  • It has been recognized as an important issue to design optimally a firm's logistics network for minimizing logistics cost and maximizing customer service. It is, however, not easy to get an optimal solution by analyzing trade-off of cost factors, dynamic and interdependent characteristics in the logistics network decision making. Although there has been some developments in a system which helps decision making for logistics analysis, it is true that there is no system for enterprise-wise's on-site support and methodical logistics decision. Specially, E-biz process along with information technology has been made dramatic advance in a various industries, there has been much need for practical education closely resembles on-site work. The software developed by this study materializes efficient algorithm suggested by recent studies in key topics of logistics such as location and allocation problem, traveling salesman problem, and vehicle routing problem and transportation and distribution problem. It also supports executing a variety of experimental design and analysis in a way of the most user friendly based on Java. In the near future, we expect that it can be extended to integrated supply chain solution by adding decision making in production in addition to a decision in logistics.

  • This paper presents a dynamic development of an ontology-based statistical information system supporting the collection, storage, processing, analysis, and the presentation of statistical knowledge at the national scale. To accomplish this, we propose a data mining technique to dynamically collect data relating to citizens from publicly available data sources; the collected data will then be structured, classified, categorized, and integrated into an ontology. Moreover, an intelligent platform is proposed in order to generate quantitative and qualitative statistical information based on the knowledge stored in the ontology. The main aims of our proposed system are to digitize administrative tasks and to provide reliable statistical information to governmental, economic, and social actors. The authorities will use the ontology-based statistical information system for strategic decision-making as it easily collects, produces, analyzes, and provides both quantitative and qualitative knowledge that will help to improve the administration and management of national political, social, and economic life.

  • Decision making strategies should consider both adaptiveness and robustness in order to deal with two main characteristics of climate change: non-stationarity and deep uncertainty. Especially, robust strategies are different from traditional optimal strategies in the sense that they are satisfactory over a wider range of uncertainty and may act as a key when confronting climate change. In this study, a new framework named Robust Stochastic Dynamic Programming (R-SDP) is proposed, which couples previously developed robust optimization (RO) into the objective function and constraint of SDP. Two main approaches of RO, feasibility robustness and solution robustness, are considered in the optimization algorithm and consequently, three models to be tested are developed: conventional-SDP (CSDP), R-SDP-Feasibility (RSDP-F), and R-SDP-Solution (RSDP-S). The developed models were used to derive optimal monthly release rules in a single reservoir, and multiple simulations of the derived monthly policy under inflow scenarios with varying mean and standard deviations are undergone. Simulation results were then evaluated with a wide range of evaluation metrics from reliability, resiliency, vulnerability to additional robustness measures. Evaluation results were finally visualized with advanced visualization tools that are used in multi-objective robust decision making (MORDM) framework. As a result, RSDP-F and RSDP-S models yielded more risk averse, or conservative, results than the CSDP model, and a trade-off relationship between traditional and robustness metrics was discovered.

  • Decision-making in the crisis management happens in dynamic, rapidly changing, and often unpredictable distributed environments. Crisis management Decision Support Systems (DSSs) in E-Government are challenged by the need to use it availably at anytime, from anywhere, and even under any-situation. In this paper the reasons of developing distributed architecture for crisis management Decision Support Systems (DSSs) in E-Government are analyzed. Consequently, a distributed architecture for crisis management Decision Support System (DSS) is proposed in this paper. Finally it is implemented by Web Services. If crisis management Decision Support System (DSS) based on distributed architecture is implemented by Web Service, then it can provide decision support for decision-makers to deal with crisis at anytime, from anywhere, and even under any-situation.

  • Dispatching rule plays an important role in a hybrid flow shop. Finding the appropriate dispatching rule becomes more challenging when there are multiple criteria, uncertain demands, and dynamic manufacturing environment. Using a single dispatching rule for the whole shop or a set of rules based on a single criterion is not sufficient. Therefore, a multi-criteria decision making technique using 'the order preference by similarity to ideal solution' (TOPSIS) and 'analytic hierarchy process' (AHP) is presented. The proposed technique is aimed to find the most suitable set of dispatching rules under different manufacturing scenarios. A simulation based case study on a PCB manufacturing process is presented to illustrate the procedure and effectiveness of the proposed methodology.

  • Performance management of computer networks is intended to improve a given network performance in order for more efficient information exchange between subsystems of an integrated large-scale system. Improtance of performance management is growing as many function of the large- scale system depend on the quality of communication services provided by the network. The role of performance management is to manipulate the adjustable protocol parameters on line so that the network can adapt itself to a dynamic environment. This can be divided into two subtasks : performance evaluation to find how changes in protocol parameters affect the network performance and decision making to detemine the magnitude and direction of parameter adjustment. This paper is the second part of the two papers focusing on conceptual design, development, and evaluation of performance management for token bus networks. This paper specifically deals with the task of decision making which utilizes the principles of stochastic optimization and learning automata. The developed algorithm can adjuxt four timer settings of a token bus protocol based on the result of performance evaluation. The overall performance management has been evaluated for its efficacy on a network testbed.

  • We are proposed for the computation of disease frequency measures and of their associated variances from data collected through prospective study of multiple dynamic cohort (herds) with a National Animal Health Monitoring System (NAHMS) in Gyeongnam. We can be estimated and calculated the annual incidence density for a group of herds and the 1-month risk of disease from the same within herd measure of monthly incidence density. We are proposed that the choice of measure to be estimated depend on the intended use of the information. From results in this study, Our study demonstrate that risk estimates are appropriates for producers and clinic veterinarian making decisions at the animal or herd level. Incidence density measures are appropriate for extrapolation to reference populations used for state and regional-level decision making.

  • Education policy is a dynamic process featuring social development trends. The world countries have focused their education program on empowering the learners for future life and work. This paper aims to assess the higher education curriculum based on a survey of 280 students, employers, alumni, and lecturers in both social sciences and natural sciences in Ho Chi Minh City, Vietnam. The fuzzy decision-making method, namely the Fuzzy Extent Analysis Method (F-EAM), was applied to measure the relative weight of each parameter. Seven factors under the curriculum development have been put in the ranking. Input with emphasis on foreign language was the highest priority in curriculum development, given the expected demand of the labor market. Objective and learning outcome and teaching activities ranked second and third, respectively. The traditional triangle of teaching content, methodology, and evaluation and assessment are still proven their roles, but certain modifications have been defined in the advanced curriculum. Teaching facilities had the least weight among the seven dimensions of curriculum development. The findings are helpful for education managers to efficiently allocate scarce resources to reform the curriculum to bridge the undergraduate quality gap between labor supply and demand, meeting the dynamic trends of social development.

  • Space evolves from the concept of deterministic static location to a dynamic, connected area through the interference of the user. While this does incorporate physical changes of the space, it also reflects the changes of the program or characteristics of the space through the actions and changes of the user. Therefore, in this study we plan to review the characteristic of time appearing within space, thereby discussing the impact of changing of condition in time-space to the decision making of the user. Further, we plan to analyze the specific causes, and subsequently introduce a new perspective over space. In order to achieve this, we need to first understand the reason why the attribute of time needs to be discussed in space, and perform a fundamental analysis of factors for the changes of the users' actions following changes in space-time condition. This means that space is not limited to merely satisfying its innate objective as an area, but may have a basis for modifying its role to help the decision making of the users caused by changes in space-time conditions. Accordingly, we analyze the factors for change of environment that can appear in space following the flow of time caused by correlation in space-time, as well as psychological factors and variables for decision making by the users. Based on this, we analyze cases to study the influence of condition changes in time-space on the action decision judgment of the users. Through this, we propose that the actions of the users can be determined following changes in time-space conditions, and discuss the need for changes in our perspective of space.

  • R&D is the core competence of an enterprise. Furthermore, R&D requires huge capital investment and has very risky characteristics. Therefore, to be successful in R&D process, several approaches of engineering economics are used prior to decision-making. Until now, typical approaches of engineering economics such as NPV(net present value) or DCF(Discounted cash flow) have been used. But, they cannot properly capture managerial flexibility to adapt and revise later decisions in response to unexpected market development. In a constantly changing and always uncertain marketplace, managerial operation flexibility and strategic adaptability have become vital in order to successfully capitalize on favorable future investment opportunities and limit losses from adverse market development. For the alternatives of conventional static decision-making approaches, new concept of using real options is introduced. Real option theory is based on financial option's characteristics and checks every revision interval whether situation have changed favorable to decision maker or not. In advantageous situation, the decision maker has only to go on. In contrast, with unfavorable situation, he abandons the investment immediately. In this aspect, real option model is more suitable in very uncertain and dynamic business environment in that it can provide the opportunity to cope with flexibility. This paper suggests efficient and effective R&D investment strategy by using real options model. In addition, this paper compares financial options and real options.
