This paper is to investigate the characteristics of debris flow landslides in Gangwon Province through literature review, data collection and analyses and site investigation. As results of data analyses about landslides occurred currently in this province, the landslide in the form of debris flow is found to be 55 %. Therefore major loss and costs are caused by discharge of soil and rock fragments from landslide. From results of analyzing the geometrical characteristics of landslide, length of most of landslide is less than 200 m, their width is in the range of 10 - 40 m, most of them are know to be occurred in lower elevation than 400 m. Slope angle is in the range of 25 - 35 degrees. Comparing the period of rainfall intensity with the time of landslide being occurred, occurrence of landslide is quite related to duration of a heavy rainfall. For measures of controlling water flow discharge and debris flow, considering geological and topographical ground conditions, appropriate selection and building check dam, erosion control dam and ring net is very beneficial for reducing the loss and costs caused by the landslide of debris flow.
In this study characteristics of debris flow landslide were investigated on the focus of debris flow disaster occurred by heavy rainfall in 2013 at Goeun-ri around Kaeryoung Mt. in Chuncheon-si. Appropriate method for estimating scale of debris flow was investigated by comparing those values from soil loss by Universal Soil Loss Equation, debris flow yield rate obtained by field survey of investigating debris flow path from initiation and erosion to deposition and other methods. As results of this study, it might be an opportunity of contributing to construct the data base for determining the size of erosion control facilities in future.
토석류는 집중호우시 산악지형에서 발생한 사면파괴 쇄설물 또는 계곡 내에 쌓여 있던 퇴적토가 많은 양의 물과 섞여 흐르는 현상으로서 이동경로나 퇴적지점에 있는 시설물, 가옥, 인명에 큰 피해를 유발한다. 본 연구에서는 해외에서 연구되었던 토석류 거동에 관련된 모형식을 국내 사례에 적용해 보았으며, 이를 위해 우리나라 강원도 인제군에서 발생한 산사태 및 토석류에 대해 항공사진과 GPS 현장 측량성과를 이용하여 발생부와 퇴적부 자료를 수집하였다. 분석한 결과 토석류 이동거리를 예측할 수 있는 L/H는 평균 4.93, 표준편차 0.97을 나타내었다. 토석류의 규모와 면적을 예측하는 경우 과대 산정되는 문제가 있으며 이는 우리나라의 토석류가 상부의 대규모 산사태로 유발되는 것이 아니고 다발적으로 발생한 소규모 산사태로 인한 것이기 때문인 것으로 보인다. 따라서 국내 산지 환경에 적합한 경험식에 대한 연구가 필요하다고 판단된다.
2002년의 루사, 2003년의 매미로 강원도에는 산사태 및 토석류 관련 심각한 재해가 발생하였으며 이러한 피해는 하천도로에 막대한 피해를 주었다. 2002년 이후 재해대장을 살펴보면 강원도의 산악지형에 이러한 피해가 집중된 현상을 볼 수 있다. 최근 GIS를 활용하여 산사태 및 토석류 발생 지역을 예측하기 위한 많은 연구가 활발히 진행되고 있으며, 산림청에서 제작한 산사태 위험도가 대표적인 예이다. 본 연구에서는 하천도로에 막대한 피해를 입은 강릉지역의 산사태위험도를 GIS기법을 이용한 통계적 분석법과 결정론적 분석법을 적용하여 제작하였다. 2002년 이후 국도유지관리사무소의 재해대장과 현장조사를 통한 피해지점의 GIS DB를 구축하였으며, GIS 기법을 통해 제작한 산사태 및 토석류 위험지도의 정확성을 검증하였다.
Debris flows associated with landslides occur as one of the most devastating natural disasters that threat Taiwan. Typically, three essential factors are needed simultaneously to trigger debris flow, namely sufficient soils and rocks, favorable slope, and abundant water. Among the three essentials, the slope is natural and static without external forcing, while the landslide is generally induced by earthquake or rainfall events, and the water is produced by heavy rainfall events. In this study, we analyzed the landslides triggered by the typhoons Herb (1996) and typhoon Troaji (2001). It is concluded that the statistical data are useful to quantify the threshold of the potential landslide area. Then, the possibility to prevent the debris flow occurrence may be increased.
This paper is research results of the case study on analyzing the characteristics of debris flow considering forest environmental factors, focusing on occurrence of landslides around Mt. Daeryoung in 2013. Extensive landslide of debris flow, caused by heavy rainfall, occurred around Mt. Daeryoung during July in 2013. Field investigation was carried out to construct the data base about forest environmental factor including topography, soil formations and forest type. Thus, contributing factors to cause the landslide of debris flow were investigated so that damages from landslides could be reduced by establishing proper measures.
본 연구에서는 자연사면에서 토석류 산사태 대응공법의 설계 프로그램(CDFlow ver 1.0)을 개발하였다. 이 프로그램은 자연사면에서 발생되는 산사태의 발생 가능성을 평가할 수 있으며, 토석류 산사태로 인하여 발생되는 피해범위를 산정할 수 있다. 또한 이 프로그램은 토석류 산사태의 대응공법 위치와 규모를 설계할 수 있다. 이 프로그램은 가장 잘 알려진 지리정보시스템(GIS) 개발도구중의 하나인 ArcGIS 엔진에서 구동되도록 개발되었다. 그리고 유사동역학적인 습윤지수와 무한사면의 안정해석기법을 적용하여 산사태 발생가능성을 예측하였다. 계산된 사면안전율은 기준안전율과 비교하여 산사태 잠재발생 구간을 선정하고 이를 도면상에 표시하였다. 토석류량은 산사태 잠재발생 구간과 토층심도에 의해 산정된다. 그리고 누적 토석류량은 이동경로를 따라서 계산할 수 있다. 개발된 프로그램의 적용성을 평가하기 위하여 실제 산사태 발생현장을 대상으로 적용하였다. 산사태 발생현장은 강원도 인제군 덕산리에 위치하고 있으며, 대상수계에 4개의 사방댐이 설치되어 있다. 토질실험 및 현장조사결과를 토대로 산사태 발생가능성이 높은 구간과 토석류의 이동경로를 산정하였다. 해석결과 기존에 설치된 사방댐의 규모는 계산된 토석류량을 저장하기에 부족한 것으로 나타났다. 따라서 본 프로그램을 이용하여 토석류 산사태 대응공법의 설치위치와 규모를 합리적으로 산정할 수 있을 것이다.
토석류는 다양한 크기의 흙 입자와 물이 고루 섞여 점성을 가진 유체처럼 하방향으로 이동한다는 사실이 관찰되었다. 이 관찰로부터 토석류를 비선행적인 점도를 가진 비뉴톤 유체처럼 거동하는 것으로 간주할 수 있다. 이 논문에서는 토석류의 레올로지적 특성을 규명하기 위해 산사태 현장에서 채취한 시료를 가지고 점도계를 사용하여 일련의 점도시험을 수행하였다. 그 결과, 토석류는 비뉴톤 유체 중 빙함 소성 모델로 거동한다는 사실이 밝혀졌다. 이 모델을 이용하면 토 석류의 이동을 예측할 수 있다.
There have been repetitive landslides and debris flows on natural terrain induced by intensive rainfalls which have never been experienced during the last a few decades in Korea. Frequencies and magnitudes of landslides and debris flows are steeply increased after 2000 resulting in huge damages of human beings and facilities. According to a statistical data from NEMA, the human deaths induced by landslides and slope hazards occupies 22.3% of the total human deaths by all the natural hazards in Korea during the last 30 years. Among the human deaths by landslides and slope hazards, 85% of the damages were caused by landslides and debris flows on natural hazards. Therefore, this paper summarizes important events of landslides and debris flows, their characteristics, and suggests some methods of damage mitigation.
우리나라의 토석류에 관한 연구들을 살펴보면 강우강도 및 강우지속시간, 선행강우 등의 토석류를 유발하는 강우의 특성과 토석류 발생 등에 대한 다양한 연구가 수행되고 있으며, 현재 산사태 및 토석류 예보는 산림청에서 제시한 산사태 경보 및 주의보 기준(Korea forest service, 2012)을 사용하고 있다. 그러나 산림청의 예보기준만으로 볼 때, 대부분의 피해는 주의보 기준 이상의 강우에서 발생한 것으로 나타났고, 또한 최대시강우량의 경우 주의보 이하의 강우에서도 많은 피해가 발생하였다(Hwang et al., 2013). 따라서 본 연구에서는 산림청에서 제시한 산사태 경보기준 보다 더욱 세밀한 예 경보 기준을 산정하기 위해 토석류 발생원인 인자인 강우량, 강우강도 및 누적강우량을 이용하여 강우경보지수(rainfall triggering index, 이하 RTI)를 산정하였으며, 이를 등급화 하여 관심, 주의, 경계, 대피로 구분하여 토석류 피해가 발생했던 서울시 우면산, 청주시, 인제군 피해사례를 적용하여 평가하였다. 또한 기존에 산림청에서 제시한 산사태 경보 및 주의보 기준과 비교하여 적용성을 검토하였다.
