현재 한국은 노후건축물에 내진시설이 없고 재해방지시설도 최근 발생되고 있는 기상변화를 반영하지 못하여 자연재해로 인한 피해를 적절하게 대응하는데 한계가 있다. 따라서 향후 발생할 수 있는 재해에 효율적으로 대응하기 위해서 재해발생가능성과 재해방지를 위한 기반시설 현황 등을 고려하여 취약지구를 선별할 필요가 있다. 이를 위해서 최근 정부에서는 관계 기관들의 참여하에 재해방지를 위한 DB 연계협의회를 구성하고 통합DB를 구축 중에 있다. 하지만 지방자치단체들이 DB구축에 필요한 기초 데이터를 적절히 제공하지 못해 사업이 지연되고 있으므로 이에 인력과 재정적 지원이 필요할 것으로 판단된다.

우리나라는 IT 기술의 급속한 발전과 인터넷의 급속적인 보급으로 인해 국가 정보화의 기반 인프라가 매우 잘되어 있지만 주변 강대국들의 위협 속에 사이버테러의 위협도 급격히 증가하고 있다. 아울러 전 세계적으로 사이버전(戰)의 위협도 가속화 되고 있다. 지식 정보화 사회에 대한 사이버 공격은 산업과 경제활동은 물론 국가 안위를 근본적으로 위협하는 요인이 된다. 이미 해외 주요 국가들은 한 번의 사이버 공격으로도 국가 안보에 구멍이 뚫려 엄청난 경제적 손실을 가져올 수 있음을 인식하고, 사이버 공간에서 자국민이 안심하고 활동할 수 있도록 안정성을 최대한 보장하기 위한 정책을 마련하여 추진 중에 있다. 이와 더불어 우리나라뿐만 아니라 전 세계적으로 자연적, 환경적 재난의 위협도 증가하고 있다. 인도네시아나 필리핀처럼 쓰나미, 태풍, 지진 동 온갖 자연재해가 수시로 발생하는 국가는 사전 예방과 사후 복구 동 국가 차원의 체계적인 재난관리시스템이 구축되어 이에 대비하고 있다. 우리나라도 사이버테러 위협으로부터 사전 예방과 사후 복구를 위한 체계적인 관리가 필요하며, 이를 위해 국가차원의 사이버 재난관리(Cyber Disaster Management)에 대한 시스템 구축이 절실하다. 이에 따라, 본 논문에서는 해외 주요국의 사이버 안보정책을 분석하여 국가차원의 사이버 재난관리 시스템 구축을 위한 방안을 제안하고자한다.

In September 2018, heat waves were declared to be a type of natural disaster by the Framework Act on the Management of Disasters and Safety. The present study examined the characteristics of heat waves from the perspectives of meteorological phenomena and health damage. The government's efforts to minimize the damages incurred by heat waves are summarized chronologically. Furthermore, various issues pertaining to heat waves that are being raised in our society despite the government's efforts are summarized by analyzing big data derived from reported news and academic articles.

The objective of this study is to suggest the templates for the terminology standardization cases of safety standard on integrated management system, so that integrated management of safety standards is introduced to replace redundant, or conflicting functions and performance of these standards. And to carry out the terminology standardization enables management efficiently. Therefore this study suggests and analyzes cases of terminology standardization of domestic and international research trends. In addition to proposes a architectural schema for disaster safety standard and writing disaster safety standardizations of the International Organization for Standardization. For the objectives, the guidelines on standard terminology policy, terminology publication and guide development proposed by the International Organization for Standardization. Disaster safety standards were applied in order to build and utilize integrated management system of disaster safety standards through domestic and foreign cases. Throughout the result of this study, this study will contribute to the analysis and application of semantic knowledge based analysis throughout the ontology information linked the vocabulary to vocabulary by making the template of the disaster safety standards for easy to use and simple etc. This study is to expect traceability for the principle national disaster safety standards resource elements.

재난안전통신 인프라는 국민의 생명과 안전, 재산 등의 보호를 위해 반드시 필요한 기본적인 인프라이며, 이러한 인프라를 마련하기 위해서는 무엇보다 공공안전 재난통신 기술의 확보와 재난복구 기관과의 협력이 필요하다. 최근 공공안전에 대한 국민들의 기대수준이 높아짐에 따라 고도화된 국가공공 재난안전 통신 인프라의 필요성이 국내외적으로 대두되고 있으며 국가의 주도적인 역할이 요구되고 있는 상황이다. 따라서 본 논문에서는 국내외 공공 재난안전통신 현황을 분석하고 우리나라의 재난안전통신 추진 방향을 살펴본다. 또한, 우리나라의 재난안전통신 관리의 필요성을 분석하여 정책적 시사점을 제시하고자 한다.

연구목적: 본 연구에서는 재난관리의 주체인 소방공무원들을 대상으로 정부의 재난대응역량과 재난관리체계의 법·제도적 적절성이 재난관리 운영성과에 미치는 영향을 검증하였다. 연구방법: 소방공무원을 대상으로 설문조사를 수행하였으며, 조사자료는 SPSS 25.0 프로램을 이용하여 통계적 분석을 수행하였다. 연구결과: 본 연구를 통해 나타난 주요 결과는 다음과 같다. 첫째, 정부의 지진 재난대응역량은 재난관리 운영성과 요인인 재난 사전예방준비 뿐만 아니라, 재난 사후대응관리에도 유의미한 정(+)의 영향을 미치는 것으로 나타났다. 둘째, 지진 재난관리체계의 법·제도적 적절성은 재난관리 운영성과 요인인 재난 사전예방준비 뿐만 아니라, 재난 사후대응관리에도 유의미한 정(+)의 영향을 미치는 것으로 나타났다. 결론: 본 연구를 통해 국내 지진대비 재난관리의 운영성과를 향상시킬 수 있는 중요한 정책적 시사점을 얻을 수 있었다.

The objective of this study is to introduce the urban utility concept that combines urban growth and urban disasters in the aspect of a conceptual theory. While many studies focused on the dollar amount damaged from a disaster, it requires adding not just building damages or human body losses but also the quality of life satisfaction. An issue in measuring the quality of life satisfaction needs to introduce a proper mode quantifying it. This study introduces the urban utility change in measuring the negative impacts of a disaster on urban life, which has been rarely investigated. To identify urban utility, urban flooding that is a cross-sectoral agenda and important to both developed and developing countries was adopted to respond to its increased frequency and damages, encouraging governments to focus on flood control policies. By combining a literature review on urban utility and urban growth, this study defined the urban utility concept as a net benefit of a resident with earnings subtracting housing and commuting costs. The theoretical study also explained that urban utility and its components dynamically change as per urban growth and disasters that even reversely affect urban growth. Because the urban utility can be one of the useful indices to appreciate the relationship between a disaster and urban growth, it is highly expected to apply for similar disaster impacts on urban areas, including COVID-19 and various global warming issues.

Our country's coast is vulnerable area to natural disaster which the repetitive damages occur every year including a loss of lives, the damage of facilities and erosion mostly except for the east coast because of a typhoon, tidal waves, sea water overflowing by topographic structure of low-lying gentle slope and shallow sea. However, as for prevention of natural disaster occurring every year, the situation is that it's centered on the restorationcentered measures and the general disaster prevention research to minimize damages at the time of disaster occurrence is insufficient. This study intendedlop t to devehe techniques possible for real time sampling of damage prediction areas on Web in order to support decision making for damage prevention and establishment of disaster prevention policy. For this, the thematic map was produced related to disaster based on high-resolution satellite picture, and the environmental DB similar to real world was constructed through topographic construction of three-dimension integrating the parts of land and the sea. In addition, the system was developed possible for the expression of damageable regions by real time grasp of dangerous regions at the time of disaster occurrence through over flowing simulation of three-dimension, and it's intended to prepare a basis to minimize damages to disaster situations through it.

Although many years passed since 'The Legislative bill on the support of voluntary activities of enterprises for disaster reduction'(hereinafter referred to as 'enterprise disaster reduction act') has been first enacted in 2007, BCMS is still not activated in our society. In contrast, after 911 Terror, importance of BCM is getting magnified and standardization research & institutionalization i s a lso proceeding i all over world. Lately, Disaster preventing activities is urgently needed like the sinking of 'Sewol ferry'. So the purpose of this paper is proposed for establishment of 'BCMS' and activation of the certificate system for Best-Run Business by analyzing the problem of 'enterprise disaster reduction act' and weak of activation as following. First, propel changing the policy of self-regulated participation to mandatory about the certificate system for Best-Run Business from public entity to government ministry and it is able to activate by propelling demo business of the certificate system for Best-Run Business. Second, public entity that has been given the certificate system for Best-Run Business by affiliating with Disaster Management Assessment of government management can be exempted from Disaster Management Assessment or those entity can arrange for connectivity acquisition method of 'Excellent rate'. Third, to publicize the activation of the law mentioned above, makes public entity r ecognizable by incorporating 'BCMS' into National safety management plan and establishment of National critical infrastructures security plan. Fourth, it should be reviewed to improving the related act regarding to inclusion of public organizations as well as private enterprises.

The National Emergency Management Agency of South Korea has established a Disaster Victims Psychology Support Center. The Disaster Victims Psychology Support Center can enable victims who got psychological damage from disasters to return to their daily lives through healing activity, field visits and advice of experts. The previous Psychology Support Center System managed the information of disaster victims through an independent database. However, this paper proposes a system that is developed to identify medical institutions and mental health centers within a distance of radius, based on the potential Hot-Spot areas of disaster victims using the GIS Systems. The proposed system can efficiently support selection of appropriate institutions for disaster victims using their location and age, classification of damage, and damaged parts of the body. Also, this spatial analysis can assist to decide on a policy based on the location of disaster victims and the extent of damage. Therefore, this paper can provide the required information to support decision making based on the concentrated areas for disaster victims.
