An Analysis of Contribution Rates of Irrigation Water and Investment for Farmland Base Development Project to Rice Production (농업용수(農業用水)와 농업생산기반조성사업투자(農業生産基盤造成事業投資)의 미곡생산기여도(米穀生産寄與度) 분석(分析))

  • Rice is not only main food but also key farm income source of Korean farmers. In spite of the above facts, rice productivity was decreased on account of drought in every 2 or 3 years interval owing to the vulnerability of irrigation facilities throughout Korea in the past decades. As an context of the first five year economic development plan, all weather farming programme including 4 big river basin comprehensive development projects and large and medium sized irrigation water development projects were carried out successfully. Therefore the area of irrigated paddy were increased from 58% in 1970 to 76.2% in 1999. In the past decades, the Government had invested heavy financial funds to develop irrigation water but as an factor share analysis, the contribution rates of irrigation water and investment for farmland base development project have not been identified yet in national agricultural economic level. It is very scarce to find out the papers concerned to macro-economic factor share analysis or contribution rates of water and investment cost to rice production value in Korea considering the production function of the quantity of irrigation water and investment cost as independent variables. Accordingly this paper covered and aimed at identifying (1) derivation of rice production function with the time serial data from 1965 to 1999 and the contribution rates of irrigation water and total investment cost for farmland base development project. The analytical model of the contribution rates was adapted the famous Cobb-Douglass production function. According to the model analysis, the contribution rate of irrigation water to rice production in Korea was shown 37.8% which was equivalent to 0.28 of the production elasticity of water. The contribution rate of farmland base development project cost was revealed 22% and direct production cost of rice was contributed 60% in the growth of rice production and farm mechanization costs contributed to 18% of it respectively. The two contribution rates comparing with the direct production cost were small but without irrigation water and farmland base development, application of high-pay off inputs and farm mechanization might be impossible. Considering the food security and to cope with the frequent drought, rice farming and investment for the irrigation water development should be continued even in WTO system.

Analysis for the Regional Characteristic of Climatic Aridity Condition in May (5월 기후 건조현상의 지역별 특성 분석)

  • In this study, to understand the May aridity condition of each region for the year of the worst drought on record in each duration (1-, 3-, 6-, 12-, 24 months), monthly climate data recorded from 1973 to 2006 at 53 climatological stations in South Korea were used to estimate the FAO Penman-Monteith reference potential evapotranspiration (RET). Monthly precipitation and RET were used to estimate P/RET as aridity index and variation index (VI) of P/RET, and these indexes are compared with SPI (Standard Precipitation Index). Fifty three climatological stations were grouped into 20 regions, so that May aridity conditions of 20 regions were studied. Furthermore, regional trend of May aridity index was studied by applying Mann-Kendall trend analysis, Spearman rank test, and Sen's slope estimator. The study results show that variation index (VI) of P/RET and SPI have close correlation. Throughout the country, as the duration is shorter, May aridity was more severe. In case of 3-month and 6-month duration, most of region show significant or non-significant decreasing trend of aridity index. However, no region show significant decreasing trend of aridity index in case of 12-month and 24-month duration.

Studies on the Consumptive Use of Irrigated Water in Upland (田作物 水分消費量 調査 硏究)

  • The study results of the mosture consumption character and irrigation effect of tomato, red pepper and chinese cabbage, in case the soil moisture is kept with different moisture content by the soil properties(loam, sandy loam, sand), are summarized as follows: 1. The available rainfall under bare soil condition had an order of sand>sandy loam> loam and their average was 64.2%. 2. Total moisture consumption under bare soil condition had an order of loam>sandy loam>sand and their average was 4.2mm. 3. The amount of irrigated water to keep certain soil moisture under bare soil condition showed minimum in sand and maximum in loam. It is considered because the capillary phenomenon was more developed in loam. 4. Total moisture consumption of tomatoes under premature cultivation showed 925mm in maximum and had on order of loam>sandy loam>sand. In the aspect of re-irrigation point, it had an order of PF 1.5> PF 1.7>PF 2.1. In case the twenty years's drought frequency was taken into account, the target amount of irrigation water meeded for premature cultivation was 916mm and its average daily moisture consumption was 10.8mm. 5. Total moisture consumption of red pepper under open cultivation showed 1145mm in maximum and had an order of loam>Sandy loam>sand. In the aspect of re-irrigation frequency was taken into consideration the target amount of irrigation water was 1,174.8mm and its average daily moisture consumption was 8.0mm. 6. Total moisture consumption of autumn chinese cabbages was 349mm in maximum and had an order of loam>sandy loam>sand. In the aspect of re-irrigation point, it had an order of PF 1.5>PF 2.1>PF 2.7. In case the twenty year's drought frequency was taken into account, the target amount of irrigation water needed for chinese cabbage cultivation was 259.5mm and its average daily moisture consumption was 6.5mm. 7. It is effective to keep the soil moisture of tomato from PF 1.5 to PF 2.1 in loam and the soil moisture control was effective in sandy loam than red pepper and chinese cabbage. In sand, the production was severaly decreased and the re-irrigation point of PF 1.5 was effective.

  • Lactuca scariola L. is one of ecosystem-disturbance plants that grow everywhere such as roadsides, grasslands, railroads, banks, and fields. L. scariola usually occurs in autumn. It overwinters in rosette form. It flowers and produces seeds in early summer of the next year. Seeds of L. scariola can germinate immediately without dormancy when the temperature is over 20℃. Due to endogenous bacteria in seeds of L. scariola, it has a strong drought tolerance. Thus, it can grow well on roadsides. L. scariola should be controlled as it can result in 60-80% of soybean yield loss at densities above 50 plants m-2. It is advisable to remove L. scariola as it competes with native plants by acting as a pioneer to other ecosystem-disturbance plants. Among various control methods, chemical control is the most effective method that is widely used. Soil treatment with herbicides such as oxyfluorfen EC and pendimethalin EC can inhibit the development of L. scariola. Foliar treatment herbicides glyphosate and glufosinateammonium are widely used. L. scariola is resistant to 2,4-D, dicamba, and MCPA among foliar treatment herbicides. Thus, it is recommended to apply herbicides with different modes of action.

The Variation of Oxygen and Hydrogen Isotopic Composition in Precipitation and Geothermal Waters from the Yuseong Catchment (유성 소유역의 강수 및 지열수의 산소.수소 안정동위원소 조성 변화)

  • The oxygen and hydrogen isotopic composition in precipitation, groundwater and geothermal water were monitored over four-year period from 2001 to 2004 at the Yuseong catchment, Daejeon. By analyzing the long term rainfall pattern, we found out the drought cycle of 6 or 7 year. We fortunately revealed that the oxygen and hydrogen isotopic composition of rain has progressively changed to heavier isotopic ratios from 2001 to 2004. The weighted mean values of ${\delta}^{18}O\;and\;{\delta}D$ of rain are calculated to be $-7.7%o\;and\;-51%o$, respectively. These isotopic values are much heavier than those of groundwater and geothermal water collected at the same period, which indicates that the rain or snow of the study area would not immediately affect the isotopic composition of groundwater or geothermal water. Comparing with the previous data, the groundwater and geothermal water collected at 1990 and 1992 year has the heaviest isotopic composition and afterwards their isotopic composition has been progressively shifted to the direction of lighter composition field.

  • Imnam Dam construction and inter-basin water transfer use by North Korea have caused several problems including water resources management aspects in the downstream reach of North Han River. Therefore, cooperative works between North and South Korea are required to make a reasonable management situation of the shared river for water quantity and quality. However, efforts by the North and the South has done not enough to achieve equitable water use in the shared river. This study analyzes main impacts caused by Imnam Dam in key sectors for reviewing water use right regarded as the most important decision-making criterion in international rivers. As the results, water deficit by Imnam Dam is calculated at 379 million $m^3$/year when river drought year for water assessment is set in 1978 in the Han River basin. Additionally hydropower production is decreased by 234 GWh/year in exclusive hydropower generation dams. In respective of water quality, BOD concentration is increased by 0.065 ppm at Sambongli in North Han River. Finally it is identified that unequitable water use based on the absolute territorial sovereignty by North Korea in North Han River has directly and indirectly affected severe impacts to South Korea as the downstream user.

Seasonal and Inter-annual Variations of Lake Surface Area of Orog Lake in Gobi, Mongolia During 2000-2010

  • Terminal lakes are widely distributed in the arid and semi-arid Gobi of Mongolia, and serves as important water resource for local people and livestock. However, such lakes are subject to great fluctuations in its size depending on climatic conditions and human water utilization. The Orog Lake is one such example that has shown remarkable fluctuation in recent years. In this study, we investigated the temporal changes of Orog Lake surface area by using 16-day MODIS 250 m NDVI products from 2000 to 2010. The results were compared with climate variability represented by monthly precipitation and temperature. Our results show that the Orog Lake gradually shrank for the period from 2000 to 2010, but with a significant range of seasonal and inter-annual variability. The lake area showed considerable seasonal variations, as it expanded in spring and fall, primarily due to snow melt and summer precipitation, respectively. Extreme drought period from 2000 to 2002 triggered the substantial reduction in lake area, leading to dry-up in year 2005, 2006, 2007, and 2009. After dry-up once occurred in 2005, the lake repeated reappearance and disappearance depending on seasonal and annual precipitation. Our findings implicate that the ground water fluctuated around the lake bottom level since 2005. This suggests the highly vulnerable nature of Orog lake, which greatly depends on future precipitation change.

Estimations of flow rate and pollutant loading changes of the Yo-Cheon basin under AR5 climate change scenarios using SWA (SWAT을 이용한 AR5 기후변화 시나리오에 의한 섬진강 요천유역의 유량 및 오염부하량 변화 예측)

  • Two climate change scenarios, the RCP (Representative Concentration Pathways) 4.5 and the RCP 8.5 in the fifth Assessment Report (AR5) by Intergovernmental Panel on Climate Change (IPCC), were applied in the Yocheon basin area using the SWAT (Soil and Water Assessment Tool) model to estimate changes in flow rates and pollutant loadings in the future. Field stream flow rate data in Songdong station and water quality data in Yocheon-1 station between 2013~2015 were used for model calibration. While $R^2$ value of flow rate calibration was 0.85 and $R^2$ value of water qualities were in the 0.12~0.43 range. The total study period was divided into 4 sub periods as 2030s (2016~2040), 2050s (2041~2070) and 2080s (2071~2100). The predicted results of flow rates and water quality concentrations were compared with results in calibrated periods, 2015s (2013~2015). In both RCP scenarios, flow rate and TSS (Total Suspended Solid) loadings were estimated to be in increasing trend while TN (Total Nitrogen) and TP (Total Phosphorus) loadings showed decreasing patterns. Also, flow rates and pollutant loadings showed larger differences between the maximum and the minimum values in RCP 4.5 than RCP 8.5 scenarios indicating more severe effect of drought and flood, respectively. Dependent on simulation period and rainfall periods in a year, flow rate, TSS, TN and TP showed different trends in each scenario. This emphasizes importance of considerations on time and space when analyzing climate change impacts of each variable under various scenarios.

Time series Analysis of the Summer Rainfall in South korea (남한의 하계강우량의 시계열분석)

  • The interannual fluctuation, trends and perio-dicties in summer rainfall of South Korea were analyzed primarily by using Mann-Kendall rank method and Power Spectrum analysis for the period from 1920 to 1985. Their relations to Indian summer monsoon rainfall have also been examined. Increasing or decreasing rainfall tendencies are not found in South Korea. In Power Spectrum alalysis, 2.5 years periods are predominent at the 95 per cent confidence level in south Korea as a whole and Pusan. Also the period of 11.0 years is found in Seou. There are another prominent spectral peaks at 2.4, 3.1, 6.2 and 7.3 years period, which are significant at 90 per cent confidence level.

Development of Operating Rule Curve for Multipurpose Water Supply in Heightened Agricultural Reservoir (농업용 둑높임저수지의 다중 용수공급을 위한 이수운영기준곡선 개발)

  • This study developed an operating rule curve (ORC) for multipurpose water supply (irrigation and environmental water) in heightened agricultural reservoir. Among the 20 reservoirs in improvement project of agricultural reservoir dam heightening, the 4 representative reservoirs (Ungyang, Gungchon, Yongam and Unam) were selected for the study according to the analysis of statistical characteristics. Available environmental water supply amounts during irrigation and non-irrigation periods, which is the range from release restricted water level to high water level were estimated by water balance analysis using reservoir operation model. Reliability, resiliency and vulnerability criteria for water system performance were used to assess the multiple water supply capacity. The ORC was presented as the percentile rank for the daily reservoir water level from the results of reservoir operation using the past couple of decades weather data. The water levels for each percentile were divided into 3 buffer sections representing drought (5~25%), normal (25~75%), and flood (75~95%) year to operate the heightened agricultural reservoir with ORC.
