  • This paper presents an environment for rule-based English-Korean machine translation system, which supports the translation domain adaptation and the continuous translation quality improvement. For the purposes, corpus is essential, from which necessary information for translation will be acquired. The environment consists of a corpus construction part and a translation knowledge extraction part. The corpus construction part crawls news articles from some newspaper sites. The extraction part builds the translation knowledge such as newly-created words, compound words, collocation information, distributional word representations, and so on. For the translation domain adaption, the corpus for the domain should be built and the translation knowledge should be constructed from the corpus. For the continuous improvement, corpus needs to be continuously expanded and the translation knowledge should be enhanced from the expanded corpus. The proposed web-based environment is expected to facilitate the tasks of domain adaptation and translation system improvement.

  • During the last several years, the high speed railway system has been constructed and it is scheduled to open sometime in 2004. To fulfil its duties, it is essential to view intermodalism in the context of broader technological developments in easy access to high speed railway station. And also, to understand the economic importance of intermodal transportation, continual research is needed on the costs and distributional effects of alternative intermodal mechanisms for public works, including direct service to local station or easy transfer to other mass transportation modes. In this paper, necessary courses for local governments involvement are taken, and additional resources must be found that will benefit the entire railway system.

  • Marine waste is classified according to its location into coastal waste, floating waste, and submerged waste. As awareness of environmental issues increases, research on marine submerged waste in addition to visible trash is needed. In Korea, which is surrounded by the sea on three sides, this is a study on the distribution of marine sedimentary waste by type in the West Sea of Korea. Through the study, waste synthetic resin, scrap metal, waste tires, and others appeared in the order of large amounts. As a result showing the seriousness of waste synthetic resin among sediments deposited in the West Sea, it is expected to have a huge impact not only on the marine ecosystem but also on our lives in the near future. Through this study, it is judged that it will be helpful for future collection activities by recognizing marine submerged waste that was not known because it was invisible.

  • Aquatic insects were collected from 18 sites in the Yongsan River System from August, 1988 to July, 1989. The monthly fluctuation and distributional pattern of the aquatic insects along the environmental factors were investigated. Quantitatively collected aquatic insects were identified, and numbers, standing biomass, dominance indices and diversity indices in each site and month were determined. The aquatic insect faun of the Yongsan River System was composed of 146 species, 82 genera, 38 families in 7 orders including 44 species of mayflies, 32 species of caddisflies, 24 species of stoneflies, 21 species of flies, 16 species of beetles, 6 species of dragonflies and 3 species of dobsonflies. Seasonal occurrence of species were more diversified in winter and spring than in summer. Also, the number of individuals occurred was higher in winter and spring than in summer while it was the highest in upper stream and the lowest in Kwang-ju stream. Component ratio of the number of individuals according to the insect orders was as follows: Mayflies 38.71%, Flies 36.97%, Stoneflies 10.21%, Caddisflies 6.80%, Beetles 2.96%, Dobbsonflies 2.74%, Dragonflies 0.95%. Percentage of standing biomass according to insect orders were as follows: Mayfiles 32.81%, Stoneflies 26.51%, Caddisflies 17.58%, Dobbsonflies 14.84%, Flies 3.74%, Beetles 3.08%, Dragonflies 1.45%, The highest standing biomass occurred in spring and the lowest in summer.

  • A biometric system determines the identity of a person by measuring physical features that can distinguish that person from others. Since biometric features have many variations and can be easily corrupted by noises and deformations, it is necessary to apply machine learning techniques to treat the data. When applying the conventional machine learning methods in designing a specific biometric system, however, one first runs into the difficulty of collecting sufficient data for each person to be registered to the system. In addition, there can be an almost infinite number of variations of non-registered data. Therefore, it is difficult to analyze and predict the distributional properties of real data that are essential for the system to deal with in practical applications. These difficulties require a new framework of identification and verification that is appropriate and efficient for the specific situations of biometric systems. As a preliminary solution, this paper proposes a simple but theoretically well-defined method based on a statistical test theory. Our computational experiments on real-world data show that the proposed method has potential for coping with the actual difficulties in biometrics.

  • We report and analyze the Korean physicians' recent general strike over the implementation of the Separation of Prescribing and Dispensing Practice (SPDP) in which more than 18,000 private clinics and 280 hospitals participated. Utilizing game-theoretic models of bargaining we explain why the Korean physicians were so successful in organizing intense collective action against the government and securing very favorable policy outcomes. In particular, we highlight the role of distributional conflict among social actors in shaping the details of institutional reform. The introduction of the SPDP was a necessary first step in the overall reform of health care system in Korea. However, the SPDP was perceived to be a serious threat to the economic viability of their profession by the vast majority of Korean physicians who had long been relied on the profits from selling medicines to compensate for the loss of income due to the low service fee under the previous health care system. The strong political coalition among heterogeneous physicians enabled them to organize an intense form of collective action, the general strike. Thus, physicians were successful not only in dragging the government to a bargaining table, but also winning in the bargaining and securing an outcome vastly favorable to them. On the other hand, the lack of an overall reform plan in the health care policy area, especially the finance of the National Health Insurance and the need for maintaining an image as a successful reform initiator, motivated the government to reach a quick resolution with the striking physicians.

  • In this Paper, we examine the limiting distributional behaviour of extreme values of mixed Erlang random variables. We show that, in the finite mixture of Erlang distributions, the component distribution with an asymptotically dominant tail has a critical effect on the asymptotic extreme behavior of the mixture distribution and it converges to the Gumbel extreme-value distribution. Normalizing constants are also established. We apply this result to characterize the asymptotic distribution of maxima of sojourn times in M/M/s queuing system. We also show that Erlang mixtures with continuous mixing may converge to the Gumbel or Type II extreme-value distribution depending on their mixing distributions, considering two special cases of uniform mixing and exponential mixing.

  • Control chart is a very extensively used tool in testing whether a process is in a state of statistical control or not. In this paper, a robust control chart for variables is proposed, which is based on the Huber's M-estimator. The Huber's M-estimator is a well-known robust estimator in sense of distributional robustness. In the proposed chart, the estimation of the process deviation is modified to have a stable level and high power. To compare the performances of the proposed control chart with the classical (equation omitted), some Monte Carlo simulations are performed. The simulation results show that the robust control chart has good performance.

  • Many retailer store managers are experiencing the situation where some customers balk at purchasing products if the stock is low. In this paper, we extend the single period newsvendor model in an environment of customer balking behavior occurring at double threshold inventory levels assuming the chance of sales during balking is a discrete function of inventory level. Our analysis is based on the assumption that only the mean and the variance of demand are known, without assuming any specific distributional form. We derive the explicit general expression of optimal order quantity with unknown distribution of demand with double threshold inventory levels of customer balking. Then, we illustrate the concepts developed here through simple numerical examples and conclude the future research topics under balking situation.
