A Study on the Maintenance Factors of Multi-family Housing through a Comparison of the Awareness of Managers and Resident (관리자와 거주자의 인식 비교를 통한 공동주택 유지관리 항목 도출에 관한 연구)

  • Professional management of multi-family housing to maintain physical environments was essential to cope with timeworn housings as the residents share various facilities and spaces therein altogether. Therefore, this research intended to collect the key aspects and items for efficient management of multi-family housing and such data and information was obtained partly by way of conducting survey of the residents therein. This research conducted survey 3 times questionnaire with the residents (n=30) living in multi-family housings and managers (n=30) of multi-family housings. 3 times surveys that consisted of 1 open end and 2 closed end was conducted to draw objectified results and experimental analysis was made at each stage to achieve the purpose of this study. And survey period to fill in a questionnaire was Aug. 17. 2012-Sep. 05. 2012. This research revealed that maintaining safety and healthy and high quality living environment is critical in the management of multi-family housing. Accordingly, proper management manual prepared complying with the requirements of the residents in the multi-family housing management.

Recent trends of smart applications and implications for digital policy (스마트 어플리케이션 동향과 디지털 정책 시사점)

  • In this paper, we review recently emerging smart applications, and analyzed policy implications in light of digital convergence perspective. While extant literatures on smart applications mainly dealt with consumer behaviors based in technology acceptance model or innovation adoption, the research on digital management policy is rather limited. We intend to fill this research gap. As such, we first organize two categories of smart work and smart commerce, and investigate the representative service models, four service models were reviewed for each category respectively. Next, the three policy related constructs are extracted, which are QoL(Quality of Life), public impacts in both the positive and negative ways. Finally, empirical analysis following the Delphi principle was conducted to investigate the policy implications. The results offer useful insights for the further research in digital convergence related policy areas.

An Analysis on the Selection Process of Core Wireless Communications Technologies in Korean National IT R&D Program

  • This paper reviews the Korean government’s selection process of core wireless communications technologies, and presents technology trends, perspectives and strategies of 5 core technologies to develop in wireless communications areas based on the mid term IT technology development plan(2002∼2004). Delphi Panel Method and Analytic Hierarchy Process(AHP) Analysis were adapted to select 30 core technologies in 9 strategic areas. Especially, 5 core wireless communications technologies out of 24 required technologies are selected: 4 G Core Technology, Broadband Wireless Access Network Technology, IMT-2000 Plus STP Technology, OBP Based Multimedia Satellite Communications Technology, Stratosphere Communications System Technology. Strategic national IT R&D program has been essential to continue success story of CDMA technology, and acquiring technology independency from advanced nations. In long term perspectives, a strategy of intensive investment with prudent selection onto core technologies should be deployed in the IT R&D programs. Also, the national IT R&D programs should be limited in the high risk & high returen areas where only government can afford the failures as well as better spill over effects are expected for the technology development and national economy. Korean industry has some strength in wireless communications technology area. Therefore, more policy concerns should be given into this area not only to secure present strength but also to explore better technology competitiveness.

Exploratory Study and Empirical Study on Critical Website Success Factors of Chinese Publishing Enterprises

  • The study on the critical success factors (CSF) for electronic commerce systems has been a hot topic in both academe and industry. On the basis of reviewing papers on CSF and analyzing their problems, this paper designs the initial assessment indictors and website features and functions influencing EC success. Using Delphi survey and data analysis, we get the five important assessment indictors and seven important web features and functions. Furthermore, the hypothesis of CSF model is proposed. Finally, we conduct a survey on the Chinese Publishing Industry to test the hypothesis. The result shows that the hypothesis is partly supported, which means useful and understandable information, complete and timely information, credible and accurate information, all product-related information are the critical success factors for EC publishing industry. This research not only impels EC research in China, but also has instructional effect on the implementation of EC for enterprises to increase the success rate of EC.

The evaluation of the appropriateness of resource allocation in a community health center (보건소 기능의 중요도에 따른 자원배분의 적절성 평가)

  • This study was performed to evaluate the appropriateness of resource allocation based on the ranking of health center function. Through the Delphi processes, health center functions were ranked in order of importance as follows; planning and research, followed by health education, health promotion, management of chronic diseases, health screening tests, welfare activities, mental health services, medical personnel management, medical services, prevention of communicable diseases, maternal and infant health services, housekeeping, management of oral hygiene, nutrition services, surveillance for community health services, family planning, and administration of the health center. In relation to the above priorities, the allocation of manpower was not appropriate. Even though the expert groups emphasized on functions such as planning and research, health education, and health promotion, they inputted more personnel for administration of a health center, maternal and infant health services, and medical services which were evaluated with lower importance. The budget allocation showed the same trends as the above. Although the functions such as planning and research, health education, and health promotion, and management of chronic diseases were evaluated highly, the budget was allocated accordingo to the the results of the former fiscal year rather than on the importance of function. However the budget for nutrition services, surveillance for the community health services, family planning, and administration of a health center was allocated according to priority. Based upon the above findings, community health center should be given the opportunity to make their own ranking of health center function and to allocate their resources including personnel and budget in order to improve the responsibilities and roles of the community health center.

Case Analysis for the Development of Smart Factory ISP Indicators

  • The purpose of this study is to create and present a formalized module of ISP (Information Strategy Plan), a smart factory consulting method that is helpful to companies or consultants who will build smart factories. Order of study is First, the theoretical research direction is established through the investigation of related papers. Second, ISP policy research practices are compared to derive practical implementation methods. Third, in order to derive a standardized module method related to the final smart factory ISP, related cases of the government and individuals are compared. As a result of previous research, ISP (Information Strategy Planning), a consulting methodology, is similar to Deming's PDCA, and is regarded as Plan (environment and current status analysis), Do (establishment of future model goals), Check (establishment of implementation plan), and Act (follow-up management). As a result of the study, we obtained the following results. The first step is to analyze the current status and identify the purpose of introduction and problems in plant operation. In the second step, establish a consulting plan and derive a proposal description, strategic task, and master plan. Step 3 establishes detailed action plans, evaluates consulting outputs and consulting, and reports performance. Step 4 is established as follow-up management consulting. The limitation of the study is that although related data were compared to develop the consulting methodology into a standardized module, FGI analysis through experts or Delphi survey were not conducted, so there is a limit to the reliability of the mapping results.

Factors influencing the sustainable development of Chinese traditional batik for integration (중국 전통 납염의 지속가능한 발전 및 융합을 위한 영향 요소 지표에 관한 연구)

  • Implementing a rural revitalization strategy will help spread traditional culture and promote the sustainable development of traditional handicrafts. Batik is a traditional handicraft made by residents in China's minority areas in their daily lives. This study was conducted because of a lack of objective methods for evaluating related project plans. This study was conducted to develop an index for the sustainable development of functional traditional batik production. This study had three major parts. The first part was a literature review that investigated sustainable and traditional batik dyeing and a field investigation carried out in Shitou Village, Danzhai County and Danzhai Paimo Village, Anshun, Guizhou to identify the factors that influence traditional batik production. The second part identified the factors identified in previous research that affect sustainable, traditional batik production and the projects executed to do the same. The third part was a survey conducted using the Delphi method. The results were analyzed, producing 10 influencing and 23 detailed factors that affect traditional batik production. Future research in this area should draw on various disciplines, investigate the direction in which traditional batik production is developing, and determine how to promote the sustainable development of other traditional handicrafts.

Identifying, Measuring, and Ranking Social Determinants of Health for Health Promotion Interventions Targeting Informal Settlement Residents

  • Objectives: Considering the importance of social determinants of health (SDHs) in promoting the health of residents of informal settlements and their diversity, abundance, and breadth, this study aimed to identify, measure, and rank SDHs for health promotion interventions targeting informal settlement residents in a metropolitan area in Iran. Methods: Using a hybrid method, this study was conducted in 3 phases from 2019 to 2020. SDHs were identified by reviewing studies and using the Delphi method. To examine the SDHs among informal settlement residents, a cross-sectional analysis was conducted using researcher-made questionnaires. Multilayer perceptron analysis using an artificial neural network was used to rank the SDHs by priority. Results: Of the 96 determinants identified in the first phase of the study, 43 were examined, and 15 were identified as high-priority SDHs for use in health-promotion interventions for informal settlement residents in the study area. They included individual health literacy, nutrition, occupational factors, housing-related factors, and access to public resources. Conclusions: Since identifying and addressing SDHs could improve health justice and mitigate the poor health status of settlement residents, ranking these determinants by priority using artificial intelligence will enable policymakers to improve the health of settlement residents through interventions targeting the most important SDHs.

Needs Analysis of Regional, Industrial, Academic, and Research Experts on Curriculum in the New and Renewable Energy (신재생에너지 분야 교육과정에 대한 지・산・학・연 전문가의 요구분석)

  • The purpose of this study was to conduct a needs analysis among experts regarding the curriculum in the field of new and renewable energy for the future experts. To achieve this goal, purposive sampling was employed to select 30 experts from the reginal, industrial, academic, and research sectors in the new and renewable energy field, who participated in needs surveys and expert Delphi surveys. Needs assessments for 53 courses and suitability evaluations for 6 curriculums were conducted, and comprehensive advisory opinions were gathered. Data were analyzed using t-tests, Brich's needs assessment, the locus for focus model, and content analysis methods, with the assistance of MS Office Excel 2018 and SPSS 25.0 software. The key findings include: (a) 18 courses should be given top priority for operation, while 4 courses should be considered secondarily; (b) All 6 curriculums received positive evaluations; (c) Improvements are needed in curriculum development to cater to both generalist and specialist training needs, incorporating the acquisition of new technology and project-based learning experiences. The results of this study provide implications for the development of customized curriculums in the new and renewable energy industry.

A Study on the Decision Factors for AI-based SaMD Adoption Using Delphi Surveys and AHP Analysis (델파이 조사와 AHP 분석을 활용한 인공지능 기반 SaMD 도입 의사결정 요인에 관한 연구)

  • With the diffusion of digital innovation, the adoption of innovative medical technologies based on artificial intelligence is increasing in the medical field. This is driving the launch and adoption of AI-based SaMD(Software as a Medical Device), but there is a lack of research on the factors that influence the adoption of SaMD by medical institutions. The purpose of this study is to identify key factors that influence medical institutions' decisions to adopt AI-based SaMDs, and to analyze the weights and priorities of these factors. For this purpose, we conducted Delphi surveys based on the results of literature studies on technology acceptance models in healthcare industry, medical AI and SaMD, and developed a research model by combining HOTE(Human, Organization, Technology and Environment) framework and HABIO(Holistic Approach {Business, Information, Organizational}) framework. Based on the research model with 5 main criteria and 22 sub-criteria, we conducted an AHP(Analytical Hierarchy Process) analysis among the experts from domestic medical institutions and SaMD providers to empirically analyze SaMD adoption factors. The results of this study showed that the priority of the main criteria for determining the adoption of AI-based SaMD was in the order of technical factors, economic factors, human factors, organizational factors, and environmental factors. The priority of sub-criteria was in the order of reliability, cost reduction, medical staff's acceptance, safety, top management's support, security, and licensing & regulatory levels. Specifically, technical factors such as reliability, safety, and security were found to be the most important factors for SaMD adoption. In addition, the comparisons and analyses of the weights and priorities of each group showed that the weights and priorities of SaMD adoption factors varied by type of institution, type of medical institution, and type of job in the medical institution.
