Comparative Analysis of COVID-19 Infection Prevention Control Guidelines from Seven Countries: Implications on COVID-19 Response and Future Guidelines Development

  • Background: As prevention of coronavirus disease 2019 (COVID-19) transmission in healthcare settings has become a critical component in its effective management, COVID-19 specific infection prevention and control (IPC) guidelines were developed and implemented by numerous countries. Although largely based on the current evidence-base, guidelines show much heterogeneity, as they are influenced by respective health system capacities, epidemiological risk, and socioeconomic status. This study aims to analyze the variations and concurrences of these guidelines to draw policy implications for COVID-19 response and future guidelines development. Methods: The contents of the COVID-19 IPC guidelines were analyzed using the categories and codes developed based on "World Health Organization guidelines on core components." Data analysis involved reviewing, appraising and synthesizing data from guidelines, which were then arranged into categories and codes. Selection of countries was based on the country income level, availability of COVID-19 specific IPC guideline developed at a national or district level. Results: The guidelines particularly agreed on IPC measures regarding application of standard precautions and providing information to patients and visitors, monitoring and audit of IPC activities and staff illnesses, and management of built environment/equipments. The guidelines showed considerable differences in certain components, such as workplace safety measures and criteria for discontinuation of precautions. Several guidelines also contained unique features which enabled a more systematic response to COVID-19. Conclusion: The guidelines generally complied with the current evidence-based COVID-19 management but also revealed variances stemming from differences in local health system capacity. Several unique features should be considered for benchmark in future guidelines development.

  • Precast slab track system(PSTS) is a concrete track laying system where the slab panels are pre-manufactured in factories and assembled and installed on-site. PSTS has been developed for the past 30 years in countries where railway technologies are advanced such as Japan and Germany to improve the various drawbacks of the in-situ concrete slab track. However, the usefulness of PSTS is being continuously approved by many other countries such as China, Taiwan, Austria, Italy, Spain, etc,. Lately, not only Japan and Germany, but also Austria, Italy and China have developed their own PSTS by collaboration between their Governments and private enterprises and are now attempting to expand their businesse soverseas. In accordance to such movement, in 2006, the Korean Railroad Research Institution and Sampyo E&C have developed a Korean PSTS by joint research. PSTS consists of concrete panel, under pouring layer and concrete base layer. Amongst these components, the panel is the main component of PSTS which supports the train load and has a great effect on the track quality, workability and economics. Therefore, a study is to be conducted to select the optimum size for the Panel of the precast slab track system panel by analyzing the various standards & forms, interpretation of finite elements of the selected model and economical analysis.

  • Urbanization rates of population range from about 1% in the developed countries to about 4% in developing countries. For a global population that may reach 10 billion within the next 40 years, pressure has arisen for an increase in the large-scale use of wastes and byproducts in construction. Ironically, most of the wastes that need to be recycled are generated in large cities where the need for constructed facilities to serve large population is high. Waste and recycled materials (WRM) that are used in construction are required to satisfy material strength, durability and contaminant teachability requirements. These materials exhibit a wide variety of characteristics owing to the diversity of industrial processes through which they are produced. Several laboratory-based investigations have been conducted to assess the pollution potential and load bearing capacity of materials such as petroleum-contaminated soils, coal combustion ash, flue-gas desulphurization gypsum and foundry sand. For full-scale systems, although environmental pollution potential and structural integrity of constructed facilities that incorporate WRM are interrelated, comprehensive schemes have not been developed for integrated assessment of the relevant field-scale performance factors. In this presentation, a framework for such an assessment is proposed and presented in the form of a flowchart. The proposed scheme enables economic, environmental, worker safety and engineering factors to be addressed in a number of sequential steps. Quantitative methods and test protocols that have been developed can be incorporated into the proposed scheme for assessing the feasibility of using WRM as partial or full substitutes for earthen highway materials in the field.

Study about gene flow and stability assessment in GM rice (Oryza sativa L.)

  • In agriculture, the rice is the one of important things. Many farmers and scientists have long tried to increase the yield of rice. So many technologies have been developed these days. One type of technology has given rise to a host of concerns and questions, namely Genetically Modified Organisms (GMOs). The increasing cultivation of GM crops has raised a wide range of concerns with respect to food safety, environmental effects and socio-economic issues and now commercially planted on about 100 million hectares in some 22 developed and developing countries. The scientific evidence concerning the environmental and health impacts of GMOs is still emerging, but so far there is no conclusive information on the definitive negative impacts of GMOs on health or the environment. Nevertheless, public perceptions about GMOs in food and agriculture are divided with a tendency toward avoiding GM food and products in many developed and developing countries. Also Korea is one of that country and is not allow the GMOs now. So I studied whether these GMOs are actually dangerous for environment and whether there are differences in cultivar characteristics such as germination test with TTC tetrazolium, germination test in frozen soil and gene-flow test with glufosinate and strip-bar test. With these experiments, we evaluated the agricultural safety of GM rice and to identify and assess environmental risks.

회계이익과 과세소득의 일치가 기업의 조세회피를 줄이는가?: 순응적 조세회피와 비순응적 조세회피에 관한 분석 (Does Book-Tax Conformity Reduce a Corporate Tax Avoidance?: Analysis of Conforming Tax Avoidance and Non-conforming Tax Avoidance)

  • Purpose - The purpose of this study is to examine the effect of book-tax conformity on conforming tax avoidance and non-conforming tax avoidance. Design/methodology/approach - This study uses financial data from 1996 to 2019 of 34 countries. We regress conforming or non-conforming tax avoidance on book-tax conformity. We use the book-tax conformity measure developed by Atwood et al. (2010), the non-conforming tax avoidance measure developed by Desai and Dharmapala (2006), and the conforming tax avoidance measure developed by Badertscher et al. (2019). Findings - First, book-tax conformity has a significant positive relationship with non-conforming tax avoidance. Second, book-tax conformity is not statistically related to conforming tax avoidance. Research implications or Originality - While prior research focuses on the effect of book-tax conformity on earnings quality, we examine on the effect on tax avoidance. Furthermore, this study is expected to provide important policy implications regarding the types of tax avoidance strategies that tax authorities should pay attention to. Our results imply that tax authorities in countries with high book-tax conformity should pay more attention to non-conforming tax avoidance than to conforming tax avoidance.

한국 전자무역 운용상의 문제점과 해결방안에 관한 연구 (A Study on the Current Obstacles and Countermeasures in the Operation of South Korea's Paperless Trade)

  • 본 연구는 최근 정체기에 접어들었다고 볼 수 있는 전자무역 연구에 조금이라도 도움이 되기 위해 기획되고 연구되었다. 무엇보다 본 연구의 배경은 외국에서의 전자무역에 관한 선행문헌과 국내에서의 전자무역에 관한 선행문헌이 서로 다르다는 것에서 출발한다. 외국에서의 전자무역 연구 동향은 주로 통관 업무에 국한되어 연구가 진행되는 경우가 많았지만 국내에서의 전자무역 연구 동향은 주로 대금결제와 선하증권의 전자화 등 대금결제의 전자화 및 전자신용장의 구축을 중심으로 이루어져 왔다. 이와 같은 차이점이 실제 전자무역 구축에도 그대로 이어져 외국에서의 전자무역 구축 동향과 국내에서의 전자무역 구축 동향이 서로 다소 다르게 이루어졌다. 미국을 중심으로 한 선진국에서는 통관 및 물류 영역을 중심으로 전자무역이 구축되었고 우리나라에서는 통관 영역의 전자화도 이루어졌지만 신용장을 포함한 결제 영역에서도 전자화도 구축되었다. 이에 본 연구에서는 최근에 논의되고 있는 글로벌 전자무역 동향을 비교적 심도 있게 분석하였으며 한국의 전자무역 추진의 핵심 당사자인 한국무역정보통신과 관세청이 구현한 우리나라 전자무역 현황을 알아보고 검토하였다. 이를 바탕으로 한국 전자무역 추진상의 여러 문제점을 도출하였고 이에 대한 해결방안을 제시하였다. 논의 결과, 우리나라 전자무역 구축은 향후 전자신용장 등 대금결제의 전자화 보다는 통관, 물류 영역의 전자화가 더욱 필요하다고 분석되었다.

  • 많은 개발도상국들이 경제발전을 위한 전략산업으로 소프트웨어산업을 채택하고 있다. 그리고 오픈 소스 소프트웨어(open source software: OSS)가 소프트웨어 개발을 위한 하나의 대안으로 떠오르면서 OSS를 개발도상국의 소프트웨어 산업 발전을 위한 하나의 전략으로 보는 시각도 등장하고 있다. 이들 개발도상국은 OSS가 소프트웨어산업 발전과 국가경쟁력 강화의 기반으로 인식하고 있다. 소프트웨어산업을 경제발전의 토대로 발전시키기 위해서는 소프트웨어 생산을 위한 기술능력 확보와 강화가 중요하다. OSS는 소프트웨어 개발비용 절감은 물론이고 소프트웨어 기술능력을 증진시키기 위한 기술혁신의 도구로 활용될 수 있다. OSS를 통한 비즈니스 모델은 소프트웨어 판매가 아니라 지원과 서비스이다. 개발도상국들은 OSS 육성정책을 기술인력 양성을 중심으로 추진할 수 있다. 이를 통해 소프트웨어산업 전반의 기술능력을 향상시키고 기술인력을 육성하고 활용할 수 있다. 본 논문은 한국이 OSS를 통해 개발도상국의 소프트웨어산업 발전에 어떻게 기여할 수 있으며, 한국 소프트웨어산업의 해외시장 진출 전략에 어떤 시사점을 주는지 분석할 것이다.

지적재산권이 해외직접투자에 미치는 영향 (The Impact of Intellectual Properties on Foreign Direct Investment)

  • 본 연구는 1981년부터 2014년까지 128개 국가를 대상으로 한국과 투자대상국의 지적재산권이 한국의 해외직접투자에 미치는 영향을 분석하였다. 첫째, 한국의 지적재산권과 이의 종류인 특허권과 상표권, 의장권 모두 해외직접투자에 긍정적 영향을 미쳤다. 둘째, 투자대상국의 지적재산권은 특허권을 제외하고 해외직접투자에 긍정적 영향을 미쳤다. 셋째, 지적재산권을 투자대상국에서 활용하기 위한 해외직접투자가 투자대상국의 지식을 습득하기 위한 해외직접투자보다 더 유의하였다. 넷째, 주로 개도국인 고성장 국가에 대해서는 한국의 지적재산권이, 주로 선진국인 저성장 국가에 대해서는 투자대상국의 지적재산권이 더 큰 영향을 미쳤다.

Understanding of Science Classrooms in Different Countries through the Analysis of Discourse Modes for Building 'Classroom Science Knowledge' (CSK)

  • This study explored how teachers and students in different countries discursively interact to build 'Classroom Science Knowledge' (CSK) - the knowledge generated situatedly in the context of the science classroom. Data came from publicly released $8^{th}$ grade science classroom videos of five nations who participated in the Third TIMSS (Trend in International Mathematics and Science Study) video study. A total of ten video-recorded science lessons and their verbatim transcripts were selected and analyzed using a framework developed by the researchers of the study. It was revealed that a range of discourse modes were utilized and these modes were often sequentially connected to build CSK in the science classrooms. Although dominant discourse modes and their sequences varied among different lessons or different countries, the study identified three salient patterns of science classroom discourse: teacher-guided negotiation and the sequences of exploring - building on the shared and retrieving - elaborating. These patterns were found to be different from the discursive features commonly witnessed in the community of professional scientists and interpreted as implying the existence of unique epistemic cultures shared in science classrooms of different countries. Further studies are suggested to reveal detailed characteristics of these epistemic cultures of science classrooms, as well as to confirm whether any cultural traits inherently shape the differences in science classroom discourse among different nations.

  • This research is about global investment for managing the important position, what Korea is doing in World's main market. Considering there are some differences between developed countries' model and developing countries' model in doing direct overseas investment, they target to get political agreement and develop the new invest plan and strategy by understanding changes of Korean manufacturing companies in direct overseas investment between 2001 and 2008 and analyzing the change of yearly investment motivation. The result from this result let us know that company should develop their own idea for their competitive advantage by doing direct overseas investment. And, the overseas investment, which was already done in other countries, 1. Review its realities and tendency in terms of investing countries, industries, and its scale and then Set up an actual model, based on strategic combination of investing location select and determination of Korean manufacturing companies. 2. Analyze how the situational factors have influenced and what factors would be considered for direct overseas investment. From the analyzing result, even though it is fairly true that raising wage and getting resources, and developing alternating industries for export had influenced at the beginning, overseas investing companies' policy will be influenced by the results from studying marketing-pursuit type, local producing and manufacturing by using low-wage people for local sale, and situation for changing investing tendency as service industry.
