It is time to prepare for the imminent development from the field of records management through decentralization to the records management of the new age in accordance with the flow of decentralization. To overcome a centralized record management system, more archives should be established to realize autonomous and decentralized records management. In accordance with the shift to a full-scale electronic record management environment, the appropriateness and effectiveness of the three-phase system of processing-archival-permanent record management based on physical transfer should be reviewed in terms of transfer cost and work efficiency. The archives should function as institutional archives to carry out the continuous volume record management and the autonomous record management at the institution level. This study examined the possibilities and implications of the archives to expand their functions as archives of institutions for the decentralization of record management and information governance orientation. In addition, the study diversified the types of records management institutions as a way to accomplish this and determined a way to design the functions of archives that integrate the current-end-end-end records management. At each level, institutions should set up archives based on their circumstances and aim at information governance at the level of each archive. Moreover, each archive level should establish a horizontal network to govern record information management.

Recently private procurement projects for urban infrastructure have been emphasized and introduced by government(both central and local) as an important method to supplement public budget shortage and to improve creativity and efficiency in its construction and operation, and hence to promote regional development. But these private procurement projects seem to be implemented under the neoliberal condition of urban policy for private capital to extend its sphere of investment and to ensure its opportunity of profit. Such private procurement projects for urban infrastructure have been legislated and widely applied since 1994 in S. Korea, but in recent years they have triggered out a variety of serious problems. In results of this study on the private procurement for construction and operation of Burnan Road in Daegu, it can be pointed out, it has led serious problems such as overestimation of traffic volume in plan, over-appropriation of construction cost and appurtenant business, irYational operation and account of the operating firm, problem in refinancing and change in contents of practical agreement, and over-compensation of minimum operation revenue. Some measures that can be considered as alternatives to resolve those problems and to operate more rationally the Buman Road include those of increasing traffic revenues, of reducing supports of public financing, and withdrawal of (part or whole of) operational right from the private firm.

The elcetrodewatering filter press(EDFP) which had anode and cathod plates to be set between filter plates was built for reducing the waterworks sludge and improving performance of dewatering equipment. Several tests to compare the dewaterability with conventional mechanical filter press dewatering(MDEP) and EDFP was conducted through this equipment. As test results, filtration amount discharged from EDFP measured 43.2 kg which increased against MDFP, and cake weight measured 4 kg which was two times against MDFP. The water content of dewatered cake from EDFP was 55wt% and dewatering velocity was 2.3 $kg/m^2{\cdot}cycle$. This water content decrease 20% and dewatering velocity increased 30% with compare to the MDFP. That is to say, EDFP constructed from electrodewatering mechanism increase filtrate discharging amount, which make dewatering velocity increase and produce the low water content dewatered cake against MDFP. Energy consumption of EDFP is analysed to 400 kwh/DS ton. The results to analysis the economical aspect considering the power consumption and the handling cost decline as sludge volume reduction due to producing the low water content cake showed that expenses to handle sludge of 1 ton by dry solid base cut down on 20,000 won. If considering several test aspects, it was analysed that EDFP was excellent in the side of performance as well as economical suitability.

This paper presents deposition and characterization of hydrogenated microcrystalline silicon (${\mu}c$ -Si:H) films on low cost glass substrate by Hot Wire CVD(HWCVD). The HWCVD ${\mu}c$ -Si:H films had deposition rates ranging from 2${\AA}$/sec to 35${\AA}$/sec with the variations of preparation conditions, which was 10 times higher than that of the films obtained from the conventional PECVD method. From the Raman spectroscopy, the prepared silicon films were found to be composed of the mixture of crystalline and amorphous phases. The crystalline volume fraction and average crystallite size, obtained from the Raman To mode peak near 520cm$^{-1}$, were 37-63% and 6-10 nm, respectively. The conductivity activation energy($E_a$) of the ${\mu}c$ -Si:H films, representing the difference of conduction band and Fermi level in an intrinsic semiconductors, increased from 0.22eV to 0.68eV with increasing pressure from 30mTorr to 300mTorr. The increase of $E_a$ with pressure indicates that the deposited films have properties close to intrinsic semiconductors, which is also proved with low dark conductivity of the ${\mu}c$ -Si:H deposited at 300mTorr. The tungsten concentration incorporated into films was about $6{\times}10^{16}atoms/cm^3$ in the samples prepared at wire temperature of 1800$^{\circ}C$.

Short discrete fibers compounded with concrete can enhance the tensile resistance and ductility of concrete. Recently, the effectiveness of the reinforcement has increased according to the increasing length of steel fiber. However, the lengthening of steel fiber requires reducing the ratio of the fiber content to remain the workability and quality of concrete. Thus, the present study evaluated the flexural performance of fiber reinforced concrete with less than l.0% fiber volume ratios of steel fiber, 30mm and 60mm long, and polypropylene fiber, being evaluated as a good reinforcing material with chemical stability, long-term durability, and cost effectiveness. Concrete with more than 0.25% steel and 0.5% polypropylene fibers improved the brittle failure of concrete after reaching cracking strength. Concrete reinforced with polypropylene exhibited deflection-softening behavior, but that with more than 0.5% polypropylene delayed stress reduction and recovered flexural strength by 60 to 80% after cracking strength. In conclusion, concrete reinforced with more than 0.75% polypropylene could improve structural flexural performance. In particular, energy absorption capacity of reinforced concrete with 1.0% polypropylene fiber was similar to that with 0.5% and 0.7% steel fibers.

A planning support system enhances our ability to use water capacity expansion as an urban growth management strategy. This paper reports the development of capacity expansion modeling of water supply as part of the continuing development of such a planning support system (PEGASUS: Planning Environment for Generation and Analysis of Spatial Urban Systems) to incorporate water supply, This system is designed from the understanding that land use and development drive the demand for infrastructure and infrastructure can have a significant influence on the ways in which land is developed and used. Capacity expansion Problems of water supply can be solved in two ways: 1) optimal control theory, and 2) mixed integer nonlinear programming (MINLP). Each method has its strengths and weaknesses. In this study the MINLP approach is used because of its strength of determining expansion sizing and timing simultaneously. A dynamic network optimization model and a water-distribution network analysis model can address the dynamic interdependence between water planning and land use planning. While the water-distribution network analysis model evaluates the performance of generated networks over time, the dynamic optimization model chooses alternatives to meet expanding water needs. In addition, the user and capacity expansion modeling-to-generate-alternatives (MGA) can generate alternatives. A cost benefit analysis module using a normalization technique helps in choosing the most economical among those alternatives. GIS provide a tool for estimating the volume of demanded water and showing results of the capacity expansion model.

This paper implements a long-term monitoring system (LMS) for ship's engine performance analysis (SEPA) based on the web, for the purpose of the communication speed and engine maintenance. This system is composed of a simulator, monitoring module with a multi channel A/D converter, monitoring computer, network attached storage (NAS), RS485 serial and wireless internet communication system. The existing products monitor the information transmitted from pressure sensors installed in the upper parts of each of engines in the local or web computer, but have a delay in the communication speed and errors in long-term monitoring due to the large volume of sampling pressure data. To improve these problems, the monitoring computer saves the sampling pressure data received from the pressure sensors in NAS, monitors the long-term sampling data generated by the sectional down sampling method on a local computer, and transmits them to the web for long-term monitoring. Because this method has one tenth of the original sampling data, it will use memory with small capacity, save communication cost, monitor the long-term sampling data for 30 days, and as a result, make a great contribution to engine maintenance.
The production of abalone seed has grown and been specialized since the 2000s with the growth of the abalone farming industry. Despite the increase in the production of abalone seeds, the sales volume of abalone seeds remained flat and competition among producers increased. This paper will analyze the management efficiency of abalone seed production fishery to diagnose the management status and improve the abalone seed production efficiency. In addition, this study is the result of the basic research on the abalone seed industry and it is meaningful to prepare a platform for further research since the management status survey and the management efficiency survey of abalone seed production fishery have not been conducted until now. The data on the farmed fish prices of abalone seeds were collected from surveys of sample fish as part of the fish seed observation project conducted by the Fisheries Outlook Center (FOC) of Korea Maritime and Fisheries Development Institute (KMI). Management efficiency analysis utilizes DEA (Data Envelopment Analysis) model. The DEA model was analyzed by classifying into CCR (Super-CCR), BCC, and SBM (Super-SBM) models according to the assumptions taking into account the characteristics of the industry. The slack considered in the SBM model was judged as possible decreases in input variables and increase in output variables. The average efficiency from the CCR model was analyzed to be 69%. The BCC model was classified into input and output orientations, and the average efficiency was 79% and 75%, respectively. There were seven production fisheries with an SE value of 1 or more, which remained unchanged in terms of size and could be benchmarked. The average efficiency of the SBM model was 59% for CRS and 66% for VRS. Under the VRS assumptions, the variable increase/decrease efficiency analysis shows that labor costs can be reduced by 37.3%, facility capacity by 18.8%, and operating costs by 8.5%. In order to improve management efficiency, Wando needs to reduce labor and management costs. In Jindo region, sales increase as well as labor cost reduction is urgent. In other regions, reduced facilities and increased sales are recommended.
This study was conducted to provide the fundamental data of the policy plan for the security of forestry labour and the revitalization of forestry mechanization by analysing the status of forestry labor and the training plan. In forestry, the total number of employer and the labour cost have slightly increased annually, but the number of employer for timber harvesting has decreased. Therefore, the organization of expert forestry mechanization unit and the training of operator will be necessary. The number and person of forest management unit, the working days of the year and income have increased in Korea. However, the working days per month of forest management unit were only 15 days, which are only 180 days per year. In the results of the calculated number and person of forest management unit for the Korean forest tending volumes, about 349 forest management units are required. In case of adjusting 12 persons per 1 unit, 4,185 persons are required. In calculated results of the optimum forestry mechanization unit and member's number by the adjusting of tower yarder harvesting system for annual timber harvesting production volume, it was known to necessary the 250 forestry mechanization unit and the 1,250 members which are calculated at 5 persons per 1 group.

Until now the goal of marketing campaign has been transacted marketing just for closing a transaction, but it must be related marketing which is seeking mutual interests of customer and company. The strategies to attain these goals are : 1) to change from products and service management-focused to customer management and relationship building-focused. 2) to establish a core strategy which needs to be changed from market occupancy of volume expansion to customer occupancy. 3) to change from one-way communication to two-way communication. 4) to change from large scale marketing by company dimension to small scale marketing by sections. If companies focus on core benefit and augmented service to be sought by customers and make every efforts to create a value customer occupancy will increase automatically, the reduction of marketing cost will be followed, and marketing efforts will be much more efficient. In introducing a new product it is still easier to diffuse through the existing customers, and also important market information can be obtained from customers using this close relationship. If this close relationship maintains well customers will say even a trivial inconvenience and complaint and propose an idea of new product. Kotler divides relationship marketing into 5 stages such as Basic, Reactive, Accountable, Proactive, and Partnership. From the 1st stage to the last stage customer management is absolutely important and also in management strategy. The last stage, Partnership can come into the stage which is actively participated in service development and problem solving by customers. so more loyal customers have more successful performance the company attain.
