  • Developments and changes in digital environment based on computer technologies and internet networks enabled us interactive communication for planning and execution through the freedom of 'connection', 'sharing', and 'conversion'. The subject of this study, interactive commercial, might be the core of success based on creation which stems from communication design, revolution in design and technology, and conversion. Communication in modern economy is not optional, but essential. Furthermore, like evolution process up to Augmented Reality from developments of mobile communication technology, or concept in paradigm change, digital interactive commercial means the core of success, not a part of it. Therefore, in order to achieve success in the global competition structure, mobile communication design, revolution, and creation which produce added value shall be working as a base. In order to reach effective communication process performance of interactive commercial media, this study would like to propose building a media commercial system which is realized by human senses. • The purpose of this research is to systematize safety management for practical application through analysis and review of several safety standards currently in force among the statutes and rules regarding various safety accidents. Accordingly, the safety standard systems of Japan, US, and Germany were examined and a KOSAM entity relationship diagram (ERD) was drawn based on the ontology system. The ERD consists of the safety standard scope, safety management statute, safety management standard, safety management subjects, causes of safety accidents, and safety management organization entities. Next, each entity was assigned a code and finally a KOSAM safety management condition search screen was designed based on the ERD. This research is expected to bring an overall improvement in safety standard management and operation through safety standard DB construction and the execution of safety management system development.

  • Lately, besides promoting the biodiversity of the natural ecosystems, there is a demand for climate change mitigation features that will reduce greenhouse gases and prevent disasters that will bring damages such as torrential rains. However, there was not a lot of discussion on the soils that are key in these features. Therefore, this paper proposes a network (Gold Network) as an alternative that will solve the problem that was filed earlier by figuring out how to compose the soil environment. First, in order to maximize the ecological status and value of the soil, a soil network can be proposed through the vertical and horizontal connections of the fragmented soil. Second, there is a need to understand and research the organic system of the ecosystems as well as the complex perspective of the ecosystem services, not only the fragmentary perspectives of the soil remediation, planting improvements or the other existing elements. Third, there is a need to apply the integrated perspective of the Landscape Ecology, Ecological Engineering and Restoration Ecology for the connectivity of the soil (network) due to it being in the execution of the soil network. If a soil network was to be built, a fundamental ecological network would be realized to not only promote biodiversity but also to prepare effective adaptation to climate change.

  • Data distribution of SPMD(Single Program Multiple Data) pattern is one of main features of HPF (High Performance Fortran). This paper describes design is sues for such data distribution and its efficient execution model on TICOM IV computer, named SPAX(Scalable Parallel Architecture computer based on X-bar network). SPAX has a hierarchical clustering structure that uses distributed shared memory(DSM). In such memory structure, it cannot make a full system utilization to apply unanimously either SMDD(shared Memory Data Distribution) or DMDD(Distributed Memory Data Distribution). Here we propose another data distribution model, called DSMDD(Distributed Shared Memory Data Distribution), a data distribution model based on hierarchical masters-slaves scheme. In this model, a remote master and slaves are designated in each node, shared address scheme is used within a node and message passing scheme between nodes. In our simulation, assuming a node size in which system performance degradation is minimized,DSMDD is more effective than SMDD and DMDD. Especially, the larger number of logical processors and the less data dependency between distributed data, the better performace is obtained.

  • The aim of this project is to develop an adaptive and collective National Marine Biotechnology Plan for the next decade(2014~2023) which is able to reflect current and future changing environment. This effective strategy targets to foster marine-derived active bio-materials, marine bioenergy production technology and many promising technologies in order to promote marine biotechnology industry as a next-generation growth engine. Marine biotechnology industry based on R&D activities since 1980 has been growing as an emerging industry. This new field enables to secure exclusive patent rights and to find new potential bio-active materials from the ocean that requires long-term aggressive R&D investments. The current policy direction is to raise appropriate level of R&D investment because the current Korea's national marine biotechnology R&D fund ratio is less than 2% of the total national biotechnology R&D budget. The result shows three major strategies. First, it recommended a research implementation system and supporting policy that includes establishment of open innovation framework for the 'Industry-Academia-Research Institute Collaborations', strategic research planning and enhanced policy making process. Second, it derived state-of-the-art or new technology in many areas. Third, it formulated more detailed execution plans for successful R&D support and set up performance indicator system in related R&D program.

  • Proposed increases to the government's R&D budget should be discussed based on merits of meeting efficiency and effectiveness criteria. The evaluation of the national R&D budget and related programs are performed in two areas: a system of R&D budget coordination and allocation, and a system of R&D program performance. This paper mainly focuses on the operational areas of R&D budget evaluation system with a focus on their impact to efficiency and effectiveness. The core view point for a R&D budget evaluation system involves two directions: Firstly, to detail the relationships between the later stage (ex. post) activities such as, program survey, analysis, and program performance evaluation, with the budget evaluation. Secondly, to critically oversee all R&D coordination procedures with a different perspective. Budgeting is generally known as a serial process of policy making, planning and executing. It is highly desirable for the budget to be allocated to, and spent by, specific programs as planned, and that each plan be aligned with a specific policy. As such, a strong relevance between the program structure and budget code system is integral to successful execution. It should be performed using a decision making system which closely examines the link between policy and budget. It is also recommended that systematic relationships be maintained among budget coordination and allocation, performance evaluations of policy and program levels, and program survey and analysis system, and that their operational schedule should be reviewed comprehensively as a one integrated system. The National Science and Technology Council is expected to play a major and practical role as the center of policy planning and should be supported by the objective and unbiased system which covers overall process from policy making to program evaluation. Finally, increased utilization of contents, timely program survey and analysis, and accurate of activity scheduling of budget coordination and allocation, and diligent program performance evaluation all contribute towards a more efficient and effective overall evaluation system.

  • Ontology merging describes the process of integrating two ontologies into a new ontology. How this is done best is a subject of ongoing research in the Semantic Web, Data Integration, Knowledge Management System, and other ontology-related application systems. Earlier research on ontology merging, however, has studied for developing effective ontology matching approaches but missed analyzing and solving methods of problems of merging two ontologies given correspondences between them. In this paper, we propose a specific ontology merging process and a generic operator, T-MERGE, for integrating two source ontologies into a new ontology. Also, we define a taxonomy of merging conflicts which is derived from differing representations between input ontologies and a method for detecting and resolving them. Our T-MERGE operator encapsulates the process of detection and resolution of conflicts and merging two entities based on given correspondences between them. We define a data structure, MergeLog, for logging the execution of T-MERGE operator. MergeLog is used to inform detailed results of execution of merging to users or recover errors. For our experiments, we used oriental philosophy ontologies, western philosophy ontologies, Yahoo western philosophy dictionary, and Naver philosophy dictionary as input ontologies. Our experiments show that the automatic merging module compared with manual merging by a expert has advantages in terms of time and effort.

  • In this paper, we propose an agent architecture called L-CAA that is quite effective in real-time dynamic environments. L-CAA is an extension of CAA, the behavior-based agent architecture which was also developed by our research group. In order to improve adaptability to the changing environment, it is extended by adding reinforcement learning capability. To obtain stable performance, however, behavior selection and execution in the L-CAA architecture do not entirely rely on learning. In L-CAA, learning is utilized merely as a complimentary means for behavior selection and execution. Behavior selection mechanism in this architecture consists of two phases. In the first phase, the behaviors are extracted from the behavior library by checking the user-defined applicable conditions and utility of each behavior. If multiple behaviors are extracted in the first phase, the single behavior is selected to execute in the help of reinforcement learning in the second phase. That is, the behavior with the highest expected reward is selected by comparing Q values of individual behaviors updated through reinforcement learning. L-CAA can monitor the maintainable conditions of the executing behavior and stop immediately the behavior when some of the conditions fail due to dynamic change of the environment. Additionally, L-CAA can suspend and then resume the current behavior whenever it encounters a higher utility behavior. In order to analyze effectiveness of the L-CAA architecture, we implement an L-CAA-enabled agent autonomously playing in an Unreal Tournament game that is a well-known dynamic virtual environment, and then conduct several experiments using it.
