Information technology convergence has been recognized one of the key drivers in the industry perspective. Korea government established IT convergence policy in 2008 and has been implementing it to the core industry such as automotive, shipbuilding and defense industries. This research analyzes various IT convergence issues based on an operation of defense IT convergence center, one of the industry IT convergence centers. Defense IT convergence issues are as follows : the methods for introducing rapid changing IT to military area, rapid deployment procedures of verified commercial technologies and products, regulations for using of domestic software promotion and so on. We define the concept of defense IT convergence and propose the framework and processes for applying IT to our defense sector as one of industries. Also, we establish various business models in the military perspective using defense IT convergence framework. In this paper, we focus the development of defense IT convergence through the alignment of national IT convergence policy and propose various business models established through operating a defense IT convergence center.

Especially, IT convergence have been one of the most important innovative way for defense sector. Korea government established IT convergence policy in 2008 and have been applying it to the core industry such as automotive, shipbuilding and defense industries. Recently, the creative vitamin project has been launched. Vitamin 'D' means the way to create the value of defense industry. This research analyzes and evaluates various IT convergence business models based on an operation of defense IT convergence center from 2011 to 2014, which is the industry IT convergence centers. Defense IT convergence business models can be classified into four types of mission area as follows : weapon acquisition and management, military intelligence, military power construction, and resources management. We define the concept of defense IT convergence and describe the framework and processes for applying IT to the defense sector. We analyzes and evaluates various business models designed through defense IT convergence framework and processes.

The defense IT master plan is the plan for promoting defense informatization and is established by the Ministry of National Defense every five years. In addition, an implementation plan has been established in accordance with the master plan every year to promote the informatization project. However, since there is no systematic methodology to check and analyze the master plan comprehensively, it is difficult to judge whether the goals suggested in the master plan are achieved, and continuous monitoring of the project is limited. This study proposes a concept and framework for defense IT investment management and proposes a methodology for examining and analyzing the progress of the defense IT plan by referring to the U.S. Department of Defense's IT Plan and the performance management structure of the national IT master plan. As a methodology for managing defense IT investment, we propose an IT investment management code system from the perspective of an IT portfolio and verify its applicability through case studies. The results of this study are expected to improve the defense IT performance management system and improve the efficiency and effectiveness of the defense IT project.

This study reconstructed the military logistics improvement project currently being implemented by ROK military as a defense logistics strategy. In addition the factors affecting the performance of the defense logistics strategy are analyzed using PLS. The significance of this study is as follows. First, the defense logistics improvement project was structured as a defense logistics strategy according to function. Second, PLS is used for performance factor analysis. Most of the existing defense researches utilized the ML structural equation. However, this study used the PLS structural equation in view of the fact that each detail project is the formation of defense logistics strategy. Third, we identified projects that have a substantial impact on defense logistics performance and those that do not. We found that inventory, process, and information strategy influenced logistics performance among defense logistics strategies. On the other hand, it was confirmed that the facility/equipment strategy had no significant effect on defense logistics performance.

There is a description that you cannot manage what you do not measure. The Korea Ministry of National Defense (MND) is conducting evaluations in various fields to obtain meaningful effects from IT investments, and views that the evaluation of the defense informatization sector is divided into defense informatization policy evaluation and defense informatization project evaluation. The defense informatization level evaluation can measure the informatization level of MND and the armed forces or organizations. Since the evaluation system being studied to measure the level of defense informatization is composed mainly of qualitative metrics, it is necessary to reconstruct it based on quantitative metrics that can guarantee objectivity. In addition, for managing the level of change by evaluation objects, the evaluation system should be designed with a focus on homeostasis of metrics so that it can be measured periodically. Moreover, metrics need to be promoted in terms of performance against targets. To this end, this study proposes to measure the level of defense informatization by dividing it into defense information network, computer systems, interoperability and standardization, information security, information environment, and information system use, and suggests their metrics.

국방IT융합이란 네트워크중심전(Network Centric Warfare) 개념을 실현하기 위해 새로운 IT 융합기술을 개발하여 실제 전력화하는 것이다. 국방부는 창조경제 시대적 사명인 국방IT융합발전을 위해 국방기술품질원의 국방IT융합 센터를 전담기관으로 지정하였고 융합센터를 중심으로 국방IT융합 과제 발굴을 위한 산 학 연구기관과 군 소요조사, 사전 기술기획 활동하며 국방 도메인 전문가로 구성된 과제기획팀 운영과 선진 기획방법 적용 등을 통해 민간IT 신기술의 적기 도입을 중점적으로 추진하고 있다. 이에 따라 국방IT융합 발전을 위해 국가IT융합 정책 추진과 국방IT융합기술 현상을 이론적으로 고찰하고 종합적으로 분석한 뒤 효과적으로 활용할 수 있는 발전전략이 절실히 요구된다. 본 논문은 국방IT융합발전을 위해 식별된 IT융합 과제를 단계화 추진하고 신설된 국방IT융합센터의 효율성을 제고하며 국방개혁과 연계된 IT융합인재 육성방안을 제시함으로써 스마트 국방을 조기에 달성하고 패러다임의 신속한 전환과 창조경제 구현에도 크게 기여할 것이다.

IT convergence technology can boost the advancement of weapon systems and efficient operation for the military reformation in Korea. This study investigated IT firms' concern about the defense acquisition process for IT-convergent systems and the role of IT firms in the process with Focus Group Interview and in-depth interview on executives of IT firms, and classified the concern to three major issues. They are the clarification of IT firms' role in the defense IT-convergent efforts, the establishment of the control tower for defense IT convergence, and reasonable estimation of software development cost in the defense acquisition process.

Evolutionary acquisition is an alternative to the grand design acquisition approaches. It has activities to make it possible to develop quickly and respond flexibly to changing customer needs and technological opportunities. The Ministry of Defense adopted an evolutionary strategy to acquire defense information systems. but it does not work well always. We look at problems from aspects of acquisition system and project management. We benchmark successful cases for evolutionary acquisition strategy in the DoD, the pubic and the private sector. We suggest an evolutionary strategy for defense information systems. The evolutionary strategy in this study includes an evolutionary acquisition framework, an evolutionary acquisition process, and an evolutionary acquisition guideline for defense information systems. The evolutionary strategy can help to implement evolutionary acquisition process for defense information system, and the process can increase the success rate of projects.

최근 IT기술의 발전과 기술융합으로 다양한 기술이 급속하게 변화하고 있다. 이에 따라 정부에서도 중장기 전략적 기술개발 목표를 달성하기 위해 필요한 기술을 발굴하고 기술로드맵을 제시하고 있다. 국방에서는 무기체계 중심으로 국방과학기술 기획 프로세스를 정립하였으나, 국방 IT 분야는 아직 그 틀이 마련되지 못했다고 할 수 있다. 이에 따라, 본 논문에서는 국방 정보기술 환경분석을 통한 국방정보화 전망을 제시하였고, 국방 정보기술 조사 분석 방법론을 통한 미래 유망 국방정보기술을 발굴하고, 국방 정보기술 기획 발전 방안을 제시하였다.

Since 2012, the Navy has been conducting a defense experiment project to evaluate the possibility of military application by introducing new technologies related to excellent private informatization in the defense field. There are many projects that have spread because they are suitable for military use, but some have ended as experimental projects themselves because they do not meet the military's required performance. Continuous development is required as increasing the spread rate by successfully carrying out defense experiment projects is the basis for defense reform. This study analyzed the performance of major projects carried out by the Navy and presented considerations for the development of defense experiment projects to be carried out by the Navy in the future. The main achievements were derived in various ways in terms of project performance and system operation, and the considerations can be summarized in the field of raising business requirements, securing resources for system operation, determining the size of companies for project execution, and security measures. The research results can be used as data to determine the required defense experiment project and efficiently carry out the project.
