A Methodology for Determining the Optimal Durations of the Use of Contaminated Crops As Feedstuffs of Cattle Following a Nuclear Accident (원자력 사고후 가축 사료로서 오염 농작물 이용에 대한 최적기간 결정 방법론)

  • A methodology for determining the optimal durations of the use of contaminated crops as feedstuffs of cattle was designed based on the cost-benefit analysis method. The results of application for pigs, an omnivorous cattle, were discussed for the hypothetical deposition of radionuclides on August 15 when a number of crops are fully developed in Korean agricultural conditions. For investigating the relative cost-effectiveness of the use of contaminated crops as feedstuffs, the net benefit was compared with the case of the direct disposal of contaminated crops. The time-dependent radionuclide concentration in crops after the deposition was predicted using a dynamic food chain model DYNACON. The net benefit from the actions was quantitatively evaluated in terms of cost equivalent of doses and monetary costs of implementing the action. It depended on a number of factors such as radionuclides, variety of crops supplied as feedstuffs and duration of the actions. The use of contaminated crops as feedstuffs was more cost effective for $^{90}Sr\;or\;^{131}I$ deposition than for $^{137}Cs$ deposition.

Analysis of the Economic Effect of the Construction Industry and the Cost-benefit Analysis of the Recycled Aggregate Production Industry According to the Use of High-quality Recycled Aggregate (고품질 순환골재 활용에 따른 건설 산업의 경제적 효과 및 순환골재 생산 산업의 비용 편익 분석)

  • The purpose of this study is to analyze the economic effect of the use of recycled aggregate on the construction industry and the effect of increasing the value of the recycled aggregate production industry on the premise of supporting quality assurance technology to promote the high-quality use of recycled aggregate. Accordingly, the production cost of ready-mixed concrete that can be obtained through the use of high-quality recycled aggregate is analyzed according to the recycled aggregate application rate recommended in the recycled aggregate quality standard, The economic effect of general ready-mixed concrete and recycled aggregate-applied rea dy-mixed concrete industry wa s a na lyzed by identifying the domestic rea dy-mixed concrete industry sca le a nd the ra te of satisfaction of recycled aggregate volume, and a cost-benefit analysis method was used to examine the benefits of high-quality recycled aggregate production and sales. As a result, the production cost of ready-mixed concrete is reduced by 2.3~16.2% depending on the application rate, the economic effect of the use of recycled aggregate on the construction industry is about 106.8~142.6 billion KRW, and the effect of increasing the value of the recycled aggregate production industry generated about 1.22 times the benefit.

  • The purpose of CBA(cost-benefit analysis) in risk assessment is to show whether the benefits of implementing additional risk reduction methods(RRMs) derived through risk assessment outweigh its costs and it is proper to implement the methods. In this paper CBA has been conducted in order to select the most effective and reasonable RRM as implementing the RRM derived after QRA for the high pressure urban gas pipelines. As conducting QRA again by applying the derived RRMs, No. 10 measure which includes pipeline corrosion monitoring, MOV(motor operated valve) installation and the method to protect pipeline damage caused by third-party mechanical interference has showed the highest risk reduction effect. Also it has been considered to be reasonably practicable by conducting CBA and then is selected as the most effective and reasonable RRM on the objects of this paper.

Proposals to Revise the Occupational Exposure Limits for Aluminum in Korea (국내 크롬 및 그 화합물의 노출실태 및 노출기준 개정 제안)

  • Objectives: The 12 occupational exposure limits(OELs) for chromium and its compounds in Korea were set by applying the American Conference of Governmental Industrial Hygienists (ACGIH) Threshold Limit Values (TLVs). However, this is significantly different from the TLVs after the existing TLVs were integrated and withdrawn in 2018, so it is necessary to review the revision. Methods: Various documents related to chromium OELs were reviewed, including the ACGIH TLV Documentations for chromium and its compounds. A field survey was conducted targeting workplaces handling chromium and its compounds. Based on this, a revised OELs were proposed and a socio-economic evaluation was conducted. Results: The OELs for chromium compounds in Korea was first enacted in 2002, and in 2007, the OELs for chromium (hexavalent) compounds (insoluble) was lowered from 0.05 mg/m3 to 0.01 mg/m3. In 2008, the OELs for strontium chromate was newly established as 0.0005 mg/m3, and in 2018, the OELs for calcium chromate was newly established as 0.001 mg/m3. Total chromium and hexavalent chromium were measured for each of 6 samples at 2 welding sites, 4 plating sites, and 2 spray coating sites. When omparing the average of the results measured by ICP, a total chromium analysis method, and the analysis results by IC, a hexavalent chromium analysis method, only workplace 4 was the same, and total chromium was evaluated more, and total chromium was evaluated at 0.0004 to 0.0027 mg/m3. And hexavalent chromium was evaluated as non-detection ~ 0.0014 mg/m3. Amendment ①: The exposure standard for hexavalent chromium is not divided into water soluble, insoluble, chromium ore processing, and other hexavalent chromium compounds, and is integrated into 0.01 mg/m3, which is the level of chromium (hexavalent) compound (insoluble)., OELs for chromium (metal) and chromium (trivalent) compounds are integrated into chromium (trivalent) compounds, and the exposure level is maintained. Amendment ②: As in the amendment ①, the OELs are integrated, but the level is lowered to 0.005 mg/m3, which is the OELs of OSHA, and there is a grace period of 4 years. Amendment ③: As in the amendment ①, the OELs are integrated, but the level is lowered to 0.0002 mg/m3, which is the exposure standard of ACGIH, and there is a grace period of 5 years. Conclusions: Amendment ①: The change in the OELs is insignificant, so the cost required is small, and the benefit/cost ratio is greater than 1, so there is no problem in applying the amendment. Amendment ②: In all scenarios except chromium 6(insoluble), the benefit/cost ratio is greater than 1, so it is thought that there will be no major problem in applying the amendment. Amendment ③: Since the benefit/cost ratio is less than 1 in all scenarios, it is thought that the total social benefit that can be obtained when applying the amendment is not large.

A Feature-Oriented Requirement Tracing Method with Value Analysis (가치분석을 통한 휘처 기반의 요구사항 추적 기법)

  • Traceability links are logical links between individual requirements and other system elements such as architecture descriptions, source code, and test cases. These are useful for requirements change impact analysis, requirements conflict analysis, and requirements consistency checking. However, establishing and maintaining traceability links places a big burden since complex systems have especially yield an enormous number of various artifacts. We propose a feature-oriented requirements tracing method to manage requirements with cost benefit analysis, including value consideration and intermediate catalysis using features. Our approach offers two contributions to the study of requirements tracing: (1)We introduce feature modeling as intermediate catalysis to generate traceability links between user requirements and implementation artifacts. (2)We provide value consideration with cost and efforts to identify traceability links based on prioritized requirements, thus assigning a granularity level to each feature. In this paper, we especially present the results of a case study which is carried out in Apartment Ubiquitous Platform to integrate and connect home services in an apartment complex in details.

  • Water disasters such as flash floods and inundation caused by localized heavy rainfall in urban areas have a large impact on climate change but are also closely related to the increase in impervious areas as pointed out in domestic and international studies. It is difficult to secure natural green areas in urban areas that have already been developed. So, urban regeneration can be expected using water management optimized with technologies to secure infiltration and storage capacity such as Low-Impact Development technology. In this study, the water cycle improvement ability was confirmed by applying the LID technology within the district unit plan of the environmentally friendly village, and the economic feasibility of LID application was analyzed by estimating the costs and benefits of installing the facilities. The site was planned to conserve sufficient green and plans for securing the watershed infiltration and storage capacity were formulated with the application of additional LID technology, such as infiltration trenches, rain barrels and permeable pavements. The LID design method applicable to the site was established, and the water balance of the watershed was analyzed through simulations of the SWMM model. The water circulation improvement effect was confirmed through the water balance analysis, and the cost-benefits were determined according to the estimation method, and the economic analysis was conducted. This study confirms that the investment of LID technology is economically feasible for the hydrological improvement effect of the housing complex.

  • Many services have been served by the exiting subway systems since they have opened in 1975. But its efficiency and competition were going down because of the high construction cost and difficult connection with other transportations, etc. Otherwise, the light rail transit system is much lower construction cost than the subway and the high way building. Also those systems are good at the inexpensive operation cost, the fixed time and safety, the easy access. Recently, the several provinces are planning or advancing the light rail transit system because of these many benefits. Consequently, those system's economical feasibility analysis is required rapidly to show the resonable construction's cause and to get the private investment. This paper offers the system's economical feasibility through the several benefit analysis after the light rail transit system's construction.

Estimation of Domestic Water Supply Benefit Using Demand Function Approach (수요함수 접근법을 이용한 생활용수 공급편익 산정)

  • In the past, the domestic water supply benefit of dam has been estimated by replacement dam cost approach. But it is logically inappropriate that we use the second priority dam as a replaced facility. Therefore, this study aims to suggest the estimation method of the domestic water supply benefit by using demand function, which is deduced from Willingness-To-Pay (WTP) of consumers. For this purpose, a survey concerning the marginal WTP is carried out according to the change of water use amount used, targeted 1,000 households in metropolitan area. And by using the marginal WPT, we estimated the demand function of a family. Finally, the monthly benefit equation is derived. The approach is demonstrated and discussed for an example, the Song-Li-Won dam project which is now renamed Young-Ju dam. From the example study, the total benefit for the durable years (50 years), was about 90 billion won. The method proposed herein is expected to be practical and useful in the economic analysis of the domestic water supply project including dam construction, as well as in further studies.

Emergy Cost-Benefit Evaluation of the Down Stream of Nakdong River Using Environmental-Ecological Concept (환경 생태학적 개념을 이용한 낙동강 하류의 에머지 비용-편익 평가)

  • The Nakdong River being used as drinking water sources for the Busan metropolitan city has the vulnerability of water management due to the fact that industrial areas are located in the upper Nakdong River. This study used emergy analysis method to evaluate ecological-economics of water treatment systems of D water treatment plant (WTP) where located in the downstream of the Nakdong River. The emergy methodology is a system evaluation tool that uses energy as the common currency to compare different resources on a common basis. Emergy yield ratio (EYR) and emergy sustainability index (EmSI) of D WTP were 1.16 and 0.18, respectively. It means not resources and sustainable system but consumer goods and not sustainable system. Ratio of emergy benefit to the purchaser (EBP) shows 2.7 times higher than economic costs. To change the weak water source and situations we need to diversity water intake.

  • In case of low benefit project with low traffic or high-priced project, existing analysis of cost and benefit tends to present a low feasibility. However, considering the improvement of environment, intensification of disaster prevention, public stability of countryside area and formation of good scenery, these projects can have a feasibility. This paper analyzes and summarizes the indirect benefit of some ripple effects, caused by road projects, and presents the methodology and process in order to change the indirect benefit into monetary value.
