국경 무정차 통과를 위한 블록체인 기반 국제 철도 통관 체계 상호운용방안 연구 (A Study on the Interoperability of the International Customs Clearance System based on Blockchain for Railroad Non-Stop Passing System)

  • Transportation of goods by rail in border areas requires considerable time, money, and human resources. Therefore, in this study, a blockchain-based non-stop passing system is proposed to solve this problem. In this study, each transit station and train are designated as one network node, and the corresponding node participates in the blockchain network to record and verify data. In the process, we will design a blockchain network using Docker and design a network interface. Without changing the data and information generated in the existing legacy clearance system, it is possible to configure a blockchain network to ensure the integrity and reliability of the data and to minimize the consumption of time and human resources. The railroad non-stop passing system aims to change the existing legacy system to a blockchain-based non-stop passing system.

  • This study aims to derive practical suggestions to apply application methods by auxiliary costs, especially application of logistics and customs clearance areas in order to establish EPS support system of auxiliary cost occurred from export/import. For the propose, this study has analyzed types and situation of auxiliary costs, application method by auxiliary costs, payment situation of logistics auxiliary costs and clearance auxiliary costs and suggested the relevant problems and their application methods. Especially, in case of logistics auxiliary costs through connection to the attached general documents required for negotiation by reflecting characteristics of B2B transactions. In addition, it has suggested that those services by the said system should be conveniently used commonly by the export companies and logistics companies through provision of various payment measures, support of foreign currency payment, etc. and security of reliability/system stability, etc. for the compatible payment with other systems as the prerequisite for the successful settlement of the auxiliary costs EPS. It is expected that satisfaction of the uTradeHub users such as export/import companies and logistics companies will be increased, user-oriented customized information services such as raw cost prediction service through calculation of auxiliary costs could be available in the future and efficiency of work processes related to auxiliary costs will be increased, by providing the EPS through various single window based payment measures through establishment of the export/import auxiliary costs payment system.

A Study on the Improving the Competitiveness through Analysis of Advanced HALAL Logistics Management Status

  • The global halal market is forecast to grow at an annual average of 5.2 percent from 2017 to $3.07 trillion in 2023 due to the high growth rate of the world's Muslim population, the spread of halal-certified food consumption and the economic growth of the Muslim world. Through this study, the difficulty of obtaining halal certification can be overcome through accurate understanding of the general supply chain and other halal supply chain. Also, by examining the trends and requirements of halal logistics standards in countries with advanced halal logistics systems, halal logistics certification agencies, and halal port logistics, we can help establish our own halal logistics system by finding areas that can be benchmarked in Korea and differentiated from those that can be found. For the safe supply chain management of halal products between logistics Supply Chain, an integrated logistics system shall be developed to manage customs and customs as one-stop, while maintaining a complete halal condition on a series of logistics processes such as storage, transportation, customs clearance, etc. Korea, entry into the halal logistics market through halal integrity guarantee solution or platform development can also be considered, taking advantage of the strength of IT and packaging.

수입물품의 품목 분류를 위한 멀티모달 표현 학습 (Multi-modal Representation Learning for Classification of Imported Goods)

  • 우리나라 관세청은 효과적인 원스톱(One-stop) 업무 처리가 가능한 전자통관 시스템으로 효율적으로 업무처리를 하고 있지만 기술의 발달과 비대면 서비스의 증가로 매년 수출입건수가 증가하고 있으며 그에 따른 업무량도 폭증하고 있는 실정으로 이에 따른 보다 효과적인 방법이 매우 필요하다. 수입과 수출은 모든 물품에 대한 분류 및 세율 적용을 위한 HS Code(Harmonized system code)가 필요하고 해당 HS Code를 분류하는 품목 분류는 전문지식과 경험이 필요한 업무 난이도가 높고 관세 통관절차에서 중요한 부분이다. 이에 본 연구는 품목 분류 의뢰서의 물품명, 물품상세설명, 물품 이미지 등의 다양한 유형의 데이터 정보를 활용하여 멀티모달 표현 학습(Multimodal representation learning) 기반으로 정보를 잘 반영할 수 있도록 딥러닝 모델을 학습 및 구축하여 HS Code를 분류 및 추천해 줌으로써 관세 업무 부담을 줄이고 신속한 품목 분류를 하여 통관절차에 도움을 줄 것으로 기대한다.

  • 과학과 정보통신의 발달로 그리고 컴퓨터의 폭넓은 보급으로 지금까지 인력에 의해 이루어지던 제반 서류전달 및 서류결재가 컴퓨터에 의해 자동으로 처리하거나 수행할 수있도록 하는 공장자동화(Factory Automaton : FA), 그리고 사무자동화(Office Automation : OA)로 발전하였으며 이러한 기술을 무역업무에 적용시키는 무역의 사무자동화(Trade Automation : TA)에 무역업계와 무역관련기관이 관심을 가지고 있다. 본 논문은 한국의 무역자동화에 관한 현황을 고찰함으로서 EDI의 효용성과 가치, 필요성을 강조하고자 한다.

한국-유라시아간 해륙복합운송 문제점 및 해결 우선순위 분석 (Analysis on Barriers and Resolution Priority of Sea-Rail Multimodal Logistics among Korea and Eurasia Nations)

  • 2018년 남북정상의 4.27 판문점 선언으로 한반도의 평화 및 협력 분위기가 조성되고, 그해 6월에는 국제철도협력기구(OSJD) 가입으로 한반도를 포함하여 중국, 러시아 등 유라시아와 연계하는 복합물류체계 기반이 마련되었다. 본 논문에서는 한반도와 유라시아를 효율적으로 연결하는 복합물류 네트워크 구축하는데 애로사항을 파악하기 위하여 현재 대륙철도를 이용하고 있는 실무전문가를 대상으로 설문조사를 실시했다. 설문항목은 국경통과 절차, 기술, 시설, 운영, 정부지원 측면 등 5가지로 나누어 애로정도와 해결 우선순위 점수를 조사했다. 그 결과 한국-유라시아간 국제 복합운송 문제점 중에서 우선 해결해야 할 과제로는 환적 시설을 개선하고, 통과국마다 검사하는 것을 폐지하고 통관서류를 간소화해야 하며, 운임변동을 최소화하는 방안 마련 등이 선정되었다. 결론적으로 한반도와 대륙철도 연계 및 복합운송 활성화를 위해서는 첫째, 국경에서의 궤간 변경을 원활하게 하기 위한 환적 시스템 개발을 국제 공동으로 실시해야 하고, 둘째 남 북 중 러 철도시설 및 운영시설을 표준화해야 하며, 셋째, 통관간 소화, 정기 발차, 운임 변동 정보 공유 등을 위한 남 북 중 러의 국제협력이 필요하고, 마지막으로 정부 차원에서 블록트레인 구성을 위한 물량 확보 방안을 마련하고 새로운 비즈니스 모델을 개발해야 할 것으로 판단된다.

  • The paper aims to introduce and to discuss seafood import systems in terms of tariff and Non-Tariff Measurements which have been changed by the establishment of WTO. The paper can be used as materials for seafood trade policy making. The Non-Tariff Measurements for seafood import control in Japan are explored as follows; Import Quota, Import License, Pre-identification, Standard system, Customs Clearance Procedure, Import Port Nomination, Import Channel, Unification. The paper is composed of six chapters. Chapter 1 shows the current situation of seafood trade of major countries and background of the research. Chapter 2 deals with fisheries negotiations in the Uruguay Round, their impacts and major issues of tariffs and Non-Tariff Measurements in seafood trade. Chapter 3 analyzes seafood import of Japan, which is the core nation in the seafood trade of Northeast Asian Region, by item and the structure and characteristics of Japanese seafood import tariff including Non-Tariff Measurements. Chapter 4 and chapter 5 tackle seafood import management system of EU and USA respectively. Chapter 6 summarizes the issues of seafood import by focusing on Japan which is the biggest import market of Korean seafood.

A Study on Port Improvement with the Activation of Cross-Border E-Commerce: A Study of Pyeongtaek Port

  • Purpose - The purpose of this study is to present what the port of Pyeongtaek, the hub of Korean trade with China, should improve in the current situation, wherein the e-commerce trade volume between Korea and China is increasing due to the development of online technology. Design/methodology - In this study, through prior research and expert interviews on e-commerce and port activation between borders, we derived the main improvement factors for 1) Administration and Systems, 2) Facilities, 3) Transport, and 4) Manpower, and selected 12 detailed variables for the major improvement factors. To identify the relative importance of the major improvement factors, the Analytic Hierarchy Process (AHP) method was applied, and a survey was conducted among 15 related experts. Findings - As a result, among the 12 detailed variables, Composition of Association (0.267) was the first factor to be improved, followed by Incentive Support (0.143) and E-Commerce Cluster (0.131). Based on these analyses, the main implications of this study are, first, in the current situation where the cross-border e-commerce market is growing, Pyeongtaek Port needs to form a consultative body among the government, local governments, and related businesses in connection with cross-border e-commerce and develop various support policies for the e-commerce market. Second, it will have to be able to provide differentiated services from competing ports by establishing e-commerce market-oriented clusters. Originality/value - In existing related studies, various improvements were presented to revitalize trade in line with the growth of the cross-border e-commerce market. However, with regard to most cross-border e-commerce businesses, one-dimensional improvement measures, such as improvement of payment systems, improvement of customs clearance services, and promotion of human resources, are presented in a piecemeal manner. In other words, none of the studies have proposed the importance and priority of each measure in terms of both the forward-looking and efficient allocation of resources, which is the purpose of this study. Therefore, this study contributed politically, practically, and academically by presenting countermeasures for ports to revitalize cross-border e-commerce and presenting strategic priorities using quantitative analysis methods.

우리나라 컨테이너 물류 정보 교환에 관한 연구 (A Study on the Information Exchange in Container Cargo Logistics)

  • Increasing costs and competition in the global trade and transportation arena have led to a search for effient, cost-effective, particularly through the application of computer and information technologies. Most recently the introduction of Electronic Data Interchange(EDI) technologies in both trading and trade facili-tation activitiess have bagun to change the complextion of the international transport space. Korea as well as the other developing countries has become aware of the need to embrace EDI strate-gies in order to maintain a competitive market position with their more technologically advanced neighbou-ring and international trading partners. A way of EDI implementation, KMPA has invested large budgets in the research of the EDI since 1990. As the result of study in EDI of transport, KL-Net(Korea Logistics Network) was organized for the EDI business in cargo logistics. In spite of these KMPA's activities, the development plan of container logistics data interchange is not good and useful. So a new model of EDI in transportation is required by using the concepts of cargo data sharing. The purpose of this paper is to suggest a new way of container logistics data interchange model. This paper therefore analyze the information flow in the current container logistics and find the problem in the area to derive a new model. The followings are the results of this paper : (1) There are many problems and user's requirements in container logistics data interchange in Korea. (2) Many messages of UN/EDIFACT are able to be used in container logistics data interchange. (3) The container cargo data are stored in Container Logistics Network(CL-Net) database. And when necessary by requesting message transmission, the container logistics data interchange is possible. (4) Customs cargo clearance system and PORT-MIS can be linked to CL-Net. If the systems, however, are to introduce EDI in data interchange, the quality of user's software has to be assured.

차원축소를 활용한 해외제조업체 대상 사전점검 예측 모형에 관한 연구 (Preliminary Inspection Prediction Model to select the on-Site Inspected Foreign Food Facility using Multiple Correspondence Analysis)

  • 수입식품의 수입 건수와 수입 중량이 꾸준히 증가함에 따라 식품안전사고 방지를 위한 수입식품의 안전관리가 더욱 중요해지고 있다. 식품의약품안전처는 통관단계의 수입검사와 더불어 통관 전 단계인 해외제조업소에 대한 현지실사를 시행하고 있지만 시간과 비용이 많이 소요되고 한정된 자원 등의 제약으로 데이터 기반의 수입식품 안전관리 방안이 필요한 실정이다. 본 연구에서는 현지실사 전 부적합이 예상되는 업체를 사전에 선별하는 기계학습 예측 모형을 마련하여 현지실사의 효율성을 높이고자 하였다. 이를 위해 통합식품안전정보망에 수집된 총 303,272건의 해외제조가공업소 기본정보와 2019년도부터 2022년 4월까지의 현지실사 점검정보 데이터 1,689건을 수집하였다. 해외제조가공업소의 데이터 전처리 후 해외 제조업소_코드를 활용하여 현지실사 대상 데이터만 추출하였고, 총 1,689건의 데이터와 103개의 변수로 구성되었다. 103개의 변수를 테일유(Theil-U) 지표를 기준으로 '0'인 변수들을 제거하였고, 다중대응분석(Multiple Correspondence Analysis)을 적용해 축소 후 최종적으로 49개의 특성변수를 도출하였다. 서로 다른 8개의 모델을 생성하고, 모델 학습 과정에서는 5겹 교차검증으로 과적합을 방지하고, 하이퍼파라미터를 조정하여 비교 평가하였다. 현지실사 대상업체 선별의 연구목적은 부적합 업체를 부적합이라고 판정하는 확률인 검측률(recall)을 최대화하는 것이다. 머신러닝의 다양한 알고리즘을 적용한 결과 Recall_macro, AUROC, Average PR, F1-score, 균형정확도(Balanced Accuracy)가 가장 높은 랜덤포레스트(Random Forest)모델이 가장 우수한 모형으로 평가되었다. 마지막으로 모델에 의해서 평가된 개별 인스턴스의 부적합 업체 선정 근거를 제시하기 위해 SHAP(Shapley Additive exPlanations)을 적용하고 현지실사 업체 선정 시스템에의 적용 가능성을 제시하였다. 본 연구결과를 바탕으로 데이터에 기반한 과학적 위험관리 모델을 통해 수입식품 관리체계의 구축으로 인력·예산 등 한정된 자원의 효율적 운영방안 마련에 기여하길 기대한다.
