A proactive cooperation system or framework between the government, the businesses and research institutions, which would allow for free flow of interaction among these players, can play that role. We can broadly define cooperation frameworks into two; one between the central and the local governments and another among private-sector groups, such as companies, associations and groups. These players in the framework have differing, sometimes, conflicting views regarding the digital contents industry whether the digital contents should aim for skilled applicability or the abstract or whether the emphasis should rest on public interest or profitability. Immature competition and lack of trust among these players also give rise to such inefficiencies as overlap in investments, inexpertness and inefficient use of resources. We have proposed and realized the National Integrated Cooperation System to bridge these gaps among the major players in the industry. The National Integrated Cooperation System rests on the following major functions. The first major function of the NICS is to decipher any ambiguity that may be embedded in external Inputs by stratified role and bias. The second function is to create cooperative groups that will deal with the ambiguities based on its consequent situation. The third is a feedback function that will draw out a new cooperative way by re-feeding the capacities and the conflicts that stem from the existing organizations and strategies into cooperation and adjustment process. Our NICS has compared and evaluated with England and Australia digital content industry models under AHP(Analytic Hierarchy Process) method. NICS has turned out to be well designed and have strong points based on OECD innovation and cooperation criteria.
Digital Multimedia Broadcasting (DMB) is an upcoming standard in Korea used to provide mobile multimedia broadcasting service based on the Eureka-147 Digital Audio Broadcasting (DAB) system. The current dominant multimedia coding standard, MPEG-4, is foreseen to play an important role in forthcoming DMB services. However, the current approaches for transporting MPEG-4 content over DMB networks are not optimized. To address this issue we propose a novel MPEG-4 stream multiplexer, called M4SMux, which provides better stream multiplexing and delivery over DMB networks. M4SMux features an MPEG-4 elementary-stream interleaving mechanism that reduces the multiplexing overhead and a multiplex configuration mechanism that utilizes M4SLinkTable for easy content access. In addition, we propose an error correction method which enhances transport efficiency.
The digital content industry, purred by the growth of high technology content digitization is growing in demand for content technology. The development of the digital content industry and competitive technology ensure that superior digital content is essential. National policy development through business support enables the digital content industry to pursue technology development, transfer and trade, export and industrial use of digital content and value creation to maximize the time required for project. To this end, significant public and corporate funds to strengthen competitiveness for digital content on research and development. Companies perform research and development for effective decision-making, and invest in an archive to check the efficiency and soundness of technology valuation systems in place. This research studies the development of digital content, technology, and the old methods of technology commercialization to facilitate the growth and development of digital content throughout the business world. In order to assess the value of this support, a technology valuation framework has been developed and applied to this case to validate its usefulness.

Smart learning is augmented with digital, context-aware, and adaptable technologies to encourage students to learn better and faster. To ensure that digital learning is successful and that implementation is efficient, it is critical that the dimensions of digital learning are arranged correctly and that interactions between the various elements are merged in an efficient and optimal manner. This paper builds and discusses a basic framework for smart learning in the digital age, aimed to improve students' abilities and performance in learning. The proposed framework consists of five dimensions: Teacher, Technology, Learner, Digital content, and Evaluation. The Teacher and Learner dimensions operate on two levels: (a) an abstract level to fit in knowledge and skills or interpersonal characteristics and (b) a concrete level in the form of digital devices used by teachers and learners. Moreover, this paper proposes asynchronous online course delivery model. An Arabic smart learning platform has been developed, based on these smart learning core dimensions and the asynchronous online course delivery model, because despite the official status of this language in many countries, there is a lack of Arabic platforms to teach Arabic. Moreover, many non-native Arabic speakers around the world have expressed an interest in learning it. The Arabic digital platform consists of over 70 lessons classified into three competence levels: beginner, intermediate, and advanced, delivered by Arabic experts and Arabic linguists from various Arab countries. The five dimensions are described for the Arabic platform in this paper. Learner dimension is the Arabic and non-Arabic speakers, Teacher dimension is Arabic experts and Arabic linguistics, Technology dimension consists of technology for Arabic platform that includes web design, cloud computing, big data, etc. The digital contents dimension consists of web-based video, records, etc. The evaluation dimension consists of Teachers rating, comments, and surveys.
We introduce a new framework for making spatial augmented reality contents fast and with low cost. The framework allows us to make projection-based augmented reality using off-the-shelf webcams and projectors. Contents producers can make a projection-based augmented reality contents easy and fast by setting a webcam and a projector and then controlling user interfaces of our framework. Since most of previous solutions are expensive and it is too difficult that the producers apply augmented reality techniques themselves, the framework helps them to concentrate contents. Once we set a webcam and a projector correctly, our framework projects a virtual object contents according to the manipulation of a trackable real object. As a result we can see realistic augmented reality contents.
This paper describes a motivation-based hierarchical behavior planning framework to allow autonomous agents to select adaptive actions in simulation game environments. The combined behavior planning system is formed by four levels of specification, which are motivation extraction, goal list generation, action list determination and optimization. Our model increases the complexity of virtual human behavior planning by adding motivation with sudden and cumulative attributes. The motivation selection by probability distribution allows NPC to make multiple decisions in certain situations in order to embody realistic virtual humans. Hierarchical goal tree enhances the effective reactivity. Optimizing for potential actions provides NPC with safe and satisfying actions to adapt to the virtual environment. A restaurant simulation game was used to elucidate the mechanism of the framework.

The aim of this paper is to develop a framework of weather information services which is for processing contents and providing proper contents to new-media such as outdoor electronic display, DID (digital information display), and terrestrial multi-channel broadcasting, etc. By introducing the analysis of media use and perception science of human intelligence, the contents producing method to improve recognizing rate for weather information is provide and the layered framework of weather information services for new-media is designed. Recently, the standard work of the copyright of the Digital content is not completed. And the content providers are developing self's copyright protecting technique. here is some problem such as the confusion existed in the copyright protecting and management system. The reason is that the company using different technique when developing the Digital Contents. Now, there is a standard working leaded by the MPEG. It's called MPEG-21 Multimedia framework and the REL is parted of the Intellectual Property Management and Protection included the framework. And the REL's standard working is completed.
