  • The systems engineering (SE) process shall be applied to the project for successful development of ultra-high-speed (UHS) Maglev train system which is one of very large and complex systems. It is important to abolish technology differentials from the advanced developers such as Germany, Japan, etc. and to ensure discriminatory competitiveness of the application of systems engineering process for the development of the system based on appropriate concepts and requirements. General operation concept and stakeholder's requirements of UHS Maglev train system must be elicited with system concept for initiating the project. The management plan should be devised for all sorts of systems engineering activities of risk management, performance management, lifecycle cost management, etc. This paper would support to establish the systems engineering management plan (SEMP) for the program of UHS Maglev train system development with associated documents.

  • Although national and regional environmentally friend agriculture (EFA) and food development programmes such as the Life-Food Development Plan (LFDP) have been established in Korea, some policy measures in these programmes seem to be unsuitable for Korean organic farming development. Policy measures tend to support external input purchases of organic fertilizers rather than market development actions such as providing consumer information, research, education, training and statistical data collection. The development of an organic action plan (OAP) for Korea is therefore considered essential for the sustainable future of organic farming in Korea. The purposes of OAP are 1) to define and set the clear goals/targets for the organic sector development, 2) to integrate various organic stakeholders and public institutions in partnership, 3)to focus on specific issues with tailored measures and 4) to integrate and develop different policy measures (Stolze, 2005). Most EU member state countries have developed their own OAPs and each reflects its own priorities with regard to organic sector development. This study compares and contrasts the Welsh, England and EU OAP with the Korean Jeonnam Life-Food Development Plan (LFDP) in order to facilitate the development of the organic food and farming sector in Korea. Early action plan, for example, the first Welsh OAP(1999) focused support on developing the supply of organic products whereas later action plans (e.g. England OAPs in 2002 and 2004 and the second Welsh OAP in 2005) focussed more on developing consumer demands for organic products. The EU OAP (2004) also aims at market support related to consumer demand and then organic farming production for its environmental and other social benefits. OAPs not only provide specific issue-solving tools but also perform a role as providing a focus for organic sector development as a whole. The Korean LFDP provides issue-solving tools but plays no regulatory role such as policy development, harmonizing various policy measures and conflicting factors and providing evaluation tools for further development. A national-level OAP could also facilitate international trade of organic products. To achieve better harmonized and sustainable approaches for the Korean organic industry, National- as well as regional- regulatory policy systems are urgently required in the form of an Organic Action Plan.

  • It is common in foreign countries to make a compensative plan for environmental destruction which is caused by development action even in where development is permitted. But, in Korea, environmental plan was regarded as just meeting the legal standard of green area in site development. This study focused on the case of university project, LG village plan, is to evaluate the environment of the site using Hemeroby and suggested restoration plan in compensation for the destructive. The site was a huge development area of apartment located in Suwon. First of all, we evaluated the site using Hemeroby and compared this with LG village plan. Then, we made a compensative plan for the environmental destruction which was not compensated in LG village plan. The results were as follows; $\beta$-/$\alpha$-euhemeroby of the Site was 80.1% before the development and, after the development, $\beta$-/$\alpha$-euhemeroby of the site dropped to 43.7% and meta-hemeroby increased from 56.3% to 17%. Therefore, we could accept the buildings of LG village development plan and suggested a compensative plan with which we could raise $\beta$-/$\alpha$-euhemeroby like restoring the river, greening parking-lots and rooftops, revegetating cut slope.

  • The academic library development plan has external importance as it explicitly declares the library's role and development direction. Internally, it is also a library service guideline. To develop the development plan, libraries must understand the trends and needs of international, national, and affiliating universities and their constituents. Accordingly, this research includes case, content, and network analyses of foreign academic libraries' development plans to identify the trends. The analysis results show most foreign academic libraries employed various strategies and plans, which can be characterized as 'collaboration,' 'collection development,' and 'research support.' Consequently, we propose the following factors to consider when developing an academic library development plan: specification of mission, vision, and core values; recognition of core values such as diversity, equity, and inclusion; awareness of the significance of collaboration and partnership with other units within the universities and external organizations; and utilization of university library development plans as tools for achieving management objectives.

  • Recently the number of rural development plans are increased and projects supported by government are various. These makes rural plans important. But there are many gaps between proposed plan and implementation. These gaps were wasteful in terms of resource management. This study examines differences between plan and implementation and the reasons why they are occurred. For this purpose, we did a case study which is focused on the four-year implementation of 2004-2006 "Unique Experience Village Master Plan" of Seochon, Chungbuk. As a result, we verified facts of gaps and causes, and two major causes were detected : one is the absence of operating and managing body(such as promoter of project, village leader, residences), and the other is inadequate master plan.

  • The purpose of this study is to investigate the academic librarians' perception of the current status and establishment of the development plans of domestic university libraries to suggest ways to increase usefulness of development plans. And this study sought ways to establish the academic library development plan that reflected the key components of the development plan. To this end, a survey was conducted on academic library librarians, and in-depth interviews were conducted with the persons in charge of the academic library development plan to supplement the limitations of survey. The results are as follows. First, the establishment of academic library development plans tend to be formal and passive, and has limitation in eliciting cooperation between external organizations and academic libraries. Second, most academic libraries do not disclose their development plans on their websites. Third, the awareness of the leaders of the academic library organization needs to be preceded, and a task force needs to be formed to establish development plan. As a result of the study, it is suggested that 'active changes in the perceptions and operation method within academic libraries', 'external disclosure of development plans and strengthening cooperation', and 'strengthening the initiative and role of librarians' are needed as improvement measures.

The city planning law as the high position system of space planning mainly provides the use and a size of the land, the construction law the detail contents of site undergarment concrete location and the form back is provided and of course, regarding the structure which relates with the designation of concrete building use in him and the immediacy back. These two laws are come by a trade name complement and a function sharing role in order for the affirmative development of the city to become accomplished, being used. • Typical highway infrastructure systems include roadway pavement, drainage systems, tunneling, and other hardware components such as guardrails, traffic signs, and lighting. Tunnels in a highway system have provided significant advantages to overcoming various natural challenges including crossing underneath bodies of water or through mountainous areas. While only a few tunnel failure cases have been reported, the failure rate is likely to increase as these assets age and because agencies have not emphasized tunneling asset management. A tunnel system undergoes a deterioration life cycle pattern that is similar to other infrastructure systems. There are very few agencies in the United States implementing comprehensive tunnel asset management programs. While current tunnel asset management programs focus on inspection, maintenance, and operation safety, there is an increasing need for the development of a comprehensive life cycle tunnel asset management program. This paper describes a conceptual framework for a comprehensive tunnel asset management program. The framework consists of three basic phases including a strategic plan, a tactical plan, and an operational plan to provide better information to the decision makers. The strategic plan is a basic long term approach of tunnel asset management. The tactical plan determines specific objectives and the operational plan actually applies asset management objectives in practice. The information includes operational condition, structural condition, efficiency of the system, emergency response, and life cycle cost analysis for tunnel capital improvement project planning.
