Counting Research Publications, Citations, and Topics: A Critical Assessment of the Empirical Basis of Scientometrics and Research Evaluation

  • Scientometrics and research evaluation describe and analyze research publications when conducting publication, citation, and topic analyses. However, what exactly is a (scientific, academic, scholarly or research) publication? This article demonstrates that there are many problems when it comes to looking in detail at quantitative publication analyses, citation analyses, altmetric analyses, and topic analyses. When is a document a publication and when is it not? We discuss authorship and contribution, formally and informally published documents, as well as documents in between (preprints, research data) and the characteristics of references, citations, and topics. What is a research publication? Is there a commonly accepted criterion for distinguishing between research and non-research? How complete and unbiased are data sources for research publications and sources for altmetrics? What is one research publication? What is the unit of a publication that causes us to count it as "1?" In this regard, we report problems related to multi-author publications and their counting, weighted document types, the unit and weighting of citations and references, the unit of topics, and counting problems-not only at the article and individual researcher level (micro-level), but also at the meso-level (e.g., institutions) and macro-level (e.g., countries). Our results suggest that scientometric counting units are not reliable and clear. Many scientometric and research evaluation studies must therefore be used with the utmost caution.

  • Last days, various kinds of applications and system were individually introduced into specific groups or enterprises by different objective without considering interoperability among those. However, the environment for data processing is changing rapidly in these days. And now the necessity is growing to integrate and couple applications and system in the process dimension for more flexible and quicker data processing on these application programs and system. When integrating these application programs or system, an integration based on XML is recommended as it is one of good methods which will the additional cost and satisfy the requirements of the integration. This is because the XML is not only device-independent data type which can be used any platform, but also it uses XSLT, the document conversion standard established by W3C, which allows easy data conversion from one to another type on occasion of demands. This paper studies a design and implementation of system to convert XML structure. This system shows the structure of source- side providing data and destination-side processing data with using XML schema that defines structural information of a XML document. And this system defines the structure relationship of desired form as mapping structural information and data. This system creates the XSLT document that defines conversion rule between two structures based information which is defined. The XSLT document which is created as described above will convert data to be appropriate to the structure of the destination- side. By implementing this system, it is able to apply a document into various kinds of structure without considering specific system or platform and it is able to construct XSLT document to which meaning of desired form can be given. This paper aims to offer a process conversion between documents and to improve interoperability and scalability, so that we can contribute to build XML document processing environment

  • Although an academic journal has had an important role in the diffusion of knowledge and the confirmation of knowledge advancement, it has revealed several difficulties : long processing time for publishing, uni - directional communication, closed review process etc. But an electronic journal (E-Journal) can solve these problems and add several new advantages such as the multimedia expression of documents, and pre and post publication review. Moreover, it should be noted that an E-Journal is not an alternative medium which simply replaces an existing journal, but a new paradigm for scholarly communication. Although this paper reviews several issues related to E-Journal, the introduction of the concept of universal service and informal document style for flexible communication are noticeable. For effective diffusion of E-Journal, information infrastructures such as high - speed telecommunication networks and digital libraries are urgently needed. Government subsidy as in Great Britain is necessary for E-Journal publishing.

  • 오늘날 인터넷 및 정보통신의 발달로 인하여 전자상거래가 활성화되고 있으며 기업들은 웹에서의 전자상거래를 위하여 e-카탈로그를 제작하여 사용하고 있다. e-카탈로그는 종이 카탈로그에 비하여 제작 비용이 적게 들고 발송 비용이 들지 않으며, 카탈로그를 필요로 하는 업체나 개인이 신속하게 카탈로그를 받아볼 수 있는 등 여러 가지 장점을 가지고 있다. e-카탈로기는 현재 웹 표준으로 자리잡아가고 있는 XML로 제작되고 있는 추세이다. 또한 최근에는 유선 인터넷 뿐만 아니라 무선 인터넷에 대한 요구 및 수요가 증가하면서 유선 인터넷에서 사용하던 문서를 무선 인터넷에서 사용하고자 하는 요구가 늘고 있다. 이에 본 논문에서는 .NET에 기반한 XML-WML 문서 변환 시스템을 제안함으로써 플랫폼이나 OS의 영향을 받지 않고 사용할 수 있으며, 다른 응용프로그램과의 유연성 있는 통합도 가능하도록 설계되었다.

  • As cyber education using e-Learning system is expanded, various Learning Contents has been created to satisfy the demand of various students. But since it takes long time and spends high cost to create e-Learning contents, it is hard to satisfy the demand of various students. To solve this problem standardizations of the Learning Contents and researches of Learning Contents Metadata are focused in reusability of Learning Contents and information retrieval of Learning Contents. In this paper to improve manageability and retrievability, legacy version control and document management system are introduced. Based on existing version control and document management system, we developed automated history control system.   • Although modern day people gather many data from the network, the users want only the information needed. Using this technology, the users can extract on the data that satisfy the query. As the previous studies use the single data in the document, frequency of the data for example, it cannot be considered as the effective data clustering method. What is needed is the effective clustering technology that can process the electronic network documents such as the e-mail or XML that contain the tags of various formats. This paper describes the study of extracting the information from the user query based on the multi-attributes. It proposes a method of extracting the data such as the sender, text type, time limit syntax in the text, and title from the e-mail and using such data for filtering. It also describes the experiment to verify that the multi-attribute based clustering method is more accurate than the existing clustering methods using only the word frequency.

  • The time taken for an ischemic heart disease patient to have a percutaneous coronary intervention because of acute myocardial infarction after arriving at the hospitals (door-to-balloon time) affects the patient's mortality significantly. To improve the emergency service system that has been previously used in the hospitals, this study focused on reducing door-data time and data-to-decision time among three time stages. The newly established e-emergency service system has set up the database of patients that had an emergency operation for acute myocardial infarction in the emergency service system of the hospital and has issued health cards for the patients that regularly visit the Busan National University Hospital. In addition, it has stored prior operation permits in the form of a certified electronic document. The new electronic system will reduce the complex treatment and operation procedures innovatively. Therefore, it is expected that this will make the life save (or the emergency patients easier and reduce the mortality. Moreover, it will also settle down the hospital staff's and patients' predicaments caused by the complex procedure of the legacy system.

Design of a Hospice Referral System for Terminally Ill Cancer Patients Using a Standards-Based Health Information Exchange System

  • Objectives: The demand for hospice has been increasing among patients with cancer. This study examined the current hospice referral scenario for terminally ill cancer patients and created a data form to collect hospice information and a modified health information exchange (HIE) form for a more efficient referral system for terminally ill cancer patients. Methods: Surveys were conducted asking detailed information such as medical instruments and patient admission policies of hospices, and interviews were held to examine the current referral flow and any additional requirements. A task force team was organized to analyze the results of the interviews and surveys. Results: Six hospices completed the survey, and 3 physicians, 2 nurses, and 2 hospital staff from a tertiary hospital were interviewed. Seven categories were defined as essential for establishing hospice data. Ten categories and 40 data items were newly suggested for the existing HIE document form. An implementation guide for the Consolidated Clinical Document Architecture developed by Health Level 7 (HL7 CCDA) was also proposed. It is an international standard for interoperability that provides a framework for the exchange, integration, sharing, and retrieval of electronic health information. Based on these changes, a hospice referral scenario for terminally ill cancer patients was designed. Conclusions: Our findings show potential improvements that can be made to the current hospice referral system for terminally ill cancer patients. To make the referral system useful in practice, governmental efforts and investments are needed.

  • 조직의 내외 부에서 추진되고있는 CALS/EC개념이 인터넷의 발전과 함께 우리의 주변에서 생성되는 많은 문서들에 대한 효율적인 관리가 절실히 요구되고 있다. 이러한 다양한 문서들에 대한 체계적인 관리기술로서 기록관리, 양식관리, 보고서관리, 제반규정관리, 저장관리, 검색관리 등을 통하여 최종사용자에게 적기적시에 제공할 수 있는 통합적인 시스템이 필요하다. 이에 관계되는 요소기술로서 EDM(Electronic Document Management), Image Document Management, COLD(Computer Output to Laser Disk), Hypermedia, Workflow, Knowledge Management 및 Groupware등이 개별적으로 또는 일부는 상호 연계되고 있으나, 통합적으로 상호 운용성 측면에서는 많은 문제들이 내포되어있다. 따라서 본 고에서는 이러한 CALS/EC개념에 입각한 문서관리의 효율적인 관리방법을 살펴보고, 다양한 형태의 기능별 문서에 대하여 통합적으로 관리할 수 있는 통합문서관리시스템에 대한 모형을 제시하고자 한다.

  • A new brilliant service using human-voice and DTMF (Dual Tone Multi Frequency) technique is expected nowadays in order to obtain valuable information on the internet more easily. VoiceXML (Voice eXtensible Markup Language) is the right choice that makes the new service possible. In this paper, the design and implementation of IVR (Interactive Voice Response) server using VoiceXML is described, where it connects with internet and IVR server efficiently. IVR server using VoiceXML is composed of two groups: VoiceXML document handling and VoiceXML execution. Scenario part of IVR server corresponds to VoiceXML document, the execution is performed by VoiceXML execution.
