Concept & Implementation of Three-Layered Vessel Traffic Management System

  • Recently IMO and IALA have developed the strategy of e-Navigation and the concepts of VTM to enhance the safety, efficiency and security of vessel traffic and protection of the marine environment. And current technical and functional trends require vessel traffic management systems to be improved so as to control vessel traffic not only in waters of harbour area, but also within EEZ waters. Under the consideration of these circumstances, a three-layered vessel traffic management system was proposed in this paper. The proposed system consists of three sub-systems, called Local VTS, Regional VTS and National VTS, and those sub-systems are designed respectively to be suitable for managing vessel traffic within their own jurisdiction waters.

  • In an underwater vehicle, the navigation error is mostly caused by the initial misalignment, the bias of a gyro and an accelerometer, and the sea current. Therefore, it is important that these error sources are estimated and compensated in order to reduce the navigation error. In this paper, the E.M.Log aided SDINS is designed by using the E.M.Log which measures the forward velocity of a vehicle. And the system error state equation and the measurement equation are derived and the suboptimal Kalman Filter is established for this aided SDINS. The simulation result showed that this had an important role in estimating and compensating these error sources, thus reducing the navigation error of an underwater vehicle.

포항·광주 로란-C 시간동기시스템 구축 결과

  • GPS 항법 시스템은 재밍(jamming)에 취약한 것으로 알려져 있다. 실제로 2010년부터 북한은 서해상과 수도권에 GPS 전파교란 공격을 감행, 운행 중이던 선박과 항공기의 네비게이션 등에 다수의 장애현상을 유발시켰다. 이것에 대한 대안으로 eLoran(enhanced Long Range Navigation)이 GPS 항법 시스템을 보완할 수 있다고 알려져 있다. 이에 따라 해양수산부(MOF)는 기존 포항·광주 로란-C 송신국에 UTC(Coordinated Universal Time) 기반의 시각동기시스템 구축하여 지상파 eLoran 시스템으로 활용하기 위한 eLoran 사업을 진행하고 있다. 본 논문에서는 기존 포항·광주 로란-C 송신국에 UTC(Coordinated Universal Time) 기반의 시각동기시스템을 구축하기 위한 요구 사항을 살펴보고, 이 요구 사항에 따른 포항·광주 로란-C 시각동기시스템의 구축 결과에 대해 기술하였다.

  • 선박 안전항해를 위해 항해용 해도와 같은 수로 정보와 함께 해사안전정보(MSI), 항행통보(NM), 항행경보와 같이 임의적인 안전관련 정보들이 이용될 수 있다. 현재 GMDSS 제도의 시행에 따라 해사안전정보와 항행경보 등의 정보들이 NAVTEX 등의 장비를 통해 텍스트 형태로 선박에 전달되고 있으나 이런 형식의 정보들은 기존 종이해도 또는 전자해도를 사용하는 ECDIS의 다양한 첨단 항해 지원 기능과 연계하기 어려운 단점이 있다. 이를 해결하기 위해 사례로 유럽은 e-Navigation Test-bed 프로젝트에서 IHO의 S-100 표준을 기반으로 하는 해사안전정보 데이터 표준을 수립하고 이를 활용한 서비스 연구 및 검증을 수행하고 있다. 본 연구에서는 국제수로기구의 S-100 표준에 따라 해사안전정보를 객체화 하여 모델링하고 이를 전자해도 정보와 연계하여 활용할 수 있는 방안을 모색하기 위해 유럽의 e-Navigation Test-bed 프로젝트에서의 해사안전정보 연구 사례(S-100 표준 기반의 해사안전정보 제품 표준), 국제수로기구의 해사안전정보 매뉴얼 등을 분석하여 국내 해사안전정보 서비스를 위해 필요한 기술개발 내역 및 방안을 제안 하였다.

  • 최근 우리나라에서는 해양사고의 효과적인 예방을 위하여 구축 중인 한국형 e-Navigation SV20-선내시스템 원격모니터링 서비스에서는 복원성, 화재, 침수, 과도경사, 항해장비의 이상과 같이 선박의 안전 운항과 직접적으로 관련이 있는 선박의 센서들을 수집, 분석하여 이상 상태와 긴급상황을 자동으로 식별하여 안전운항을 지원하는 기능이 있다. IMO 선박안전관리 시스템의 경우 선원의 인적 과실에 의한 해상에서 안전 및 해양환경 보호를 위한 핵심 요소로서 우리나라는 SOLAS 협약 제9장(선박의 안전운항을 위한 관리)및 ISM CODE를 1999년 2월 해사안전법에 수용하여 2002. 7. 1.부터 단계적으로 시행하고 있다. 이 연구에서는 이 둘의 융합 개념의 기술적 결합을 통한 체계적이고 자동화적으로 선박에서의 안전관리 능력을 제고하여 안전 사고 발생을 최소화 할 수 있는 여러 가지 시스템과 더불어 사고 발생시 효율적으로 대응할 수 있는 표준 토폴로지 기반 UI 및 항차 기반 위기대응 가이던스를 개발 하고자 한다.

  • During the last 5 years, maritime safety navigation with IT has been a big issue. After the International Maritime Organization defines the e-Navigation strategy, various information on board can be integrated by their needs and aims. Especially, on-board information monitoring might use the single integrated display under consideration of user convenience. To do this, this paper suggests a user interface design guideline based on definition and analysis of the integration requirements and the existing commercial product.

  • In the IMO COMSAR 10th meeting, the SOLAS performance standard draft for Long-range Identification and Tracking(LRIT) was submitted to MSC. '81 meeting for its approval. The LRIT and AIS would provide an important data in monitoring SOLAS vessels at shore. This paper aims to suggest the vision and future directions for a successful E-navigation development in co-orporation with vessel monitoring.

  • Position of surface objects can be fixed in many ways. The most popular radionavigational systems, including satellite systems, make possible obtaining nearly continuous and very precise ship's position. However, under the water application of radionavigational systems is impossible. Underwater navigation requires other tools and solutions then these encountered in surface and air navigation. In underwater environment vehicles and submarines, operate that have to possess alternative navigational systems. Underwater vehicles, in order to perform their tasks require accurate information about their own, current position. At present, they are equipped with inertial navigational systems (INS). Accuracy of INS is very high but in relatively short periods. Position error is directly proportional to time of working of the system. The basic feature of INS is its autonomy and passivity. This characteristic mainly decides that INS is broadly used on submarines and other underwater vehicles. However, due to previously mentioned shortcoming i.e. gradually increasing position error, periodical calibration of the system is necessary. The simplest calibration method is surface or nearly surface application of GPS system. Another solution, which does not require interruption of performed task and emergence on the surface, is application of comparative navigation technique. Information about surrounding environment of the ship, obtained e.g. by means sonic depth finder or board sonar, and comparing it with accessible pattern can be used in order to fix ship's position. The article presents a structure and a description of working of underwater vehicle navigation system simulator. The simulator works on the basis of comparative navigation methods which exploit in turn digital images of echograms and sonograms. The additional option of the simulator is ability to robust estimation of measurements. One can do it in order to increase accuracy of position fixed with comparative navigation methods application. The simulator can be a basis to build future underwater navigation system.

  • The IMO e-navigation strategy has requested a communication infrastructure providing authorized seamless information transfer between stakeholders. The Maritime Cloud is the term used to describe the concept of an infrastructure that support authorized, seamless information transfer, adding those elements, that are necessary to support the e-navigation domain. It is necessary to consider the study on maritime cloud security, but the study is still an early stage. In this paper, we propose a secure synchronization method for the maritime cloud services. The proposed method can be synchronize between the vessel based on the SH-Tree, and it has the advantage that there is no exposure information in the synchronization process.

  • E-Navigation is required port operation for effective and safety. Maritime traffic data must be exchanged between Vessel Traffic Service Center and ship for e-navigation build. In this paper, We designed Open API system for the exchange and use of maritime traffic data. This system provide Open API data to $3^{rd}$ party.
