be removed, even if a long time has elapsed since implantation. If the filter cannot be removed, it is recommended that follow-up computed tomography be performed regularly to monitor the progress of venous thromboembolisms as well as any filter-related complications.
We examined spatial and temporal patterns of root decomposition for three and half years, from October 1986 to April 1990, in semi-arid Chihuahuan Desert. Decomposition of roots occurred in a two-phased pattern: an early period of rapid mass loss followed by a period of slower loss. The rate of root decomposition had a high negative correlation with the initial lignin concentration in roots (r=-0.84, p<0.05). Annual mass loss rate of Baileya multiradiata, a herbaceous annual, was the highest with the value of 0.60, while that of Panicum obtusum. a perennial grass which was restricted to playa, was the lowest with 0.13. The mass loss rate of roots in the playa was the lowest among the vegetation zones along the transect. After 42 months elapsed, fluffgrass roots in playa lost 40% of the initial mass, while in other sites it lost on average 55% of the initial mass. In all roots except for desert marigold, there was an initial release of nitrogen early in decomposition followed by net nitrogen immobilization. Nitrogen concentration of the desert marigold roots showed linear increase from the beginning. Lignin concentration of perennial grass roots were higher than those of herbaceous annual and woody perennial root.
Litter production and decomposition were investigated for 2 years in the oak, Quercus acutissima, and the pitch pine, Pinus rigida, stands in the vicinity of Kongju, Chungnam Province. Litter production was measured with litter trap at monthly basis. Litterbag method was used for the measurement of litter decomposition. Litter producion continued throughout the year, but showed a peak in autumn. Second peak in May or June was caused by falling of bud scales and reproductive organs. Average litter production in the oak and the pitch pine stands were $567.1g{\cdot}m^{-2}{\cdot}yr^{-1}\;and\;653.2g{\cdot}m^{-2}{\cdot}yr^{-1}$, respectively. Litter production in this study area were higher than those in other reports. Nutrient concentrations in litter were the highest in summer when the least litter production occurred, and the lowest in autumn when the greatest litter production occurred, except for calcium in the oak stand. Nutrient concentrations of the oak litter were higher than those in the pitch pine litter. After 1 year, % remaining mass of oak and pitch pine litter was 43.6% and 58%, respectively. After 21 months elapsed, % remaining mass of oak and pitch pine litter was 22.2% and 33.2%, respectively.
Purpose: Specialized general trauma surgeons play an important role in the care of trauma patients. Hemoperitoneum is a severe, but representative, condition following a life-threatened trauma. The objective of this study was to compare the outcomes for polytrauma patients with hemoperitoneum between the periods during which a trauma surgeon was available and that unavailable. Methods: Thirty-one trauma patients with hemoperitoneum who were treated at Korea University Guro Hospital over a period of 4 years were included in this study, and their case records were analyzed retrospectively. The patients were divided into two groups, the 2011 and 2012 group and the 2013 and 2014 group corresponding, respectively, to the periods that a trauma surgeon was not and was working. Vital signs on admission, scores on the injury severity scale and, Glasgow coma scale, elapsed time to diagnostic, and therapeutic, and/or operative interventions were studied. The effects on intensive care unit and hospital lengths of stay, as well as mortality, were also studied. Results: The study population consisted of 16 and 15 patients in group 1 and 2, respectively. The patients in both groups had six unstable hemodynamic on admission. The time to the main procedure (intervention, operation etc.) was longer during the periods when a trauma surgeon was not working than it was during the period when working. This difference did not reached statistical significance. The mortality rates for the two groups were not statistically different either (18.75% vs 26.67%; p=0.928). Conclusion: Having at least one specialized general trauma surgeon on duty may reduce the time to intervention and surgery for severe trauma patients with hemoperitoneum, but appears to have no effect on the mortality rates. In conclusion, having only one trauma surgeon on duty does not improve the quality of care for trauma patients.
Objective: The aim of this study was to investigate enuretic children attending oriental hospital and classify subtypes and evaluate possible factors that enhance or hamper of continence. Methods: Children attending kyeongju dongguk oriental hospital pediatrics between January 2000 and December 2003 with chief complaint of nocturnal enuresis were enrolled. The data of present symptoms and improvement progress was collected via telephone interviews with their parents. Results: The total number of children was 61. 32 of them were male and 29 female. Sex ratio was 1.1:1. Patient under 6 years of age was 68.8%. Using acupuncture, acupressure or chimsband with herb medicine, treatment frequency was increased. Patients with nocturnal enuresis(NE) was 48, and primary nocturnal enuresis(PNE) 39, secondary (SNE) 9. 13 was impossible to diagnose. The ratio of male to female was 1:1.09. PNE was 4 times as many as SNE. Male was predominent in PNE, and female in SNE. In the progress of PNE, male and female were similiar. but SNE, male was all cured, female remained 50%. And elapsed time of male to improve was longer than that of female. In the progress of improvement, many parents mentioned that their child was improved spontaneously regardless of subtype. Conclusion: We consider age, sex distinction, subtype, bladder symptoms, frequency, time of progress as influencing factor of prognosis, but failed to verify significance. To develop guideline of NE and find influencing factor of prognosis, more prospective study through taking history carefully and using questionnaire is needed.

This article aims to help decide until when a library has to hold journal volumes for user efficiency by measuring the value of academic journals to find the frequency of journal use over the elapsed time based on the half-life index-number of literature obsolescence by Burton & Kebler. Four general subjects categories in science was analyzed. (4 detailed subjects in mathematics, 12 in physics, 12 in chemistry, 14 in technology was selected.) As a result, citation ages are $20{\sim}29$ years in mathematics, $8{\sim}11$ in physics, chemistry, and technology. Average half-life indexes are 11.22 year in mathematics, 7.5 in physics, 8.4 in chemistry, and 8.88 in technology.
In recent years, techniques for micro-assembly with high repeatability under a scanning electron microscope (SEM) are required to construct highly functional micro-devices. Adhesion phenomenon is more significant for smaller objects, becanse adhesional force is proportional to size of the objects while gravitational force is proportional to the third power of it. It is also known that adhesional force between micro-objects exposed to Electron Beam irradiation of SEM increases with the elapsed time. Therefore, mechanical manipulation techniques using a needle-shaped tool by adhesional force are often adopted in basic researches where micro-objects are studied. These techniques, however, have not yet achieved the desired repeatability because many of these could not have been supported theoretically. Some techniques even need the process of trial-and-error. Thus, in this paper, mechanical and adhesional micro-manipulation are analyzed theoretically by introducing new physical factors, such as adhesional force and rolling-resistance, into the kinematic system consisting of a sphere, a needle-shaped tool, and a substrate. Through this analysis, they are revealed that how the micro-sphere behavior depends on the given conditions, and that it is possible to cause the fracture of the desired contact interfaces selectively by controlling the force direction in which the tool-tip loads to the sphere. Based on the acquired knowledge, a mode diagram, which indicates the micro-sphere behavior for the given conditions, is designed. By refening to this mode diagram, the practical technique of the pick and place manipulation of a micro-sphere under an SEM by the selective interface fracture is proposed.
Background : Changes in firing pattern and in the recruitment order of single motor unit(MU) have been claimed to be characteristic of central motor lesions, and a reduced firing rate was found in upper motor neuron lesions. But these findings have been rarely studied before in Korea, so we studied initial MU recruitment pattern in stroke patients with hemiparesis. Methods : We studied six patients(3 men and 3 women) whose mean age was $60.6{\pm}7.4$ years. A mean $20.6{\pm}16.2$ months had elapsed since the stroke. To compare the initial MU activation patterns in proximal and distal segments of paretic limb with their contalateral unaffected counterparts, we studied the onset and recruitment intervals in biceps brachii(BB) and first dorsal interossei(FDI) muscles in paretic and healthy arms. In a single muscle we examined from 5 to 10 individual MUs. And in a single motor unit, both the onset interval and the recruitment interval was examined. Results : The mean onset interval in paretic limb was significantly(p<0.05) longer than unaffected limb at proximal and distal location: BB $118.5{\pm}17.8$ msec vs $96.1{\pm}8.3$ msec(n=58); FDI $125.8{\pm}16.7$ msec vs $101.5{\pm}17.2$ msec(n=38). The mean recruitment interval in paretic limb was also significantly(p<0.05) longer than unaffected limb: BB $87.7{\pm}14.9$ msec vs $73.4{\pm}11.5$ msec(n=53); FDI $96.3{\pm}16.4$ msec vs $87.7{\pm}14.1$ msec(n=38). Conclusion : The first recruited MU had a lower baseline firing rate and the second recruited motor unit potential appeared earlier in paretic than in healthy muscles. And these findings may explain one of the reasons for paresis in patients with stroke.
This paper presents a new sequential indexing method called segment-page indexing (SP-indexing) for multidimensional range queries. The design objectives of SP-indexing are twofold:(1) improving the range query performance of multidimensional indexing methods (MIMs) and (2) providing a compromise between optimal index clustering and the full index reorganization overhead. Although more than ten years of database research has resulted in a great variety of MIMs, most efforts have focused on data-level clustering and there has been less attempt to cluster indexes. As a result, most relevant index nodes are widely scattered on a disk and many random disk accesses are required during the search. SP-indexing avoids such scattering by storing the relevant nodes contiguously in a segment that contains a sequence of contiguous disk pages and improves performance by offering sequential access within a segment. Experimental results demonstrate that SP-indexing improves query performance up to several times compared with traditional MIMs using small disk pages with respect to total elapsed time and it reduces waste of disk bandwidth due to the use of simple large pages.
