Trusted Third Party for Clearing Consumption Tax of Global Electronic Commerce and System Architecture of Global Electronic Tax Invoice (GETI)

  • This study deals with controversial issues surrounding the today′s cyber-taxation and recommends feasible consumption tax system architecture titled Global Electronic Tax Invoice System (GETI). The GETI is an electronic consumption tax architecture to provide "all-in-one" tax and e-payment services through a trusted third party (TTP). GETI is designed to streamline the overall cyber-taxation process and provide simplified and transparent tax invoice services through an authorized np. To ensure information security, GETI incorporates public Key infrastructure (PKI) based digital certificates and other data encryption schemes when calculating, reporting, paying, and auditing tax in the electronic commerce environment. GETI is based on the OECD cyber-taxation agreement that was reached in January 2001, which established the taxation model for B2B and B2C electronic commerce transactions. For the value added tax systems, tax invoice is indispensable to commerce activities, since they provide documentations to prove the validity of commercial transactions. As paper-based tax invoice systems are gradually phased out and are replaced with electronic tax invoice systems, there is an increasing need to develop a reliable, efficient, transparent, and secured cyber-taxation architecture. To design such architecture, several desirable system attributes were considered -- reliability, efficiency, transparency, and security. GETI was developed with these system attributes in mind.

  • The cyberspace, which is the fifth battle field, should be utilized for multi-domain maneuvering between the cyberspace and the physical space using an electromagnetic spectrum. This becomes a major concept of cyber electronic warfare that combines the characteristics of cyber warfare and electronic warfare. In this study, the concept of cyber electronic warfare is analyzed by using the OSI reference model and examining the threats of the two-layer data link layer.

  • This paper proposes a road-map from entering into the cyber spaces to getting to the success of cyber businesses. In order to succeed in cyber businesses, the nature of cyber space, attributes of the businesses and circumstances of the business owner have to be integrated and resolved. This road-map consists of integrated stepwise phases of understanding cyber spaces and developing cyber businesses.

  • Satellite based communication is networks in which users in a wide area can access without wired-based ground infrastructure. In particular, the need is emerging due to the recent Ukraine-Russia war. Satellite network systems acquire data that is difficult to observe on Earth as well as communication networks and are also used for research and development, which allows additional data to be produced. However, due to the nature of communication networks existing in outer space, certain vulnerabilities are revealed, and attacks based on them can be exposed. In this paper, we analyze vulnerabilities that may arise due to the nature of satellite communication networks and describes current research, countermeasures, and future research directions.

Type and Settlement System of Disputes in Electronic Commerce (전자상거래 분쟁의 유형과 해결제도)

  • Like traditional commerce, disputes are bound to arise in the course of conducting an e-commerce transaction. At present of June 30, 2001, 259 cases of dispute on e-commerce have been applied for the mediation of Electronic Transaction Dispute Mediation Committee, types of them are 170 cases of delayed delivery of commodity, 21 cases of contract cancellation and refund, 16 cases of personal information protection, 16 cases of false and exaggerated advertisement, 14 cases of commodity defect. The settlement systems of e-commerce dispute are litigation and Alternative Dispute Resolution(ADR). ADR encompasses mediation, arbitration, and similar private tools for resolving disputes. ADR offers many perceived advantages. Speed of resolution and low cost are often cited as the primary benefits. Therfore e-commerce disputes may be settled more effectively by litigation. The settlement systems of e-commerce dispute by ADR are the mediation of Electronic Transaction Dispute Mediation Committee, the mediation of Consumer Dispute Mediation Commercial Arbitration Board, and the arbitration of Korean Commerical Arbitration Board. E-commerce sets up the probability that its merchants and customers will not exist in the same legal jurisdictions. The confusing application of laws and wide geographical dispersion of these parties will necessitate a faster and cheaper dispute resolution methodology. Therefore, online ADR may be effective for e-commerce dispute resolution. The examples of online ADR opetation are the cyber mediation of Electronic Transaction Dispute Resolution Committee, the cyber mediation of Korean Commercial Arbitration Board, the cyber mediation of Click N Settle, the online ADR of BBB online, and the cyber arbitration of virtual Magistrate.

  • This paper proposes a framework for the battle damage assessment (BDA) of electronic warfare linked to cyber warfare. Thanks to the rapid development of information and communication technology, the importance of cyber warfare and electronic warfare in cyberspace is increasing. Therefore, the BDA for cyber warfare and its associated electronic warfare in cyberspace is an important factor that affects the success or failure of military operations. In this paper, we propose a method to calculate measure of performance and measure of effectiveness by classifying the electronic warfare system into large / medium / small classes according to the type of electronic warfare. By setting up a hypothetical scenario, we show the effectiveness of the proposed framework.

  • This paper proposes a way to visualize the cyber space with respect to the offline space. In general, people have difficulties to understand the cyber space since it is not tangible and not visible. In businesses, both spaces depend on identical proposition of "salse of merchandise goods to customers". Here, 3 merchandise elements of "customers", "merchandise goods" and "salse" in the cyber space are compared to them in the offline spaces in order to visualize the cyber space in terms of businesses.

  • Electronic Commerce increased rapidly according to the growing popularity of Internet. but payment system are not changed. Now main payment system of electronic commerce are credit card and cyber banking system. Then credit card has some problems safety, privacy etc, and cyber banking system has some problem also. We need new payment system to Electronic Commerce. The merit of electronic money are more capacity, more secure, more reliable, quick and easy to update, secure off-line processing, enabling technology etc than credit card and cyber banking system. And so many countries began using experiment of electronic money and our country began July KOEX building. But it has some problems (standardization, safety of payment, etc). Therefor we must make nile about electronic money in order to standardization and safety of payment. After then electronic money are used widely in electronic commerce.

  • In line with the enhanced weight and variety of electronic commerce in business activities, new type of payment settlement and banking system which will enable to store, create and transfer values from the existing method of payment settlement is highly required. Cyber Banking system draws strong attention being the solution of there requirements. The existing Cyber Banking system has the difficulty of operation, administration, in addition to the problem of initial facility investment of big amount, resulted from the usage of the current business process. As the existing Cyber Bank system is unable to carry out the function of storing, creating, and transferring values due to the adoption conventional credit card system instead of the application of non-stop payment system between the seller and buyer. As a result, current Cyber Bank system still imply the deficiency of non-performing cash payment function on internet. This paper describes (1) an integrated application process, One Process One Input (OPOI) which is essential for software development of the Cyber Bank, (2) an application process of payment settlement system to be applied to the electronic commerce in Internet. And then, with these for a basis, (3) design and implementation of payment settlement system through CyberBank for Electronic Commerce. Consequently, by means of this suggested process, we could attempt to solve the problem of existing Cyber Bank system and further to explore the possibility of advanced Cyber Banking being the non-stop payment settlement system. The effectiveness of this suggested system has been practically confirmed.
