In this study, the history of disaster occurrence in rural area was reviewed and damage characteristics were analyzed in order to improve the safety level according to the occurrence of disasters in non-urban area (rural area). Also, the concept of regional disaster prevention was adopted to rural area and the basic direction for establishing a disaster safe village in rural area was set. Due to the characteristics of rural area, the population and the number of households in the rural area were small, and the rural area showed lack of various disaster safety facilities and infrastructures and limitation in the access to the outside due to its geographical characteristics. Therefore, the matters regarding the direction for establishing and operating a regional disaster safe village reflecting humanities, facilities, infrastructures, and geographical and environmental characteristics were summarized.

This article aims to explain why the National Safety Education bill must be enacted in South Korea. This bill embraces several items, whose goals pursue improving the safety of citizens from disasters and emergencies, and emphasizes letting a citizen take a safety education class. Several scholars declare that a safety education leads a citizen to live in a much safer circumstance by teaching a citizen how to handle emergencies in natural disasters and social disasters. Therefore, it is reasonable that Korean decision-makers consider passing the National Safety Eduction bill.

The full extent of damage depend greatly on the quick and rational decision making by the incident commander soon after the disaster. The decision that everybody should wait by the captain, not to enter into the ship by the first dispatched incident commander, broadcasting failure have brought about a huge loss of life at Sewol cruise ship incident. Thus this study reviews the training and education system supporting the rational crisis decision making performed by the incident commander to cut off the expansion of disaster which is caused by the failure of the incident situation awareness and the decision making described above.

Purpose The purpose of this study is to identify problems of current educational facility data management and recommend a standardized terminology classification system as a solution. In addition, the research aims to present a preemptive and integrated disaster and safety management framework for educational facilities by seeking efficient business processes through secured data quality, systematic data management, and external data linkage and analysis. Design/methodology/approach A terminology classification system has been established through various processes including filtering and analysis of related data including laws, manuals, educational facilities accidents, and historical records. Furthermore, the terminology classification system has been further reviewed through several consultations with experts and practitioners. In addition, the accumulated data was refined according to the established standard terminology and an Excel database was developed. Based on the data, accident patterns occurred in educational facilities over the past 10 years were analyzed. Findings In the study, a template was developed to collect consistent data for the standardized disaster and safety management terminology classification system in educational facilities. In addition, the standardized data utilization methods are presented from the viewpoint of 'education facility disaster safety data management', 'data analysis and insight', 'business management through data', and 'leaping into big data management'.

As the urban scale changes and the living space changes in three dimensions, the Ministry of Land, Infrastructure and Transport continuously builds various and high quality spatial information such as three-dimensional spatial information, indoor spatial information, underground spatial information and precision road map. However, although various disasters and safety accidents are rapidly increasing due to the enlargement and complexity of cities, safety management using spatial information is relatively insufficient. In this paper, we propose a data model for comparing and analyzing typical domestic and international spatial information construction cases and providing disaster safety services based on spatial information standards.

Increasing the need of national safety management system in order to an epoch-making improvement to scientific disaster management which appears new types of disasters through the exchange of traditional disaster environment and responds actively to the rapid exchange of social environment based on u-IT. Requiring the development of systematical information sharing networking system and sharing realtime data amongst government, local authorities and related organisations under both safety management in normal times and circumstance management in disaster times, and need for the establishment of national safety strategy, which has been strengthened function such as prevention and preparation. This research provides a basic scheme and strategic tasks in order to constitute preventing scientific national disaster prevention structure at anytime and anywhere from disaster which is based on ubiquitous technology and realise the intelligent national disaster prevention system of u-safe Korea.

In this study, we present how to improve the current seismic disaster information service by utilizing Shake, which can express the effects of earthquakes in the form of isolines. Using ShakeMap software provided by the U.S. Geological Survey, an automated rapid ShakeMap generation system was implemented, and based on this, an earthquake disaster information service improvement model was presented to identify earthquake risk in the form of intensity or peak ground acceleration. In order to verify the feasibility and effectiveness of the improved model, the seismic disaster information service app. was developed and operated on a trial basis in Pohang, Gyeongsangbuk-do. As a result of the operation, it was found that more detailed seismic risk information could be provided by providing information using rapid ShakeMap to induce users' safety behavior more effectively.

In this study, the field investigation was carried out in an area damaged by flood, which recently occurred in Chungcheong region, in order to establish a disaster safety village in a rural area. In addition, the history and characteristics of a village in Garisan-ri, Inje-gun, Gangwon-do that experienced loss of life and property caused by flood in 2006 were analyzed through monitoring. The village was restored and has been operated as a disaster prevention experience village for the purpose of disaster prevention, and its structural and non-structural status was monitored during the analysis. Based on the results, application measures for establishing a disaster safety village in a rural area in future were examined. At the time of restoring food damage, the residents' participation was actively reflected in the process of establishing the disaster prevention experience village in Garisan-ri. The village has been currently operated until now as an example of disaster safety village in rural regions, and various activities including training and educational programs are carried out in order to reinforce the disaster prevention capability of residents. The findings of this study can be used for establishing a disaster safety village in a rural area based on such characteristics.
