지식.정보.과학군대의 고급대제 리더십 (Senior Level Leadership of the Knowledge-Intelligence-Science Military)

  • Today, the times of knowledge-intelligence made changes of the ordinary life of citizens society, and also changed greatly the circumstance of leadership in the military. The times of knowledge-intelligence changed the circumstances of national security and the features of warfares, and also make affecting decisively to senses and style of new who were servicing in the military. In order to response effectively against the changes of those leadership circumstances, senior level leadership should be understand in depth human psychology and battlefield circumstances in the dimension of policies and strategies, and should be executed their leadership. In this thesis, I reviewed the concept and vision of senior level leadership theories and cases about traits and roles In addition, I suggested development options for senior level leadership such as (1) high charactenstics and professionalism, (2)educational center of military for advanced democratic citizen and leadership, (3)execution of leadership in psychological leadership, (4)development of leadership needed in the battlefield Finally, the current military senior level leadership should be changed from one-side and authority style to the change-orientated style, which could believe and participate by themselves.

민주시민교육 관련 법안의 입법 실패 요인에 관한 연구 (A study on factors causing legislative failure of bills related to democratic citizenship education)

  • 본 연구는 시민교육법안이 무려 13차례나 걸쳐 입법에 실패하게 된 원인을 해명하고자 하였다. 연구 결과 발견한 사실은 첫째, 쟁점 법안에 대한 원내 소수파의 입법 전략 부재이다. 시민교육법안은 이념적 충돌 여지가 큰 쟁점 법안이었는데, 19대 이후 특정 정당의 원내 소수파만으로 추진되었다. 민주당의 발의 의원들은 이 법안이 당론으로 채택될 수 있도록 당내 영향력을 발휘하거나, 총선과 대선의 주요 공약으로 발전시키는 등의 적극적 입법 전략을 구사하지 않았다. 둘째, 불리한 여론 지형 속에서 법안 서명 의원들은 물론이고 시민단체의 일관된 소극적 대응이다. 입법 과정에서는 좌파이념의 확산에 대한 우려, 예산과 조직의 낭비, 교육의 중립성·공정성 침해 등 반대 의견이 압도하였다. 또한, 시민교육의 담당 주체이어야 할 현장 교사와 시민단체의 방관적 자세 또한 입법 실패의 배경으로 작용하였다. 셋째, 이해관계자 사이에서 최근의 이론적 연구 및 세계의 정책 흐름 등에 대한 신뢰할만한 정보의 공유가 부족하여 여야 합의를 통한 입법화에 실패하게 되었다.

캐나다의 고령자 주거복지정책의 현황과 특징에 관한 연구 (A Study on the Current Situation and Distinct Features of the Housing Welfare Policy for the Elderly in Canada)

  • Canada is a democratic country, yet it keeps a social democratic system in which the government is in charge of welfare of its people. And this is one of the most significant features about the country. Her public and private pension system has been effective since the 1920s, securing its people's fundamental income. In particular, the public medical system applies to its every citizen and performs its role. This system is called the National Medical System as well as "MEDICARE" named after its related law. However, there has been a significant change in the national medical and welfare policy due to the budget deficit. In other words, the policy was mainly implemented to welfare facilities in the past, but the policy changed to a welfare policy for the elderly with a concentration on the support for self-reliance of senior citizens since the reform. The purpose of this study is to provide data and implications for Korea through the analysis of the current situation and distinct features of the housing welfare system in Canada. This study has researched the literature on the subject with an analytic focus on three aspects that are the fundamental frame of the system, essential content (support for self-reliance and facility composition), and distinct features of the housing for the elderly. In other words, they are, first, how the fundamental frame of the housing welfare system for the elderly is composed; second, how the service for self-reliance welfare and facility service are composed; and third, what their scale and distinct spatial features of general houses for the elderly with self-reliance are. A comparative study was conducted in detail on courses and characteristics of the housing welfare system for senior citizens in Canada and the USA of North America. In particular, it reveals the scale and distinct spatial features of public houses for the elderly with self-reliance in British Columbia (BC) which is one of the main provinces of Canada.

한국(韓國) 성리학(性理學)에 있어서의 개인과 공동체 (Individual & Community in Korean Neo-Confucianism)

  • 유교는 본래 개인주의보다 공동체주의와 친화성이 있다. 유교의 이상은 한마디로 '인륜공동체(人倫共同體)'의 실현이었다. 조선시대에는 화수회(花樹會)나 종계(宗契), 향약(鄕約)과 사창(社倉), 서원(書院)과 서당(書堂) 등이 크게 발달했는데, 이는 바로 유교적 인륜공동체를 지탱하는 세 축이었다. 이와 같은 전통적 공동체들은 '생래적 귀속집단'이라는 성격과 '자발적 계약집단'이라는 성격을 겸하는 것이었다. 다시 말해, 이들 공동체들은 혈연(血緣) 지연(地緣) 학연(學緣) 등 '연(緣)'을 매개로 한다는 점에서는 '생래적 귀속집단'이라 할 수 있지만, 반드시 개인의 자발적 참여의사를 전제로 한다는 점에서는 '자발적 계약집단'이었던 것이다. 또 이와 같은 전통적 공동체들은 구성원들의 자발적 참여에 의해 성립한 공동체인 만큼, 공동체의 운영도 기본적으로 민주적 절차에 따랐다. 공동체 운영의 책임자들을 돌아가면서 맡고, 주요 안건을 회의에서 결정한 것 등이 그 증거이다. 한편, '전체의 질서와 개인의 개성이 서로 조화를 이루어야 한다'는 이일분수론(理一分殊論)과 '공정(公正)한 원칙에 따라 사익(私益)을 추구해야 한다'는 인심도심론(人心道心論) 등 전통 성리학(性理學)의 수기론(修己論)은 '사적(私的) 개인'을 '공적(公的) 시민'으로 승화시키는 과정이었던 것이다.

성인학습자의 사회적 자본과 안전의식·안전추구행동과의 관계에서 자아탄력성의 매개효과 : 창원지역 중심으로 (Mediating Effect of Ego-Resilience in the Relationship between Social Capital and Safety Awareness·Safety Pursuit Behavior of Adult Learner : Focusing on Changwon City)

  • The purpose of this study was to examine the mediation of ego-resilience in the relationship between social capital and safety awareness safety pursuit behavior of adult learners in order to provide a basis for planning safety education to improve the safety behaviors. The participants were 162 adult learners who participated in the "Go to find safety classroom of citizens" in Changwon city. Data were collected using self-report questionnaires and analyzed with the SPSS-WIN 20.0 program. As a results, first, the mean score for social capital was 3.36(social confidence 3.38, reciprocal norms 3.29, networks 3.22, democratic citizen awareness 3.56), ego-resilience 3.57. Second, social capital was significant correlation ego-resilience(r=.63, p<.001) and safety awareness safety pursuit behavior(r=.44, p<.001). Third, ego-resilience was significant correlation safety awareness safety pursuit behavior(r=.54, p<.001). Forth, ego-resilience had a partial mediating effect in the relationship between social capital and safety awareness safety pursuit behavior. Based on these findings of this study, safety education focusing on ego-resilience and social capital improvement are highly recommended to promote safety behavior in adult learners.

생태시민성 개념의 탐색적 논의: 덕성과 기능 및 합의기제를 중심으로 (An Exploration into Meanings of Ecological Citizenship: With Focus on the Values, Skills and Agreement Mechanisms)

  • The most necessary thing for education now, is an ecological approach to look at and be conscious of the uncertainty of nature and the structural contradiction of society. In brief, we need to make a judgment on what standard and value are required for a forming righteous relation between nature and human being, and include it in the notion of citizenship. Based on this point of view, this study extracted moral virtues, skills and agreement mechanisms of new citizenship from ecologism, environmental justice and the ecological community, and systematized them. From ecologism and environmental justice, virtues that are inner values to lead ecological citizen's act and skills as capabilities required for correcting environmental injustice, were derived. Then, workings of citizens in a community and directions of each society and education were considered from the ecological community as an utopia where ecological citizens ultimately aim for. As the result, the ecological sensitivity, freedom, creativity, a sense of justice, a sense of responsibility, caring were found to be moral virtues that ecological citizens have to have. Next, ecological thinking skills like systemic thinking, quantitative thinking and empathetic thinking, and principles of deliberation and perturbation as mechanisms to improve communication skill and environmental injustice which have been considered importantly as components of democratic citizenship, were selected as skills of ecological citizens.

  • Building Ukraine as an independent, sovereign state requires the education of a citizen-patriot, able to live and work in a democracy, ensure the unity of Ukraine, feel constant responsibility for themselves, their people, country, seek to make a real contribution to the reform process. Modern modernization of the education system requires the search for new information and communication technologies that can ensure the formation of a citizen with an active civic position, which involves not only students mastering the rights and responsibilities of citizens, convincing them of the feasibility of democratic transformation of society, patriotic qualities and feelings, but also the identification of motivated civic actions. The pandemic and hostilities have led to significant changes in the field of education around the world, they have caused educational problems in Ukraine. At the beginning of the quarantine in the spring of 2020, all educational institutions in the emergency mode switched to distance learning. Intensive use of information and communication technologies in the life of modern society has led to a rethinking of the content of education and training of future professionals: the main role is played not so much by the information itself as the ability to work with it, critically comprehend and produce new knowledge; the main thing is not the amount of information, but its quality; information is needed for further practical application and transformation into knowledge, and the ability to work with information becomes one of the important competencies of the modern specialist in the new transformation of society: from information to the knowledge society. In this context, one of the main forms of training is distance learning, which is able to respond to the challenges of society. The main methodological positions that are taken into account in the construction of the structure and dynamics of the formation of civic responsibility of the individual during the use of information and communication technologies are highlighted. The structure of civil responsibility as a holistic system of information and communication technologies is outlined, which includes three subsystems that characterize the natural, social and systemic qualities of citizenship, interconnected hierarchically and synergistically.The constituent elements of the structural part of the model of civic culture of the individual are analyzed.

  • The article proves the idea that the protection and development of Ukraine as an independent, sovereign state requires the education of a patriot citizen who is able to live and work in a democracy, ensure the unity of Ukraine, feel constant responsibility for himself, his people, the country, and strive to make a real contribution to reform processes, especially in unstable, wartime. The main goal of educational institutions in the system of educational work of the modern information space is revealed. The tasks of patriotic education of the individual are presented. The content of patriotic education at the wartime stage and the main characteristics of the content of patriotism are substantiated. The main methodological positions that are taken into account in the construction of the structure and dynamics of the formation of civil responsibility of the individual are highlighted. The structure of civic responsibility as an integral system of the modern information space is drawn, which includes three subsystems that characterize the natural, social and systemic qualities of citizenship, interconnected hierarchically and synergistically. The components of the structural part of the model of civil culture of the individual in the modern information space are analyzed.Modern modernization of the education system in the modern information space, which has led to the emergence of a new type of Educational Institutions, requires the search for new pedagogical technologies that can ensure the formation of a patriotic citizen with an active civic position, which involves not only mastering students' knowledge about the rights and obligations of citizens, convincing them of the expediency of democratic transformations of society, the formation of high moral and strong-willed, patriotic qualities and feelings, but also identifying motivated civic actions, actions that are necessary during martial law in Ukraine.

  • 본 논문은 전통교육의 현대화에 부합하는 교육모델의 구성원리 및 민주적 시민성 강화를 위한 핵심역량 및 교육 방안을 적극 모색하였다. 궁극적으로 민주적 시민성 교육과 정치교육 프로그램의 취지에 부합하는 전통적 가치와 교육 내용, 방식 등을 추출하여 재구성하여 교육현장에 적용하고자 한다. 이를 위해 온고지신 교육체계의 구성과 운영 원리 및 주체의 역할, 수업 방식, 기대 효과 등을 체계적으로 검토하면서 전통교육의 현대화를 통해 덕스러운 민주시민성을 함양할 수 있는 교육모델과 수업 모형의 원리를 구성하였다. 보다 구체적으로, 공동체적 덕성과 민주적인 시민성 함양을 위해 지금의 교육현실의 문제점을 지양하고 교육담론과 실천을 발전시키며 동서양의 융합적인 교육활동과 실천적 수업프로그램을 구성함으로써 현대적 선비의 지적 인성적 체화를 함양하려 하였다. 이를 위해 현대적 맥락과 환경 속에서 전통과 현실에 새로운 가치와 의미를 던져줄 수 있는 전통교육의 '어떤 점'을 '어떻게' 현대화시킬 것인지를 검토하였고 학생들이 시민사회에서 민주적 주체성을 가진 선비가 될 수 있는 수업모델의 설계 방향을 제시하였다.

블록체인 비교연구: 비트코인·네임코인·메디블록 (A Comparative Study of Block Chain : Bitcoin·Namecoin·MediBloc)

  • 2008년 등장한 비트코인(Bitcoin)은 중앙의 신뢰기관 없이 직접 거래가 가능한 전자 화폐 시스템이다. 당시 비트코인은 단지 개념상의 화폐에 불과했지만, 이제는 현실 화폐만큼의 지위를 누리게 되었다. 비트코인의 대중화 덕분에 블록체인 기술은 대중적 관심의 대상이 되었다. 블록체인 기술은 화폐 기능만이 아니라, 다양한 영역으로 확장해가고 있다. 블록체인의 가능성은 구성 중이다. 이 논문에서는 블록체인 응용 중에서 비트코인, 네임코인(Namecoin), 메디블록(MediBloc) 사례를 비교함으로써 블록체인의 기술적 성격과 사회적 상호 구성의 경과를 살펴보고자 한다. 2013년 등장한 네임코인은 현행의 중앙집중적 인터넷 도메인 네임 시스템(DNS)을 대체할 목적으로 설계되었다. 도메인 네임 관리 방식에 대해서는 오래전부터 논쟁이 있었지만 이미 수립된 체제를 대체하는 일은 쉽지 않다. 한편 메디블록은 의료데이터의 분산적 관리를 제안하고 있다. 메디블록은 의료데이터의 핵심 생산자는 환자이므로 데이터의 관리도 환자에게 권한을 줘야 한다고 주장한다. 블록체인 기술은 현행의 관리 권한을 분산함으로써 더 민주적인 의사결정 형성을 도울 것인가? 아니면 단지 더 자동화된 기술적 해법에 그칠 것인가? 시민으로서 우리는 블록체인을 의제화함으로써 이 기술의 현실적 구현 과정에 개입할 수 있다. 그것이야말로 기술의 사회적 구성이 될 것이다.
