질병관리 효율화를 위한 중앙정부조직 개편방향

  • 최근 들어 국가질병관리체계 현대화가 세계 각국 정부의 중요한 과제가 되고 있다. 캐나다 연방정부는 감염병과 만성질환을 관리하고 생물테러 등 응급상황에 효과적으로 대처하기 위하여 새로운 질병관리조직인 Public Health Agency를 창설하기로 결정하였다. 연방정부는 앞으로 2년간 1,412억원을 투입하여 Agency를 설립하고 사업기반을 확충해 나갈 예정이다(Health Canada, 2004). 또 EU 집행위원회도 지난 3월 European Center for Disease Prevention and Control 설립계획을 최종 승인하고 ECDC가 발족하는 내년 한 해에만 71억원을 투입할 예정이다(Bosch, 2004). 이렇듯 새로운 질병관리조직들이 만들어지고 있는 직접적인 계기는, 중증급성호흡기증후군(이하 SARS) 사태로 대변되는 신종 및 재출현 전염병의 폭발적 발생(outbreak)이다. 전염병의 만연 사태가 일어나면서 각국 정부는 국민건강 보호의 중요성을 재확인하는 한편, 질병으로 인한 경제적 손실을 현실적 문제로 인식하게 되었다. 비전염성질환과 손상으로 인한 질병부담도 세계 각국의 골칫거리다. 서구 여러 나라에서는 비전염성질환과 손상의 질병부담이 이미 매우 큰 상태이며, 저개발 국가들은 전염병과 비전염성질환으로 인한 "이중의 질병부담(double burden of disease)"을 안고 있다고 한다. A Sudy on home-based work and its effects on family life managment (재택근무의 고찰과 가정경영에 미치는 영향에 관한연구)

  • The purpose of this study is to review current home-based work study and identify factors associated with the choice of home-based work. Home-based work as an alternative form of employment is being sought today by both workers and business. The information age with its empasis on the recoding and transfer of information along with the technology of telectommuting has increased potential for and attention to home-based work. Home-based work seems to have several advantages particulary for women who carry the double burden of household work and paid work. The reduction in traffic congestion and demand of fossil fuels that accompanies the elimination of commuting has also been seen as a important social benifit. Home-base work has potential that can improve women's labor force participation. Further study is needed to evaluate home-based work and critical advice to current and prospect workers.

  • This study examines the way of making use of the science journals sharing with many users, who even do not work for the same institute. It may help to make the information as much as available with minimum financial burden to users. This is needed expecially when we recognize the fact that the amount of information supply is being increased rapidly while the financial environments around us are becoming aggravated.

  • This paper examines Japan's Science and Technology (S&T) Basic Plans in accordance with its S&T Basic Law. The Basic Plans promote two major innovation (Green Innovation and Life Innovation) towards the creation of new markets and jobs, specifically under the Fourth S&T Basic Plan enacted on August 2011. Successful smart community demonstration projects at four urban localities were launched under plans to promote Green Innovation research and development of renewable energy technologies. However, the expectation that renewable energy such as solar or wind power can replace nuclear power is not backed by sufficient evidence. Furthermore, the electricity produced by these sources is expensive and unstable owing to its reliance on weather conditions. The Fukushima nuclear power plant accident on March 2011 has also seriously affected Japan's future energy plans. According to a government estimate, electricity charges would double if nuclear power generation were abandoned, imposing a heavy burden on the Japanese economy. Japan is in need of energy policies designed on the basis of more far-sighted initiatives.

  • This study examines work and family life of married women and policy implications of the low class in Daegu area. Data were gathered from the use of face-to-face interview method from a sample of 564 married working women. And the political printed materials of family welfare policy(1988~1993) were analyzed. The major findings of this study can be summarized as follows: Most of the respondents remain unstable in their working situation with the double burden of a paid work and housework. Thus it is necessary for the government to implement family policies for married working women such as establichment of various child care centers study room for adolescence councelling center job-training center and dissemination of egalitarian sex-role attitudes. Finally it is suggested that the formulation of family net works be promoted for the effective utilization of local resources and family welfare programs.

Establishment of strain measurement system for evaluation of strain effect in HTS tapes under magnetic field

  • The evaluation of the electromechanical properties of HTS CC tapes is one of the foremost procedures to be done to ensure the applicability of superconducting wires to electric devices. A precise measurement of the stress and strain is important in deriving the mechanical properties under operating environment. Up to now, there is no standard test method yet for the electromechanical property evaluation of HTS tapes under self field and external magnetic field although there are already reports on the different devices used to evaluate these properties. Strain can be measured by adopting a strain gauge or a high resolution double extensometer. In this study, strain effect on $I_c$ in HTS CC tapes under magnetic fields was evaluated. Comparison of advantages and setback of strain measuring devices were discussed. In addition, a dual strain measurement system using both the SG and extensometer may be practical to lessen the burden in case one of the measuring devices does not work well.

  • The aim of this study is to a study on the effects of fertile women on the low fertility in Korea. It is designed to research a model and established hypothesis with emphasis on major variables based on theoretical discussions. However, the result of the study is as follows. Firstly, this brought in delivery avoid phenomenon thus resulting in lower delivery phenomenon. The government should propose reasonable solutions to persuade female personal value and important elements of delivery rate at the same time. Secondly, Patriarchal stereotypes weighting household labor to female traditionally pressures working female with double burden as dual stance of work and family worsen the delivery will. Such atmosphere within a family generates female with an ability to get pregnancy to avoid marriage and delivery. Lastly, the research has pointed out the delivery support policy as most ineffective policy among government policies. To solve this problem, the government policy to recover delivery rate must be reviewed continuously and to be exercised immediately.

A Reinforcement learning-based for Multi-user Task Offloading and Resource Allocation in MEC

  • Mobile edge computing (MEC), which enables mobile terminals to offload computational tasks to a server located at the user's edge, is considered an effective way to reduce the heavy computational burden and achieve efficient computational offloading. In this paper, we study a multi-user MEC system in which multiple user devices (UEs) can offload computation to the MEC server via a wireless channel. To solve the resource allocation and task offloading problem, we take the total cost of latency and energy consumption of all UEs as our optimization objective. To minimize the total cost of the considered MEC system, we propose an DRL-based method to solve the resource allocation problem in wireless MEC. Specifically, we propose a Asynchronous Advantage Actor-Critic (A3C)-based scheme. Asynchronous Advantage Actor-Critic (A3C) is applied to this framework and compared with DQN, and Double Q-Learning simulation results show that this scheme significantly reduces the total cost compared to other resource allocation schemes

Teachers’Attitudes toward the Middle and High School Student Uniform (중.고등학교 교복에 대한 교사들의 태도)

  • The purpose of this study was to investigate the teachers’attitudes toward the middle and high school student uniform. The questionnaire included independent variables about teacher themselves and school surroundings, and questions about teachers’attitudes toward school uniform. The participants were 316 middle and high school teachers in Chonbuk province. Means, standard deviations, frequencies, and percentages were calculated. ANOVA test was used for differences and scheffe-test was followed. The results were: 1. Teachers were content with “Students in uniform are upright and look more studentlkie.”“It’s easy to supervise students outdoors.”, and “There’s few efficiencies in coping with the temperature alternating.”, “Students in uniform hardly can reveal their originality.”and “It’s inconvenient for the students to be dynamic in uniform.” 2. Teachers in high schools and in private schools showed more positive attitudes toward uniform. And the male teachers, teachers graduated from general college, married teachers, and teachers who have a career of more than 20 years showed more positive attitudes toward uniform. More variables concerned about teacher themselves showed more significant differences than those about school surroundings. 3. Most of teachers showed positive attitudes toward uniform. The rank order of the reasons for the teacher’s positive attitudes were “Students in uniform are upright and look more studentlike.”, “It’s easy to supervise students outdoors.”, and “There’s no noticible distinction between the rich and the poor students.”The rank order of the reason for the teachers’negative at titudes were “Student in uniform could hardly reveal their originality.”, “It’s inconvenient for the student to be dynamic in uniform.”, and ”As they have to get the street clothes besides, economic burden becomes double in reality.”4. More than half of the teachers who are working at schools with uniform showed positive attitudes toward uniform. The rank order of reasons for the teachers’positive attitudes were “Students in uniform are upright and look more studentlike.”,“It’s easy to supervise students outdoors.”and “Economic burden could be decreased.”“The rank order of the reasons for the negative attitudes were “It’s inconvenient for the student to be dynamic in uniform.”, “Students in uniform could hardly reveal their originality.”, and “Students cannot feel free in mind with uniform.”5. Teachers overall showed positive attitudes toward uniform whether they work ar schools with uniform or without it.

A Study on Foods for the Ancestral Rites (祭需에 관한 문헌고찰)

  • Originally, ancestral rites is a ceremony to pay filial piety to ancestors continuously even though they died, and this is a startingpoint based on the thought of paying respect to ancestors and 'root consciousness' which Korean people have. In the earliest days, Korean people worshipped nature and the sacrificial rituals were performed mainly for the fods of the skies and the earth. After the end-Koryeo Era introduced [Juja-Garye]ancestrial rites of forefather in home generalized. By the way, the foods for ancestrial rites on the original literature centering the [Sa-Rye-Pyon-Ram]are as follows: raw meat(saeng: 牲), rice and broth(ban, gaeng: 飯羹), fruits(果), slice meats(po: 脯), salted dry fish(jaban(佐飯), rice punch(sikhye: 食醯), soup(tang: 湯), fish and meat, roasts beef (jeok: 炙), roast vegetable(sookchae: 熟菜), rice cake(pyon: 餠), noodles(麵), soy(醬), Kimchi(沈菜), drink(酒), green tea(cha: 茶) etc. Today, ancestral rites, basically with this conception, has a function to bind the family and relatives as one. But as double income family are increasing, most housewives have heavy burden mentally and financially to prepare the food for the ancestral. The foods for ancestral rites can be said a way to express the internal true heart, and a basic medium to practice the filial piety. Many documents let us know that a few days before the ancestral rites, we should prepare the food for it with careful and pious attitude. And, they stress that our sincere attitude in preparing food is important rather than its quantity. In this industrial society, we have lots of difficulty preparing and observing the same service as it in the traditional socity. But I think that housewives can be freed from the burden they have to some degree when they realize what the true meaning of ancestral rites is and that the food for it plays a role an external expression.
