자치분권은 국가와 지방자치단체의 권한과 책임을 적절하게 배분하는 것이지만 단순한 행정사무 및 재원이양에 그치는 것이 아니다. 본 논문은 행정사무 지방이양의 과제를 살펴보기 위해 우선, 관련 선행연구를 고찰하였다. 다음으로 공무원들을 대상으로 기능이양 정도의 평가와 이양방향 등을 살펴보았다. 마지막으로 기능이양을 위한 과제를 도출하였다. 기능이나 사무이양 활성화를 위해서는 대통령의 확고한 의지와 지속적인 지원, 중앙정부와 지방정부간의 기능이양을 위한 역할분담 노력, 지방의 책임성 증대, 시민참여의 활성화와 민주주의의 정착이 필요하다. 또한 기능이양문제를 확대하기 위해서는 사무배분체계를 새롭게 새워야한다. 이러한 체계의 논의는 재정이양과 더불어 지역형평성 문제도 고려해야 할 것이다. 기능이양을 통한 지방분권을 위해서는 무엇보다도 관련 집단의 인식전환이 필요하다. 기존의 연구에서 그리고 우리나라의 경험에서 살펴 볼 수 있듯이 지방분권은 장기적인 시간이 요구되고 중앙 뿐 아니라 관련 이해관계자들의 참여와 협조가 중요하다.

With the advent of cutting-edge technology, renewable energy is significantly considered as alternative resources to supply electric power. However, many barriers such as energy intermittency, high initial installation cost, and low-efficiency generation challenged building new infrastructure with clean energy. Efforts reducing greenhouse gas emissions and reliance on fossil fuels resulted in the decentralization of power generation like distributed energy resource (DER). This paper is to introduce and evaluate the feasibility of building-integrated photovoltaics (BIPV) in a high-rise building in Ulsan. To optimize BIPV, a variety of methods to minimize efficiency decrease and maximize electric power generation after installing BIPV on the building's facade are suggested. The variables causing power losses are analyzed. By utilizing System Advisor Model (SAM), actual power generated from solar panels is measured by Thin-film PV, Mono-crystalline PV, and Poly-crystalline PV.

Korean agriculture now faces a historic challenge due to globalization and decentralization. Agricultural cooperatives should be reborn to lead regional agriculture by reorganizing the regional agri-business and strengthening the competitive power of regional agriculture. It also needs to establish an integrated agricultural development plan and to expand the vision for future agriculture. To pursue these objectives, Agricultural Cooperatives should work together with the regional government and develop an enterprise with a competitive advantage in the region.

In this paper, the inductive power collector using electromagnetic induction for vehicle such as the PRT(Personal Rapid Transit) system is suggested and some ideas for power collector design to improve the power transfer performance are presented. The proposed the inductive power collector is used for the PRT system, which has a large air-gap and demands a large electrical power capability. But, low output power is generated due to a loosely coupled characteristic of the large air-gap. Therefore, double layer construction of secondary winding, which was divided in half to increase both output current and output voltage was suggested. Also, a model of power collector and parallel winding structure and a model of concentration/decentralization winding are presented, in addition, the performance of inductive power collector to alignment condition between the primary power line and the inductive power transformer was verified by computer simulation of 2kW model.

South Korea's energy policy has been historically established through an energy production structure that relies on thermal and nuclear power generation in relation to a centralized 'Hard Energy System'. However, climate change issues are forcing the transition to renewable energy, and it is crucial for local governments to enable this. This study analyses Seoul city's local energy governance, which is known as One Less Nuclear Power Plant Initiative, by applying the collaborative governance framework inspired by Ansell and Gash (2008) and the Reflexivity framework of Confucianism. It is considered that the local energy governance model of Seoul city can be used as a model by other local governments, and it will eventually lead to a decentralized energy system in this era of energy transition.

본 논문에서는 전자 유도 법칙을 이용한 차량용 유도 전력 집전장치가 제안하였으며 전력 전송 특성을 개선하기 위한 전력 집전체의 몇 가지 설계에 관련된 개점을 제시하였다. 또한 다양한 공진 주파수로 동작되는 직렬 공진 컨버터와 연결하여 전력 전송 시스템의 해석을 나타내었다. 동작 주파수와 파라미터의 변동에 대한 시스템의 민감도가 고려되며, 유도 전력 전송 시스템에 있어서 전력은 코일이나 트랙의 형태인 1차 권선을 통하여 하나, 혹은 그 이상의 절연된 급전 코일로 전송된다. 본 논문은 유도전력전송의 집전장치의 구조를 기존변압기와 유사한 등가회로의 파라미터로 구성하고, 공극 및 권선을 고려한 1차, 2차측 파라미터를 설정하여 1차측 급전 주파수의 변화에 따른 집전특성에 대하여 기술하였다.

This paper aims to study Thai democratic deepening and the constitutional engineering with the analytical concepts of 'power sharing' and 'accountability' focusing on the 1997 and 2007 Constitution. With regard to power sharing, the 1997 Constitution had the characteristics of majoritarian principle including a two-party system, strengthening of prime minister and the executive's power etc. It enhanced significantly the aspects of accountability compared with the previous constitutions. The institutions such as Constitutional Court, Commission on Election, Administration Court, Commission on Human Right, Ombudsman, Commission on Anti-corruption, and the Measure for Anti-money Laundering were established by the 1997 Constitution. However, such empowered accountability system were often abused by the political power groups in the political process. The 2007 Constitution has the characteristics of consensual principle including a multiparty system, proportional representation system, weakened prime minister's power, balancing of cabinet and parliament's power, pushing ahead with decentralization. However, the consensual principle of the 2007 Constitution came, in part, from the factional interests. It is similar to the 1997 Constitution in terms of accountability system, which enhanced in law but abused often in practice. One of the critical reasons for the failure of the 1997 and 2007 constitutions to consolidate democratic system was the political game played around the so-called network for the monarchy composed by the military, the civilian bureaucracy, Constitutional Court and the privileged classes. The future of the Thai democratic deepening depends on the constitutional engineering in which the factional interests should be excluded, and the rules of power sharing and accountability which traditionally played around the network for the monarchy should be effectively institutionalized.

This study for Customer Satisfaction(Customer Focus) by Profit security' in the field Process improvement activity and man-power upgrade in the learning of organization activity or upgrading ability of each peoples. This thesis study on the focus of KAPEC which introduce Toyota system can apply to VM, 3jeong, Right Box and Right Position), 5S, JIT(Just In Time), KAlZEN, KANBAN System, CIM, ERP, DAS an output of Factory. For strategic changes to take place in industry 3 key important factors need to be included ; integration of tasks functions and process, decentralization of information and responsibility and finally simplification of products and product structures. These describes how CIM can be implemented using these factors. This study for (1)System Integration, (2) Help Logistic Problems, (3) Partly facilitated growth. (4) Improved production planning (5) Real-time management. (6) Fast reporting (7) Productivity. Quality. Delivery Up, Cost reduction and Autonomy management, FMS in the Plant etc.

Blockchain technology has paved the way for the rise of non-fungible tokens(NFTs) in recent years. NFTs enable the unique ownership of digital assets and harness the power of blockchain's transparency and decentralization. However, existing NFT platforms often pose barriers to entry for the public due to their technical complexity and high issuance costs. To address the problem, this paper proposes a user-friendly NFT platform with a simplified issuance process. A home page is created to allow easy NFT issuance for anyone. These advancements are expected to foster the growth of the NFT market and facilitate the development of new business models.
