Risk Analysis and Alternatives on DB Encryption of Social Welfare consolidation Service System ("사회복지통합서비스 시스템"의 DB암호화에 대한 리스크분석 및 대안연구)

  • Recently, the dramatical increasement of personal information infringement makes the government strongly enforce the laws. The Key-point of law enforcement is the DB encryption. Nevertheless, DB encryption is the one of the hardest thing in the organization's security measures. The purpose of this paper is suggesting alternative means of residence numbers and showing the possibility of indicator usage for safety measures. This research suggested the best ways to make a decision through a before and after comparison of the DB encryption cost of the inherent identification number elimination in "Social Welfare consolidation service system". When this research result was applied in "Happiness-e-Um system", we found that the alternative means are more efficient than the residence number for encryption cost, system revision time and so on.

  • U.S. Obama government is submit a motion to consider cyber attacks on State as a war. 7.7DDoS attack in Korea in 2009 and 3.4 DDoS attacks 2011, the country can be considered about cyber attacks. China hackers access a third country, bypassing South Korea IP by hacking the e-commerce sites with fake account, that incident was damaging finance. In this paper, for WiBro service, DDoS attacks, hackers, security incidents and vulnerabilities to the analysis. From hacker's attack, WiBro service's prognostic relevance by analyzing symptoms and attacks, in real time, Divide Red, Orange, Yellow, Green belonging to the risk rating. For hackers to create a blacklist, to defend against attacks in real-time air-conditioning system is the study of security. WiBro networks for incident tracking and detection after the packets through the national incident response should contribute to the development of technology.

  • Owing to the industrialization, the urbanization and cultivation abandonment actual condition, the most abandoned farmlands increased. Those results have occurred inefficient land use and destruction of agricultural ecosystem with the secondary succession. The research for the abandoned farmlands of Korea is fundamental phase. Also, the researches to restore abandoned farmlands are something yet to develop and not established the restoration for ecological value of abandoned farmlands. The objective of research revealed the ecological functions of abandoned farmlands and it presented an application plan. The research method divided in the literature and case study. Using abandoned farmlands, Japan government tries to create the ecological parks for the conservation of a vulnerable plant species, dragonfly biotope, environmental education and research, etc. Accordingly, the goal for the abandoned farmlands coulds be set suitably to Korean situation as of Japanese styles which are characterized by man-made biotopes.

  • With the cognition of the problems on propulsion system of rural development program, the requirement for accurate diagnosis of the problems and for reform scheme is increasing. This study was performed to solve the above requirement especially on the level of a local government, Chungnam province as an instance. For accurate diagnosis of the problems, the present situation of propulsion system, i.e. organization and governance, planning and policy making, implementation and supervision of rural development program was investigated, and the cognition of public officials and specialists was surveyed. From the study, it showed that the problems of propulsion system for rural development program in Chungnam province are duplication of work sphere among departments, formal administration of governance, an absence of long-term plan with vision and strategy, and absence of department in charge of comprehensive supervision and so on. As a result of the study 9 reform schemes to solve the problems were suggested.

  • Science and technology is the power of impelling the economic and social development. Promoting the international sci-tech communication and cooperation is one of the important ways of pulling the economic development of Northeast Asia area. Sci-tech communication and cooperation between the government and the folk are two wings of international sci-tech communication and cooperation. Both are supplemented mutually and indispensable. In order to promote the economic and social development of Northeast Asia area and further strength, some suggestions are put forward, i.e. fully exerting university the main roles in the sci-tech communication and cooperation of Northeast Asia area and fully exerting Liaoning province the important roles in the sci-tech communication and cooperation of Northeast Asia area.

  • This study surveyed 137 policymakers and key stakeholders (e.g., employees of government agencies, academic institutions, nonprofit organizations, industry, and advocacy groups) involved in making decisions on nuclear energy policy, investigating how they differentially perceived the importance of scientific evidence in driving nuclear policy. We also identified the policy areas that each group of decision-makers are mostly concerned about and showed how such concerns might contextualize and ultimately shape their perceptions of science-driven policy.

  • The Swedish construction sector has been criticized in media for being corrupted, unproductive and conservative. Several incidents, e.g. cartels, work on the side without paying tax and moisture problems, have had a great deal of attention. Of that reason has the government initiated a number of investigations in order to identify the major problems in the construction industry. Further, they have initiated a development of a tool aimed for (a) to identify risks, (b) to avoid poor quality costs, and (c) to direct towards increased quality and effectiveness in building and civil engineering projects, from a client perspective. The UK Constructing Excellence has often been held up as a model during the debate. However, the Swedish general culture differs from the British, as well as the Swedish system differs from the British. The purpose of this paper is to describe the program for developing the system, including the purposes with the system, identified starting points and demands and the approach/method for the development.

On the Breeding of Dumbbell Bivoltine Silkworm Breeds of Bombyx mori L. Tolerant to High Temperature and High Humidity Conditions of the Tropics

  • It is well established fact that under tropical condition, unlike polyvoltines, bivoltines are more vulnerable to various stresses i.e. hot climatic conditions of tropics, poor leaf quality and improper management during summer which are not conducive for bivoltine rearing. Therefore, attempt has been made in this study to develop promising bivoltine breeds tolerant to high temperature and high humidity conditions of the tropics. In the present study, by utilizing temperature tolerant breeds six breeding lines were made and at every generation the 5th instar larvae were exposed to high temperature and high humidity and the survived ones were back crossed with the breeds moderately tolerant to diseases were made to improve the quantitative traits. From F6 generations, alternate rearing in normal temperature and high temperature were conducted. At the end of F12 generation, it was possible to isolate three dumbbell breeds viz., HH8, HH10 and HH12 with improvement in quantitative traits. The methodologies followed for the development are discussed.

The Effect of IT Knowledge and IT Communication on the Operational Performance of Small Firms (소기업의 IT 지식, IT 커뮤니케이션과 운영 성과와의 관계 분석)

  • This Paper examines the effect of IT knowledge and IT communication on the operational performance of small firms. Small firms which could be defined firms with less than 50 people in total lags behind medium and large firms in computerization. In order to fill up the computerization gap resulted from size differences, Korean government has been promoting the 'Networking Small Firms' project since 2001. Survey data with 698 small firms in Korea, we could find that If knowledge and IT communication significantly contributed to the operational performance of small firms. Internal process performance is affected by individual IT knowledge, traditional communication, and e-mail communication. Customer performance is affected by above three factors, organizational IT knowledge and internet/EDI communication. Interestingly, financial performance is not affected by traditional communication but only IT knowledge and IT communication.

  • According to the policy for "e-Korea construction" of Korean government, Investment of information system during the past decade are dramatically increasing. More than a half of this investment is cost of hardware infrastructure. So, accurate hardware sizing are essential for higher efficiency of investment. Accurate hardware sizing benefits are generally viewed in terms of the avoidance of excess equipment and lost opportunity costs by not being able to support business needs. Unfortunately, however, little research effort to make the hardware sizing methodology are doing. We propose a sizing method for information system in public sector. This method is determinate empirical study that are gathering and analyzing cases, making method and reviewing expert. Finally we are proposed calculating method for hardware components that is CPU, memory, internal and external disk according to the application system type which is OLTP, Web, WAS. Our study certainly will act as a catalyst for higher investment-efficiency of the future information programs in public sector.
