Performance Evaluations of the Lightning Impulse Voltage Measuring System by Intercomparative Test - in case of full lightning impulse voltage - (뇌충격 측정시스템의 비교시험에 의한 성능평가 - 전파 뇌충격전압 인가시 -)

  • Lightning impulse voltage is essential to evaluate the insulation performance of electric power apparatus. Recently international standard(IEC-60) on high voltage measurement techniques are being revised. In the draft of this standard, a new calibration method is introduced and the accuracy of most industrial measuring systems is maintained by means of comparison test against the reference measuring systems. Intercomparison tests of dividers for lightning impulse measurement were carried out by KERI. The shielded resisitive divider with 700kV rating developed by KERI were done comparison test with PTB divider with 300kV rating which have the similar charateristics as that were circulated among the laboratories. This paper reports on the comparison test results with full lightning impulse voltages from 126kV to 240kV. It is demonstrated that KERI are capable of realizing the idea in the revision of the IEC standand, that is, to establish traceability.

Technical and Political Approaches for Successful Settling of the Environmental Agriculture System in Korea (한국 환경농업의 성공적 정착을 위한 정책적 및 기술적 접근과제)

  • This study aims to point out the basic strategy of agrotechnical and -political approaches toward successful settling for the environmental agriculture system in Korea. Although environmental agriculture & forestry strategy toward the 21st century and it's action program were released in 1996, some scientist from environmental agriculture and organic agriculture still argue on the errors of it's strategy and action program in terms of environmental sound functions. Especially it's strategy and action program of government did not focus the reduction of fertilizer and pesticide as the matters of weight and importance to reduction of fertilizer and pesticide as the matters of weight and importance to realize an environmental sound agriculture system. And korean organic agriculture gets a point in dispute, because 1) they do not practice of Basic Standard of IFOAM and FAO/WHO Codex draft, and 2) organic farming is defined quite differently from internationally recognized core aspects of organic agriculture. Organic farming, in Korea, is taken to mean the replacement of chemical fertilizer by organic manure and avoidance of agricultural chemicals. In the paper it is discussed the necessity, purpose, effect and consequence of basic standard for korean organic agriculture. The reformation of the certification system and t he direct payment system in environmental agriculture & forestry strategy toward the 21st century and it's action program by government, and on the need of the teaching program and curriculum in high education institution, the breeding program of resistant cultivars, the soil testing for optimum fertilization strategy, the nutrient management program, the declaration for 2020 environemntal agriculture are also discussed.

  • There are severl types of Eco-village developed in abvanced countries including urban, suburban and rural style. For the establishment of Eco-village in Korea, it was focussed to introduce the rural style which has been developed inyersively in European countries such as Denmark, England and Germany. As a key cencept for Eco-villge it was explained briefly and discussed on the renewable energy(wind power park, bio-mass and solar energy collector and heating system), eco-architure, methane gas device, living machine (wastewater treatment facility) and organic farming. It was also discussed how important the basic standard and guidelines for organic agriculture to run essential for the system. For this reason major principles of international applicable standard(draft) for organically grown foods by FAO/WHO Codex alimentarius was shortly desidered. as one of very suitable type for Environmental Agriculture Districts Program which Korean govenment is going to establish in the near future. In conculusion it was also suggested that positive participation of organic famers, enthusiastic eneagement of inhabitans and support strategy of govemment /NGO groups might play very important role for successful managment of Eco-village ecologically sustainable after establishment.

  • This first ISO/CD 7475 is a proposed revision of ISO 7475-1984, which specifies requirements for enclosures and other safety measures used to minimize mechanical hazards produced by the rotor in the measuring station of centrifugal (rotational) balancing machines. The hazards are associated with the operation of balancing machines under a variety of rotor and balancing conditions. This standard defines different classes of protection that enclosures and other protective features have to provide and describes the limits of applicability for each class of protection. At the meeting held at AFNOR in Paris in June 1999, ISO/TC 108/SC1/WG 12 agreed to prepare a first ISO Committee Draft (CD) and circulate to the member bodies for vote and comment by 3 March 2000 since publication as an International Standard requires approval by at least 75% of the member bodies casting a vote. The results of the ballot on this first ISO/CD 7475 was positive so that it will be prepared as an ISO/DIS (ISO/DIS 7475) and discussed in a meeting of ISO/TC 108/SC1 at BSI, London, u.K. in March 2000. Contents of this ISO/CD 7475 with some member comments accounted is briefly described in what follows.

  • Lightning impulse voltage is essential to evaluate the insulation performance of electric power apparatus. Recently international standard (IEC-60) on high voltage measurement techniques are being revised. In the draft of this standard, a new calibration method is introduced and the accuracy of most industrial measuring systems is maintained by means of comparison test against the reference measuring systems. Comparison tests of dividers for chopped lightning impulse measurement were rallied out by KERI. The 700kV shielded resisitive divider with and without compensation element were done comparison test with 300kV PTB divider which have the similar charateristics as that were circulated among the laboratories. This paper reports on the calculation results of response charateristics obtained by EMTP and the comparison test results with chopped lightning impulse voltages from 150kV to 250kV. It is demonstrated that KERI are capable of realizing the idea in the revision of the IEC standand, that is, to establish traceability.

  • The analysis about cases which does not correspond in electric equipment technical standard and judgement standard while doing pre inspection, it improves the technical specifications and the draft of construction plan. The analysis of the reform cases prevents the electric disaster and propagates the electrical safety. Hereafter the reform cases will improve the electric technical ability and help the electrical safety of the yard.

  • In this study, the results were that the duty of optician was analysed with DACUM(Developing A Curriculum Method). Task/Skill Matrix was formed and selected the elements above 2.15 points with the job description. The job specification made out the job description and the preference survey for the optician with the job model. These elements made a draft of drawing up standard of the Optician National Licensing Examination by Job Analysis.

Developing a Performance Appraisal Tool for Neonatal Intensive Care Unit Registered Nurses (신생아중환자실 간호사 업무수행 평가도구 개발)

  • Purpose: This study was done to develop a performance appraisal tool (PAT) for neonatal intensive care unit (NICU) registered nurses (RNs). Methods: The PAT was developed in three steps: 1) a standard of NICU nursing was established; 2) a draft was made; and 3) the PAT was ratified and its reliability and validity were tested. Results: The standard of practice of NICU nursing was predominantly based on role description and responsibilities for nurses. We identified 4 domains of nursing: professional practice, education, research, and leadership. The validity score for each item ranged from 3.93 to 3.27. The PAT consisted of 76 indicators, 49 reflecting components of professional practice, 5 related to responsibility for education, 3 representing research, and 19 relating to leadership. Cronbach's ${\alpha}$ averaged 0.99 for the 76 items. Conclusions: The PAT for NICU RNs that we created was found to be reliable and valid. This PAT would be very useful in evaluating nursing performance and facilitate the professional growth of nurses.

  • MPEG-V(ISO/IEC 23005) standardizes normative sensory effects metadata and sensory devices command for adapting the sensory effects between the virtual world and the real world. MPEG-V(Virtual) standardization has been carried out by 3DG(Dimensional Graphics) ad-hoc group inside MPEG Working Group(ISO IEC JTC1/SC29/WG11). For the scent effect, one of the sensory effects within MPEG-V, we proposed an olfactory interaction model including electronic nose and scent display to the ad-hoc group. Recently, we proposed types and elements related to the electronic nose as a sensor defined in MPEG-V standard for olfactory interaction. At the 114th MPEG meeting, the types and elements were consequently reflected on MPEG-V CD(Committee Draft) 4th edition. In this paper, we implement an electronic nose system applicable to MPEG-V standard by using MPEG-V schema, encoder, and decoder in order to assess their adequacy.

  • 본고는 상업용 건물에 있어서의 냉난방부하에 대한 외벽의 축열(열용량)효과를 비교$\cdot$분석하는데 그 목적이 있다. 가장 최근에 발표된 에너지 해석 프로그램인 DOE-2.1C를 이용하여 Berkeley Solar Group (BSG) 이 제안한 축열효과를 분석하였다. 본 고에서의 축열효과는 "delta load"로서 표현되어 있으며 "delta load"는 전형적인 나무구조 건물과 벽돌조 건물의 연간 냉난방부하의 차이로서 표시된다. BSG 보고서에 의하면 delta load는 (1)구조물의 위치와 관련한 단열방법 (2)벽의 열용량 (3)벽의 열관류을 (4)기후조건에 따라 달라진다고 되어 있다. 본 고에서의 delta load 계산은 중규모 사무소 건물을 대상으로 하였으며 Lake Charles, LA와 Madison, WI 기후 데이터를 사용하였는데 DOE-2.1C 사용에 의한 delta load는 BSG의 결과와 일반적으로 잘 조화가 되는 것으로 나타났으나 외주부의 방향에 따른 dalta load와 난방에 있어서는 다소 큰 차이를 보여 주고 있으며, 외단열과 중간열의 효과는 BSG의 결과와 마찬가지로 비슷하였다.
