Many government offices have been proceeding a development of Enterprise Architecture(EA) according to apply Government-wide Enterprise Architecture'. Each office and working-level officials have had a hard time because of no guides related to a EA development method such as the Framework, Standards, Principle, Reference Model, Etc. This paper propose a method for developing e-Government Enterprise Architecture considered a characteristic of public institutes through analyzing existing cases. The method for development e-Government EA includes the EA Performance Management Model to monitor objectively each office's long-term business promotion because the e-Government EA development is a job of long duration and cooperation with many institutes. This method also combines the EA Change Management Activities for the officials to improve general knowledge about EA's idea and EA's value, etc. We show the EA case study of the Ministry of Government Administration and Home Affairs to demonstrate feasibility of our approach. As a result, public offices will carry out their BPR(Business Process Re-engineering) and ISP(Information Strategy Planning) more efficiently based on this EA development method.

Today the theme of "IT Architecture" has become a topic of special interest in both public and private sectors. Based on the literature survey on information systems planning and information architecture, IT architecture may be viewed as the outcome of evolution, rather than revolution. A case study was conducted in order to compare the tasks and deliverables of U.S. IT architecture and Korean Information Strategy Planning. No significant differences were found in tasks or deliverables. Implications of the study were discussed.

An Integrated Data Environment (IDE) is the end state of the CALS vision. It refers to an environment where all the data generated from the entire lifecycle activities of a product can be shared by anyone that participates in the management. engineering, manufacturing, or support of the product, although the data are geographically distributed and are maintained in heterogeneous platforms. The primary purpose of this paper is to introduce the fundamental concept, architecture, and core implementation technology of an IDE. The secondary purpose is to suggest some strategic directions to the planning staffs in both government and industry. and to suggest some research issues to the researchers in academia. The reference architecture of an IDE being developed by the US DoD and that of NIIIP (National Industrial Information Infrastructure Protocol) being developed by a consortium are discussed. Two principal issues of implementing an integrated database, i.e., distributed object computing including CORBA and multi-database system (MDBS) are reviewed. As a conclusion. the author suggests that daring investment in prototyping an IDE by a nationwide consortium is essential to keep up with the advanced countries in CALS implementation.

This research investigates the rising new role of mileage system as private e-money in a exploratory study. The key research questions are "How does mileage system evolve with expansion of e-business and what are the cases for real experiences in 'money-like' mileage and their implications?" This research focuses on the proposition that mileage points created in commercial transactions as a royalty program are observed to serve a new role as payment tool. In an attempt to identify factors that determine mileage system as private money, we employ three factors: confidence, transaction cost, and monetary freedom. Also, this research proposes a direction for further research and follow-up studies to establish legal and institutional issues and the relevant architecture, all of which are essential elements to make the mileage points global money with a certain trade ratio in the near future.

In the rapidly changing e-business environment, organizations need to share information, process business transactions, and enhance collaborations with relevant entities by taking advantage of the various technologies. However, there are always the security issues that need to be handled in order for the e-business operations to be run efficiently. In this research, we suggest the new security authorization model for safety flexible supporting the needs of e-business (e-marketplace) in an organization. This proposed model provides the scalable of access control policy among multi-domains, and preservation of flexible authorization management in distributed system environments. For servers to take the access control policy and enforcement decisions, we also describe the feasible authorization architecture is concerned with how they might seek advice and guideline from formal access control model.

For enterprise architecture framework including enterprise software architecture framework, this research analyzes its perspectives and Views. After all, This research able to apply to systematic application development based on enterprise architecture and completely IT elements organization by enterprise view.
