GIS와 행정정보를 이용한 교토의정서 제3조 3항 산림전용지의 공간패턴 및 탄소배출량 분석 (Analysis of Spatial Patterns and Estimation of Carbon Emissions in Deforestation using GIS and Administrative Data)

  • This study purposed to analyze the spatial pattern and the amount of carbon emission at the deforestation area in Gangwondo. Forest geographic information system(FGIS) and administrative data were used in the analysis. The area size and spatial patterns of deforestation area were analyzed according to the article 3.3 of Kyoto protocol. Forest administration data for 9 years from 2000 to 2008 were entered into a database. Fifty-nine percent of deforestation area was found within 200m of the road network, and seventy-five percent of the area was found within 500m. Theoretical carbon emission based on deforestation area was estimated at 6,968tc. Carbon emission of national forest was 5.7times higher than that of private forest.

GIS와 원격탐사자료를 이용한 산림전용지 추출 및 정확도 평가 (Extraction and Accuracy Assessment of Deforestation Area using GIS and Remotely Sensed Data)

  • 본 연구는 원주시를 대상으로 중해상도 위성영상을 이용하여 산림전용지의 추출 및 정확도 분석을 목적으로 수행하였다. 2000년부터 2008년까지 산림에서 비산림으로 전용된 면적은 467 ha로 연평균 약 52 ha가 전용되었으며, 전용형태는 주거지로의 전용이 약 72% 차지하였으며, 전체발생면적의 약 97%가 2 ha 미만이였다. 또한, 산림전용지는 도로로부터 500 m이내와 산림 비산림 경계로부터 100 m이내 지역에서 약 79%가 발생하였다. 한편, 행정정보상의 산림전용지(GIS전용지)와 위성영상에 의하여 구축된 지수별(NDVI,NBR,NDWI) 산림전용지(RS전용지)와 비교한 결과, 추출정확도는 $3{\times}3$ 필터링을 적용한 NDVI의 평균$({\mu})$-표준편차$({\sigma}){\times}1.5$ 구간에서 일치율 35.47%, K-지수 0.20로 가장 안정적인 정확도를 나타냈다. 정확도 오차의 원인으로는 산림전용지의 토지이용변화와 토지피복변화의 불일치로서, 행정정보상의 산림전용지의 실제 토지피복변화율은 약 32%에 지나지 않았다. 또한, RS전용지에 의하여 산림경영활동지역의 약 7.52%가 산림전용지로 오류 추출되었다. 토지이용 및 토지피복상 변화된 산림전용지(GIS전용지2)를 대상으로 지수별 RS전용지와 정확도를 비교한 결과, $3{\times}3$ 필터링을 적용한 NDVI의 ${\mu}-{\sigma}{\times}2$ 구간에서 일치율 61.23%, K-지수 0.23으로 향상되었다.

확률모델을 이용한 산림전용지역의 스크리닝방법 개발 (Development of a Screening Method for Deforestation Area Prediction using Probability Model)

  • 본 연구에서는 행정정보, GIS, RS정보, 확률모델을 이용하여 교토의정서에서 정의하는 산림전용지역의 추출가능성에 대하여 검토하였다. 1989년의 정사사진과 2001년의 IKONOS화상을 이용한 산림전용지역의 특성을 보면, 1989년부터 2001년까지의 산림전용지역은 약 40ha로 나타났다. 산림전용지역의 종류를 살펴보면, 도로(임도) 개설 및 주택지 개발을 위한 산림전용이 대부분을 차지하였고, 택지전용지의 80%는 기존의 도로로부터 100m이내에 분포하였으며, 신설된 도로 또한 20% 이상이 기존의 도로로부터 100m이내에 분포하였다. 산림전용지역의 추출모델 구축을 위하여 지형인자와 위성영상인자를 이용하였으며, 확률 개념을 도입한 산림전용지 발생 확률 지도를 작성하였다. 구축한 산지전용지 발생 모델의 유효성을 검증하기 위하여, 대상지역을 시스템적으로 구분하여, 추출 정도를 비교 검토하였다. 베이즈 모델과 Regression모델을 비교한 결과, 베이즈모델이 Regression모델보다 높은 추출확률을 나타냈다. 모델의 적합성을 평가하기위해서 대상지역을 2지역으로 구분하여 한쪽의 정보만을 가지고 발생확률지도를 작성하고, 나머지 지역에 대하여 발생확률을 검토한 결과에서도 베이즈모델이 높은 추출확률을 나타냈다.

베트남 Kon Tum 지역에서의 산림훼손지역 예측을 통한 REDD 적지 분석 (Evaluating future deforestation to assess REDD implementation suitability study on Kon Tum province in Vietnam)

  • UNFCCC(United Nations Framework Convention on Climate Change) agreed with Reducing emissions from deforestation and forest degradation(REDD). It is necessary to develop the method of REDD suitability assessment in national scale. Existing researches suggested projection methods of deforestation area by many deforestation factors, but the causes of deforestation were different by regions. Therefore, in this study, REDD suitability in Kon Tum province in Vietnam was analyzed by several significant deforestation factors. REDD suitability value was computed using the Fuzzy set. As a result, all deforestation factors related to deforestation area and the REDD suitability value was the highest in Sa Thay district, Dak Glei district, Kon Plong district and Dak Ha district. These provinces have high biodiversity, on the other hand deforestation problem has been occurred.

  • 본 연구는 산림전용정보와 GIS 정보를 상호 이용하여 산림전용지의 공간특성 분석과 함께 탄소배출량 파악을 목적으로 수행하였다. 최근 9년간(2000년부터 2008년까지) 산림에서 비산림으로 전용된 면적은 약 649 ha로, 연간 약 72 ha의 산림전용이 발생하였다. 행정구역 단위별 면적대비 전용발생률을 보면, 원주시는 약 0.74%로, 강원도 전용발생률보다는 0.34% 높게 나타났으나, 전국 전용발생률보다는 약 0.06%낮게 나타났다. 한편, 산림전용 목적별 형태는 행정구역 단위와 상관없이 유사하게 발생하였으며, 주거지, 기타 토지, 농경지, 초지의 순으로 나타났다. 또한, 산림전용은 기존 주택 및 건물로부터의 접근성이 도로로부터의 접근성보다 근접한 곳에서 발생하였으며, 300 m 기준으로는 약 1.2배정도 높게 발생하였다. 전체 산림전용발생의 70%는 0.5 ha미만의 지역에서 발생하였으며, 91%는 1 ha미만의 지역에서 발생하였다. 산림전용에 따른 총 탄소배출량은 약 23,424 tC이며, 연평균 2,603 tC로 나타났다. ha당 탄소배출량은 36.1 tC/ha로 나타났다. GIS에 의한 전용지의 공간특성을 파악함에 따라 Post-2012에 대비 온실가스 통계검증시스템 구축을 위한 기초적인 자료로서 유용하리라 생각된다.

Assessment of REDD+ Suitable Area for Sustainable Forest Management in Paraguay

  • This study extracted deforestation area and degraded forestland area, which are potential REDD+ (Reducing Emissions from Deforestation and Forest Degradation) project candidate areas in Paraguay using Land Cover Map (LCM) and Tree Cover Map (TCM). The REDD+ project objectives scenarios were set three stages: 'afforestation and economic efficiency scenario', 'local capacity reinforcement scenario', and 'Infrastructure-oriented scenario'. And then, we evaluated the project unit suitable area of the REDD+ project. All scenarios selected the evaluation factors for each scenario in addition to the area ratio factors for deforestation area and degraded forestland area and weighted values were extracted by assigning category scores. As a result of the three scenarios comparison analysis, Concepcion state score was the highest. Within Concepcion state, the Belon district had the highest score, making it appropriate as a project unit REDD+ project candidate area in Paraguay, while the San Carlos district had the lowest score. This study can be used as basic data for selecting REDD+ project candidate area in Paraguay, and it is expected to contribute sufficiently to REDD+ project if additional data or information of social, cultural and economic sectors are secured.

Effects of Deforestation Practice on the Distribution and Abundance of Herpetofauna in Mt. Gariwang, South Korea

  • To know if deforestation practice affects the distribution and abundance of herpetofauna in Mt. Gariwang, South Korea, we conducted field surveys over 12 times both at deforested (n=9 sites) and un-touched (control, n=12 sites) forest areas from March to October, 2017. Each survey site was approximately $100m\;long{\times}20m$ wide area, which in the middle of the site, mountain road presented. During each survey, we recorded the species and the number of amphibians and reptiles which identified. To compare environments between the two areas, we analyzed eight environmental variables, extracted from digital sources. Overall, we found one amphibian and four reptile species at deforested area, while each five amphibian and reptile species at un-touched area. The number of amphibian species significantly tended to be smaller at deforested area. The number of the survey sites where amphibians found and the number of amphibian individuals showed the same trend. For reptiles, although the number of reptile individuals showed some increases, all variables investigated were not significantly changed by deforestation practice. Our results imply that deforestation practice negatively affects amphibians, but effects of that on reptiles are not evident.

Evaluation of Suitable REDD+ Sites Based on Multiple-Criteria Decision Analysis (MCDA): A Case Study of Myanmar

  • In this study, the deforestation and forest degradation areas have been obtained in Myanmar using a land cover lamp (LCM) and a tree cover map (TCM) to get the $CO_2$ potential reduction and the strength of occurrence was evaluated by using the geostatistical technique. By applying a multiple criteria decision-making method to the regions having high strength of occurrence for the $CO_2$ potential reduction for the deforestation and forest degradation areas, the priority was selected for candidate lands for REDD+ project. The areas of deforestation and forest degradation were 609,690ha and 43,515ha each from 2010 to 2015. By township, Mong Kung had the highest among the area of deforestation with 3,069ha while Thlangtlang had the highest in the area of forest degradation with 9,213 ha. The number of $CO_2$ potential reduction hotspot areas among the deforestation areas was 15, taking up the $CO_2$ potential reduction of 192,000 ton in average, which is 6 times higher than that of all target areas. Especially, the township of Hsipaw inside the Shan region had a $CO_2$ potential reduction of about 772,000 tons, the largest reduction potential among the hotpot areas. There were many $CO_2$ potential reduction hot spot areas among the forest degradation area in the eastern part of the target region and has the $CO_2$ potential reduction of 1,164,000 tons, which was 27 times higher than that of the total area. AHP importance analysis showed that the topographic characteristic was 0.41 (0.40 for height from surface, 0.29 for the slope and 0.31 for the distance from water area) while the geographical characteristic was 0.59 (0.56 for the distance from road, 0.56 for the distance from settlement area and 0.19 for the distance from Capital). Yawunghwe, Kalaw, and Hsi Hseng were selected as the preferred locations for the REDD+ candidate region for the deforestation area while Einme, Tiddim, and Falam were selected as the preferred locations for the forest degradation area.

Change Analysis of Forest Area and Canopy Conditions in Kaesung, North Korea Using Landsat, SPOT and KOMPSAT Data

  • The forest conditions of North Korea has been a great concern since it was known to be closely related to many environmental problems of the disastrous flooding, soil erosion, and food shortage. To assess the long-term changes of forest area as well as the canopy conditions, several sources of multitemporal satellite data were applied to the study area near Kaesung. KOMPSAT-1 EOC data were overlaid with 1981 topographic map showing the boundaries of forest to assess the deforestation area. Delineation of the cleared forest was performed by both visual interpretation and unsupervised classification. For analyzing the change of forest canopy condition, multiple scenes of Landsat and SPOT data were selected. After preprocessing of the multitemporal satellite data, such as image registration and normalization, the normalized difference vegetation index (NDVI) was derived as a representation of forest canopy conditions. Although the panchromatic EOC data had radiometric limitation to classify diverse cover types, they can be effectively used t detect and delineate the deforested area. The results showed that a large portion of forest land has been cleared for the urban and agricultural uses during the last twenty years. It was also found that the canopy condition of remaining forests has not been improved for the last twenty years. Deforestation and Islamic Ethics: A Search for the Eco-Religious Links between Islam and Sustainable Development in Indonesia

  • Indonesia has undergone the rapid deforestation largely as a result of practical consequences of human overexploitation of the forest. Between 1950 and 2015, around 43% of the forest area in Indonesia had been lost (68.0 million hectares). The process of deforestation has partly been a response to the rapidly intensifying 'global' and 'domestic' economic demands. Deforestation in Indonesia is also indirectly due to 'materialism-driven' value system and the corresponding weakening of Indonesian ethics. Therefore, given that socio-cultural expressions of modern Indonesian value systems have mostly taken place within a framework of Islam, the aim of the paper is to attempt to find Islamic ethics in general, which can provide the basis of ecological ethics to prevent rapid deforestation in Indonesia. The paper is composed of the followings. First, following the 'Introduction', it outlines the historical process of deforestation in Indonesia and also its corresponding socio-economic contexts. Then it moves on to talk about ecological ethics in general, thereby emphasizing that the phenomenological problem of deforestation needs to be conceived at a philosophical level beyond ecological phenomena. After discussing the ecological ethics, the paper proceeds to examine Islamic ethics as a canonical framework of ecological ethics in Indonesia. In doing so, it attempts to apply the Islamic ethics to the diverse Indonesian society and then considers 'Pancasila' as a potential framework for a pragmatic link between Islam ethics and Indonesian society. Having said that, in conclusion, the paper argues that there is a need for 'concrete' translation of 'Pancasila' into implementation in an Indonesian context, thereby various agents (government, policy-practitioners, concessionaires and also all the Indonesian) may agree in saying 'no' to overexploitation of the forest, to rapid depletion of the forest and to 'unsustainable' development practices.
