항공기 형식증명 및 적합성 입증에 관한 고찰 (A Study on Aircraft Type Certification and Compliance Determination)

  • An aircraft, its engine and propeller are certified in processes of design, production, and operation respectively. Type Certificate is issued if the aviation authority finds that the design of aircraft, engine, or propeller complies with applicable airworthiness standards and environmental standards. The ICAO (International Civil Aviation Organization) prescribes the international standards and recommended practices of type certification for the contracting states. The FAA (Federal Aviation Administration) and the EASA (European Aviation Safety Agency) established their regulations and procedures applicable to type certification. In this paper, we compared the differences among the ICAO, the FAA, and the EASA regulations, and on this comparison, we proposed the rulemaking items to improve type certification regulations in Korea.

교량의 피로강도를 고려한 맞대기용접부 불안전용입 한계결함 결정에 관한 연구 (An Experimental Study on Allowable Size of Incomplete Penetration in Butt Joint Bridge Weld Considering Fatigue Strength)

  • The incomplete penetration(IP) discontinuity in butt joint weld, which is detected during safety analysis of the steel bridge by nondestructive evaluation(NDE) method, is classified as unacceptable defect according to the NDE codes and standards. In fact, there are a little allowance in butt joint weld in the view point of design criterion, and also detected IP discontinuity should be classified and evaluated for the fatigue strength and residual life estimation. In this study, we performed fatigue test to evaluate the fatigue strength of high strength steel(SWS490A) containing IP discontinuities in various size, the results compared and classified according to the bridge construction standard specification which published by korea administration of construction and traffic. Experimental results could be used to evaluate and estimate the IP discontinuities considering different stress range in butt joint bridge weld during periodic safety inspection.

이러닝 품질관리사의 자격 검정 체제 개발 (Development of an Examination System for a e-Learning Quality Manager's Certificate)

  • The purpose of this study is to develop an examination system for an e-learning quality manager's certificate which is composed of subjects, criteria, method of examination. The task model of e-learning quality manager was modify and task/knowledge/skill matrix was developed to design the examination system through conferences of DACUM committee and an advisory committee. And a survey was carry out to analyze validity of contents of the examination system. The major findings were as the follow: First, occupational specification, job specification, task specification and task/knowledge/skill matrix were developed. Second, examination subjects were developed based on task/knowledge/skill matrix, which were "Basis of e-Learning and plan of service", "Expulsion and management of e-learning infrastructure", "Development of e-learning contents", "Operation and evaluation of e-learning service". Third, the criteria and methods of examination for an e-learning quality manager's certificate were developed, which is composed of test type, the sum of test items, test time and acceptable standards.

  • The existing evaluation of root barrier resistance takes at least two years as an evaluation based on plant growth, and it is difficult to determine early performance in the process of quality control in the field. In this study, thus, the direction of the root barrier resistance evaluation system was presented by considering the construction specifications and design standards for root barrier design. As a result, it was necessary to establish a test method for reproducing simple and consistent test results for evaluating the durability of root barrier materials.

멀티모드 이동 방송용 EWS(Emergency Warning System) 송·수신 시스템 설계 및 구현 (Design and Implementation of the Multi-Mode Mobile Broadcasting EWS Encoding and Decoding Systems)

  • 본 논문은 재난 정보를 다양한 모바일방송 규격에 따라 인코딩 및 송출, 수신 및 디코딩하는 멀티모드 방송용 EWS 송 수신 시스템의 설계 및 구현 방법을 제안한다. 제안한 시스템은 전 세계 모바일 방송 표준 중 T-DMB, DVB-H, ISDB-T와 디지털 라디오 규격인 DRM을 지원하며, 각각의 방송 규격에 따라 재난 정보를 인코딩하는 송출부와 각 표준에 따른 RF 방송 신호를 수신 및 디코딩하는 수신부 형태로 구성된다. 제안한 멀티모드 방송용 EWS 송신시스템은 단일 시스템상에서 각각의 방송규격으로 EWS 재난 데이터 생성하고 상용 방송 송출 장비규격에 만족하는 채널 인터페이스를 통해 재난정보가 송출 가능하며 수신 시스템에서는 단일 H/W에서 해당 모드의 재난 정보를 수신, 디코딩하여 단말기 화면에 표출한다. 제안된 시스템은 실시간으로 각 모드별 상용 방송장비에서 송출되는 RF 신호를 수신하여 문자기반의 재난 정보를 표출하는 정합 검증 과정을 통해 정상동작 결과를 제시한다.

  • A series of process to design an acoustic lens for underwater imaging is reviewed and the method to evaluate characteristics of the lens is investigated. If the target specification of lens is given, the design process consists of the material selection, evaluation of its properties, lens geometry design, prediction of lens characteristics, manufacturing, and evaluation by measurement. In this study, an actual acoustical lens is made by cutting polymethylpentene block. The characteristics of lens are predicted by the hybrid method, combination of ray tracing and Rayleigh integral. For the direct comparison between the prediction and measurement results, a simulation method based on the equivalent source method is suggested to reflect the actual radiation pattern of transducer used for measurements. Finally, the measurement is conducted in a small water tank to observe the actual characteristics of the manufactured lens.

EN12663과 prEN15227에 따른 객차의 구조적 요구사항 검토 (An overview of the structural requirements of passenger carrying rolling stock according to EN12663 and prEN15227)

  • As the South Korean rolling stock industry is developing designs for full compliance with the European Standards, it is fitting to take a look at these two core standards. The paper presents an overview of the load cases and structural requirements developed in Europe for the design of safe and compatible rolling stock vehicles. These load cases and structural requirements have been compiled into two standards namely EN12663 and EN15227. Standard EN12663 was developed as a reference design requirements standard. The work was mandated and sponsored by the European Committee for Standardization and Standard issuing National Institutions. EN12663 specifies a series of proof and fatigue load cases for European rolling stock regulations compliant vehicle designs. As EN12663 does not address the crashworthiness issue, a dedicated crashworthiness standard, EN15227, was therefore developed in a similar manner through industry wide consultations managed by a Trans-European working group of experienced engineers and specialists. In both standards, the vehicle and/or trains are grouped into categories reflecting the vehicle types and/or their indented operational function. EN15227, developed to complement EN12663, addresses the "passive" crashworthiness capability of the vehicles and trains. EN15227 specifies reference crash scenarios similar to those found in the Technical Specification for Interoperability (TSI) of high speed trains operating in Europe. The overview also touches on a general comparison with the corresponding British Group Standard (GM/RT2100) and also the UIC leaflet based load cases. The exercise is extended to pertinent design load cases specified by the Federal Railroad Administration (FRA) in the US.

데이터기반 의사결정을 위한 정책 및 사업 속성 분류체계 개발 연구 (A Study on Development of Policy Attributes Taxonomy for Data-based Decision Making)

  • Purpose Due to the complexity of policy environment in modern society, it is accepted as common basics of policy design to mix up a variety of policy instruments aiming the multiple functions. However, under the current situation of written-down policy specification, not only the public officers but also the policy researchers cannot easily grasp such frameworks as policy portfolio. The purpose of this study is to develop "Policy Attributes Taxonomy" identifying and classifying the public programs to help making decisions for allocative efficiency with effectiveness-based information. Design/methodology/approach To figure out the main scheme and classification criteria of Policy Attributes Taxonomy which represents characteristics of public policies, previous theories and researches on policy components were explored. In addition, to test taxonomic feasibility of certain information system, a set of "Feasibility Standards" was drawn from "requirements for well-organized criteria" of eminent taxonomy literatures. Finally, current government classification system in the area of social service was tested to visualize the application of Taxonomy and Standards. Findings Program Taxonomy Schemes were set including "policy goals", "policy targets", "policy tools", "logical relation" and "delivery system". Each program and project could be condensed into these attributes, making their design more easily distinguishable. Policy portfolio could be readily made out by extracting certain characteristics according to this scheme. Moreover, this taxonomy could be used for rearrangement of present "Program Budget System" or estimation of "Basic Income".

설계도면 작성기준 최적화 방안에 관한 연구 (A Study on the Optimization plan for Standardization of Engineering Drawing)

  • The construction market became generally opened to overseas and the domestic construction industry has competed with the international construction enterprise of which technical knowledge is superior. In order to compete with the international construction companies, domestic construction industry needs more continuous promotions on the research and development for improving the level of technique of the construction engineering to meet the international norm. This study aims to suggest the better standards of engineering output such as drawings and specifications to correspond the changing integration system and bidding system in preparation for growing international competition. The study starts with comparison and analyses of domestic and international methods and standards for preparing design drawings. And it continues to delve into actual drawing preparation practices, especially focusing on the ones for road and subway construction. Finally, the study presents a better way of the standardization of the main drawings such as general plan, longitudinal drawing, cross section, structural drawings and temporary structure for new bidding systems of historical cost estimation and whole specification tender and for promotion of international competitiveness.

  • 신속한 차단 사양을 위한 통신 신호는 시스템 구성과 관계없이 NEC 2014, NEC 2017 또는 해당 UL 규격에서는 "적용되는 모든 태양광(PV) 시스템의 빠른 차단 요구사항을 지원하도록 설계한다"라고 규정되어 있다. 한편 신재생에너지 관련 국내 규정 등을 보면 각 기관에서 정한 기준이나 규정, 지침 등은 일반적이거나 해당 기관이 필요한 부분만 제정해서 운영 중이다. 이러한 것들을 태양광 시설에 적용하기에는 미흡한 점이 많아 설계, 감리자와 검사기관의 검사 기준, 검사자의 기술 수준에 따라 과도하게 설비를 하는 경우 등이 발생하고 있다. 국제적으로 통용되는 IEC 규격은 각종 시설규격을 자세히 다루고 있다. 유럽 각국에서는 IEC를 근간으로 별도의 시설 규정이 있는데, 특히 기기의 성능, 안전성 등을 상세하게 다루고 있고, 미국 등 북미에서 적용하는 'NEC Article 690'인 경우 각 항목이 매우 상세하게 기술하고 있다. 따라서 본 논문에서는 국제적으로 통용 및 현재 적용되고 있는 태양광(PV) 셧다운(Shutdown) 기술에 대한 세부 내용들을 살펴보고자 한다.
