A new site classification system and site coefficients based on local site conditions in Korea were developed and implemented as a part of minimum design load requirements for general seismic design. The new site classification system adopted bedrock depth and average shear wave velocity of soil above the bedrock as parameters for site classification. These code provisions were passed through a public hearing process before it was enacted. The public hearing process recommended to modify the naming of site classes and adjust the amplification factors so that the level of short-period amplification is suitable for economical seismic design. In this paper, the new code provisions were assessed using dynamic centrifuge tests and by comparing the design response spectra (DRS) with records from 2016 Gyeongju earthquake, the largest earthquake in history of instrumental seismic observation in Korea. The dynamic centrifuge tests were performed to simulate the representative Korean site conditions, such as shallow depth to bedrock and short-period amplification characteristics, and the results corroborated with the new DRS. The Gyeongju earthquake records also showed good agreement with the DRS. In summary, the new code provisions are reliable for representing the site amplification characteristic of shallow bedrock condition in Korea.
This paper proposes a Convolutional Recurrent Neural Net (CRNN) structure that can simultaneously reflect both static and dynamic characteristics of seismic waveforms for various earthquake events classification. Addressing various earthquake events, including not only micro-earthquakes and artificial-earthquakes but also macro-earthquakes, requires both effective feature extraction and a classifier that can discriminate seismic waveform under noisy environment. First, we extract the static characteristics of seismic waveform through an attention-based convolution layer. Then, the extracted feature-map is sequentially injected as input to a multi-input single-output Long Short-Term Memory (LSTM) network structure to extract the dynamic characteristic for various seismic event classifications. Subsequently, we perform earthquake events classification through two fully connected layers and softmax function. Representative experimental results using domestic and foreign earthquake database show that the proposed model provides an effective structure for various earthquake events classification.

In this paper, we propose deep convolutional neural network(CNN) with bottleneck structure which improves the performance of earthquake classification. In order to address all possible forms of earthquakes including micro-earthquakes and artificial-earthquakes as well as large earthquakes, we need a representation and classifier that can effectively discriminate seismic waveforms in adverse conditions. In particular, to robustly classify seismic waveforms even in low snr, a deep CNN with 1x1 convolution bottleneck structure is proposed in raw seismic waveforms. The representative experimental results show that the proposed method is effective for noisy seismic waveforms and outperforms the previous state-of-the art methods on domestic earthquake database.
In this paper, we propose a multi-site based earthquake event classification method using graph convolution networks. In the traditional earthquake event classification methods using deep learning, they used single-site observation to estimate seismic event class. However, to achieve robust and accurate earthquake event classification on the seismic observation network, the method using the information from the multi-site observations is needed, instead of using only single-site data. Firstly, our proposed model employs convolution neural networks to extract informative embedding features from the single-site observation. Secondly, graph convolution networks are used to integrate the features from several stations. To evaluate our model, we explore the model structure and the number of stations for ablation study. Finally, our multi-site based model outperforms up to 10 % accuracy and event recall rate compared to single-site based model.

In the companion papers (I, II), site-specific response analyses were performed at more than 300 domestic sites and a new site classification system and design response spectra (DRS) were proposed using the results of the site-specific response analyses. In this paper, the proposed site classification system and the design response spectra are compared with those in other seismic codes and verified by different methods. Firstly, the design response spectra are compared with the design response spectra in Eurocode 8, KBC 2016 and MOCT 1997 to estimate quantitative differences and general trends. Secondly, site-specific response analyses are carried out using $V_S$-profiles obtained using field seismic tests and the results are compared with the proposed DRS in order to reduce the uncertainty in using the SPT-N value in site-specific response analyses in the companion paper (I). In addition, site coefficients from real earthquake records measured in Korean peninsula are used to compare with the proposed site coefficients. Finally, dynamic centrifuge tests are also performed to simulate the representative Korean site conditions, such as shallow depth to bedrock and short-period amplification characteristics. The overall results showed that the proposed site classification system and design response spectra reasonably represented the site amplification characteristic of shallow bedrock condition in Korea.

Most of the drinking water dams managed by the local governments in Korea are earthfill dams, and these dams have almost no geotechnical property information necessary for seismic performance evaluation. Nevertheless, in the rough planning stage for improving seismic safety for these dams, it is necessary to classify their relative seismic hazard against earthquakes and conduct an additional ground investigation. The zero seismic failure probability curve is a curve suggested in this study in which the probability of failure due to an earthquake becomes '0' regardless of the geotechnical properties of the earthfill dam. By examining the method and procedure for calculating failure probability due to an earthquake suggested in previous researches, the zero seismic failure probability curves for an earthquake in 1,000-year and 2,400-year return periods in Korea were presented in the form of a hyperbola on the plane of the dam height versus freeboard ratio (ratio of freeboard to dam height), respectively. The distribution characteristics of the dam height and the freeboard ratio of 81 Korean earthfill dams were presented. The two proposed zero seismic failure probability curves are shown on the plane of the dam height versus freeboard ratio, and the relative seismic hazard of 81 dams can be classified into three groups using these curves as boundaries. This study presented the method of classifying the relative seismic hazard and the classification result.

Korea is part of a region of low to moderate seismicity located inside the Eurasian plate with bedrock located at depths less than 30 m. However, the spectral acceleration obtained from site response analyses based on the geologic conditions of inland areas of the Korean peninsula are significantly different from the current Korean seismic code. Therefore, suitable site classification scheme and design response spectra based on local site conditions in the Korean peninsula are required to produce reliable estimates of earthquake ground motion. In this study, site-specific response analyses were performed at more than 300 sites with at least 100 sites at each site categories of $S_C$, $S_D$, and $S_E$ as defined in the current seismic code in Korea. The process of creating a huge database of input parameters - such as shear wave velocity profiles, normalized shear modulus reduction curves, damping curves, and input earthquake motions - for site response analyses were described. The response spectra and site coefficients obtained from site response analyses were compared with those proposed for the site categories in the current code. Problems with the current seismic design code were subsequently discussed, and the development and verifications of new site classification system and corresponding design response spectra are detailed in companion papers (II-development of new site categories and design response spectra and III-Verifications)

Site response analyses were performed based on equivalent linear technique using shear wave velocity profiles of 162 sites collected around the Korean peninsula. The site characteristics, particularly the shear wave velocities and the depth to the bedrock, are compared to those in the western United States. The results show that the site-response coefficients based on the mean shear velocity of the top 30m ($V_{S30}$) suggested in the current code underestimates the motion in short-period ranges and overestimates the motion in mid-period ranges. The current Korean code based on UBC is required to be modified considering site characteristics in Korea for the reliable estimation of site amplification. From the results of numerical estimations, new regression curves were derived between site coefficients ($F_{a}\;and\;F_{v}$) and the fundamental site periods, and site coefficients were grouped based on site periods with reasonable standard deviations compared to site classification based on $V_{S30}$. Finally, new site classification system and modification of design response spectra are recommended considering geotechnical characteristics in Korea.
Drawing on its extensive experience with natural disasters, Japan has been dispatching Japan Disaster Relief (JDR) team to disaster-stricken countries to provide specialist assistance in rescue and medical operations. The JDR team has assisted in the wake of disasters including the 2004 Indian Ocean Earthquake and the 2008 Sichuan Earthquake in China. Information about the affected area is essential for a rapid disaster response. However, it can be difficult to gather information on damages in the immediate post-disaster period. To help overcome this problem, we have built on an Earthquake Damage Estimation System. This system makes it possible to produce distributions of the earthquake's seismic intensity and structural damage based on pre-calculated data such as landform and site amplification factors for Peak Ground Velocity, which are estimated from a Digital Elevation Model, as well as population distribution. The estimation result can be shared with the JDR team and with other international organizations through communications satellite or the Internet, enabling more effective rapid relief operations.

The laboratory tests are performed on how the liquefaction potential of the sea dike structures on the saturated sand or silty sand seabed could be affected due to earthquake before and after construction results are given as follows ; 1. Earthquake damages to sea dike structures consist of lateral deformation, settlement, minor abnormality of the structures and differential settlement of embankments, etc. It is known that severe disasters due to this type of damages are not much documented. Because of its high relative cost of the preventive measures against this type of damages, the designing engineer has much freedom for the play of judgement and ingenuity in the selection of the construction methods, that is, by comparing the cost of the preventive design cost at a design stage to reconstruction cost after minor failure. 2. The factors controlling the liquefaction potential of the hydraulic fill structure are magnitude of earthquake(max. surface velocity), N-value(relative density), gradation, consistency(plastic limit), classification of soil(G & vs), ground water level, compaction method, volumetric shear stress and strain, effective confining stress, and primary consolidation. 3. The probability of liquefaction can be evaluated by the simple method based on SPT and CPT test results or the precise method based on laboratory test results. For sandy or silty sand seabed of the concerned area of this study, it is said that evaluation of liquefaction potential can be done by the one-dimensional analysis using some geotechnical parameters of soil such as Ip, Υt' gradation, N-value, OCR and classification of soils. 4. Based on above mentioned analysis, safety factor of liquefaction potential on the sea bed at the given site is Fs =0.84 when M = 5.23 or amax= 0.12g. With sea dike structures H = 42.5m and 35.5m on the same site Fs= 3.M~2.08 and Fs = 1.74~1.31 are obtained, respectively. local liquefaction can be expected at the toe of the sea dike constructed with hydraulic fill because of lack of constrained effective stress of the area.
