Development of a Decision Support System for Turbid Water Management through Joint Dam Operation

  • In this study we developed a turbidity management system to support the operation for effective turbid water management. The decision-making system includes various models for prediction of turbid water inflow, effective reservoir operation using the selective withdrawal facility, analysis of turbid water discharge in the downstream. The system is supported by the intensive monitoring devices installed in the upstream rivers, reservoirs, and downstream rivers. SWAT and HSPF models were constructed to predict turbid water flows in the Imha and Andong catchments. CE-QUAL-W2 models were constructed for turbid water behavior prediction, and various analyses were conducted to examine the effects of the selective withdrawal operation for efficient high turbid water discharge, turbid water distribution under differing amount and locations of turbid water discharge. A 1-dimensional dynamic water quality model was built using Ko-Riv1 for simulation of turbidity propagation in the downstream of the reservoirs, and 2-dimensional models were developed to investigate the mixing phenomena of two waters discharged from the Andong and Imha reservoirs with different temperature and turbidity conditions during joint dam operation for reducing the impacts of turbid water.

A Study on the Fundamental Comparison of Simulation and Optimization Approaches for Water Resources Systems Planning and Management (수자원시스템의 효율적 운영을 위한 시뮬레이션과 최적화 기법의 원론적 비교 연구)

  • For the efficient operation and management of the water resources system, coordinated operation of weirs and reservoirs is required. A simulation based, and an optimization based approaches are available to deal with the operation and management problems. The simulation based approach does not guarantee an optimal solution, and the optimization based approach is not so flexible to consider, complex, nonlinear problems we will face when trying to allocate water to different uses, various demand sectors in a basin. Hence, it is important to develop a model that would compensate for the weak points in both models. We will compare and contrast intrinsic and extrinsic properties of two modeling approaches, addressing issues related to setting system operation and control rules that would lead us to more efficient use of water in the basin. As a result, we propose to use CoWMOM(Coordinated weirs and multi-reservoir operating model), a "simulation based" optimization model for a simple simulation of the past periods, and for the real-time simulation process considering uncertain inflow.

Water management digital transformation, digital twin-based water management platform development (물관리 디지털 전환, 디지털 트윈 기반 플랫폼 구축)

  • In order to respond to the complexity and uncertainty of water management due to the climate crisis, K-water established a digital twin water management platform based on our experience in operating ICT infrastructure such as hydrological data sensing and high-quality data management and water management capabilities. In this platform, data from related organizations and real-time observation data in the basin are displayed on 3D topographic domain. Also it is configured to support optimal decision-making through simulation for various situations, displaying and analyzing results, and feedback on them. It is completed to establish the platform for Sunjim river basin. Based on this technologies and experience, K-water is planning to expand this digital twin to 5 major rivers in Korea. Through this, it plans to build comprehensive decision-making system for efficient water management considering various conditions in entire basin. Also it aims to create a new water industrial ecosystem and contribute to secure technological competitiveness cooperating with private companies.

Development of Operation Rules in Agricultural Reservoirs using Real-Time Water Level and Irrigation Vulnerability Index (실시간 저수위 및 용수공급 취약성 지표를 활용한 농업용 저수지 운영 기준 개발)

  • The efficient operation and management strategies of reservoirs in irrigation periods of drought events are an essential element for drought planning and countermeasure. Korea Rural Community Corporation has developed the real-time water level observation system of agricultural reservoirs to efficiently operate reservoirs, however, it is not possible to predict drought conditions, and only provides information of current situation. Hence, it is necessary to evaluate accurate irrigation vulnerability and efficiently reservoir operation rules using current water level. In this paper, the improvement methods of reservoir operation planning were developed with water supply vulnerability characteristic curves comparing to automatic water gauge at agricultural reservoirs. The 11 reservoirs were simulated applying the reservoir operation rules which was determined by irrigation vulnerability characteristic curves criteria and real time water level, and evaluated water supply situation in 2012 year. The analysis of results can be identified probabilistic possibility of water supply failures compared with the existing reservoir operation criteria. These results of efficient reservoir operation rules can be achieved enable irrigation planners to optimally manage available water resources for decision making, and contributed to maintain the water supply according to demand strategy for agricultural reservoirs management.

The implementaion of ICT systems convergence for the efficient operation of Nakdong River Downstream Weirs and Estuary Barrages (낙동강 하류 보, 하굿둑의 효율적인 운영을 위한 ICT 시스템 융합 구현)

  • In the downstream of the Nakdong River, water facilities - Hapcheon Changyoeng weir, Changyeong Haman weir, Nakdong River left and right sides Barrages - have been built and operated. Each facility is located at a distance. Integrated and linked operation of these water facilities is important for the management of national water resources and efficiency, effectiveness of facilities operations. For the reason, we have planned and made the system that can operate the individual facilities organically, using ICT technologies. At K-water Nakdong River Integrated Operation Water Center near Nakdong River Estuary Barrages in Busan, We implemented the water resource integrated operation system through the ICT systems convergence. For the system we expect significant effects - efficient water management, operating cost saving, etc.

Decision Support System for the Water Supply System in Fukuoka, Japan

  • This study introduces an integrated decision support system (DSS) for the water supply system in Fukuoka City, Japan. The objective is to conceive a comprehensive tool that may aid decision-makers to derive the best water supply alternatives from a multi-reservoir system in order to minimize the long-term drought damages and threat of water shortage. The present DSS consists of graphical user interface (GUI), a database manager, and mathematical models for runoff analysis, water demand forecasting, and reservoir operation. The methodology applied explicitly integrates the drought risk assessment based on the concept of reliability, resiliency, and vulnerability, as constraints to derive the management operation. The application of the DSS to the existing water supply system in Fukuoka City was found to be an efficient tool to facilitate the examination of a sequence of water supply scenarios toward an improved performance of the actual water supply system during periods of drought.

Development of Storage Management System for Small Dams (소규모 댐의 저수관리 시스템 개발)

  • Ninety tow percent of over 1,800 gate controlled dams in Korea are classified as small dams. The primary purpose of these small dams is to supply irrigation water. Therefore, while large dams can store as much as 80 percent of precipitation and thus are efficient to control flood, small dams are often lack of flood control function resulting in increased susceptibility drought and flood events. The purpose of this study is to develope a storage management model for irrigation dams occupying the largest portion of small dams. The proposed Storage Management Model (STMM) can be applied to the Seongju dam for efficient management. Besides, the operation standard is capable of analyzing additional available water, considering water demand and supply conditions of watershed realistically. And the model can improve the flood control capacity and water utilization efficiency by the flexible operation of storage space. Consequently, if the small dams are managed by the proposed Storage management model, it is possible to maximize water resources securance and minimize drought and flood damages.

Auto Calibration of Water Quality Modeling Using NGIS (NGIS자료와 연계한 수질모의 결과의 자동보정)

  • The current industrial development and the Increase of population along Nakdong River have produced a rapid Increase of wastewater discharge. This has resulted in problem of water quality control and management. Although many efforts have been carried out, water quality has not significantly improved. The goal of this study is to design a NGIS-based water quality management system for the scientific water quality control and management in the Nakdong River. For general water quality analysis, QULA2E model was applied to the Nakdong River. A sensitivity analysis was made to determine significant parameters and an optimization was made to estimate optimal values. The calibration and verification were performed by using observed water quality data for Nakdong River. A water qualify management system for Nakdong River was made by connecting the QUAL2E model to ArcView. It allows a Windows-based Graphic User Interface(GUI) to implement all operation with regard to water quality analysis. The modeling system in this study will be an efficient NGIS for planning of water quality management.

  • Efficient water operation and management of an irrigation system plays an important element in the sustainability of irrigated agriculture. An agricultural water is delivered in many open canals of irrigation delivery system by reservoirs. The poor water distribution and management in an irrigation system is a major factor leading to low water efficiency. It is necessary to compare the estimated irrigation demands with the actual water supplies for decision making to maintain the water supply according to demand strategy. Smarter water management, new technologies and improvement of water management system, is essential to solve the problem of water efficiency and availability. In this paper, the irrigation efficiencies according to water delivery performance indicator were measured with automatic water gauge at irrigation canals, and calculated from spatial and temporal distribution of water supply for the lack of planning in water delivery. The analysis of results are obtain an insight into possible improvement methods to develop canal water management policies that enable irrigation planners to optimally manage scarce available water resources.

Reservoir Operation by Drought Forecasting and Warning (가뭄 예ㆍ경보에 의한 저수지 운영에 관한 연구)

  • In this study, the efficient reservoir operation is studied by comparing results from reservoir operation using a basin drought forecasting and warning system with an existing reservoir operation rule. As a result, it is found that the reliability and average annual storage of reservoir operation using a basin drought forecasting and warning system and release coefficients is better than those of reservoir operation using the existing operation rule. The release coefficients for Yongdam dam located in the Geum river basin selected as a case study are found to be the most effective for the value of 0.95 for the drought watch, 0.9 for the drought warning and 0.85 for the drought emergency. The reservoir operation using a drought forecasting and warning enables the use of the limited water resources effectively during drought and will contribute the national water resources management.
