Reform of National R&D Structure under Economic Crisis : The Irony of Korea

  • In this article, we first present an inductive taxonomy of national R&D structures in terms of relative R&D flows among prime actors. The R&D structure of Korea, along with the Japanese one, turns out to be an ill-balanced one characterized by the dominant role of private sector, vis-a-vis the minimal share of public R&D. In nature, private R&D is sensitive to business cycle and the vulnerability of the Korean structure has been invisible under prosperity but now is disclosed under depression. This problem is nothing new and indeed has long been recognized by the Korean government but the prescription seemed almost impossible. Ironically, the current economic crisis of Korea renders an unexpected opportunity for structural reform. As private firms are cutting down R&D investment, the relative share of public sector becomes significant. A simulation predicts that balanced systems will be achieved in some years if public R&D budget is kept up. Although the contraction of private R&D is by no means desirable, it is the right time for the Korean government to expand public R&D. Public R&D should be considered not only a remedy for market-failure but also a shock-absorber against cyclic instability. This is why the balance between public R&D and private R&D is emphasized.

The Effects of Export Market Prioritization on Superior Financial Performance: A Focus on Propositional Development

  • Whether export-market prioritization is effective on financial performance is a controversial issue. Nevertheless, few studies have addressed this issue. The present study attempted to explicate the effects of exporters' market prioritization on their superior financial performance. Based prominently on the market-segmentation theory and the relationship-marketing theory, the current study developed propositions of whether export-market prioritization is economically reasonable. It is posited that export-market prioritization postively influences buyer satisfaction in a primary market; that export-market prioritization negatively affects on buyer satisfaction in a secondary market; that export market prioritization reduces costs in relation to export marketing and sales; that buyer satisfaction positively influences buyer loyalty for both buyers in primary markets and ones in secondary markets; that buyer loyalty positively influences share of wallet for both buyers in primary markets and ones in secondary markets; and that share of wallet positively influences sales per buyer for both buyers in primary markets and ones in secondary markets. Thus, exporters should identify suitable export-market segments and prioritize export markets. The present study suggested that exporters monitor market profitability, assess the quality of buyer information, and conduct selective organizational alignment in order to develop a prioritization strategy.

Dark Sides of Engaging in Fan Community of Human Brand

  • People enthusiastic about human brands eagerly engage in fan communities to share their common interests with others. Although sharing one's enthusiasm towards the same celebrities can give thempositive senses of we-ness (in-group identity, togetherness, camaraderie) and belongingness, negative sides also exist such as schadenfreude and trash talk. Even though the studies addressing the negative sides of fan community are gaining significance, no prior studies formally examined the negative consequences of engaging in a fan community and their effect on one's well-being. Therefore, this current study aims to investigate how engaging in fan community negatively affects members' psychological well-being through schadenfreude and trash talk. Structural equation modeling analysis revealed that engaging highly in a fan community leads members to feel malicious pleasure at rivals' misfortunes and share negative opinions of rival human brands and fan communities. These negative consequences of fan community engagement ultimately lead to a lower level of psychological wellbeing, especially in the area of personal growth whereas fan community engagement has a direct positive effect on personal growth. By showing the negative influences of engaging in fan communities on members' well-being through schadenfreude and trash talk, the results of this study are expected to add depth to the existing literature.

글로벌 인터넷 환경을 위한 신원 인증 공유 구조 (An Identity Authentication Sharing Architecture for Global Internet Environment)

  • Identity authentication sharing technologies which allow many service providers to share the result of identity authentication of an identity provider receive high attention as alternatives for current problematic identity authentications in the next-generation Internet environment, since they can provide crucial advantages including high usability, cost effectiveness of service providers, and privacy protection. However, in order for the identity authentication sharing technologies to be widely deployed in global Internet scale, the interoperability problem among different identity authentication sharing protocols and the trustworthiness issue among the participating identity providers, service providers, and users should be resolved in advance. This paper firstly analyzes current status of the protocol interoperability issue and existing trust frameworks for identity authentication sharing. And then, based on the result of analysis, this paper proposes a next generation identity authentication sharing architecture for global Internet.

  • In addition to documents or technologies at working place, the importance of technology management riese through increasing know-hows. In particular, in the field of construction, a variety of management systems including ERP and PMIS have been introduced since 90's. Therefore, the range of shared information extends to construction grounds, headquarters or even to collaborating companies. It means that the competitiveness of companies depends on the efficient management of technological documents in the field of construction. Accordingly, this study shows the purpose to develop the construction system which save, search and share technological information in order to improve any problem of current construction systems. The construction system offers you both the searching function and the viewing function for various information. In addition, the system contains the highlighting function to know if any information is available. The Construction system is possible to be used with current systems at the same time because is is designed to make up for them. In addition, it is expected to solve their problems and supplement their defects.

해상교통정보의 수집, 관리 및 공유 개선방안에 관한 연구 (A Study on the Improvement of Collection, Management and Sharing of Maritime Traffic Information)

  • 해상교통정보의 수집, 관리 및 공유를 개선하기 위해서는 해상교통정보 관련 기술 동향 파악 및 해상교통정보의 현황·문제점 분석이 우선되어야 한다. 따라서 본 연구에서는 먼저 해상교통정보의 국내외 기술 동향을 조사하였으며 국내 해상교통정보의 수집·관리·공유에 대한 현황·문제점을 분석하여 정리하였다. 자료를 토대로 문제점을 분석한 결과 우선 수집단계의 문제점은 주로 LTE 통신권을 벗어나는 원거리 RADAR·CCTV·카메라 영상정보 수집의 어려움으로 나타났으며 이로 인해 EEZ를 거쳐 영해로 진입하는 밀입국 선박 등의 조기 탐지가 어려운 것으로 나타났다. 그리고 관리단계의 문제점은 대부분 해상교통시스템이 자체 구축한 물리 저장 공간을 사용함으로써 저장 공간의 유연성 부족으로 인해 편리한 축소·확대가 어렵고 시스템 장애 발생 시 대비책으로 시스템 이중화·백업 등이 힘든 상황이다. 또한 공유단계의 문제점은 대부분 해상교통정보 공유시 주로 내부망을 사용하고 있는 현황상 운영기관 외부로의 정보 공유가 어려운 것으로 나타났으며 LRIT·SASS와 같이 정부 클라우드를 통해 정보 공유가 되고 있다고 하여도 정부 클라우드의 특성상 해양 빅데이터 등을 효과적으로 활용할 수 있는 다양한 애플리케이션의 제공이 원활히 되고 있지 않은 상황이다. 이러한 문제점들을 개선하기 위해 우선 수집단계의 경우 무인기·위성 등 수집장비의 추가 구축을 제시함으로써 수집구역을 확장하였고 관리·공유단계는 각 해상교통시스템의 운영 주체·정보 공개성을 고려한 민간 클라우드 도입 및 구축형태를 제시함으로써 클라우드 도입 시 전문성·보안성 향상을 기대하였다.

Topological Analysis in Indoor Shopping Mall using Ontology

  • Recently, human activities have expanded from outdoor spaces to indoor spaces since a lot of complex buildings were constructed over the world. Especially, visitors in a shopping mall would like to receive specific information of interest regarding various shopping-related activities as well as shopping itself. However, when it comes to providing the information, existing guide services have some drawbacks. Firstly, the existing services cannot provide visitors with the information of other stores simply and promptly on the current location. Secondly, the services have difficulties in representation and share of the shopping-related knowledge, and in providing inferred information. Thus, the purpose of this study is to develop a method that allows topological analysis utilizing ontology technique around the current position in such shopping mall in order to provide shopping-related information. For this, the shopping activity ontology model is designed, and based on the ontology model, inferencing rules are defined in order to extract the information of interest efficiently through semantic queries. Also, a geocoding method in indoor spaces is used regarding the current location, and optimal routing analysis, which is one of topological analysis, is applied with the result from the semantic queries. As a result, an Android application is developed for 3D visualization and user interface.

주요 ICT 산업분야별 소프트웨어 테스팅 수요에 관한 연구 -경남지역을 중심으로- (Study on the Software Testing Demands by Major ICT Industrial Fields -Around GyeongNam Region's-)

  • Major industries in Gyeongnam area include robot and automobile manufacturing, shipbuilding, and aviation. According to the research, the mechanical part of the products has been advanced, but awareness over the improvement of quality of the software still lacks. The quality performance test presently conducted by the companies in Gyeongnam is mostly the manual performance test performed by the program manager. In order to systematize this and extend the range of using software testing tools, the current study intends to suggest the necessity for conducting a survey on demand to improve performance and securing testing tools such as measured data analysis. Accordingly, this study is going to investigate 33 companies in Gyeongnam related with software in each of the major business areas centering around the actual field and examine activities related to software quality. And after figuring out the current status of retaining testing tools, the study will suggest the ways to enhance recognition over software quality and propose ultimate solutions to solve the problems on the current stage by finding out how to share information as much as possible in order to lay the foundation for extending the range of activity for the sake of software quality.

A ZVS Resonant Converter with Balanced Flying Capacitors

  • This paper presents a new resonant converter to achieve the soft switching of power devices. Two full-bridge converters are connected in series to clamp the voltage stress of power switches at Vin/2. Thus, power MOSFETs with a 500V voltage rating can be used for 800V input voltage applications. Two flying capacitors are connected on the AC side of the two full-bridge converters to automatically balance the two split input capacitor voltages in every switching cycle. Two resonant tanks are used in the proposed converter to share the load current and to reduce the current stress of the passive and active components. If the switching frequency is less than the series resonant frequency of the resonant tanks, the power MOSFETs can be turned on under zero voltage switching, and the rectifier diodes can be turned off under zero current switching. The switching losses on the power MOSFETs are reduced and the reverse recovery loss is improved. Experiments with a 1.5kW prototype are provided to demonstrate the performance of the proposed converter.

Functional Corrugated Board with Organic and Inorganic Materials in Food Packaging Applications: A Review

  • Corrugated board provides packaging for most diverse industries with a share of over 50%, due to the numerous advantages they offer a good protection of the products. In other hand corrugated board fails in environmental conditions, indicating that relative humidity or temperature is higher. These effects directly damage the product packaged. To overcome on this problem recently corrugated boards produced with functional material, "functional corrugated boards," have become more available in the current market. A number of commercialized forms of functional material are coated or composited products with inorganic materials, for example "Nano clay" as representative. However, although the use of functional materials is increasing in corrugated boards, the several concerns such as over cost, environmental friendly materials, recycling, and toxicity affect consumer perceptions and acceptance. In the past, number of researcher focused on process of box compression and the utility of box compression testing etc., best of our knowledge there is no review paper which focus on the functional corrugated boards used in food packaging applications. This paper aims to review the availability of functional corrugated boards in the current market, past research studies on functional material and present the current status of functional corrugated boards in leading countries.
