  • This study presents trends and projected estimates of methane and nitrous oxide emissions from livestock of India vis-$\grave{a}$-vis world and developing countries over the period 1961 to 2010 estimated based on IPCC guidelines. World enteric methane emission (EME) increased by 54.3% (61.5 to $94.9{\times}10^9kg$ annually) from the year 1961 to 2010, and the highest annual growth rate (AGR) was noted for goat (2.0%), followed by buffalo (1.57%) and swine (1.53%). Global EME is projected to increase to $120{\times}10^9kg$ by 2050. The percentage increase in EME by Indian livestock was greater than world livestock (70.6% vs 54.3%) between the years 1961 to 2010, and AGR was highest for goat (1.91%), followed by buffalo (1.55%), swine (1.28%), sheep (1.25%) and cattle (0.70%). In India, total EME was projected to grow by $18.8{\times}10^9kg$ in 2050. Global methane emission from manure (MEM) increased from $6.81{\times}10^9kg$ in 1961 to $11.4{\times}10^9kg$ in 2010 (an increase of 67.6%), and is projected to grow to $15{\times}10^9kg$ by 2050. In India, the annual MEM increased from $0.52{\times}10^9kg$ to $1.1{\times}10^9kg$ (with an AGR of 1.57%) in this period, which could increase to $1.54{\times}10^9kg$ in 2050. Nitrous oxide emission from manure in India could be $21.4{\times}10^6kg$ in 2050 from $15.3{\times}10^6kg$ in 2010. The AGR of global GHG emissions changed a small extent (only 0.11%) from developed countries, but increased drastically (1.23%) for developing countries between the periods of 1961 to 2010. Major contributions to world GHG came from cattle (79.3%), swine (9.57%) and sheep (7.40%), and for developing countries from cattle (68.3%), buffalo (13.7%) and goat (5.4%). The increase of GHG emissions by Indian livestock was less (74% vs 82% over the period of 1961 to 2010) than the developing countries. With this trend, world GHG emissions could reach $3,520{\times}10^9kg$ $CO_2$-eq by 2050 due to animal population growth driven by increased demands for meat and dairy products in the world.

  • Developing countries have faced serious difficulties in implementing customs procedures. For example, they have experienced heavy administrative constraints such as lack of qualified personnel and non-computerization. Some importers in developing countries have tried to undervalue or overvalue the imported goods and misclassify them with the target of lowering the incidence of customs duties. In order to address these problems many of developing countries often require the exporter to get a Clean Report of Findings(CRF) issued by a preshipment inspection entity. This study tries to reply to the following questions with which the exporters are faced in the process of issuance of CRF. First, what are the provisions and regulations that the exporters have to note in the event a CRF is issued by the inspection entity? Second, how do the exporters safeguard their own rights in case of price verification? Third, how to protect the confidential business information to be submitted by the exporters in order to get a CRF? Fourth, how can the exporters respond to the improper conducts that the inspection entities have done?

  • Many developing countries consider ICT as a key enabler to improve their educational systems and teachers are viewed as change agents. This paper aims to present policy suggestions concerning how to foster teachers' ICT competencies in developing countries based on the outcomes of an ODA project case in Peru. This study was conducted through three stages: Literature survey, site visit, and policy suggestions. To draw relevant policy suggestions, we employed the framework of the 'macro-meso-micro' level of teacher professional development. The following policy suggestions are discussed: (a) macro level: to develop the national framework of teacher ICT competencies and competency-based teacher training, (b) meso-level: to promote teacher communities of practices and school-based research programs, and (c) micro-level: to redesign teacher professional development programs to help teachers better understand the complex relationships between content, pedagogy, and technology, beyond learning about basic ICT literacy skills. This study contributes to the understanding of how ODA projects can approach the issue of teacher ICT capacity building at multiple levels.

  • Given the intense competition and slowdown in domestic demands, there is greater pressure on Singapore contractors to seek overseas markets for revenue and growth. This impetus, coupled with emerging economic reforms in the regional developing countries, has invariably created numerous opportunities for Singapore contractors. However, mixed results were reported on their overseas performance so far. Consequently, this paper aims to formulate a framework that would assist Singapore contractors to successfully export their services into developing countries. The proposed framework comprises ten critical success factors (CSFs), which are identified from in-depth interviews with eight Singapore contractors. These ten success factors are subsequently classified under three different stages, namely initial, entry and operational stages. Preliminary results show that Singapore contractors are most focused on the entry stage, with the highest number of CSFs.

  • The Chinese government has been promoting core industries in accordance with the 'Made in China 2025'. As a result of injecting huge subsidies to develop core industries, a great success has been achieved in the electric vehicle and battery industry, however, the semiconductor industry has almost no performance. This study aims to examine whether the subsidy policy of a developing country helps their own domestic firm to overcome the first mover advantage of an advanced country's firm. From the game theoretical analysis, the results have shown that the subsidy policy of the developing country's government creates the profits shifting effect which arises from the developed country's firm to the developing country's firm. When there exists R&D efficiency gap between the two firms, however, most of these profit shifting effects are offset, which implies that the subsidy policy of developing countries is likely to fail.

  • Purpose: As the importance of software has been emphasized recently, the size of the software market is continuously expanding. The development of the software market is being adversely affected by software piracy. In this study, we try to classify countries around the world based on the macro environmental factors, which influence software piracy. We also try to identify the differences in software piracy for each classified type. Design/methodology/approach: The data-driven approach is used in this study. From the BSA, the World Bank, and the OECD, we collect data from 1990 to 2015 for 127 environmental variables of 225 countries. Cronbach's ${\alpha}$ analysis, item-to-total correlation analysis, and exploratory factor analysis derive 15 constructs from the data. We apply two-step approach to cluster analysis. The number of clusters is determined to be 5 by hierarchical cluster analysis at the first step, and the countries are classified by the K-means clustering at the second step. We conduct ANOVA and MANOVA in order to verify the differences of the environmental factors and software piracy among derived clusters. Findings: The five clusters are identified as underdeveloped countries, developing countries, developed countries, world powers, and developing country with large market. There are statistically significant differences in the environmental factors among the clusters. In addition, there are statistically significant differences in software piracy rate, pirated value, and legal software sales among the clusters.
