The article reports the results of an investigation on the practice of providing digital scholarship services at Vietnam National University Ho Chi Minh City, Vietnam. This study is part of an ongoing research project entitled Developing a digital scholarship service framework for universities at Vietnam National University Ho Chi Minh City. It employed a qualitative research approach through in-depth interviews with 31 individuals who are university managers, library managers, lecturers, and postgraduate and undergraduate students from six member universities and Central Library of Vietnam National University Ho Chi Minh City. Research results show that some digital scholarship services have been provided at Vietnam National University Ho Chi Minh City. However, they have not been yet systematically implemented and have not met users' needs. Lack of needed resources such as space, technology infrastructure, human resources, finance, and stakeholder support are among major challenges in developing digital scholarship services. The management of existing digital scholarship services is fragmented without a clear policy for developing digital scholarship and supporting services. The study contributes to the existing knowledge by adding substantially to current understanding of the practice of providing digital scholarship services in Vietnam's universities in the transition period, from state control to autonomy, which has not been much addressed in previous research. Furthermore, this study can be a useful reference for higher education institutions in developing countries regarding implementation of digital scholarship services.

Purpose - Based on the analysis of Kazakhstan's experience of digital transformation, this study suggests a concept for digital solution to optimize organizational process, create trust networking between the center of state scholarships programs and recipients. In addition, the authors contribute to the current discussions of an effective digital transformation of state services. Research design, data, and methodology - Policy analysis is based on the combination of both primary and secondary materials collected during a Policy Research Project conducted in Kazakhstan in 2017. It involved semi-structured interviews with the state scholarship' recipients, ICT experts and findings from academic articles. Results - Findings are represented via Policy Development Matrix - a table with three options (status quo, partial change, total change) to deal with policy challenges. Authors suggest a concept for digital solution following the Customer Relationship Management (CRM) principles for optimizing core business processes, communication and networking strategies of the state scholarships program. Conclusions - At the time when digitalization becomes trending for states, the transformation of the state education policy is inevitable. The rapid development of digital technologies creates new opportunities for a single integration platform with key principles of Smart Remote Management in the state scholarships programs.

This study aims to understand and to infer the implications from the career preparation experiences of low-income university students in the context of high youth unemployment rate and the polarization of the social classes. For this purpose, we selected 13 university students who received scholarship from the S scholarship foundation and conducted analysis using text mining techniques based on the six-time interviews. According to the results, university students seem to be influenced by home environment and income level when recalling previous academic experience or designing career during the interview process. Also, these differences were found to have different characteristics according to gender and major. This study is meaningful in that the qualitative research data is analyzed by applying the text mining technique in a convergent way. As a result, the college life and career preparation of low-income university students were explored through the frequency and relation of words.

The OAI(Open Archives Initiative) is an evolving protocol and philosophy regarding interoperability for digital libraries. This protocol has its roots in an effort to enhance access to digital libraries as a means of increasing the availability of scholarship communication. Thus, this research outlines the history of the OAI protocol, the basic model of SP(service provider)/DP(data provider), and the prerequisites to implement the OAI protocol. Viewed in this light, this paper also describes the experiences of KERIS project of SP/DP model and lists the differences between prerequisites and KERIS case.

Over the last half-century, computer science has revolutionarily changed the landscape of humanities research. This digital shift in research methodology has reached from the brainstorming process to preserving, constructing, collecting, visualizing, and even analyzing materials. Such transformation has brought about the birth of the new field of study: Digital Humanities (DH). DH undeniably has saved much of the physical chores and provided a new angle to interpret the text, thereby making its meteoric rise as a promising future of the humanities. Based on such innovation, electronic circuitry can seem to replace the imagination that detects relationships and significances of research data with ever-improving interfaces. However, despite hitherto technological development, the thousands-year-old essence of traditional liberal arts-human creativity-remains the heart of humanities research and always will. This paper starts by proving this proposition in the way of comparing the old and new liberal arts research methods, focusing on literary studies. Meanwhile, it thoroughly investigates how digitalized bibliographies, search engines, databases, and digital projects provide the most useful data preservation and virtual experience of browsing in the library, along with their limitations due to the intrinsic quality of humanities research data. Also, it probes the differences between traditional and digital data analysis in current methods of literary studies, ultimately presenting the ideal direction for humanities development in the era of digital convergence.

The use of ICT impacts positive effects on increasing scholarship achievement levels and on developing creativity, including teamworks, critical thinking skill, independence in learning and motivation of leaners. The purpose of this paper is to survey and analyze a competence for digital literacy of an elementary school pupils in Gyeongsangnam-do, and to compare the competence of the pupils with the competence of the pupils in Seoul. The results suggest that Gyeongsangnam-do's pupils have had the highest competence for social & cultural literacy and the lowest competence for information & technology literacy among three literacy. We also conclude that there is no a significant disparity between the competence of pupils in both regions.

The fusion of learning, information, and technology presents dynamic challenges for all librarians, educators and students in 21st century libraries and schools. At the heart of this fusion is the growth of a pervasive, integrated information environment characterized by vast quantities of digital content, open choice, collaborative and participatory digital spaces, and the transition of the web environments from consumption of information to creation of information. This environment heralds important opportunities for librarians and teachers to rethink, re-imagine and recreate a dynamic approaches to information literacy instruction. Drawing on an extensive body of research undertaken through the Center for International Scholarship in School Libraries (CISSL), and published research on both information literacy and constructivist learning, this paper provides a critical examination of the current status of information literacy: its multiple conceptualizations, competing models, viewpoints, and its operationalizations in educational and library environments. The paper will challenge information literacy practices which center on simplistic, reductionist approaches to information literacy development, and the separation of information process and knowledge content. In particular it will address apparent contradictions in espoused conceptions of information literacy which revolve around "knowledge": knowledge construction, critical thinking, problem solving and the development of knowledgeable people; and information literacy practices which revolve around "information": a predominant focus on skills of access and evaluation of resources and with less attention given to engaging with found information to develop deep knowledge and understanding. The paper will present a series of challenges for moving forward with information literacy agendas in libraries and schools.

In this paper, we propose a web crawler service method for collecting information efficiently about college students and job-seeker's external activities, competition, and scholarship. The proposed web crawler service uses Jsoup tree analysis and Json format data transmission method to avoid problems of duplicated crawling while crawling at high speed. After collecting relevant information for 24 hours, we were able to confirm that the web crawler service is running with an accuracy of 100%. It is expected that the web crawler service can be applied to various web sites in the future to improve the web crawler service.

This study investigates factors to disturb the e-Learning persistence of adult learners based on a case study of Cyber University students located in Seoul Korea. Main findings of our research show that economic burden, shortage of studying hours, digital literacy problem, perceived isolation, inefficient interaction between lecturer and student, and support of family are primary factors to influence the persistence of online education in a Cyber university. From our case study, we recommend to improve the scholarship system, and supplement the offline special lectures at weekends in order to alleviate perceived isolation. A novelty of this paper is that economic burden is highlighted to influence the persistence of adult learners.

In this study, the current status of digital humanities(DH) research support guide service, which is increasing recently in research-oriented academic libraries in the United States, was analyzed by comparing the contents provided by each institution's Website. Based on the ranking of research-focused academic libraries with the largest volume of books in North America as of 2018-19 in Association of Research Libraries(ARL) statistics, the service contents of 30 institutions providing DH research support guide service were analyzed. The criteria for analysis are 8 components of services presented in previous studies: (1) tools and technology, (2) funding, (3) community, (4) pedagogy, (5) projects, (6) resources, (7) publications and consultations, and (8) workshops and training. As a result of the analysis, it was found that most of the institutions operating the DH research support guide service provided 'DH resources', and more than half of the institutions were providing 'DH tools and technology' and 'DH community' information. In addition, most institutions are operating the DH research support guide service in cooperation with the library itself, on-campus research institutes and centers, or other departments for DH publication and project consultation, so they focused on research support information services through consulting. In the future, discussions on the DH research support guide service operation plan of domestic academic libraries and the competency of service personnel should be continued.
