The article proves that the main goal of informatization of higher education institutions in the EU countries is to improve the quality of education of future specialists by introducing digital educational resources into the education process. The main tasks of informatization of education are defined. Digital educational resources are interpreted as a set of data in digital form that is applicable for use in the learning process; it is an information source containing graphic, text, digital, speech, music, video, photo and other information aimed at implementing the goals and objectives of modern education; educational resources on the Internet, electronic textbooks, educational programs, electronic libraries, etc. The creation of digital educational resources is defined as one of the main directions of informatization of all forms and levels of Education. Types of digital educational resources by educational functions are considered. The factors that determine the effectiveness of using digital educational resources in the educational process are identified. The use of digital educational resources in the training of future specialists in the EU countries is considered in detail. European countries note that digital educational resources in professional use allow you to implement a fundamentally new approach to teaching and education, which is based on broad communication, free exchange of opinions, ideas, information of participants in a joint project, on a completely natural desire to learn new things, expand their horizons; is based on real research methods (scientific or creative laboratories), allowing you to learn the laws of nature, the basics of techniques, technology, social phenomena in their dynamics, in the process of solving vital problems, features of various types of creativity in the process of joint activities of a group of participants; promotes the acquisition by teachers of various related skills that can be very useful in their professional activities, including the skills of using computer equipment and various digital technologies.

디지털 콘텐츠를 보존하기 위한 아카이빙 시스템은 주로 도서관, 박물관에서 활용되고 있다. 이 중 대학교 도서관에서는 논문, 연구 보고서 등 연구업적에 대한 보존 활동이 주로 이루어지고 있지만, 상대적으로 교육자료에 대한 보존활동은 주목 받지 못하고 있는 실정이다. 본 연구의 목적은 교수업무의 전반적인 과정을 장기적으로 보존할 수 있는 리포지토리를 설계하고 이를 구축하는 것이다. 교육 리포지토리 설계를 위해 아카이빙 대상을 먼저 선정한 뒤, 교육자료의 장기적 보관에 적합한 디지털 포맷을 논의한다. 설계가 완료된 후 이를 바탕으로 대표적 리포지토리 소프트웨어인 DSpace, EPrints, Fedora, 그리고 Omeka를 이용하여 리포지토리를 구축하고 이에 대한 비교분석결과를 제시한다.

컴퓨터 기술의 발달로 인해 만화로 된 영상과 대화형 삽화를 제공하는 멀티미디어 매체들이 점차 교육용 자료들로 각광받고 있다. 따라서 종전의 전통적인 교육 자료들과 비교했을 때 멀티미디어 자료들이 학습에 더 효율적인지 조사할 필요가 있다. 어떠한 환경가운데 좀 더 효율적인 학습이 될 수 있는지 연구하는 것이 필요하다. 본 연구는 전통적인 영어 읽기와 쓰기 학습방법과 삽화나 애니메이션을 사용하는 교육용 멀티미디어 매체를 기반으로 하는 학습과의 비교 연구를 하고자 한다. 학생들의 실험집단과 통제집단으로 구분하여 6개월간의 실험과 서로 다른 교육 자료를 적용하여 설문조사와 평가를 기반으로 그 결과를 영어 교육에 새로운 접근 방법을 제시하고자 한다.

Globalization of higher education deepens the competition in the global educational services market. Competition between higher education institutions is based on the use of a wide range of activities and tools that are constantly evolving and becoming more complex. Digitalization significantly transforms the approaches to competition between universities in educational, research and marketing activities. Digital technologies are becoming an integral part of this competition. In addition, in the current conditions of globalization of the scientific and educational space, numerous rankings of universities have become an important tool of the competition; the most significant rankings of universities are as follows: Academic Ranking of World Universities (China), Times Higher Education Rankings of Universities (Great Britain), Webometrics (Spain). In the article, the key principles of the formation of world rankings of universities are analyzed, the main sources of information resources for their compilation are determined. The authors have concluded that the improvement of the position of educational institutions in the world rankings of universities should be implemented within the framework of the state educational policy. The key positive effects of universities due to increasing the competitiveness level of the national higher education system are specified.

본 연구는 학교도서관 디지털자료실의 운영실태를 조사하고, 교육적 효과를 분석하여 향후 개선 및 발전방안을 제시하는데 목적이 있다. 학교도서관 디지털자료실 설치 사업은 학교도서관의 환경개선 및 정보화의 기반 구축, 정보자료 확충, 홈페이지를 통한 정보제공, 원문정보 제공, 독서교육, 도서관 활용수업 등 다양한 정보 및 교육서비스를 제공할 수 있는 기반을 마련하였다. 학교도서관 디지털자료실이 초$\cdot$중등학교의 교수-학습방법의 개선 및 자기주도적 학습환경 조성에 기여하기 위해서는 첫째. 국가수준의 학교도서관 디지털자료실 기준을 설정해야 한다. 둘째, 독서교육 및 정보활용교육을 제도화해야 한다. 셋째, 도서관 활용수업을 정규 교육과정에 반영해야 한다. 넷째, 전문 사서교사를 배치해야 한다. 다섯째, 학교공동체의 모든 구성원을 대상으로 학교도서관 관련 연수 프로그램을 마련해야 한다.

The purpose of this paper is to study the initiatives on digital collection and development in engineering college libraries in the Rayalaseema Region of Andhra Pradesh. Eighty-one engineering college libraries in Rayalaseema Region have been surveyed to assess the initiatives taken on digital collection and development. This paper highlights opinions of librarians on most preferred digital materials and various digital resources acquainted with their library. The digital library initiatives cover a variety of activities starting from the digital collection building, digitization, digital collection, maintenance, and digital preservation. It is found that 34.57% of libraries are in the process of building digital collections, which is an encouraging trend among Engineering Educational Institutions in Rayalaseema Region.

Linking Ukraine's education system with the trends of global digitalization is mandatory to ensure the sustainable, long-term development of the country, as well as to increase the sustainability of the education system and the economy as a whole during the crisis period. Now the main problems of the education system in Ukraine are manifested in a complex context caused by Russian armed aggression. In the context of war, problems include differences in adaptation to online learning among educational institutions, limited access to education for vulnerable groups in the zone of active hostilities, the lack of digital educational resources suitable for online learning, and the lack of basic digital skills and competencies among students and teachers necessary to properly conduct online classes. Some of the problems of online learning were solved in the pandemic, but in the context of war Ukrainian society needs a new vision of education and continuous efforts of all social structures in the public and private environment. In the context of war, concerted action is needed to keep education on track and restore it in active zones, adapting to the needs of a dynamic society and an increasingly digitized economy. Among the urgent needs of the education system are a change in the teaching-learning paradigm, which is based on content presentation, memorization, and reproduction, and the adoption of a new, hybrid educational model that will encourage the development of necessary skills and abilities for students and learners in a digitized society and enable citizens close to war zones to learn.

This study examines strategies and obstacles encountered in infusing digital resources in the middle school mathematics and science classroom. It draws on data from principals, technology coordinators and math and science teachers in three urban middle schools in United States. All three of these schools have recently invested heavily in technology hardware and high speed Internet connectivity and as such they provide an opportunity to look beyond well documented obstacles such as outdated computers and poor Internet access. The logistical, preparatory, pedagogical and curricular challenges encountered by teachers within the study have important implications for professional development efforts aimed at improving science education through the integration of Web-based resources.

This article is devoted to the study of the process of formation of the digital generation in a distance learning environment. With the introduction of quarantine due to the spread of COVID-19, opponents of digital technologies were forced to turn to relevant resources, while supporters identified new opportunities for the development of didactics and education in general. The irreversibility of the former educational reality became apparent and only the scale of the vision of potential change by interested and disinterested groups differed. Using a comprehensive approach, the authors consider the issues related to the direct and indirect impact of distance learning on children and young people born after the beginning of the XXI century. The article reveals the prerequisites and implications of distance education for the interaction of participants in the educational process. IC technologies during the educational process in the primary grades, in addition to identifying the student's learning deficit, should provide the transmission of non-verbal signals, which are important for children of this age. At the same time in the secondary school IR-technologies are designed to replace frontal learning during the assimilation of knowledge and at the same time not to worsen the quality of the educational process. Formation of students in the HEI takes place in the political science format, constant discussion of problem situations, so the task of introducing IC technology in this process is the accurate transfer of the content of the discussions. Individualization and autonomization of the educational process, its dependence on the results of the choice of educational content, and the use of pedagogical management tools change the philosophy of education for children and youth. The authors conclude that the formation of a digital generation, characterized by an increased level of digital literacy of children and youth, the possession of a certain level of digital capacity requires the use of strategies aimed at optimizing the learning process in a digital educational environment.

With the rapid advancement of educational technology, recent studies have connected teachers' professional noticing with the use of digital resources in mathematical instructions. In this study, I examined elementary mathematics preservice teachers' attending and interpreting a mathematical software, ST Math, in the exploring and implementing phases. The findings indicate that preservice teachers paid attention to visual representations and manipulation prior to interactions with children and further took into consideration on task structures and situated context after interactions. They interpreted the events based on connected mathematical knowledge of prior interactions and further reflected on the progression of problem-solving strategies and sequence of tasks. In addition, four distinctive profiles of transitioning of evaluation on ST Math activities were identified with illustrations. Implications for noticing and teacher education were discussed.
