데이터 민주주의(data democracy)에 대한 규범적 접근 (A Normative Approach to Data Democracy)

  • 디지털화가 급속도로 진행되는 현대 데이터 사회에서 데이터 활용에 있어 데이터의 개방성과 더불어 신뢰성 및 공정성 확보 또한 강조되고 있다. 본 연구는 다차원적 관점에서 데이터 민주주의 개념을 정의하고 규범적 가치의 요소를 제시함으로써 데이터 민주주의 체계와 현황을 파악하고 평가할 수 있는 지표 개발과 선정에 필요한 기초 자료를 제공하는 것을 목표로 한다. 우선 데이터 민주주의의 논의를 위한 토대로써 Kneuer(2016)의 개념을 토대로 자유롭고 공평한 접근, e-참여, e-정부를 e-민주주의의 주요 요소로 제시하였다. 이러한 e-민주주의의 규범적 원리를 토대로 데이터 거버넌스의 질 향상을 위해 데이터 민주주의 개념의 이해 및 실제 적용을 위한 데이터 민주주의의 규범적 프레임워크 및 구성요소로 포용성과 형평성, 참여, 민주적 주권을 도출하였다. 본 연구에서는 데이터 민주주의 실천을 위한 데이터 리터러시의 중요성을 강조하고, 문헌정보학에서 데이터 민주주의의 규범적 프레임워크에 근거한 새로운 교육과정 개발 및 평가에 관한 연구를 후속 과제로 제시하였다.

  • User preferences and ratings may be anticipated by recommendation systems, which are widely used in social networking, online shopping, healthcare, and even energy efficiency. Constructing trustworthy recommender systems for various applications, requires the analysis and mining of vast quantities of user data, including demographics. This study focuses on holding elections with vague voter and candidate preferences. Collaborative user ratings are used by filtering algorithms to provide suggestions. To avoid information overload, consumers are directed towards items that they are more likely to prefer based on the profile data used by recommender systems. Better interactions between governments, residents, and businesses may result from studies on recommender systems that facilitate the use of e-government services. To broaden people's access to the democratic process, the concept of "e-democracy" applies new media technologies. This study provides a framework for an electronic voting advisory system that uses machine learning.

전자정부의 의의와 추진실적 및 향후 과제 (Analysis and New Agenda of e-Government program)

  • 본고에서는 지식정보화의 발전에 따라 전개되는 새로운 현상과 변화들을 살펴보고 전통 행정과 뉴거버넌스의 비교를 통하여 전자정부의 의의를 도출하고, 전자정부의 모델을 제시하고 결론으로 차기 전자정부의 방향을 제시하였다. 새로운 현상과 변화로서는 제품과 서비스의 수렴형 모델로 변화, 사이버 주권의 딜레마 및 프라이버시와 정보보안의 위협 등을 들 수 있다. 한편 정부 주도적인 정부운영에서 NGO의 역할이 강화되는 뉴거버넌스로의 전환이 이루어지고 있으며 전자정부도 뉴거버넌스의 이념을 실현할 수 있도록 기여해야 한다. 이에 새로운 전자정부는 정부와 국민이 함께 구축 운영하는 체제로 전환되어야 한다. 이를 위해 공개키기반구조(PKI: Public Key Infrastructure)를 확산하고 전자민주주의(e-Democracy)의 활성화 및 국민이 용이하게 사용할 수 있는 사용자 인터페이스의 향상에 주력해야 한다.

근대적 절대군주제와 국왕모독죄: 타이 정치체제 재검토 (Modern Form of Absolute Monarchy and Lèse-Majesté Law: Thai Political Regime Reconsidered)

  • 타이 정치체제가 관료적 정체(bureaucratic polity) 혹은 반민주주의(semi-democracy)로 회귀하였다고 얘기된다. 그러나 이와 같은 시각은 국왕의 자문기구인 추밀원(Privy Council)의 정치적 개입을 제대로 드러내지 못한다. 이러한 맥락에서 이 논문은 근대적 절대군주제라는 분석적 개념을 통해 타이식 입헌군주제의 독특한 특징을 밝히고 있다. 요컨대 '네트워크 정치'(network politics)에 기반하는 타이식 입헌군주제(Thai way of constitutional monarchy)는 "국왕은 군림하되 통치하지 않는다"라는 규범에 토대한 전형적인 입헌군주제와 배치된다. 이는 타이 국왕이 실제로는 정치 위에 있는 것이 아니라 정치 안에 있음을, 또 정치적 갈등을 해결하고 군주제를 보위하기 위해 다양한 방식으로 정치에 개입하였음을 의미한다. 이 과정에서 국왕은 불교의 교리를 실천하는 반인반신이자 국가통합의 중심으로 추앙되었다. 심지어 왕실이 관여된 1976년 10월 6일 유혈참사 이후에도 국왕의 신성한 지위는 도전을 받지 않았고 국왕모독죄는 더욱 가혹한 처벌을 받게 되었다. 그 이후 국왕모독죄는 군부 쿠태타의 주된 명분이 되었다. 특히 군주 네트워크와 근대화 과정에서 성장한 탁신 네트워크에 기반한 부르주아 정체 간의 대격돌로부터 야기된 2006년 쿠테타와 이후 친탁신계 정부를 전복한 2014년 쿠테타를 계기로 국왕모독죄 사례가 급증하였다. 관료적 정체, 반민주주의, 민주주의를 포괄하는 타이에서의 근대적 절대군주제는 군부, 지식인, 민주당, 심지어 일부 시민사회조직들로부터 지지를 받는 국왕모독죄에 의해 지지되고 있다.

  • This paper addresses the democracy-oriented regulatory and legal requirements that e-democracy impacts. It demonstrates that the structure of the political system also plays a significant role in the decision to develop an e-voting application. The short term perspective of the questions put before the electorate obliterate the long term perspective in which many policy problems have to be seen. A well-designed e-voting system should produce an audit trail that is even stronger than that of conventional systems (including paper-based systems). Remote Internet voting systems pose significant risk to the integrity of the voting process, and should not be fielded for use in public elections until substantial technical and social science issues are addressed. Conclusively the paper focuses on the specific attributes an electronic voting (polling place) system should respect and ensure such as transparency, verifiability, accountability, security and accuracy in relation to the constitutional requirements such as General, Free. Equal, Secret, Direct and Democratic.

국내의 정보화 및 전자정부 연구동향 분석 (Research Trend and Analysis on the Issues of Informatization and E-Government in Korea)

  • 본 연구에서는 우리나라의 정보화 및 전자정부의 연구 동향을 살펴보기 위해 한국행정학보, 한국정책학회보, 정보화정책 등 이상의 3개의 학회지에 게재된 학술논문과 학술대회 발표논문을 대상으로 문헌 연구와 메타 분석 방법을 활용하여 각각의 연구에서 나타나는 연구내용과 연구방법의 두 가지 측면으로 나누어 분석하였다. 연구결과 첫째, 연구방법적인 측면에서 볼 때 정보화 및 전자정부에 대한 연구는 새로운 개념이나 이슈 등을 서술하고 분류하는 탐색적 연구에서 점차 새로운 모형 혹은 프레임워크를 이용하거나 개발하는 경험적 연구방법으로 변화하고 있으며, 양적 연구방법 보다는 사례연구 등의 질적 연구가 많은 비중을 차지하고 있다. 둘째, 연구내용적인 측면에서 볼 때 2000년도 초반에는 정보화 시스템과 거버넌스 관련한 연구가 주를 이루었던 반면, 2000년도 후반으로 갈수록 정보화 서비스, 전자 민주주의, 시민참여, 정보격차, 후기 정보화 연구 등 학문의 독자성 추구 및 일반화에 관한 연구가 증가하였다. 향후 이론개발, 담론형성, 융합학문 등 새로운 패러다임을 주도할 학계의 노력이 필요하며, 정부3.0에 대한 명확한 개념정의와 이론적 토대를 제시할 시점이다.

한국 기록관리와 '거버넌스'에 대한 역사적 접근 (A Historical Approach to the Development of Democracy and the Archival Society in Korea)

  • 'Governance' is a subject that is widely discussed these days in the government and the academic world. I think that the new concept, 'governance', is a strategy to develop the democracy of the society in its institutional and functional aspects. When we are going to discuss about governance, public records and their relationships, without understanding the meaning of 'public' in Korea, we cannot expect to discuss the matter precisely. It is said that Korean public service sectors are awash with authoritarianism and unreasonableness, and that they are at the center of seething corruption and bribe scandals. It is the legacy that the regimes adopted in the aftermath of the Japanese colonial rule for 35 years. The colonial legacy included not simply the practice of the Japanese colony, but also people who had collaborated the Japanese. The American military government and Rhee, Sung-Man regime also appointed the same officials to government posts. As was the same case in other areas including economy, press, education, politics, law, etc. In this point of view, "Righting historical wrongs", a controversial issue now in Korea, aims at establishing the right relationships between an individual and the public, and eventually laying the foundation of democracy for future generation, a procedure of achieving good governance. Apparently, Korea has made progress in developing democracy, as well as in reforming the government policy and organization. Many independent commissions are performing the projects instead of the government institutions that mandated to do the job, but has not played their roles. The e-government projects in Korea was launched in 2001 by the former administration. However, the confusion of records-management after the promulgation of the act is the result of the lack of strategy and the inconsistency of the vision. Good record-keeping supports effective, transparent and accountable government. Accountability is a key element of good governance. It is a recognized fact that without information, there is no guidance for decision-making, and accountability. Thus without records, there is no accountability for the decisions of actions. Transparency means that the decisions taken and their enforcement are carried out based on led-out rules and regulations. When both accountability and transparency are non-existent, good governance is bound to fail. Archival institutions have to give an attention to inner-governance because of the new trend of archival practice, namely 'macro-appraisal'. This 'macro-appraisal' is a kind of a functions-based approach. However, macro-appraisal focuses not just on function, but on the three-way interaction of function, structure and citizen, which combined reflect the functioning of the state within civil society, that is to say, its governance. In conclusion, the public and democracy are major challenges in the Korean society. The so-called good governance requires good record management. In this respect, records managers are in the front line of instituting good governance, and achieving better public and democracy for future generation, a procedure of achieving good governance.

기록관(Archives) 건립과정에서 아키비스트의 역할에 관한 연구 - 민주화운동자료관 사례를 중심으로 - (A Study on the Role of Archivists in the Process of Establishing an Archives - Focuced on the case of The Korea Democracy Movement Archives)

  • We, at The Korea Democracy Movement Archives opened temporarily at SungKongHoe University(SKHU), have currently collected about 100,000 recorded materials of democratization movement related with labor, farmer, civilian, human rights, peace, unification, young people, student and women's movements by investigating, collecting and receiving donations from civil organizations and individuals, and about 70,000 data out of this 100,000 data were converted into computer files. The Korea Democracy Movement Archives(temp) at SKHU has a significance in that it is the first archive opened by an organization. Furthermore, the opening of this Archive means the expansion of awareness on recording culture and accumulation of the achievements of the democratization movement in Korea. However, many obstacles still remain in the establishment of this Archive in a full-scale. This article examined many theoretical and realistic obstacles posed to the archivists, who are the professionals responsible for record management, in process of establishing the Archive, and the role and future perspectives of the archivists at The Korea Democracy Movement Archives(temp). The first obstacles in the process of organizing and separating the recorded materials at the Archive is a difficulty in the description of classifying the different movement organizations. The second obstacle is a difficulty in specifically applying the international standard, ISAD(G), of record description in the process of establishing the description items. Through many trials and errors, we need to try to confirm the description befitting. The Korea Democracy Movement Archives through continuous adjustment and complementary measures. The third obstacle is a difficulty in estimating the range and physical and quantitative amount of the recorded materials since the collection of recorded materials is complete. Thus, the answers to these problems lie in continuous efforts to establish a creative classification system befitting the democratization movement in Korea in the process of many trials and errors and endeavor. The evaluation classification done by archivists is a creative act forming record heritage, and archivists need to form record heritage reflecting the evaluation system of a certain period. Moreover, they transmit the shape of the current era in a maximum scale to the future by using the minimum amount of records. An archivist is responsible for two tasks, i.e., preserving a record and making other people to utilize the record by working with record. However, We, at The Korea Democracy Movement Archives(temp), have an additional task of contributing to the democratization movement in korea that has not ended by collecting, preserving and making people to utilize the fragments of memory in the recent history of Korea by establishing the Archives.

Emotional Preferences Analysis Using Kansei in Designing The Appearance of User Interface for E-Voting Application

  • The application of e-Voting plays an important role in order to support democracy activities in Indonesia, such as elections at different levels. E-Voting has the function of providing better service to people in order to participate in elections. This research attempts to develop the appearance of the user interface of e-Voting based on users' emotional preferences using Kansei Engineering. Kansei Engineering is used in this research to analyze emotional feelings regarding e-Voting applications' presented Kansei words and give a recommendation on the most suitable user interface to be considered in their development. This research observed two main users' emotional feelings ("calm" and "formal") selected from ten Kansei words. The final recommendation is a conceptual element designed for designing e-Voting applications based on the Kansei word "calm".

한국의 디지털정치와 전자정당의 실현 조건과 과제 (The Digital Politics of Korea and the Realization Condition and Issues of the e-Party)

  • The purpose of this paper is to analyze the political discussion and the success conditions on the digital democracy and issues for introducing e-party of Korean parties, and to propose alternatives for solving these issues. To accomplish this purpose, this paper review actual conditions of the digital politics, analyze on results of e-party driving of Korean parties, review issues for introducing e-party of Korean parties, and propose alternatives for solving these issues. Proposed conditions on digital politics and e-party development will contribute to the prosperity of the Korean politics. In near future, an empirical study on the standpoints of voters politicians will be followed.
