  • The Korean disabled is about 5% of the population and most of them utilize welfare centers for the disabled. The disabled have difficulties in using the welfare centers' website since many centers do not comply with the website accessibility guidelines. This paper has compared, evaluated and provided the analytical results of the observance of the website accessibility guidelines of the welfare centers for the disabled in Korean, the U.S. and Japanese. The results indicated that there are many social welfare centers which do not abide by the laws even though the welfare centers for the disabled should comply with the website accessibility guidelines as required by the Law of Prohibiting Discrimination and Right of Remedy for the Disabled in 2008. In particular, Korean welfare centers for the disabled observing the website accessibility guidelines is significantly low of 78.77% to be compared with the U.S. by 85.50% and Japanese by 86.00%. This paper will provide theoretical basis for research on evaluation of website accessibility in the future and contribute to the public awareness on the social welfare of the disabled by suggesting the future direction of website accessibility evaluation on the welfare centers which are closely linked to the everyday life of the disabled.

  • Owing to recent advanced techniques in information and communication technology(ICT), our daily life has been changing very quickly and our life style has also been affected greatly. In the current knowledge and information society, the disabled can have a right to enjoy benefits of advanced ICT technologies. However, there is a barrier called digital divide so that the disabled have some difficulties to communicate to the world with ICT technologies. In this sense, our job is to close digital divide and let the disabled enjoy benefits of ICT technologies. Recently there have been some research works to close digital divide between the disabled and the non-disabled. Among various attempts to close digital divide, improving web accessibility for the disabled is the biggest concern since web is a still representative tool among ICT tools. The purpose of this paper is to propose some practical guidelines for improving web accessibility for the disabled. The proposed improvement guidelines are developed based on the existing web accessibility guidelines and are upgraded for more adaptable to the disabled. Our principles are based on the following philosophy. First, any input transmission must be more confirmed. Second, prevent any instant request. Third, allow the disabled to record or store the contents if necessary. Fourth, reduce physical movement for the disabled. Fifth, provide more interaction tools for the disabled.

  • Japanese welfare legislation for the disabled was enacted via Law 283 on December 26. 1956. The push for such legislation at the national level had gown concurrent with development of Japan's post-war economy Korean welfare law for disabled was made 22 years later and was again amended in 1989. The current legislation promotes and supports the legal welfare of the Koran disabled. The following are the results of a comparison between Korean and Japanese accessibility facilities and welfare law; 1) Japan's developement of disabled people's welfare law is inextricably linked to the development of disabled people's advocacy and the human rights movement. In addition, welfare policy has shifts its mandate from rehabilitation to independent living. It follows that local altitudes will play a pivotal role in further policy initiatives. Korean disabled people's welfare policy emerged hand in hand with economic recovery and development following the Korean War. By 1977 a special education law was enacted which-like it Japanese counterpart-promoted the education of disabled children. 2) Accessibility facilities were developed privately movement. The disabled faced constant and systematic disadvantages in public/private buildings and transportation systems. A general lack of cultural awareness and information relating ti these problems prevailed. • The objective of this study is to investigate the difference between the standard 'design guideline' in barrier free laws for the disabled and the disabled's real experience in public convenient facilities. It is mainly focused on accessibility by the disabled people who use an electric motion wheel chair, a wheel chair and crutches as well as a visual impaired person in the public resident centers. For this purpose, four resident centers in Busan have been selected as the objects of investigation. We observed and video recorded the disabled people with various handicaps to access and use facilities in four resident centers, and interviewed them afterwards. We found out problems from the perspective of the disabled and figured out the difference between barrier free laws and the disabled's real experience. The research result is as follows. First, it is important to make the arrangement of public convenient facilities according to the flow of the user's movements. Second, it is necessary to provide better conditions for the disabled to access the public toilet easily and conveniently. Third, it is essential for public convenient facilities to be more strictly controlled by regulations. Fourth, we need to make better standards that could reflect real experiences of various disabled users. Fifth, we need to keep providing the best follow-up service for the disabled in terms of using public convenient facilities safely. This study can contribute for designers to understand specific users through their experiences and suggest improvement ideas for better public convenient Facilities.

  • The purpose of this study was to assess adequately equipped with convenience facilities for the disabled in 160 healthcare institutions in Jongno district, Seoul. Healthcare institutions were equipped an average of 3.7 facilities out of 10. General hospitals had an average of 5.0 facilities, which was higher than an average of 3.6 facilities for private clinics (p<0.05). Of 160 healthcare institutions, only 13 (8.1%) offered easy access to the outpatient setting from the entrance for wheelchair users, highlighting difficult wheelchair access within hospitals. To provide easy access to medical service for the disabled, more accessible designs need to be adopted as part of the effort to improve public facilities for the disabled. Also, universal designs could be applied for newly constructed roads, structures and transportation vehicles to maximize accessibility for the disabled. Increased accessibility for the disabled in the community will eventually increase the use of healthcare institutions.
