The impact of the precipitation has been focused on losses in social and economical sectors. However, as growing the concerns of the future water shortage caused by the climate change, the precipitation should be consider in various views for an effective planning in the water resource management. A precipitation case occurred from 20 to 21 April 2009 was recorded as a welcome rain because it reduced the severe drought continued in Korea from winter season of 2008. In this study, economic values of the event was calculated with positive aspects in various sectors. The estimation is based on four major parts such as a secure of water resources, the improvement of air quality, the decrease of forest fires, and the reduction of the drought impact. The water resources only considered inflow waters into dams and the reservoirs managed by Korean public institutions and their economic values accounts for 5.92 billion won. Decreases of four air pollutants($PM_{10}$, $NO_2$, CO, and $SO_2$) were considered as the positive effects of the rainfall and estimated 175.4 billion won. The preventive effect of the forest fire after the rainfall results in 0.48 billion won. Finally, the rainfall during the drought period is effective to reduce the social costs of 108.65 billion won. Although the economic values estimated in this study explain parts of the positive effects of the precipitation, it can help to develop a comprehensive and systematic valuation system for the whole process of the precipitation. For doing this, various rainfall types should be analyzed in social-economic terms including economics, environments and hydrology.
Among abiotic stresses in plants, drought and chilling stresses reduce the supply of moisture to plant tissues, inhibit photosynthesis, and severely reduce plant growth and yield. Thus, the application of water stress-tolerant agents can be a useful strategy to maintain plant growth under abiotic stresses. This study assessed the effect of exogenous bio-based 2,3-butanediol (BDO) application on drought and chilling response in tomato and turfgrass, and expression levels of several plant signaling pathway-related gene transcripts. Bio-based 2,3-BDOs were formulated to levo-2,3-BDO 0.9% soluble concentrate (levo 0.9% SL) and meso-2,3-BDO 9% SL (meso 9% SL). Under drought and chilling stress conditions, the application of levo 0.9% SL in creeping bentgrass and meso 9% SL in tomato plants significantly reduced the deleterious effects of abiotic stresses. Interestingly, pretreatment with levo-2,3-BDO in creeping bentgrass and meso-2,3-BDO in tomato plants enhanced JA and SA signaling pathway-related gene transcript expression levels in different ways. In addition, all tomato plants treated with acibenzolar-S-methyl (as a positive control) withered completely under chilling stress, whereas 2,3-BDO-treated tomato plants exhibited excellent cold tolerance. According to our findings, bio-based 2,3-BDO isomers as sustainable water stress-tolerant agents, levo- and meso-2,3-BDOs, could enhance tolerance to drought and/or chilling stresses in various plants through somewhat different molecular activities without any side effects.

The study aims to develop scenarios for efficient groundwater use using existing wells in order to prepare for an eventual drought. In the recent decades, droughts are not only intensifying, but they are also spreading into territories where droughts used to be less intense and relatively infrequent. With the increasing disaster, efficient groundwater use is urgently needed not only to prevent the problem of groundwater depletion but also drought risk reduction. Thus, the research addressed the problem of efficient aquifer use as source of water during drought and emergencies. The research focused on well network system applied to Yanggok-ri in Korea using simulation models in visual MODFLOW. The approach consists to variate groundwater pumping rate in the most important wells used for irrigation across the study area and evaluate the pumping effect on water level fluctuation. From the evaluation, the pumping period, appropriate pumping rate of each well and the most vulnerable wells are determined for a better groundwater management. The project results divide the study area into two different regions (A and B), where the wells in the region A (western part of the region) show a crucial drop in water level from May to early July and in august as consequence of water pumping. While wells in region B are also showing a drawdown in groundwater level but relatively less compare to region A. The project suggests a scenarios of wells which should operate considering water demand, groundwater level depletion and daily pumping rate. Well Network System in relevant project, by pumping in another well where water is more abundant and keep the fixed storage in region A, is a measure to improve preparedness to reduce eventual disaster. The improving preparedness measure from the project, indicates its implication to better groundwater management.

This study uses the SWAT model to analyze the characteristics of long-term runoff at the Ssang-cheon Basin located in the city of Sokcho, which is located in the province of Gangwon. The study considers the effect of snow packing and snow melting in a runoff simulation. In this simulation, the study examines the need to introduce a snow pack and snow melt model to evaluate the water resources of the mountainous region of the Gangwon province. The findings of this study indicate that the runoff hydrograph that was produced approximates the true measured flow when the effect of the snow pack and snow melt are considered, compared to when they are not factored in. The analysis of the flow duration curve indicates that the stream flow largely increases when the effect of the snow pack and snow melt are considered. The wet stream flow was shown to increase by nearly 3% due to the melting effect, while the normal stream flow, low stream flow and drought stream flow were shown to increase by slightly more than 10%. Specifically, it was found that as the stream flow decreases, the effect of the snow pack and snow melt on the stream flow increases.
A field experiment was conducted to understand effect of nitrogen and potassium fertilizer application on paddy where drought damaged rice plant before panicle stage in 1994. The field located on a terraced position with silt loam texture. The application rates of nitrogen were 30 and 60 kg/ha, and those of potassium were 20 and 40 kg/ha. Rice yield from normally irrigated plot was 5.02 ton/ha, while control plot depended on rainfed was 1.67 ton/ha. The yield from control plot irrigated at panicle stage was 86% of normally irrigated plot. Nitrogen application with irrigation at panicle stage increased yield, significantly, while potassium application showed little effect.
Recent increase of green house gases may increase the frequency of meteorological extremes. In this study, using the index and meteorological data generated by the Markov chain model under the condition of GCM predictions, the possible width of variability of flood and drought occurrences were predicted. As results, we could find that the frequency of both floods and droughts would be increased to make the water resources planning and management more difficult. Thus, it is recommended to include the effect of climate change on water resources in the related policy making.

Approximately 80% of rice field in Africa conducts in rainfed (Nishimaki 2017). The rice is damaged by water stress because fields like rainfed lowland repeat drying and humidity of soil because of impossible water control. Then water stress is one of the major limiting factors for decreasing rice yield. So, in initial growth stage, quick and efficient root development is useful way to avoid drought stress by getting water from deeper soil layer with roots elongation as the hypothesis. Daniel et al (2016) reported that NERICA1 and NERICA4 show different patterns of root plasticity for drought stress. NERICA1 has greater development of lateral root in shallow soil layer, while NERICA4 has greater development in deep root elongation to underground. This study was aimed to evaluate the effect of root development in initial growth stage on growing NERICA1 and NERICA4 under different soil moisture condition in rainfed lowland rice field. They were grown in same water condition until 35 days after sowing (35DAS), and after that each varieties were separated in dry and wet condition. The rice plants were grown until 60DAS. The results of soil moisture, the root extension angle, shoot dry weight and bleeding ratio showed that NERICA4 can mitigate dry stress from surface soil compered to NERICA1.
One of the most pressing issues facing the dairy industry is drought. In areas where annual precipitation is low, irrigation for growing feed presents the greatest water-utilization challenge for dairy producers. Here, we investigated the effects of cultivar and harvest days after planting (DAP) on dry matter (DM) yield and nutritive value of teff (Eragrostis tef), a warm-season annual grass native to Ethiopia that is well adapted to drought conditions. Eighty pots were blocked by location in a greenhouse and randomly assigned to four teff cultivars (Tiffany, Moxie, Corvallis, and Dessie) and to five harvest times (40, 45, 50, 55, or 60 DAP). Cultivars had no effect on DM yield and nutritive value. As harvest time increased from 40 to 60 DAP, DM yield and ash-free neutral detergent fiber (aNDFom) concentrations increased, while crude protein (CP) concentrations and in vitro NDF digestibility decreased. To assess carryover effects of time of harvest on yield and nutritive value, two additional cuttings were taken from each pot. Increasing first-cutting harvest time decreased CP concentrations in the second cutting and reduced DM yields in the second and third cutting. Harvesting teff between 45 and 50 DAP best optimized forage yield and nutritive value in the first and subsequent cuttings.
The aim of this study is to determine the drought stress index through photochemical analysis in red pepper (Capsiumannuum L.). The photochemical interpretation was performed in the basis of the relation between Kautsky effect and Photosystem II (PSII) following the measurement of chlorophyll, pheophytin contents, and $CO_2$ assimilation in drought stressed 5-week-old red pepper plants. The $CO_2$ assimilation rate was severely lowered with almost 77% reduction of chlorophyll and pheophytin contents at four days after non-irrigation. It was clearly observed that the chlorophyll fluorescence intensity rose from a minimum level (the O level), in less than one second, to a maximum level (the P-level) via two intermediate steps labeled J and I (OJIP process). Drought factor index (DFI) was also calculated using measured OJIP parameters. The DFI was -0.22, meaning not only the initial inhibition of PSII but also sequential inhibition of PSI. In real, most of all photochemical parameters such as quantum yield of the electron transport flux from Quinone A ($Q_A$) to Quinone B ($Q_B$), quantum yield of the electron transport flux until the PSI electron acceptors, quantum yield of the electron transport flux until the PSI electron acceptors, average absorbed photon flux per PSII reaction center, and electron transport flux until PSI acceptors per cross section were profoundly reduced except number of QA reducing reaction centers (RCs) per PSII antenna chlorophyll (RC/ABS). It was illuminated that at least 6 parameters related with quantum yield/efficiency and specific energy fluxes (per active PSII RC) could be applied to be used as the drought stress index. Furthermore, in the combination of parameters, driving forces (DF) for photochemical activity could be deduced from the performance index (PI) for energy conservation from photons absorbed by PSII antenna until the reduction of PSI acceptors. In conclusion, photochemical responses and their related parameters can be used as physiological DFI.
