21세기 지식정보사회의 디지털 도서관은 이용자의 요구에 부응하는 정보서비스를 제공하기 위하여 저작권과의 관계를 고려해서 합법적으로 다양한 디지털 정보자원을 개발하여야 한다. 이를 위하여 본 연구는 종이기반 자료의 디지털화, 전자책 전자저널, 전자지정자료 등의 디지털 정보자원의 개발과 관련한 저작권법의 관련 규정을 구체적으로 분석 검토하였다. 그리하여 다양한 디지털 정보자원의 개발과 관련하여 제기되는 현행 저작권법과 개정저작권법률안의 문제점을 지적하였고, 우리가 취해야 할 현명한 조치 및 개선 방안을 제시하였다

버스트는 가변 비트율로 저장된 비디오 데이터를 전송하려는 경우 급격하게 높은 전송률이 요구되는 것으로 네트워크 자원의 비효율적인 사용의 원인이 될 수 있다. 스무딩은 이를 방지하기 위해 가변 비트율로 저장된 비디오 데이터를 고정 비트율로 변환하는 전송 계획을 세우는 기법으로, CBA, MCBA, MVBA 알고리즘들이 있다. 본 논문에서는 기존 CBA, MCBA, MVBA 알고리즘들의 버스트 감소 정도를 평가하기 위해, 가변 비트율로 저장된 비디오 소스와 스무딩 알고리즘에서의 전송 계획을 버스트에 영향을 미치는 요소들로 비교한다. 사용된 평가 요소는 최대 프레임 바이트 수, 최대 GOP 바이트 수, 프레임당 전송률 변화량, GOP당 전송률 변화량이다. 실험 결과, 실험에 사용된 모든 스무딩 알고리즘들의 버스트 관련 평가 요소들이 특정한 경우를 제외하고 원래 비디오 소스보다 낮았다.

정보화 시대가 도래하면서 여러 가지 정보(텍스트, 화상, 음성)를 통합, 전송할 수 있도록 개발된 통신망이 종합 디지터 통신망(ISDN:Integrated Service Digital network)이다. 이러한 ISDN은 모든 정보가 디지털 형태로 전송되고, 통신망 접속이 개방성을 갖기 때문에 중요 정보 자원에 대한 위협 및 침입 등의 보안 문제점이 증가 하고 있다. 본 논문에서는 중요 정보 자원을 보호하기 위해, ISDN에 적용할 수 있는 암호화 시스템과 적용방식을 연구 하였고, ISDN 시스템 구조와 ITU-T 권고 Q.931 프 로토콜을 분석하여 효율적인 정보보호 서비스를 제공하는 암호화 키 분배 프로토콜과 하이브리드 암호화 시스템을 이용한 사용자 정보의 비밀성을 제공하는 호 제어 방법 을 제안하였다.

As the city have been enlarged bigger and more complicated recently, a discussion about a city right, started on the base of perception that a city must be recognized as a public resource and the value. A city rights imply equal use and participation in these city resource. From a start of modern city, a city space have been developed mainly, as a man's economic business and industrial area, but now, to ensure a woman's city right is getting an important factor of citizen's settlement. Then many domestic cities tries to promote a woman friendly city creation. The main purpose of this paper is to find the concept of woman friendly city, based on a gender-sensitive perspective view point and to make an assessment index of Woman Friendliness of the City (WFC). In a case of Ansan City which city is in the planning stage of application for a woman friendly city.

This paper presents an advanced load control method in Direct Load Control(DLC) system. It is important to aggregate a various demand side resource which is surely controllable at the peak power time for a successful DLC system. Because the DLC system use simple On/Off control that may cause a harmful effect on a plant to reduce a peak power load, there are some restriction on deriving a voluntary participation of demand side resource. So it needs a new approach to direct load control method, and this paper describes an advanced load control method using control logic which is based on load properties. This method is easy to take account of a various characteristic of load, it can be use as a dynamic control logic which is good for adaptive control. The suggested control logic method is verified by modeling a control logic for a turbo refrigerator which affects on peak power in summer season.

In this paper the demand and supply of labor are forecasted over the next 10 years for customized nurturing human resource focused on Manufacturing Industry in Chung-Nam Province. Despite that the industrial structure is rapidly changing, industrial labors are nurturing on the basis of past industrial structure. This research is conducted for reducing mismatched labors throughout forecasting human resources until 2020. As a practical approach, the BLS Methodology is partially utilized. And the previous researches and official statistics data are reviewed. In conclusion, this study presents that more human resources on Manufacturing Industry than other Industries will be needed in Chung-Nam province. In details, it shows that there will be required more Industrial labors for strategic industries for examples, Audio and Video related industry, and Car related industry which is propelling by overall local government. In additions, policy implications are developed by analyzing current status and forecasting the labor demand and supply in the Chung-Nam Manufacturing sector.

본 논문은 유럽형 위성 방송 표준인 DVB-S2(Digital Video Broadcasting via satellite, Second Generation) 에 적용 가능한 위상-구역을 이용한 효율적인 소프트-결정방식 디매퍼 회로를 제안한다. 매우 낮은 SNR 채널 환경에서 안정적인 성능을 달성하고 하드웨어 자원을 효율적으로 사용하기 위하여 본 논문에서는 위상 비교를 위한 비교기와 메모리를 이용한 간단한 소프트-결정방식 디매퍼를 제안한다. 제안한 구조는 소프트 결정방식 디매퍼의 연산 및 비교횟수를 현저히 줄이면서 DVB-S2 표준의 성능을 만족하는 동시에 하드웨어 구조를 약 81%감소시킬 수 있다. 또한 R&$S^{(R)}$SFU (Rohde&Schwarz SFU-K108) 방송 송신 테스트 장비를 이용하여 본 제안된 구조를 구현하여 FPGA 수신 테스트보드에서 시제품 형태로 검증하였다.

오늘날 정보자원관리는 정보시스템 조직에 있어서 매우 중요한 요소이다. 따라서 민간부문 뿐만 아니라 많은 공공기관 역시 정보자원에 대한 관리를 강화하고 있다. 특히, 이러한 정보자원관리의 핵심 요소 중 하나가 서버의 성능관리이다. 따라서 서버의 성능을 결정하는 것은 서버의 구매조직에 있어서 중요한 이슈이다. 본 논문에서는 공공부문 정보화사업을 중심으로 서버의 성능측정 및 검증, 성능 측정 관련 국내 현황, 통합전산센터의 사례들 토대로 공공부문의 도입서버의 성능측정 및 검증 관련 이슈와 문제점 등을 살펴보고 성능측정 및 검증 관련 이슈와 문제점에 대한 해결방안으로 서버 성능에 영향을 미치는 요소를 재시하였으며, 아울러 공공부문의 환경적 요인을 고려한 서버의 성능측정 및 검증방안을 제시한다.

Recently many documents have been written by HTML due to the expansion of the Internet and WWW. HTML allows scripting languages to interact between an user and an browser. Sometimes there might have problems with some functions of the script language. Some functions have the same name although the different contents and vice versa. It presents tremendous difficulties to maintain the functions. And, a file includes many functions shared among documents. If a user tries to see a HTML document, the file will be sent to the web browser in the user system. The network resource is wasted due to moving all data in the file through the network although some functions in the file is not used. So, we should design and implement the code library of a script language with a database. Each function has the name and arguments. A system of the code library manages functions with them. The system has the functions consistency and reduces the network resource consumption because there are only necessary functions in documents. Beside it is easy for the system to modify and reuse the functions.

본 논문에서는 MPEG-21 기반 멀티미디어 파일 포맷의 구조, 그리고 파일 내 또는 외부의 동영상, 정지영상, mp4 파일과 같은 미디어리소스를 참조 하는 방법을 통한 파일화 절차를 제안하였다. 제안한 멀티미디어 파일 포맷은 MPEG-4 터미널에서도 상호 운용 가능케 하는 구조(backward compatibility with MPEG-4)이며, XML로 구성된 MPEG-21 콘텐츠인 디지털아이템에서 정의된 미디어리소스를 효과적으로 참조하는 방법을 포함한다. 본 논문에서 정의된 파익 포맷은 디지털 방송, 무선통신, 인터넷 환경에서의 다양한 형태의 콘텐츠들을 효과적이고 체계적으로 조합할 수 있는 기능 및 효과적인 저장 기능을 제공하며, 향후 XML기반 메타데이터와 미디어리소스를 포함하는 멀티미디어 콘텐츠의 파일 포맷에 대한 참고 모델로서 사용될 수 있다.
