암반 사면에 대한 새로운 암반 분류안의 적용 (Applicaton of a Geomechanical Classification for Rock Slope)

  • Rock Mass classifications have been developed in many European countries. The most widely used classification methods are the Rock Mass Rating (RMR) system proposed by Bieniawski(1973) and the Q-system developed By Barton et al. (1974). These methods are also adopted at many mountain tunnels and subway sites in our country. Here, a geomechanical classification for slopeds in rock, the "Slope Mass Rating"(SMR) is presented for the preliminary assessment of slope stabiliyt. This method can be applied to excavation and support design in the front part of tunnel and cutting area as a guide line and recommendation on support methods which allow a systemmetic use of geomechanical classification for rock slopes.

  • 선진국의 경제성장률 둔화로, 신흥국이 글로벌 수요의 새로운 시장으로 부상하고 있다. 세계 각국은 금융위기로 증발한 선진국의 수입수요를 대체할 시장으로서 신흥국 BOP 시장을 그 대안으로 주목하고 있다. 이미 유럽과 일본기업들은 이러한 BOP 시장의 잠재력을 높게 보고 가장 발 빠르게 시장공략에 나서고 있다. 우리나라도 신흥국가의 BOP 시장의 가능성을 인식하고, 진출을 위한 신흥대상국 분석과 전략수립과 대응이 필요한 시점이다. 중국과 함께 인도는 아시아 신흥국으로 BOP 시장규모와 잠재성이 가장 높게 평가되고 있다. 우리나라는 인도와 CEPA체결로 시장진입이 한층 용이한 가운데, 정부와 대기업들은 기존의 진출 전략과 함께, 중장기적인 관점에서 인도 BOP 시장 접근을 위한 효과적인 진출모델을 구축할 필요가 있다. 즉, 인도 전 계층에 대한 밀착형 맞춤형 전략으로 우리기업들의 마케팅력, 현지 적응력, 빠른 의사결정 등으로 인도 소비시장 전체를 대상으로 하는 TMB모델을 구축해 가야할 것이다. 이러한 인도에서의 BOP 시장 진입의 성공 여부가 중장기적으로 인접국가로의 진출을 위한 교두보 및 세계 시장 확대로 이어질 수 있도록 하여야 할 것이다.

A Study on the Strategic Vitalization Plan of Korean Integrated Medical Tourism

  • Objectives: As a newcomer to the medical tourism industry, Korea needs to differentiate itself from the leading competing countries to vitalize its early-stage medical tourism industry. This study aims to introduce a strategic plan to vitalize the Korean integrated medical tourism so that Korea can differentiate itself from competing countries and create high added value. Methods: The concept and actual conditions of medical tourism and Oriental medical tourism were examined. A plan to differentiate Korea from the competing countries in the medical tourism industry was studied to create high added-value through strategic vitalization of its medical tourism industry. Results: Korean integrated medical tourism must be developed differently from those of other South-East Asian countries in order to strategically promote the cash-cow medical tourism industry. In order to develop such medical tourism, Korean medical practice, which integrates Western and Oriental medicine, is to be developed through mutual understanding and fusion of other disciplines among medical doctors and Oriental medical doctors who are working in local healthcare for health promotion of local residents and disease prevention and control. This will play a key role in developing a unique medical tourism product of Korea by means of strategic alliances as an integrated medicine. Manpower specialized for integrated medicine is to be specially supplied for Oriental medicine-related business lines at city, county and borough levels, among local governments, that are enthusiastically carrying forward Oriental medical tourism with an interest to promoting more active and strategic business development and raise the effectiveness and efficiency of public health centers handling related medical tourism. Manpower specialized for Korean integrated medical tourism is to be specially supplied for the Ministry of Culture, Health and Tourism, a policy control tower to develop and vitalize high value-added fusion (theme) tourism products such as the Korean integrated medical tourism, in order to discover, promote and support Korean integrated medical tourism's differences from existing medical tourism. Conclusions: The differentiated integrated medical tourism that only Korea can offer in a variety of forms, in order to create a key area of high value-added medical tourism, should be strategically vitalized through a liaison between integrated medicine and tourism and the realization of patient-centered health care services with medical technology developed based on mutual understanding of Western and Oriental medicine.

한국 및 외국의 호텔 등급제도에 관한 비교 연구 (Comparative Studies on Hotel Grading Systems of Korea and Foreign Countries)

  • Resort Hotel Rate System was first introduced as an official guideline after Tourism Promotion Act, which enables the secretary of transportation to rate resort hotel by its facility and accommodation, was enacted on January 18, 1971. And the system was modified time to time to what we currently have after numerous revisions. However, the system has made a slow progress compare to the other countries system and have shown many potential problems that need to be improved. There is a problem that it is not even clear whether the act is as effective to apply it to rate any resort hotel in reality. The hotel rate system was first introduced in 1970's and changed ever since, and it also changed the private organizations to audit the decision. However, unlike the hotels in other countries, our hotel rating system is not focus on the customer's service and informations. It focus on the hotel's quality so that cause the problem whether the hotel is for customer or not In other different countries, they have some specific standard for evaluation of customer service based on customers' reference or needs. However, there is no evaluation part concerning on customer service in Korea. Also, even the hotel rating system is not based on the hotel waitress or waiter's service part. It means the system is almost focus on the hotel's qualities. Therefore, customer who needs hotel service, can not trust whether they can choose the hotels which gives the right informations and good quality services. Although hotel's physical layout is important, the service part is also important for evaluating the hotel entirely. There are a lot of things to develop and to be changed in order to develop tourism industry in the process of decision about Hotel's level in Korea Thus, this research will summarize some problems which are revised through the former research of hotel's level. And it will compare the system of hotel's level between Korea and developed countries in hotel industry Additionally, I will show current tourism industry in Korea. Finally, I suggest the improvement proposal for the level system of hotel in Korea and process of this system in the future.

은행 자기자본의 경기순응성에 대한 국제비교분석과 Basel II에 대한 시사점 (Procyclicality of Buffer Capital and Its Implications for Basel II: A Cross Country Analysis)

  • 본 연구는 30개 OECD 회원국과 7개 아시아 국가 은행들의 재무제표를 통해 구축된 불균형 패널자료를 이용하여 은행 자기자본의 경기순환적 패턴을 살펴본 것이다. 특히 은행의 잉여자본과 경기순환 간의 관계가 다른 자기자본 결정요인들의 영향을 고려한 후에도 국가 그룹별로 체계적인 차이를 나타내는지를 분석하였다. 실증분석 결과, 선진국 은행들에서는 잉여자본과 경기순환 간에 양(+)의 상관관계가 있으며, 아시아 개도국 은행들에서는 잉여자본과 경기순환 간에 음(-)의 상관관계가 있는 것으로 나타났다. 이는 신바젤자기자본협약(Basel II)이 도입될 경우 개도국에서 경기의 변동성이 더욱 확대될 가능성이 높음을 시사한다. 본 연구는 이와 같은 분석을 바탕으로 은행대출의 경기순응성문제를 완화하기 위한 감독정책 방안들을 점검하였다.

  • ASEAN 국가는 광대한 연안과 수 천 개의 섬들로 이루어져 있어 기후변화로 인한 해수면 상승은 국가의 존립에 큰 위기요인이다. 이로 인해 ASEAN 각 국가가 입게 되는 피해를 최소한으로 줄이기 위해서는 범국가적인 온실가스 배출량을 감축하기 위한 노력이 중요하다. 기후변화에 대비하기 위한 다양한 방안 중 하나인 바이오연료는 이를 화석연료를 대체함으로써 환경에 미치는 영향을 최소화하고 온실가스 감축 효과를 불러올 수 있다. 바이오연료 선진국인 유럽과 미국, 브라질은 이 분야에 대한 연구와 개발 및 투자가 이전부터 활발하게 진행되고 있었던 반면 ASEAN 국가에서 관련 정책이 제정 된 것은 긴 시간이 지나지 않았다. 따라서, 본 연구에서는 바이오연료 선진국 중, 바이오에탄올 중심의 미국과 브라질, 바이오디젤 중심의 유럽 연합(EU)의 의무혼합제도와 바이오연료 보급 정책을 각각 살펴보았다. 또한 이를 바탕으로 현재 시행되고 있는 ASEAN 국가의 바이오연료 활용방안과 전망을 모색하였다.

한국의 경험을 통한 개발도상국 NSDI 전략적 구축 모델에 관한 연구 (A Study on the Strategic NSDI Model for Developing Countries based on Korean Experiences)

  • 본 논문은 한국의 NSDI(National Spatial Data Infrastructure) 구축경험에 비추어, 개발도상국의 전략적인 NSDI 구축모델을 제시하고자 하였다. 1950년 한국전쟁 이래, 매우 짧은 기간 동안 원조수혜국에서 원조공여국으로 눈부신 경제성장을 이끌어낸 한국의 NSDI 구축경험은 개발도상국에게 시사하는 바가 크다. 따라서 연구방법으로 한국에서 NSDI 구축관련 경험이 있는 전문가의견 조사 및 한국 NSDI관련문헌조사를 수행하였다. 본 논문은 관련 문헌조사를 통해 SDI(Spatial Data Infrastructure)에 대한 개념 및 이론적 고찰을 수행하고, 이론적 고찰을 배경으로, SDI의 6개 구성요소 관점에서 전문가조사결과 등의 시사점을 모았으며, 개발도상국을 위한 NSDI 전략적 구축 모델로 구성된다. 본 논문의 핵심인 구축모델은 (1) NSDI 구현전략: 지리데이터, GIS능력배양, 지리정보 플랫폼, 파트너쉽을 통한 비용효율적인 지리정보관리의 4가지 관점, (2) 3단계에 걸친 주요 NSDI 세부 역할과 활동들, (3) 성공적인 NSDI구축을 위한 조화로운 추진방법으로 구성된다.

  • Information and communication technology (ICT) is increasingly recognized as an important driver of economic growth, innovation, employment and productivity and is widely accepted as a main feature of development. During the last couple of decades, ICT sector became the most innovative service sector that affected the living standards of human beings all over the world. In the beginning of the $21^{st}$ century, some of the Asian countries made reforms in the ICT sector and spent an enormous amount for the progress of this sector. On the other hand, developed countries in the European Union (EU) faced different crises which badly affected the dissemination of this sector. Consequently, EU countries lost their hegemony in the field of information technology and resultantly, some of the emerging Asian countries like China, India, and South Korea got supremacy over the EU in this field. Currently, these countries have a strong IT infrastructure, R&D sector, IT research centers working for the development of ICT. Moreover, this paper investigates reasons for the shifting of the balance of digital power from Europe to Asia.

Information Systems in Project Management of The Public Sphere

  • Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.
