Drought is considered as a devastating hazard that causes serious agricultural, ecological and socio-economic impacts worldwide. Fundamentally, the drought can be defined as temporarily different levels of inadequate precipitation, soil moisture, and water supply relative to the long-term average conditions. From no unified definition of droughts, droughts have been divided into different severity level, i.e., moderate drought, severe drought, extreme drought and exceptional drought. The drought severity classification defined the ranges for each indicator for each dryness level. Because the ranges of the various indicators often don't coincide, the final drought category tends to be based on what the majority of the indicators show and on local observations. Evaporative Stress Index (ESI), a satellite-based drought index using the ratio of potential and actual evaporation, is being used as a index of the droughts occurring rapidly in a short period of time from studies showing a more sensitive and fast response to drought compared to Standardized Precipitation Index (SPI), and Palmer Drought Severity Index (PDSI). However, ESI is difficult to provide an objective drought assessment because it does not have clear drought severity classification criteria. In this study, U.S. Drought Monitor (USDM), the standard for drought determination used in the United States, was applied to ESI, and the Percentile method was used to classify drought categories by severity. Regarding the actual 2017 drought event in South Korea, we compare the spatial distribution of drought area and understand the USDM-based ESI by comparing the results of Standardized Groundwater level Index (SGI) and drought impact information. These results demonstrated that the USDM-based ESI could be an effective tool to provide objective drought conditions to inform management decisions for drought policy.
In order to quantitatively identify historical drought conditions and to evaluate their variability, drought indices commonly used. The calculation method for the drought index based on the principal hydrological factors, such as precipitation and reservoir storage, can estimate the duration and intensity of a drought. In this study the Palmer-type formula for drought index is derived for the Nakdong River basin by analyzing the monthly rainfall and meteorological data at 21 stations. The Palmer Drought Severity Index(PDSI) is used for dry land sectors to evaluate the meteorological anomaly in terms of an index which permits time and space comparisons of drought severity. The Surface Water Supply Index(SWSI) is devised for the use in conjunction with the Palmer index to provide an objective indicator of water supply conditions in Nakdong River basin. The SWSI was designed to quantify surface water supply capability of a watershed which depends on river and reservoir water The Standardized Precipitation Index(SPI) is evaluated for various time periods of 1 to 12 months in Nakdong River basin. For the purpose of comparison between drought indices correlation coefficient was calculated between indices and appropriate SPI time period was selected as 10 months for Nakdong River basin. A comparative study is made to evaluate the relative severity of the significant droughts occurred in Nakdong River basin since 1976. It turned out that $'94{\sim}'97$ drought was the worst drought in it's severity. It is found that drought indices are very useful tools in quantitatively evaluating the severity of a drought over a river basin.

This study evaluated drought severity by bivariate frequency analysis using drought magnitude and precipitation deficit. A drought event was defined by Standardized Precipitation Index (SPI) and the precipitation deficit was estimated using reference precipitation corresponding to the SPI -1. In previous studies, drought magnitude and duration were used for bivariate frequency analysis. However, since these two variables have a largely linear relationship, extensibility of drought information is not great compared to the univariate frequency analysis for each variable. In the case of drought in 2015, return periods of 'drought magnitude-precipitation deficit' in the Seoul, Yangpyeong, and Chungju indicated severe drought over 300 years. However, the result of 'drought magnitude-duration' showed a significant difference by evaluating the return period of about 10, 50, and 50 years. Although a drought including the rainy season was seriously lacking in precipitation, drought magnitude did not adequately represent the severity of the absolute lack of precipitation. This showed that there is a limit to expressing the actual severity of drought. The results of frequency analysis for 'drought magnitude-precipitation deficit' include the absolute deficit of precipitation information, so which could consider being a useful indicator to cope with drought.

As drought risk increases due to climate change, various research works are underway around the world to respond to drought so as to minimize drought damage. In particular, in recent years, many studies are focused on analyzing regional patterns of drought in a comprehensive manner, however there is still insufficient to quantitatively identify drought-risk areas in a large river basin considering climate change in Korea. In this study, we calculated the Standardized Precipitation Index (SPI) and the Modified Standardized Precipitation Index (M_SPI) as representative meteorological drought index, and performed spatial autocorrelation analysis to identify the drought hotspot region under climate change scenarios of Representative Concentration Pathway (RCP) 4.5 and RCP 8.5. The SPI was calculated by estimating parameters for each observation station within the study area, whereas the M_SPI was calculated by estimating parameters for the entire study area. It is more reasonable to use the M_SPI for assessing meteorological drought from an overall perspective within the study area. When the M_SPI was used, long-term droughts showed drought hotspot areas clearly larger than short-term droughts. In addition, the drought hotspot area moved from the center of the Nakdong River basin to the Seomjin River basin over time. Especially, the moving patterns of the short-term/long-term drought were apparent under the RCP 4.5, whereas the moving patterns of the long-term drought were distinct under the RCP 8.5 scenarios.
The drought index has been developed, based on a $8.6{\mu}m$ surface emissivity in the $8-12{\mu}m$ MODIS channels over the African Sahel region (10-20 N, 13 W-35 W) and the Seoul Metropolitan Area (SMA: 37.2-37.7 N, 126.6-127.2 E). The emissivity indicates the $SiO_2$ strength and can vary interannually by vegetation, water vapor, and soil moisture, as a potential indicator of drought conditions. In a well-vegetated region close to 10 N of the Sahel, the Normalized Difference Vegetation Index (NDVI) showed high sensitivity, while the emissivity did not. On the other hand, the NDVI experienced negligible variability in a poorly vegetated region near 20 N, while the emissivity reflected sensitively the effects of atmospheric water vapor and soil moisture conditions. Seasonal variations of the emissivity (0.94-0.97) have been examined over the SMA during the 2003-2004 period compared to NDVI (or Enhanced Vegetation Index; EVI). Here, the dryness was more severe in urban area with less vegetation than in suburban area; the two areas corresponded to the north and south of the Han river, respectively. The emissivity exhibiting a significant spatial correlation of ${\sim}0.8$ with the two indices can supplement their information.

Drought vulnerability index was developed by selecting drought-related indicators with trend test. Study areas were determined by considering the weir locations from the four major rivers restoration project in Nakdong and Geum river watersheds. Ten indicators were selected and they were categorized into three groups, water resources, precipitation pattern, and social aspects. Annual average surface water level, annual minimum surface water level, annual average groundwater level, and annual minimum groundwater level data sets were collected for water resources aspects. The number of non-rainy days, rainfall concentration ratio, and rainfall deviation were considered for precipitation pattern category. The amount of water available per capita, financial soundness for water resources, and water usage equity were related to social aspects. Mann-Kendall, Hotelling-Pabst, and Sen trend tests were performed for the ten indicator data sets and the results were scored for the drought vulnerability index. The results shows Gumi, Sangjoo, and Hapcheon weirs are relatively vulnerable to drought. The indices were relatively low for the regions in Geum river watershed compared to those in Nakdong river watershed.

전 세계적으로 가뭄은 농업·식량안보·수자원관리·생태계 등 다양한 분야에서 부정적인 영향을 미치고 있다. 일반적으로 가뭄은 강수량의 부족으로 발생하고, 지표수와 지하수의 가용성이 제한됨에 따라 작물생산 및 사회·경제적으로 피해가 발생한다. 이러한 영향은 특정 가뭄 모니터링 및 조기 경보와 관련하여 가뭄 지표를 결정할 때 중요한 고려사항이다. 가뭄을 분석하기 위해서는 가뭄 지표를 적용하여 정확하게 반영하고 나타내는 것이 중요하다. 가뭄의 특성을 객관적으로 정량화하기 어렵기 때문에 다양한 지표와 계산을 통한 가뭄 모니터링 및 분석 기술이 필요하며, 강수량, 토양수분, 증발산량 및 식생과 관련하여 가뭄 지표가 개발되었다. 본 연구에서는 혼합 가뭄 지표 (Drought Indicator Blends) 활용하여 우리나라의 가뭄을 분석하였다. 혼합 가뭄 지표는 NOAA (National Oceanic and Atmospheric Administration)의 기후 예측 센터 (Climate Prediction Center, CPC)에서 여러 가뭄 지수를 단기 또는 장기로 구분하여 통합, 개발되었다. 단기 및 장기 혼합 제품은 PDSI (Palmer Drought Severity Index), Z-Index, SPI (Standardized Precipitation Index)를 결합하여 가뭄을 추정한다. 혼합 가뭄 지표는 해당 지역의 단기 및 장기 가뭄을 이해하는데 유용하게 활용할 수 있으며, 현재까지 미국에서 활발하게 연구가 진행되고 있다. 단기 지표는 비관개 농업, 토양수분 등 강수량에 밀접한 관련이 있는 가뭄과 관련되어 평가하며, 장기 지표의 경우 관개 농업, 지하수위 등 장기간 가뭄과 연관성을 가지고 있다. 단기 및 장기 혼합 가뭄 지표를 우리나라에 적용함으로써 기존 단일 가뭄 지수를 활용한 가뭄 분석 이상으로 다방면에서 효율적인 가뭄 모니터링을 할 수 있을 것이라 판단된다.
Plant water deficiency during drought season causes physiological stress and can be a critical indicator of forest fire vulnerability. In this study, we attempt to analyze the spectral characteristics of water stressed vegetation by using the laboratory measurement on leaf samples and the canopy reflectance spectra extracted from satellite hyperspectral image data. Leaf-level reflectance spectra were measured by varying moisture content using a portable spectro-radiometer. Canopy reflectance spectra of sample forest stands of two primary species (pine and oak) located in central part of the Korean peninsula were extracted from EO-l Hyperion imaging spectrometer data obtained during the drought season in 2001 and the normal precipitation year in 2002. The preliminary analysis on the reflectance spectra shows that the spectral characteristics of leaf samples are not compatible with the ones obtained from canopy level. Although moisture content of vegetation can be influential to the radiant flux reflected from leaf-level, it may not be very straightforward to obtain the spectral characteristics that are directly related to the level of canopy moisture content. Canopy spectra form forest stands can be varied by structural variables (such as LAt, percent coverage, and biomass) other than canopy moisture content.
Based on surface energy balance climatology, surface temperatures should respond to drying conditions well before plant response. To test this hypothesis, land surface temperatures (LST) derived from MODIS data were analyzed to determine how the data were correlated with climatic water balance variables and NDVI anomalies during a growing season in Western and Central Kansas. Daily MODIS data were integrated into weekly composites so that each composite data set included the maximum temperature recorded at each pixel during each composite period. Time-integrated, or cumulative values of the LST deviation standardized with mean air temperatures had significantly high correlation coefficients with SM, AE/PE, and MD/PE, ranging from 0.65 to 0.89. The Standardized Thermal Index (STI) is proposed in this study to accomplish the objective. The STI, based on surface temperatures standardized with observed mean air temperatures, had significant temporal relationships with the hydroclimatological factors. STI classes in all the composite periods also had a strong correlation with NDVI declines during a drought episode. Results showed that, based on LST, air temperature observations, and water budget analysis, NDVI declines below normal could be predicted as early as 8 weeks in advance in this study area.

Imaginary grass field was assumed suitable as the representative one for simplified estimation of local drought, and a moisture balance booking model computing drought was developed with the limited numbers of its determining factors, such as crop coefficient of the field, reservoir capacity of the soil, and the beginning point of drought as defined by soil moisture status. The maximum effective rainfall was assumed to be the same as the available free space of soil reservoir capacity. The model is similar to a definite depth evaporation pan, which stores rainfall as much as the available free space on the water in it and consumes the water by evaporation. When the pan keeps water less than a certain defined level, it is droughty. The model simulates soil moisture deficit on the assumed grass field for the drought estimation. The model can assess the water requirement, drought intensity, and the index of yield decrement due to drought. The influencing intensity indices of the selected factors were 100, 21, and 16 respectively for crop coefficient, reservoir capacity, and drought beginning point, determined by the annual water requirements as influenced by them in the model. The optimum values of the selected factors for the model were respectively 58% for crop coefficient defined on the energy indicator scale of the small copper pan evaporation, 50 mm for reservoir capacity on the basis of the average of experimentally determined values for sandy loam, loam, clay loam, and clay soils, and 65% of the reservoir capacity for the beginning point of drought.
