Efficient countermeasures against e-terrorism (e-테러리즘의 효율적 통제방안)

  • In e-terrorism, terrorists use cyber spaces including the internet in order to strike terror into the heart of a nation. It is revealed that recently happening terror cases use cyber spaces as a strategic tool. This research aims to investigate efficient countermeasures against various types of terror attacks made by terrorists and their cyber networking, in order to contribute to the prevention of terrors from a modern standpoint. Based on the results of the investigation, relevant problems are suggested such that terrors are not cases happening in a specific country only because they take place in cyber spaces, that hacking incidents frequently happen in Korea which is used as a footstool by foreign hackers, and that Korea has poor professional security manpower and foundational facilities in comparison with other advanced countries. Answers to the problems include cultivating cyber information manpower to cope with e-terrorism, making an appropriate budget, setting up networks to integrate and systematize anti-e-terrorism organizations, and intensifying the collection of information of cyber attacks and the analysis of the information.

A Study on Priority Analysis of Evaluation Factors for Cyber Threats using Open Source Intelligence (OSINT) (공개출처정보를 활용한 사이버위협 평가요소의 중요도 분석 연구)

  • It is no exaggeration to say that we live with cyber threats every day. Nevertheless, it is difficult for us to obtain objective information about cyber threats and attacks because it is difficult to clearly identify the attacker, the purpose of attack, and the range of damage, and rely on information from a single source. In the preceding research of this study, we proposed the new approach for establishing Database (DB) for cyber attacks using Open Source Intelligence(OSINT). In this research, we present the evaluation factors for cyber threats among cyber attack DB and analyze the priority of those factors in oder to quantify cyber threats. We select the purpose of attack, attack category, target, ease of attack, attack persistence, frequency of OSINT DB, and factors of the lower layer for each factor as the evaluation factors for cyber threats. After selection, the priority of each factor is analyzed using the Analytic Hierarchy Process(AHP).

Designing a system to defend against RDDoS attacks based on traffic measurement criteria after sending warning alerts to administrators (관리자에게 경고 알림을 보낸 후 트래픽 측정을 기준으로 RDDoS 공격을 방어하는 시스템 설계)

  • Recently, a social issue has arisen involving RDDoS attacks following the sending of threatening emails to security administrators of companies and institutions. According to a report published by the Korea Internet & Security Agency and the Ministry of Science and ICT, survey results indicate that DDoS attacks are increasing. However, the top response in the survey highlighted the difficulty in countering DDoS attacks due to issues related to security personnel and costs. In responding to DDoS attacks, administrators typically detect anomalies through traffic monitoring, utilizing security equipment and programs to identify and block attacks. They also respond by employing DDoS mitigation solutions offered by external security firms. However, a challenge arises from the initial failure in early response to DDoS attacks, leading to frequent use of detection and mitigation measures. This issue, compounded by increased costs, poses a problem in effectively countering DDoS attacks. In this paper, we propose a system that creates detection rules, periodically collects traffic using mail detection and IDS, notifies administrators when rules match, and Based on predefined threshold, we use IPS to block traffic or DDoS mitigation. In the absence of DDoS mitigation, the system sends urgent notifications to administrators and suggests that you apply for and use of a cyber shelter or DDoS mitigation. Based on this, the implementation showed that network traffic was reduced from 400 Mbps to 100 Mbps, enabling DDoS response. Additionally, due to the time and expense involved in modifying detection and blocking rules, it is anticipated that future research could address cost-saving through reduced usage of DDoS mitigation by utilizing artificial intelligence for rule creation and modification, or by generating rules in new ways.

Services analysis and improvement of MKE(Ministry of Knowledge Economy) Cyber Security Center (지식경제사이버안전센터의 대응활동분석과 개선방안)

  • Cyber attacks expose sensitive information and cause fatal damage in both the public and the private sectors. Therefore, MKE (Ministry of Knowledge Economy) Cyber Security Center was founded on July 25, 2008, to perform three major roles. First, it detects and analyzes cyber attacks for the both sectors. Second, its ISAC (Information Sharing & Analysis Center) service analyzes and evaluates the vulnerability of the communication and network infrastructure to security threats, including control systems. Third, it provides CERT/CC (Computer Emergency Response Team Coordination Center) service to prevent and to respond to computer security incidents. This study focuses on the MKE Cyber Security Center's service analysis, which is playing an increasingly larger role in the both sectors. Based on this analysis, after grasping the response services activity and pointing out the problems, this study suggests improvements to the MKE Cyber Security Center.

  • Cyber threats of the ICS(Industrial Control System) has been researched on the level to the threat to the network service as well as a specific system, even if the extent of damage was not intended. Although some range of "security" just include the protection of systems against the deliberate attacks of terrorists or cyber hackers, often more damage is done by carelessness, and equipment failures than by those deliberate attacks. This paper presented a taxonomy for classifying all abnormal behaviors of ICS, including deliberate attacks, inadvertent mistakes, equipment failures, and software problems. The classification criteria of ICS abnormal behaviors was selected to highlight commonalities and important features of deliberate attacks as well as inadvertent actions.

  • A wireless sensor network is being actively researched around the world that are connected to the mesh are a plurality of sensor nodes in a wireless manner that span different regions of the techniques. However, wireless communications use the limitation of resources, so it is very weak due to the properties of the network itself secure in comparison to the normal network. Wireless sensor network is divided into tapped-based attacks, forgery based attacks, denial of service attacks based largely by securities laws must defend against various attacks such as insertion of the wrong information being sent eavesdropping or modification of information, which is usually sensor network applications need to do. The countermeasure of sensor network attack is described in this research, and it will contribute to establish a secure sensor network communication.

Survey on the use of security metrics on attack graph

  • As the IT industry developed, the information held by the company soon became a corporate asset. As this information has value as an asset, the number and scale of various cyber attacks which targeting enterprises and institutions is increasing day by day. Therefore, research are being carried out to protect the assets from cyber attacks by using the attack graph to identify the possibility and risk of various attacks in advance and prepare countermeasures against the attacks. In the attack graph, security metric is used as a measure for determining the importance of each asset or the risk of an attack. This is a key element of the attack graph used as a criterion for determining which assets should be protected first or which attack path should be removed first. In this survey, we research trends of various security metrics used in attack graphs and classify the research according to application viewpoints, use of CVSS(Common Vulnerability Scoring System), and detail metrics. Furthermore, we discussed how to graft the latest security technologies, such as MTD(Moving Target Defense) or SDN(Software Defined Network), onto the attack graphs.

A novel approach for analyzing the nuclear supply chain cyber-attack surface

  • The nuclear supply chain attack surface is a large, complex network of interconnected stakeholders and activities. The global economy has widened and deepened the supply chain, resulting in larger numbers of geographically dispersed locations and increased difficulty ensuring the authenticity and security of critical digital assets. Although the nuclear industry has made significant strides in securing facilities from cyber-attacks, the supply chain remains vulnerable. This paper discusses supply chain threats and vulnerabilities that are often overlooked in nuclear cyber supply chain risk analysis. A novel supply chain cyber-attack surface diagram is provided to assist with enumeration of risks and to examine the complex issues surrounding the requirements for securing hardware, firmware, software, and system information throughout the entire supply chain lifecycle. This supply chain cyber-attack surface diagram provides a dashboard that security practitioners and researchers can use to identify gaps in current cyber supply chain practices and develop new risk-informed, cyber supply chain tools and processes.

  • The NH-NongHyup network and servers were paralyzed in 2011, in the 2013 3.20 cyber attack happened and classified documents of Korea Hydro & Nuclear Power Co. Ltd were leaked on december in 2015. All of them were conducted by a foreign country. These attacks were planned for a long time compared to the script kids attacks and the techniques used were very complex and sophisticated. However, no successful solution has been implemented to defend an APT attacks(Advanced Persistent Threat Attacks) thus far. We will use big data analytics to analyze whether or not APT attacks has occurred. This research is based on the data collected through ISAC monitoring among 3 hierarchical Korean Defense System. First, we will introduce related research about big data analytics and machine learning. Then, we design two big data analytics models to detect an APT attacks. Lastly, we will present an effective response method to address a detected APT attacks.

Web Monitoring based Encryption Web Traffic Attack Detection System (웹 모니터링 기반 암호화 웹트래픽 공격 탐지 시스템)

  • This paper proposes an encryption web transaction attack detection system based on the existing web application monitoring system. Although there was difficulty in detecting attacks on the encrypted web traffic because the existing web traffic security systems detect and defend attacks based on encrypted packets in the network area of the encryption section between the client and server, by utilizing the technology of the web application monitoring system, it is possible to detect various intelligent cyber-attacks based on information that is already decrypted in the memory of the web application server. In addition, since user identification is possible through the application session ID, statistical detection of attacks such as IP tampering attacks, mass web transaction call users, and DDoS attacks are also possible. Thus, it can be considered that it is possible to respond to various intelligent cyber attacks hidden in the encrypted traffic by collecting and detecting information in the non-encrypted section of the encrypted web traffic.
