A study of the major countries cyber terrorism Response System and Implications - Focusing on Analyzing the U.S., U.K. and Germany Cases - (주요국의 사이버테러 대응체계와 시사점 분석 - 미국·영국·독일 사례의 비교를 중심으로 -)

  • In the mordern society, the reliance on the cyber domain and the cyber connectivity has been increasingly strengthened. Due to this phenomenon, the cyberterror against critical infrastructures and state organs might lead to fatal consequences. Lately, North Korea's cyberattacks against South Korea's national organizations and financial computer networks are becoming more and more intelligent and sophisticated. The cyberattacks against such critical infrastructures have caused enormous economic loss and social disorder. This paper is designed to examine comparatively the cyberterror related laws and organizations of the advanced countries such as U.S. and U.K. and to draw implications. Although those countries are under different institutional and cultural backgrounds with varying security envrionments, they are identically pursuing measures by establishing government-wide counterterror system for coordination and cooperation. They are also commonly focusing upon creating new organizations equipped with new system and upon enhancing intelligence performance and devising punishment regulations. Korea is lack of framework laws regulating cyber security, having only scattered individual laws. Since such legal base is far from efficient counterterror activities, it is necessary that the legal and policy response of the advanced countries should be closely studied for selective introduction. That will eventually lead to legislation of cyber security law. With such legislation on hand, it is subsequently required to strengthen crisis management for prevention of cyberterror and to create joint response team, cooperating with private organizations.

  • Among many hacking attempts carried out in the past few years, the cyber-attacks that could have caused a national-level disaster were the attacks against nuclear facilities including nuclear power plants. The most typical one was the Stuxnet attack against Iranian nuclear facility and the cyber threat targeting one of the facilities operated by Korea Hydro and Nuclear Power Co., Ltd (Republic of Korea; ROK). Although the latter was just a threat, it made many Korean people anxious while the former showed that the operation of nuclear plant can be actually stopped by direct cyber-attacks. After these incidents, the possibility of cyber-attacks against industrial control systems has become a reality and the security for these systems has been tightened based on the idea that the operations by network-isolated systems are no longer safe from the cyber terrorism. The ROK government has established a realistic control systems defense concept and in the US, the relevant authorities have set up several security frameworks to prepare for the threats. This paper presented various cyber security attack cases and their scenarios against control systems, along with the analysis of countermeasures for them. Though this task, we attempt to identify the items that need to be considered when designing a domestic security framework to improve security and secure stability.

The Nuclear Security Summit Achievements, Limitations, and Tasks against Nuclear Terrorism Threat (핵테러리즘 위협에 대한 핵안보정상회의 성과, 한계 및 과제)

  • In April 2009, in the wake of President Obama's Prague speech, the international community held four nuclear sec urity summits from 2010 to 2016 to promote nuclear security and prevent nuclear terrorism. The Nuclear Security S ummit has made significant progress in preventing terrorists from attempting to acquire nuclear weapons or fissile materials, but it still has limitations and problems. To solve this problem, the international community should resume the joint efforts for strengthening bilateral cooperation and multilateral nuclear security regime, and the participating countries should strive to protect their own nuclear materials and fulfill their commitments to secure nuclear facilitie s. Second, the United Nations(UN), the IAEA(International Atomic Energy Agency), International Criminal Police Or ganization(INTERPOL), the Global Initiative to Combat Nuclear Terrorism(GICNT), and the Global Partnership(G P) must continue their missions to promote nuclear security in accordance with the five action plans adopted at the Fourth Nuclear Security Summit. Third, the participating countries should begin discussions on the management and protection of military nuclear materials that could not be covered by the Nuclear Security Summit. Fourth, the intern ational community must strive to strengthen the implementation of the Convention on the Physical Protection of Nuc lear Material(CPPNM) Amendment and International Convention for the Suppression of Acts of Nuclear Terrori sm(ICSANT), prepare for cyber attacks against nuclear facilities, and prevent theft, illegal trading and sabotage invo lving nuclear materials.

Analysis on the Perception of the Cyber Dysfunction in the Intelligent Information Society According to the Introduction of the Bright Internet Trust Network (Bright Internet 신뢰네트워크 도입에 따른 지능정보사회의 사이버 역기능 해소에 대한 인식 분석)

  • At present, our society is developing into the intelligent information society in the wave of the 4th industrial revolution, and this change will have the positive effect of innovating all industry fields. However, due to the duality of technology, there will be positive and negative effects. With intelligence, threats to cyber dysfunction such as hacking, terrorism, privacy infringement, and illegal content distribution will become more serious. Until now, the security system of the Internet has been a proactive security system, but in recent years, a proposal for a trust network, a preventive security system, has been introduced. Therefore, this study aims to analyze the possibility of resolving cyber dysfunction of intelligent information society about Bright Internet, one of trust network technologies. This study defines the cyber dysfunction of the intelligent information society and analyzes the perceptions of changes in the cyber dysfunction of the intelligent information society on the introduction of the five principles of the Bright Internet. The change of cyber dysfunction severity of the intelligent information society due to the introduction of the trust network is analyzed to reflect the technical and social demands. This work will guide the structure of the trust network and the direction of practical technological introduction and its influence.

An Approach to a Quantitative Evaluation of U-Service Survivability Reflecting Cyber-terrorism (사이버테러를 고려한 U-Service 생존성의 정량적 평가 방안)

  • A system that provides a ubiquitous service is a networked system that has to overcome their circumstances that the service survivability is weak. the survivability of a networked system is defined as an ability of the system that can offer their services without interruption, regardless of whether components comprising the system are under failures, crashes, or physical attacks. This paper presents an approach that end users can obtain a quantitative evaluation of U-service survivability to reflect intended cyber attacks causing the networked system to fall into byzantine failures in addition to the definition of the survivability. In this paper, a Jini system based on wireless local area networks is used as an example for quantitative evaluation of U-service survivability. This paper also presents an continuous time markov chain (CTMC) Model for evaluation of survivability of U-service that a Jini system provides, and an approach to evaluate the survivability of the U-service as a blocking probability that end users can not access U-services.

  • State-based infrastructure on IT-based network are prone to numerous cyber attack including subsequent hacking and internet infringement. These acts of terrorism are increasing because of the expanding IT convergence technology. Recently, the trend on cyber security monitoring and control researches focus on combining the general idea of security monitoring and control along with IT field and other control systems. This convergence trend has been increasing in both the use and importance. This research analyzes the state-based infrastructure monitoring and control system, its vulnerability as well as its improvement by incorporating the cyber convergence systems to existing systems. The subject of this research is for extensive use of CCTV systems which is expanded for 'CCTV Monitoring and Control Field' as well as 'Traffic Monitoring and Control Field' operated by 'Intelligent Traffic Information System' and Disaster Management Area which is studied in various fields. Eventually, the objective of the paper is to solve these issues, to apply related systems and to suggest improvement on the convergence system.

  • According to the development of IT technology, life itself is becoming the change to Knowledge-based systems or information-based systems. However, the development of IT technology, the cyber attack techniques are improving. And DDoS a crisis occurs frequently, such as cyber terrorism has become a major data leakage. In addition, the various paths of attack from malicious code entering information in the system to work for your company for loss and damage to information assets is increasing. In this environment, the need to preserve the organization and users of information assets to perform ongoing inspections risk management processes within the organization should be established. Processes and managerial, technical, and physical systems by establishing an information security management system should be based. Also, we should be introduced information security product for protecting internal assets from the threat of malicious code incoming to inside except system and process establishment. Therefore we proposed enterprise and government information security enhancement scheme through the introduction of information security management system and information security product in this paper.

A Study on The Problems of Spam mail and Efficient Countermeasure (스팸메일의 문제점과 효율적 대응방안에 관한 연구)

  • Spam email is an electronic mail sent to a large number of netizen who do not want it. Criminals have been to take an advantage of this tool easily through harmful activities such as phishing. Recently the spam mail containing commercial information is broadly accepted as an illegal commitment to endangering the network. According some report, it could cause real damages. For the better policy on controlling spam mail we need new Efficient Countermeasure. Several laws have been enacted in Korea for controlling spam mail. The most important acts is the Using and Protecting Communication Act. Main targets of this law is virus spreading, computer hacking, cyber pornography, intellectual property breaching, private or public information abusing and cyber terrorism. But the Using and Protecting Communication Act is insufficient to control spam mail. For the better policy on controlling spam mail we need new Efficient Countermeasure. Therefore, this research wishes to present way to control for efficient spam mail through enactment of conversion, induction of clash action system degree, special law of national regulation form for spam mail.

  • Unlike a general IT environment, an industrial control system is an environment where stability and continuity are more important than security. In the event of a security accident in the industrial control system, physical motion can be controlled, so physical damage can occur and physical damage can even result in personal injury. Cyber attacks on industrial control systems are not simply cyber damage, but terrorism. However, the security of industrial control systems has not been strengthened yet, and many vulnerabilities are actually occurring. This paper shows that the PLC can be remotely controlled by analyzing the connection process and packets for the PLC protocol used in the industrial control system and bypassing the security mechanism existing in the protocol. Through this, we intend to raise the security awareness of the industrial control system.

  • Cyberspace, based on the dramatic development of information and communications technology, has brought enormous benefits to mankind. However, concerns over cyber terrorism and cyber attack are becoming serious. It is time to expand the global dialogue on international security issues in cyberspace. It is imperative to have a common understanding that cyberspace, the infrastructure for prosperity, should not be utilized as a space to create conflicts among states, and that all states agree to build confidence and peace in cyberspace. For this purpose, there are 3 tracks of international cooperations: 1)international cooperation such as UN and Conference on Cyberspace, 2)regional cooperations such as ARF and OSCE. 3)bilateral cooperations such US-Russia Cybersecurity Agreement, US-China presidential level dialogue. This paper will analyze the 1st track of international cooperations of UN and Conference on Cyberspace. With this, Korean government can prepare the forthcoming GGE activities and make our own strategy to deal with the global norms of good behaviour in cyberspace.
